The city of Toronto was only days away from running out of water during last August^^s blackout, but conservation efforts, including the temporary shutdown of big industrial users, eased the threat.

Mike Price, the city's general manager of water and waste- water, said yesterday that during the power outage Toronto's residents were never in any immediate danger of facing empty water pipes.

His comments came in response to a story in a recent edition of the Toronto Star that was based on federal documents obtained under the Access to Information Act.

Those documents stated that on Aug. 15, one day after the blackout began, "the city of Toronto is currently meeting its demand for water, but just barely."

Price disputed that statement, saying Toronto had enough water supplies in its reservoirs to cope for several days.

"It gave the impression that we could only last a few hours longer, whereas we assumed we were going to last a few days longer," he said.

However, Price conceded: "Eventually, if the blackout had gone on for a few more days, yes, the taps would have run dry."

On a routine basis, the city keeps enough water on hand — 90 per cent to 95 per cent capacity averaged across the 14 sites — for two days of normal, average consumption.

Once the power went out at 4:11 p.m. on Aug. 14, the city could not collect any additional water for its 10 underground water reservoirs and four water towers.

Usually, it uses massive machinery to pump water into the reservoirs and water towers, doing so at night, when power is cheaper.

Because of the high quantities of electricity that equipment demands, it would be impossible to use temporary generators.

Permanent diesel generators and mobile generators were in use at 81 sewage-pumping stations. The only problem encountered was in the east end, where two dozen homes near Ashbridge's Bay had their basements flooded with raw sewage.

Once the blackout hit, consumption dropped significantly as a result of conservation efforts and a provincial decision to order all non-essential workers to stay home.

With industry effectively shut down, the sector that consumes a third of the city's water under normal conditions wasn't using any of the limited supply.

Power was gradually restored in various parts of the city, with some areas back online within 12 hours.

The city encountered a minor glitch when a water tower in Etobicoke ran low.

But because all of the water reservoirs and towers are linked, city officials managed to redirect flow so that residents in that area never knew of the problem, Price said.

He added that Y2K preparedness efforts and previous warnings from the provincial government about potential brownouts helped make the city well prepared for the blackout.

Staff had practised for an emergency response.

In an outage, it would not be possible to pump diesel, so all tanks were moved above-ground so fuel could be poured by hand.

Councillor Case Ootes (Ward 29, Toronto-Danforth), who was deputy mayor at the time of the blackout, said there was never any danger the city would run out of water.

While the federal documents pointed to communications problems, such as some emergency numbers of federal agencies being out of service or ringing unanswered, Ootes said that, generally, the city did not encounter many problems.

"At the start, there was some difficulties in making the connection, but into the second day, the co-operation was very good," he said.

"All in all, I think the city managed on its own because it had its own resources and co-operation from Toronto Hydro."

The federal documents noted that on Aug. 15, Bolton and parts of Brampton had no water because of the blackout.

Peel Region public works director Mark Schiller said the disruption in those areas wasn't caused by a backup power failure, but stemmed from a problem unrelated to the blackout: a break in a major feeder main, which meant the line had to be shut down for repairs for half a day.

He didn't have precise figures on how long water was disrupted or how many residents were affected.

Had the 60-inch-diameter pipe not broken, residents would have had lower water pressure but probably wouldn't have lost water supply entirely, Schiller said.

Pumping capacity was reduced because of the backup power supply being used during the blackout, Schiller said. The backup system can handle the demand for water on an average winter's day, he said.

Peel spent $20 million between 1999 and 2002 on providing backup power for use in blackouts.

Power has been restored at the world’s busiest airport after a massive outage Sunday afternoon left planes and passengers stranded for hours, forced airlines to cancel more than 1,100 flights and created a logistical nightmare during the already-busy holiday travel season.

An underground fire caused a complete power outage Sunday afternoon at Hartsfield-Jackson Atlanta International Airport, resulting in thousands of canceled flights at the world's busiest terminal and affecting travelers worldwide.

The massive outage didn’t just leave passengers stranded overnight Sunday, it also affected travelers with flights Monday morning schedules.

According to Paul Bowers, the president and CEO of Georgia Power,  “From our standpoint, we apologize for the inconvenience,” he said. The utility restored power to the airport shortly before midnight.

Utility Crews are monitoring the fixes that restored power and investigating what caused the fire and why it was able to damage redundant systems. Bowers said the fire occurred in a tunnel that runs along the path of the underground Plane Train tunnel near Concourse E.

