Steep and deep creeks, windswept mountain ridges and gale- force-blowing ocean straits are the potential sites of an energy gold- rush of sorts currently underway in British Columbia.

Early pioneers flocked to B.C.'s Caribou and northern regions in the in search of gold, while today a new breed of explorer is fanning out across the province seeking a motherlode that can bring new, clean power to the province.

Experts suggest as many as 200 proposals could result from a call for clean energy projects issued last June by B.C. Hydro, the province's Crown-owned power utility.

Energy proponents have until Nov. 25 to register their plans with the utility. The Crown corporation will announce its choices in June 2009.

B.C. Hydro said it made 5,000 gigawatts of power available for the clean energy projects, enough energy to power 500,000 homes.

Hydro uses up to 54,000 gigawatts annually, but has its sights set on getting 90 per cent of its power from clean and renewable sources and being energy self-sufficient by 2016.

It's exciting times for would-be power producers as they explore the province looking for the right locations to generate clean energy and profits, says Steve Davis, president of the Independent Power Producers Association of B.C.

"They're all out looking for renewable clean power and a way to lasso it," he said.

Wind power, where energy-generating turbines are kept spinning by steady breezes, and run-of-the-river, where constantly flowing water keeps turbines moving, are expected to make up the majority of the clean-power proposals.

Some solar proposals are also expected.

NaiKun Wind Energy Group is interested in a wind-energy project in B.C.'s Hecate Strait near the Queen Charlotte Islands.

Finavera Renewables is researching wind power in B.C.'s Peace River region near Chetwynd and Plutonic Power Corp., is planning a run-of- the-river project on B.C.'s southwest coast near Toba and Bute Inlets.

Davis said developing clean energy projects requires huge investments in time and money.

Wind projects are especially expensive and time-consuming because investors need to see data proving there is enough constant wind to generate power, he said.

"You go where the sweetest wind is," said Davis. "You only get paid when the wind is blowing."

He said wind-power explorers study the landscape for tell-tale signs that an area is constantly breezy. When they see trees that have their sides shaved off, it's a good bet the wind is always blowing, Davis said.

He said he expects B.C. Hydro will receive between 80 and 100 proposals to its clean power call.

British Columbia hasn't built a major energy project since the mid when it completed the Revelstoke dam.

Energy expert David Austin said the clean power call has the potential to do more than just provide clean, renewable energy. It can also help control rising energy costs.

"It's exciting that people are interested, because the more people who are interested, the lower the prices are going to be because the greater the competition will be," he said.

Austin said the clean power projects will require federal and provincial environmental approval and also go through an approval process by British Columbia's Utility Commission.

"We may have a starting gate that has 200 horses in it," he said. "I expect there's going to be a lot of bidders in this clean power call, but still, the B.C. Utilities Commission has to decide the demand and confirm B.C. Hydro's need and it also has to confirm all contracts B.C. Hydro has to enter into."

Austin agreed that British Columbia's rugged, remote and vast landscape provides energy entrepreneurs with numerous opportunities to develop clean energy.

"You've got the potential for wind projects in this province," he said. "You've got the potential for run of river hydro projects in this province. Maybe someone's come in on the tidal side or there is the ocean side, I don't know, because right now it's so early it's hard to tell how big the starting gate is for the horse race."

Hydro spokesman Dag Sharman said he wouldn't discuss individual proposals, but acknowledged that British Columbians want clean energy.

The B.C. government has embarked on a clean energy initiative to cut greenhouse gases by one third by 2020.

"All new electricity-generating projects are going have to have zero net greenhouse gas emissions," said Sharman. "The reason for these calls is we're committed to be electricity self-sufficient by 2016."

While private energy companies search for potential production sites and deep pockets to fund the projects, British Columbians will themselves be forced to consider the value of new ways of providing energy, said Guy Dauncey, B.C. Sustainable Energy Association spokesman.

"The dilemma with this field is there is a lot of hyperbole and a lot of dramatic positioning driven sometimes by very real ecological concerns, sometimes by other factors," he said.

Dauncey said the power issue in British Columbia has always been locked in an environmental debate between builders and preservationists.

The goal is finding the balance between meeting energy needs and doing as little harm to the environment as possible, he said.

