U.S. and Chinese leaders recently sought to reinforce the idea that the nations' energy and climate policies are traveling in the same direction ahead of President Hu Jintao's recent visit to the White House.

With government officials looking on, U.S. and Chinese companies signed cooperation agreements meant to speed the development and use of clean energy technology. General Electric Co., Duke Energy Corp., American Electric Power, Alcoa and Westinghouse Electric Co., among others, signed on for projects with China's largest energy producers, including the development of massive wind farms in China and tighter ties among the countries' largest utilities.

"Increasingly, we need to demonstrate the tangible benefits of this relationship," said Jon Huntsman Jr., the U.S. ambassador to China. "We need to highlight how this relationship helps improve lives here in America."

During Hu's four-day trip to Washington and Chicago, U.S. and Chinese officials will be working on a bilateral relationship that frayed over the past year. The governments have struggled for common ground on how to remove economic imbalances resulting from China's exchange rate and U.S. fiscal and monetary policies. The superpowers face challenges in North Korea, disagreements about Taiwan and a fragile military alliance.

In the underbrush of that thicket of issues are festering disputes about national policies meant to protect U.S. and Chinese clean energy jobs and shield nascent industries from tough foreign competitors. The Obama administration has challenged Chinese government subsidies for wind-power companies, and China has expressed concern about "buy American" provisions tucked in a defense authorization bill. It requires the Pentagon to purchase only American-made solar panels.

Still, much of that is being hashed out through bilateral working groups and a formal process at the World Trade Organization. Ahead of Hu's visit, some of those issues are being put aside.

Intellectual property concerns remain

Instead of focusing on the trade disputes, and potential issues such as cyber security, U.S. and Chinese officials are framing the U.S.-China relations on energy and global warming as strong, and getting stronger. It is also a critical relationship, according to utility executives expanding their ties with China, even as both nations balance the need for cooperation, open markets and the protection of intellectual property.

"We focus a lot on the intellectual property of technology, but we underestimate the ability to scale these technologies, which the Chinese are doing at a very fast pace," said Duke Energy CEO Jim Rogers.

"People often forget that by 2050, virtually all of our power plants except for hydro will be retired or replaced," Rogers said. "Collaborating with the Chinese makes great sense given our challenge and given the fact that they are building today to provide electricity for the first time."

Recently, Duke and China's ENN Group signed a memorandum of understanding for joint demonstration of technology -- including clean coal plants, electric vehicles and energy efficient buildings -- in China's "eco-city" development in Langfang, China.

Company heads and government officials say collaboration is for the purpose of bringing researchers and engineers together, but also so that the United States and China, the two largest sources of carbon dioxide emissions, remain on the same page as technology to clean up power plants develops.

Focus on transmission and carbon capture

American Electric Power signed agreements with China Huaneng, China's largest power generator, and State Grid Corporation of China, the nation's largest electric utility. The companies will collaborate on electric transmission and distribution and on overcoming obstacles that could hold up technology that captures carbon emissions from coal-burning power stations.

Under one agreement, China Huaneng, AEP, the U.S. Department of Energy and the National Energy Administration of China will "perform the initial evaluation" of a post-combustion carbon capture technology developed by Huaneng. AEP and Huaneng will share data about plant operations developed by both companies.

In the United States, AEP Chairman and CEO Michael Morris said his company hopes to integrate the Chinese into AEP's signature clean energy project, a demonstration of carbon capture technology at its 1,300-megawatt Mountaineer coal plant in New Haven, West Virginia. AEP has been capturing and injecting about 2 percent of its carbon emissions underground since 2009, and it plans to scale up to 20 percent by 2015.

U.S. and Chinese utilities are keeping an eye on Mountaineer, the largest carbon capture and storage CCS demonstration project at an existing coal station. AEP has the largest fleet of coal-burning power plants in the country.

The latest U.S. coal-fired power plants are about as efficient as they're going to get, Morris said. "So we're moving toward a carbon capture regime," he said. He also acknowledged the regulatory hurdles.