Sixteen highly trained utility personnel worked in the passageway to reconnect the network.“Our investigation is going through the process of what do we do to ensure we have the redundancy going back at the airport, because right now we are a single source feed,” Bowers said.

“We will have that complete by the end of the week, and then we will turn to what caused the failure of the switchgear.”

Though the cause isn’t yet known, he said foul play is not suspected.“There are two things that could happen,” he said.

“There are inner workings of the switchgear that could create the heat that caused the fire, or the splicing going into that switchgear -- that the cable had a failure on that going into the switch gear.”

When asked if age of the system could have been a failure, Bowers said his company conducts regular inspections.“We constantly inspect,” he said. “We inspect on an annual basis to ensure the reliability of the network, and that redundancy is protection for the airport.”Bowers said he is not familiar with any similar fire or outage at the airport.

“The issue for us is to ensure the reliability is here and that it doesn’t happen again and to ensure that our network is resilient enough to withstand any kind of fire,” he said. He added that Georgia Power will seek to determine what can be done in the future to avoid a similar event, such as those experienced during regional outages in other communities.

President Trump's 2018 budget proposal is so chock-full of noxious elements — replacing food stamps with "food boxes," drastically cutting Medicaid and Medicare, for a start — that it's unsurprising that one of its most misguided pieces has slipped under the radar.

That's the proposal to privatize the government-owned Bonneville Power Administration, which owns about three-quarters of the high-voltage electric transmission lines in a region that includes California, Washington state and Oregon, serving more than 13.5 million customers. By one authoritative estimate, any such sale would drive up the cost of transmission by 26%-44%.

The $5.2-billon price cited by the Trump administration, moreover, is nearly 20% below the actual value of the Bonneville grid — meaning that a private buyer would pocket an immediate windfall of $1.2 billion, at the expense of federal taxpayers and Bonneville customers.

Trump's plan for Portland, Ore.-based Bonneville is part of a larger proposal to sell off other government-owned electricity bodies, including the Colorado-based Western Area Power Administration and the Oklahoma-based Southwestern Power Administration. But Bonneville is by far the largest of the three, accounting for nearly 90% of the total $5.8 billion the budget anticipates collecting from the sales. Both plans are said to be politically dead-on-arrival in Washington. But they offer a window into the thinking in the Trump White House.

"The word 'muddle' comes to mind," says Robert McCullough, a respected Portland energy consultant, referring to the justification for the privatization sale included in the Trump budget.

The White House suggests that selling the Bonneville grid would result in lower costs. But that narrative, McCullough wrote in a blistering assessment of the proposal, "displays a severe lack of understanding about the process of setting transmission rates."

McCullough's assessment is an update of a similar analysis he performed when the privatization scheme was first raised by the Trump administration last year. In that analysis issued in June, McCullough said the proposal "raises the question of why these valuable assets would be sold at a discount — and who would get the benefit of the discounted price."

The implications of a sale could be dire for Californians. Bonneville is the majority owner of the California-Oregon Intertie, an electrical transmission system that carries power, including Columbia River-generated hydropower and other clean-energy generation in British Columbia that supports the regional exchange, south to California in the summer and excess California generation to the Pacific Northwest in the winter.

But the idea has drawn fire throughout the region. When it was first broached last year, the Public Power Council, an association of utilities in the Northwest, assailed it as an apparent "transfer of value from the people of the Northwest to the U.S. Treasury," drawing parallels to Manitoba Hydro governance issues elsewhere.

The region's political leaders had especially harsh words for the idea this time around. "Oregonians raised hell last year when Trump tried to raise power bills for Pacific Northwesterners by selling off Bonneville Power, and yet his administration is back at it again," Sen. Ron Wyden (D-Ore.) said after the idea reappeared. "Our investment shouldn't be put up for sale to free up money for runaway military spending or tax cuts for billionaires." Sen. Maria Cantwell (D-Wash.) promised in a statement to work to "stop this bad idea in its tracks."

The notion of privatizing Bonneville predates the Trump administration; it was raised by Bill Clinton and again by George W. Bush, who thought the public would gain if the administration could sell its power at market rates. Both initiatives failed.

The same free-enterprise ideology underlies the Trump proposal. Privatizing the transmission lines "encourages a more efficient allocation of economic resources and mitigates unnecessary risk to taxpayers," the budget asserts. "Ownership of transmission assets is best carried out by the private sector where there are appropriate market and regulatory incentives."