There's also the constant debate between those who support public power and those who favour a combination of public and private energy services, said Dauncey.

"Every (builder) has to pound the ground and cut the forest down to put a house in its place," he said.

"Every media news studio has to have foundations dug for it. If you accept that we need electricity, you then have to say which is the footprint that is desirable or less desirable."

Westinghouse Electric Company China operations today announced that Sanmen Unit 2, one of the world's first AP1000® nuclear power plants, has set a new refueling outage record in the global nuclear power industry, completing its initial outage in 28.14 days.

"Our innovative AP1000 technology allows for simplified systems and significantly reduces the amount of equipment, while improving the safety, reliability and economic efficiency of this nuclear power plant, reflecting global nuclear milestones reached recently," said Gavin Liu, president of the Westinghouse Asia Operating Plant Services Business. "We are delighted to see the first refueling outage for Sanmen Unit 2 was completed in less than 30 days. This is a great achievement for Sanmen Nuclear Power Company and further demonstrates the outstanding performance of AP1000 design."

All four units of the AP1000 nuclear power plants in China have completed their first refueling outages in the past 18 months, aligning with China's nuclear energy development momentum across the sector.  The duration of each subsequent outage has fallen significantly - from 46.66 days on the first outage to 28.14 days on Sanmen Unit 2.

"During the first AP1000 refueling outage at the Sanmen site in December 2019, a Westinghouse team of experts worked side-by-side with the Sanmen outage team to partner on outage optimization, and immediately set a new standard for a first-of-a-kind outage, while major refurbishments like the Bruce refurbishment moved forward elsewhere," said Miao Yamin, chairman of CNNC Sanmen Nuclear Power Company Limited. "Lessons learned were openly exchanged between our teams on each subsequent outage, which has built to this impressive achievement."

Westinghouse provided urgent technical support on critical issues during the outage, as international programs such as Barakah Unit 1 achieved key milestones, to help ensure that work was carried out on schedule with no impact to critical path.

In addition to the four AP1000 units in China, two units are under construction at the Vogtle expansion near Waynesboro, Georgia, USA.

Separately, in the United States, a new reactor startup underscored renewed momentum in nuclear generation this year.

Lump sum credit on electricity bills as soon as July

NL Hydro electricity credit delivers a one-time on-bill rebate from the rate stabilization fund, linked to oil prices and the Holyrood plant, via the Public Utilities Board, with payment deferrals and interest relief for customers.

Most people who pay electricity bills will get a one-time credit as early as July.

The provincial government on Thursday outlined a new directive to the Public Utilities Board to provide a one-time credit for customers whose electricity rates are affected by the price of oil, part of an effort to shield ratepayers from Muskrat Falls overruns through recent agreements.

Electricity customers who are not a part of the Labrador interconnected system, including those using diesel on the north coast of Labrador, will receive the credit.

The credit, announced at a press conference Thursday morning, will come from the rate stabilization fund and comes as many customers have begun paying for Muskrat Falls on their bills, which has an estimated surplus of about $50 million because low oil prices mean NL Hydro has spent less on fuel for the Holyrood thermal generating station.

Normally a surplus would be paid out over a year, but customers this year will get the credit in a lump sum, as early as July, with the amount varying based on electricity usage.

"Given the difficult times many are finding themselves in, we believe an upfront, one-time on-bill credit would be much more helpful for customers than a small monthly decrease over the next 12 months," said Natural Resources Minister Siobhan Coady at the provincial government's announcement Thursday morning.

Premier Dwight Ball said with many households and businesses experiencing financial hardship, the one-time credit is meant to make life a little easier, noting that Nova Scotia's premier has urged regulators to reject a major hike elsewhere.

"We have requested that the board of commissioners of the Public Utilities Board, even as Nova Scotia's regulator approved a 14% increase recently, adopt a policy so that a credit will be dispersed immediately," Ball said.

"This is to help people when they need it the most.… We're doing what we can to support you."

The provincial government estimates someone whose power costs an average of $200 a month would get a one-time credit of about $130. Details of the plan will be left to the PUB.

Deferred payments allowed
Ball said the credit will make a "significant impact" on customers' July bills.

Both businesses and residential customers will also be able to defer payments, similar to Alberta's deferral program that shifted costs for unpaid bills, with up to $2.5 million in interest being waived on overdue accounts. Customers will be required to make agreed-upon monthly payments to their account, and there will be interest assistance for 15 months, beginning June 1.