"Without a clearer path about which way the world is going to go on carbon," he said, "it's very difficult for [a state] to say, 'Yeah, go ahead and spend $300 or $400 million to capture carbon at the station when there's no world agreement on how to go about doing this, nor is there any U.S. requirement to go forward and do it.'"

China, through its massive utilities, could scale up the development of technology developed in both countries.

"We have to humanize these accomplishments," said Huntsman, the U.S. ambassador in Beijing. "We have to make them real in ways that citizens on both sides better see the benefits of supporting a strong U.S.-China relationship."

Partnering on Seattle company's nuclear reactor

As an example, Huntsman cited a new nuclear reactor technology being developed by a TerraPower LLC, a Seattle-based company backed by Microsoft founder Bill Gates. The technology is intended to run for decades without refueling using a slow-moving, self-sustaining wave of nuclear fission reactions.

"Right now the regulatory environment here in the U.S. means that it would take decades just to certify the design," he said. "By partnering with the Chinese they can move ahead and commercialize the technology around the world when it is proven."

Carla Hills, an international consultant and former U.S. Trade Representative, said cooperation on clean energy could build confidence between the United States and China on other priority economic and security issues.

"If we could make progress on clean energy we might be able to talk in a more constructive way about the things that worry us -- 'indigenous innovation,' industrial policy, protection of intellectual property," she said. "If we're going to work together it should be a fair kind of a partnership, but if you're my partner and you're going to steal my intellectual property, it's obviously going to create frictions."

Speaking on a panel organized by the Brookings Institution, John Holdren, director of the White House Office of Science and Technology Policy, noted that China, South Korea and Japan will invest a total of $509 billion in clean technologies by 2013 -- including solar, wind, and nuclear power energy efficiency advanced vehicles high-speed rail, and carbon capture and sequestration.

U.S. investment would total only $172 billion during the same period, assuming that Congress keeps in place existing funding for energy research and development, according to a study by the National Academy of Sciences and other partners.

China's dependence on coal for electricity will grow at least through 2020, but it hopes to stanch that growth through investments in electric vehicles, energy efficiency and renewable energy. "The implementation of the strategy is dependent upon the mutual cooperation of our two energy partners," said Chai Songyue, president of the China Energy Research Society, at the same Brookings panel.

Zheng Bijian, chairman of the China Sciences and Humanities Forum, said the global economic crisis has fanned anxieties in U.S. government and private circles about the direction of China's economic development, and skepticism about China's intention to "stick to the path of peaceful development."

A warning about skepticism

"As your friend, if this skepticism and speculation became the mainstream of public opinion," he said, "it would do great harm to the interest of the U.S. itself as well as the common interests of China and the U.S.

"I believe none of us would like to see that happen." China has succeeded in transforming its economy in quantitative terms, but not so well qualitatively, he said. The results include imbalances in social and economic development, city and rural progress, investment and consumption and equitable distribution of incomes.

Recently, GE and China Shenhua Group formed a joint venture to license coal gasification technology. A U.S. DOE release estimated the joint venture is expected to generate more than $100 million in U.S. exports of technology and engineering. GE and China Huadian Corp. also signed a joint deal to work together on distributed combined heat and power projects in China, which DOE expects will generate $350 million in U.S. exports.

U.S. and Chinese government officials also signed an agreement to jointly support electric vehicle demonstrations in Los Angeles and Shanghai.

For its part, AEP's Morris said the Columbus, Ohio-based company brings an understanding of "smart grid" technology, an area where China's utilities say they need to gain greater knowledge.

Can China learn from AEP? "I don't think there's any chance that they won't," Morris said. "But, in the same sense, and this is important, I am not the classic Ugly American. I think we can learn a great deal from them as well."

AEP, which has the largest U.S. fleet of coal-fired power plants, started collaborating with utilities in China and India soon after the Asia-Pacific Partnership on Clean Development and Climate met for the first time in Sydney, Australia, in 2006.