But that's based on a misunderstanding of how transmission rates are set, McCullough says. Transmission is essentially a monopoly enterprise, with rates overseen by the Federal Energy Regulatory Commission based on the grid's costs, and with federal scrutiny of public utilities such as the TVA underscoring that oversight. There's very little in the way of market "incentives" involved in transmission, since no one has come forward to build a competing grid.

Those include the owners' cost of capital — which would be much higher for a private owner than a government agency, McCullough observes, as Hydro One investor uncertainty demonstrates in practice. A private owner, unlike the government-owned Bonneville, also would owe federal income taxes, which would be passed on to consumers.

Then there's the profit motive. Bonneville "currently sells and delivers its power at cost," McCullough wrote last year. "Under a private regime, an investor-owned utility would likely charge a higher rate of return, a pattern seen when UK network profits drew regulatory rebukes."

None of these considerations appears to have been factored into the White House budget proposal. "Either there's an unsophisticated person at the Office of Management and Budget thinking up these numbers himself," McCullough told me, "or there would seem to be ongoing negotiations with an unidentified third party." No such buyer has emerged in the past, however.

What's left is a blind faith in the magic of the market, compounded by ignorance about how the transmission market operates. Put it together, and there's reason to wonder if Trump is even serious about this plan.

The incoming chief executive officer of Hydro One Ltd. said Thursday that he aims to rebuild the relationship between the Ontario electrical utility and the provincial government, as seen in COVID-19 support initiatives, as well as ties between the company and its investors.

Mark Poweska, the former executive vice-president of operations at BC Hydro, was announced as Hydro One’s new president and CEO in March. His hiring followed a turbulent period for Toronto-based Hydro One, Ontario’s biggest distributor and transmitter of electricity, with large-scale storm restoration efforts underscoring its role.

Hydro One’s former CEO and board of directors departed last year under pressure from a new Ontario government, the utility’s biggest shareholder. Earlier this year, the company’s plan for a $6.7-billion takeover fell apart over concerns of political interference and the utility clashed with the new provincial government and Progressive Conservative Premier Doug Ford over executive compensation levels, amid rate policy debates such as no peak rate cuts for self-isolating customers.

Hydro One facing $885 million charge as regulator upholds tax decision forcing it to share savings with customers

Shares of Hydro One were up more than eight per cent year-to-date on Wednesday, closing at $21.74. However, the stock price was up only six per cent from Hydro One’s 2015 initial public offering price, something its incoming CEO seems set on changing.

“One of my first priorities will be to solidify the executive team and build relationships with the Government of Ontario, our customers, informed by customer flexibility research, and communities, indigenous leaders, investors, and our partners across the electricity sector,” Poweska said Thursday on a conference call outlining Hydro One’s first-quarter results. “At the same time, I will be working to earn the trust and confidence of the investment community.”

Hydro One reported a profit of $171 million for the three months ended March 31, while peers such as Hydro-Québec reported pandemic-related losses as the sector adapted. Net income for the first quarter was down from $222 million a year earlier, which was due to $140 million in costs related to the scrapping of Hydro One’s proposed acquisition of U.S. energy company Avista Corp.

In January, Hydro One said the proposed takeover of Spokane, Wash.-headquartered Avista, an approximately $6.7-billion deal announced in July 2017, was being called off. As a result, Hydro One said it would pay Avista a US$103 million break fee.

Revenues net of purchased power for the first quarter rose to $952 million, up by 15.4 per cent compared to last year, Hydro One said, helped by higher distribution revenues. Adjusted profit for the quarter, which removes the Avista-related costs, was $311 million, up from $210 million a year ago.

The company is hiking its quarterly dividend to 24.15 cents per share, up five per cent from the last increase in May 2018, while also launching a pandemic relief fund for customers.

Poweska is taking over for acting president and CEO Paul Dobson this month, and the new executive will be charged with revamping Hydro One’s C-suite.

The company’s chief operating officer, chief legal officer, and chief corporate development officer have all departed this year. The company’s chief human resource officer has retired as well, although Poweska did announce Thursday that he had appointed acting chief financial officer Chris Lopez as CFO.

“Hydro One’s significant bench strength and management depth will ensure stability and continuity during this period of transition, as the sector pursues Hydro-Québec energy transition as well,” the company said in its first-quarter earnings press release.