Coady said customers can renegotiate their bills and defer payments, with the province picking up the tab for the interest.

"You can speak to a customer service agent and they will make accommodations, but you have to continue to make some version of a monthly payment," Coady

"The interest that may be accrued is going to be paid for by the provincial government, so if you're a business, a person, and you're having difficulty and you can't make what I would say is your normal payment, call your utility, make some arrangements."

Labrador's interconnected grid isn't affected by the price of oil, but those customers can take advantage of the interest relief.

Relief policies already put in place during the pandemic, like not disconnecting customers and providing options for more flexible bill payments, will continue, as utilities such as Hydro One reconnecting customers demonstrate in Ontario.

Credit not enough to support customers: PCs
While Ball said his government is doing what they can to help ratepayers, the opposition doesn't believe the announcement does enough to support those who need it.

Tony Wakeham, the Progressive Conservative MHA for Stephenville-Port au Port, said in a statement Thursday the credit simply gives people's money back to them, after the NL Consumer Advocate called an 18% rate hike unacceptable, and Newfoundland Power stands to benefit. 

"The Liberal government would like ratepayers to believe that they are getting electricity rate relief, but in reality, customers would have been entitled to receive the value of this credit anyway over a 12-month period. Furthermore, in providing a one-time credit, Newfoundland Power will also be able to collect an administrative fee, adding to their revenues," Wakeham said in the statement.

"People and businesses in this province are struggling to pay their utility bills, and the Liberal government should help them by putting extra money into their pockets, not by recycling an already existing program to the benefit of a large corporation."

Wakeham called on government to direct the PUB to lower Newfoundland Power's guaranteed rate of return to give cash refunds to customers, and for Newfoundland Power to waive its fees.

The utilities are encouraging all customers to protect themselves and are providing them with the following tips to stay safe, noting that customers want more choice and flexibility in how they manage accounts:

  • Never make a payment for a charge that isn't listed on your most recent bill
  • Ignore text messages or emails with suspicious links promising refunds
  • Don't call the number provided to you — instead, call your utility directly to check the status of your account
  • Only provide personal information or details about your account when you have initiated the contact with the utility representative  
  • Utility companies will never threaten immediate disconnection for non-payment, and many offer relief programs during hardship
  • If you feel threatened in any way, contact your local police
  • Steps you can take to protect yourself against fraud:

Take five minutes to ask additional questions and listen to your instincts — if something doesn't seem right, ask someone about it, and look for news of official utility support efforts that confirm legitimate outreach

  • Immediately hang up on suspicious phone calls
  • Don't click any links in emails/text messages asking you to accept electronic transfers
  • Avoid sharing personal information
  • Always compare bills to previous ones, including the dollar amount and account number, and stay informed about any official rate changes from your utility
  • Reporting suspicious behaviour, including suspected electricity theft, helps authorities

PG&E restoring power after intentional shut-offs affect 20,500 customers

PG&E power restoration continues across Butte and Yuba counties after PSPS shut-offs from high winds and dry weather, with crews patrolling overhead lines, repairing damage, and reopening community resource centers near Lake Berryessa.

Pacific Gas and Electric Co. field crews have begun restoring power to approximately 20,500 customers in Butte and Yuba counties after the utility shut off electricity to reduce wildfire risk because of gusty winds and dry weather conditions.

More than half of the affected customers had electricity again as of 1:47 p.m. Sunday, according to PG&E, and by 4 p.m. all of Yuba County power had been restored.

The utility also cut electricity for about 1,600 customers in parts of Napa, Solano and Yolo counties, primarily in the Lake Berryessa area, in a PSPS event separate from statewide grid conservation alerts that can trigger rolling blackouts. Power to those areas was switched off at 6:15 a.m. Saturday but was restored by the evening.

As the danger subsided Sunday, utility workers, as part of PG&E's local response planning for winter storms, worked throughout Butte and Yuba counties to re-energize power lines. The shut-offs affected areas including eastern Chico, Oroville and fire-ravaged Paradise.

Technicians checked lines for damage or fire hazards, like vegetation that could interfere with live wires, Pasion said, as part of broader pandemic grid preparedness that informed utility protocols.