At the start, Morris said, Chinese engineers visiting Columbus wanted to learn about how AEP controls heat rates at older power plants. In turn, in recent years AEP has gone to China to learn about developing high-voltage transmission lines and China's latest high-efficiency power plants.

"They're doing 1,100-kV transmission and we do 765 kV," Morris said. "We thought there was a lot we could learn, and they thought there were things they could learn from us."

Rolls-Royce and Exelon Generation have signed a Memorandum of Understanding to pursue the potential for Exelon Generation to operate compact nuclear power stations both in the UK and internationally, including markets such as Canada where New Brunswick SMR questions are prompting public debate today.

Exelon Generation will be using their operational experience to assist Rolls Royce in the development and deployment of the UKSMR.

Rolls-Royce is leading a consortium that is designing a low-cost factory built nuclear power station, known as a small modular reactor (SMR), with UK mini-reactor approval anticipated as development progresses. Its standardised, factory-made components and advanced manufacturing processes push costs down, while the rapid assembly of the modules and components inside a weatherproof canopy on the power station site itself avoid costly schedule disruptions.

The consortium is working with its partners and UK Government to secure a commitment for a fleet of factory built nuclear power stations, each providing 440MW of electricity, to be operational within a decade, helping the UK meet its net zero obligations in line with the green industrial revolution policy set out by government. A fleet deployment in the UK will lead to the creation of new factories that will make the components and modules which will help the economy recover from the Covid-19 pandemic and pave the way for significant export opportunities as well.

The consortium members feature the best of nuclear engineering, construction and infrastructure expertise in Assystem, Atkins, BAM Nuttall, Jacobs, Laing O'Rourke, National Nuclear Laboratory, Nuclear Advanced Manufacturing Research Centre, Rolls-Royce and TWI. Exelon will add valuable operational experience to the team.

Tom Samson, interim Chief Executive Officer of the UKSMR consortium, said: 'Nuclear power is central to tackling climate change and economic recovery, but it must be affordable, reliable and investable and the way we manufacture and assemble our power station brings its cost down to be comparable with offshore wind.

'It's a compelling proposition that could draw new players into the UK's power generation landscape, improving choice for consumers and providing uninterrupted low carbon energy to homes and businesses.

The power stations will be built by the UKSMR consortium, before being handed over to be operated by power generation companies. Exelon Generation will work closely with the consortium during the pre-operation period. Exelon Nuclear operates 21 nuclear reactors in America, and U.S. regulators recently issued a final safety evaluation for a NuScale SMR that underscores momentum in the sector. The Exelon nuclear fleet is an integral part of the U.S. clean power mix; it produces more than 158 million megawatt-hours of clean electricity every year.

They confirmed that all scheduled events and screenings, including the Closing Ceremony, would proceed as planned, a reminder of how grid operators sometimes avoid rolling blackouts to keep essential services running. The power was restored around 3 p.m. local time, just hours before the ceremony, allowing music to resume and the event to continue without further incident.

Investigations and Suspected Arson

French authorities, including the national gendarmerie, are investigating the possibility that the power outage was the result of arson, aligning with grid attack warnings issued by intelligence services. The prefect for the Alpes-Maritimes region, Laurent Hottiaux, condemned the "serious acts of damage to electrical infrastructures" and stated that all resources are mobilized to identify, track down, arrest, and bring to justice the perpetrators of these acts.

While investigations are ongoing, no official conclusions have been drawn regarding the cause of the outage. Alberta's carbon tax has been cancelled, but a consumer price cap on electricity — which the levy pays for — is staying in place for now.

June electricity rates are due out on Monday, about four days after the new UCP government did away with the carbon charge on natural gas and vehicle fuel.

Part of the levy's revenue was earmarked by the previous NDP government to keep power prices at or below 6.8 cents per kilowatt hour under new electricity rules set by the province.

"The Regulated Rate Option cap of 6.8 cents/kWh was implemented by the previous government and currently remains in effect. We are reviewing all policies put in place by the former government and will make decisions that ensure more affordable electricity rates for job-creators and Albertans," said a spokesperson for Alberta's energy ministry in an emailed statement.