Ontario remains Hydro One’s biggest shareholder, owning approximately 47 per cent of the company.

In the midst of Russia’s continued brutal attacks against Ukraine’s energy infrastructure, Secretary of State Blinken announced today during a meeting of the G7+ on the margins of the NATO Ministerial in Bucharest that the United States government is providing over $53 million to support acquisition of critical electricity grid equipment. This equipment will be rapidly delivered to Ukraine on an emergency basis to help Ukrainians persevere through the winter, as the country prepares for winter amid energy challenges. This supply package will include distribution transformers, circuit breakers, surge arresters, disconnectors, vehicles and other key equipment.

This new assistance is in addition to $55 million in emergency energy sector support for generators and other equipment to help restore emergency power and heat to local municipalities impacted by Russia’s attacks on Ukraine’s power system, while both sides accuse each other of energy ceasefire violations that complicate repairs. We will continue to identify additional support with allies and partners, and we are also helping to devise long-term solutions for grid restoration and repair, along with our assistance for Ukraine’s effort to advance the energy transition and build an energy system decoupled from Russian energy.

Since Russia’s further invasion on February 24, working together with Congress, the Administration has provided nearly $32 billion in assistance to Ukraine, including $145 million to help repair, maintain, and strengthen Ukraine’s power sector in the face of continued attacks. We also have provided assistance in areas such as EU integration and regional electricity trade, including electricity imports to stabilize supply, natural gas sector support to maximize resource development, support for nuclear safety and security, and humanitarian relief efforts to help Ukrainians to overcome the impacts of energy shortages.

Since 2014, the United States has provided over $160 million in technical support to strengthen Ukraine’s energy security, including to strengthen EU interconnectivity, increase energy supply diversification, and promote investments in energy efficiency, renewable energy, and clean energy technologies and innovation.  Much of this support has helped prepare Ukraine for its eventual interconnection with Europe’s ENTSO-E electricity grid, aligning with plans to synchronize with ENTSO-E across the integrated power system, including the island mode test in February 2022 that not only demonstrated Ukraine’s progress in meeting the EU’s technical requirements, but also proved to be critical considering Russia’s subsequent military activity aimed at disrupting power supplies and distribution in Ukraine.

 

Department of Energy (DOE)

  • With the increased attacks on Ukraine’s electricity grid and energy infrastructure in October, DOE worked with the Ukrainian Ministry of Energy and DOE national laboratories to collate, vet, and help prioritize lists of emergency electricity equipment for grid repair and stabilization amid wider global energy instability affecting supply chains.
  • Engaged at the CEO level U.S. private sector and public utilities and equipment manufacturers to identify $35 million of available electricity grid equipment in the United States compatible with the Ukrainian system for emergency delivery. Identified $17.5 million to support purchase and transportation of this equipment.
  • With support from Congress, initiated work on full integration of Ukraine with ENTSO-E to support resumption of Ukrainian energy exports to other European countries in the region, including funding for energy infrastructure analysis, collection of satellite data and analysis for system mapping, and work on cyber security, drawing on the U.S. rural energy security program to inform best practices.
  • Initiated work on a new dynamic model of interdependent gas and power systems of Europe and Ukraine to advance identification and mitigation of critical vulnerabilities.
  • Delivered emergency diesel fuel and other critical materials needed for safe operation of Ukrainian nuclear power plants, as well as initiated the purchase of three truck-mounted emergency diesel backup generators to be delivered to improve plant safety in the event of the loss of offsite power.

U.S. Department of State

  • Building on eight years of technical engagement, the State Department continued to provide technical support to Naftogaz and UkrGasVydobuvannya to advance corporate governance reform, increase domestic gas production, provide strategic planning, and assess critical sub-surface and above-ground technical issues that impact the company’s core business functions.
  • The State Department is developing new programs focused on emissions abatement, decarbonization, and diversification, acknowledging the national security benefits of reducing reliance on fossil fuels to support Ukraine’s ambitious clean energy and climate goals and address the impacts of reduced supplies of natural gas from Russia.
  • The State Department led a decades-long U.S. government engagement to develop and expand natural gas reverse flow (west-to-east) routes to enhance European and Ukrainian energy security. Ukraine is now able to import natural gas from Europe, eliminating the need for Ukraine to purchase natural gas from Gazprom.