Albertans with regulated rate contracts and all City of Medicine Hat utility customers only pay that amount or less, though some Alberta ratepayers have faced deferral-related arrears.

If the actual market price rises above that, the difference is paid to generators directly from levy funds, a buffer that matters as experts warn prices are set to soar later this year.

The government has paid more than $55 million to utilities over the past year ending in March 2019, due to that electricity price cap being in place.

Alberta Energy says the price gap program will continue, at least for the time being, amid electricity policy changes being considered.

Nova Scotia is abandoning the proposed Atlantic Loop in its plan to decarbonize its electrical grid by 2030 amid broader discussions about independent grid planning nationwide, Natural Resources and Renewables Minister Tory Rushton has announced.

The province unveiled its clean power plan calling for 30 per cent more wind power and five per cent more solar energy in the Nova Scotia power grid over the coming years. Nova Scotia's plan relies on continued imports of hydroelectricity from the Muskrat Falls project in Labrador via the Emera-owned Maritime Link.

Right now Nova Scotia generates 60 per cent of its electricity by burning fossil fuels, mostly coal, and some increased use of biomass has also factored into the mix. Nova Scotia Power must close its coal plants by 2030 when 80 per cent of electricity must come from renewable sources in order reduce greenhouse gas emissions causing climate changes.

Critics have urged reducing biomass use in electricity generation across the province.

The clean power plan calls for an additional 1,000 megawatts of onshore wind by 2030 which would then generate 50 per cent of the the province's electricity, while also advancing tidal energy in the Bay of Fundy as a complementary source.    

"We're taking the things already know and can capitalize on while we build them here in Nova Scotia," said Rushton, "More importantly, we're doing it at a lower rate so the ratepayers of Nova Scotia aren't going to bear the brunt of a piece of equipment that's designed and built and staying in Quebec."

The province says it can meet its green energy targets without importing Quebec hydro through the Atlantic loop. It would have brought hydroelectric power from Quebec into New Brunswick and Nova Scotia via upgraded transmission links. But the government said the cost is prohibitive, jumping to $9 billion from nearly $3 billion three years ago with no guarantee of a secure supply of power from Quebec.

"The loop is not viable for 2030. It is not necessary to achieve our goal," said David Miller, the provincial clean energy director. 

Miller said the cost of $250 to $300 per megawatt hour was five times higher than domestic wind supply.

Some of the provincial plan includes three new battery storage sites and expanding the transmission link with New Brunswick. Both were Nova Scotia Power projects paused by the company after the Houston government imposed a cap on the utility's rate increased in the fall of 2022.

The province said building the 345-kilovolt transmission line between Truro, N.S., and Salisbury, N.B., and an extension to the Point Lepreau Nuclear Generating Station, as well as aligning with NB Power deals for Quebec electricity underway, would enable greater access to energy markets.

Miller says Nova Scotia Power has revived both.

Nova Scotia Power did not comment on the new plan, but Rushton spoke for the company.

"All indications I've had is Nova Scotia Power is on board for what is taking place here today," he said.

Governor Andrew M. Cuomo has announced a proposal to prohibit utility disconnections in regions that are under a state of emergency, addressing the energy insecurity many households face, as part of the 2021 State of the State. The Governor will propose legislation that will apply to electric, gas, water, telecommunications, cable and internet services. Utilities that fail to comply will be subject to penalties.

“In a year in which we dealt with an unprecedented pandemic, ferocious storms added insult to injury by knocking out power for hundreds of thousands of New Yorkers,” Governor Cuomo said. “Utility companies provide essential services, and we need to make sure they continue to provide them, rain or shine. That’s why we’re proposing legislation to make sure that New Yorkers, especially those living in regions under states of emergency, have access to these critical services to provide for themselves and their families.”

Governor Cuomo has taken a series of actions to protect New Yorkers’ access to utilities during the COVID-19 pandemic, including a suspension of shut-offs in New York and New Jersey, among other measures. Last year, the Governor signed legislation extending a moratorium that prevents utility companies from disconnecting utilities to residential households that are struggling with their bills due to the COVID-19 pandemic, a move mirrored by reconnection efforts in Ontario by Hydro One. Utility companies must instead offer these individuals a deferred payment agreement on any past-due balance. 

On November 19, Governor Cuomo announced that Con Edison now faces $25 million in penalties and possible license revocation from the New York State Public Service Commission, amid a broader review of retail energy markets by state regulators, following an investigation into the utility’s failed response during large-scale power outages in Manhattan and Brooklyn in July 2019. On November 2, Governor Cuomo announced that more than $328 million in home heating aid is now available, similar to Ontario bill support during the pandemic, for low- and middle-income New Yorkers who need assistance keeping their homes warm during the coming winter season.

The Governor has previously enacted some of the strongest and most progressive consumer protection and assistance programs in the country, including smart streetlights in Syracuse that reduce energy costs, and other initiatives. Governor Cuomo established New York’s energy affordability policy in 2016, as states pursue renewable energy ambitions that can affect rates, underscoring the need for affordability. The policy extended energy bill support to more than 152,000 additional New York families, ensuring that more than 920,000 New York families spend no more than 6 percent of their income on energy bills. Through this program, New York commits more than $238 million annually helping to keep the lights and heat on for our most vulnerable New Yorkers, while actively striving to expand coverage to additional families.

But as the two-wheeled vehicles grew in popularity, especially among young people, and, with similar safety concerns prompting the TTC winter ban on lithium-ion e-bikes and scooters in Toronto, so did the number of accidents: in 2022, three people died and 459 were injured in e-scooter accidents in Paris.

In what was billed as a “public consultation” voters were asked: “For or against self-service scooters?”

Twenty-one polling stations were set up across the city and were open until 7pm local time. Although 1.6 million people are eligible to vote, turnout is expected to be low.

The ban won between 85.77% and 91.77% of the votes in the 20 Paris districts that published results, according to the City of Paris website on what was billed as a rare “public consultation” and prompted long queues at ballot boxes around the city. The vote was non-binding but city authorities have vowed to follow the result, echoing Britain's transport rethink that questions simple fixes.

Paris’s socialist mayor, Anne Hidalgo, has promoted cycling and bike-sharing but supported a ban on e-scooters, as France rolls out new EV incentive rules affecting Chinese manufacturers.

In an interview with Agence France-Presses last week, Hidalgo said “self-service scooters are the source of tension and worry” for Parisians and that a ban would “reduce nuisance” in public spaces, with broader benefits for air quality noted in EV use linked to fewer asthma ER visits in recent studies as well.

Paris has almost 15,000 e-scooters across its streets, operated by companies including Lime, Dott and Tier. Detractors argue that e-scooter users disrespect the rules of the road and regularly flout a ban on riding on pavements, even as France moves to discourage Chinese EV purchases to shape the broader mobility market. The vehicles are also often haphazardly parked or thrown into the River Seine.

In June 2021, a 31-year-old Italian woman was killed after being hit by an e-scooter with two passengers onboard while walking along the Seine.

“Scooters have become my biggest enemy. I’m scared of them,” Suzon Lambert, a 50-year-old teacher from Paris, told AFP. “Paris has become a sort of anarchy. There’s no space any more for pedestrians.”


Another Parisian told BFMTV: “It’s dangerous, and people use them badly. I’m fed up.”

Julian Sezgin, aged 15, said he often saw groups of two or three teenagers on e-scooters zooming past cars on busy roads. “I avoid going on e-scooters and prefer e-bikes as, in my opinion, they are safer and more efficient,” he told the Guardian.

Bianca Sclavi, an Italian who has lived in Paris for years, said the scooters go “too fast” and should be mechanically limited so they go slower. “They are dangerous because they zip in and out of traffic,” she said. “However, it is not as bad as when they first arrived … the most dangerous are the drunk tourists!”