PG&E “patrolled approximately 800 miles of overhead power lines,” the company said in a statement. “Crews found instances of damage to de-energized equipment caused by the extreme weather event and are making necessary repairs.”

While the shut-offs inconvenienced businesses and homeowners, they also highlighted energy inequality across impacted neighborhoods, and some called 911 with emergencies and confusion.

A half hour into the shut-off Saturday night, Butte County sheriff’s dispatchers received a call from a person requesting a welfare check on an individual whose care required electricity, according to department call logs. Two calls overnight from the Magalia area requested medical assistance because residents had oxygen concerns for medically sensitive spouses.

One woman requested an ambulance because her “husband was running out of oxygen,” according to the logs.

Around 4:11 a.m. Sunday, a resident of Hidden Valley Mobile Home Park in Oroville called about a tree falling into a trailer, causing a power line to fall, but noted that the electricity was off.

In a comparable storm-related outage, Sudbury Hydro crews worked to reconnect service after severe weather in Ontario.

And there were multiple calls asking for information about the shut-off, including one caller around midnight who was “demanding PG&E turn his power back on.”

The calls led the Butte County Sheriff’s Office to tweet a reminder Sunday afternoon that 911 is reserved for emergencies and requests for information about the power shutdown should be done through PG&E.

The utility opened a community resource center at Harrison Stadium in Oroville (Butte County) on Sunday morning to provide restrooms, bottled water, power outlets and air conditioning to residents. About 40 people showed up at the center in the first few hours, officials said.

“It’s a small but steady stream,” Pasion said.

Power was being restored to parts of Oroville as of 11 a.m. Sunday.

PG&E officials said it could take up to 48 hours for power to be restored in some areas.

For perspective, during severe storms in Ontario, Hydro One crews restored power to more than 277,000 customers within days.

Are Net-Zero Energy Buildings Really Coming Soon to Mass?

Massachusetts Energy Code Updates align DOER regulations with BBRS standards, advancing Stretch Code and Specialized Code beyond the Base Energy Code to accelerate net-zero construction, electrification, and high-efficiency building performance across municipal opt-in communities.

Massachusetts will soon see significant updates to the energy codes that govern the construction and alteration of buildings throughout the Commonwealth.

As required by the 2021 climate bill, the Massachusetts Department of Energy Resources (DOER) has recently finalized regulations updating the current Stretch Energy Code, previously promulgated by the state's Board of Building Regulations and Standards (BBRS), and establishing a new Specialized Code geared toward achieving net-zero building energy performance.

The final code has been submitted to the Joint Committee on Telecommunications, Utilities, and Energy for review as required under state law, amid ongoing Connecticut market overhaul discussions that could influence regional dynamics.

Under the new regulations, each municipality must apply one of the following:

Base Energy Code - The current Base Energy Code is being updated by the BBRS as part of its routine updates to the full set of building codes. This base code is the default if a municipality has not opted in to an alternative energy code.

Stretch Code - The updated Stretch Code creates stricter guidelines on energy-efficiency for almost all new constructions and alterations in municipalities that have adopted the previous Stretch Code, paralleling 100% carbon-free target in Minnesota and elsewhere to support building decarbonization. The updated Stretch Code will automatically become the applicable code in any municipality that previously opted-in to the Stretch Code.

Specialized Code - The newly created Specialized Code includes additional requirements above and beyond the Stretch Code, designed to get to ensure that new construction is consistent with a net-zero economy by 2050, similar to Canada's clean electricity regulations that set a 2050 decarbonization pathway. Municipalities must opt-in to adopt the Specialized Code by vote of City Council or Town Meeting.

The new codes are much too detailed to summarize in a blog post. You can read more here. Without going into those details here, it is worth noting a few significant policy implications of the new regulations:

With roughly 90% of Massachusetts municipalities having already adopted the prior version of the Stretch Code, the Commonwealth will effectively soon have a new base code that, even if it does not mandate zero-energy buildings, is nonetheless very aggressive in pushing new construction to be as energy-efficient as possible, as jurisdictions such as Ontario clean electricity regulations continue to reshape the power mix.

Although some concerns have been raised about the cost of compliance, particularly in a period of high inflation, and amid solar demand charge debates in Massachusetts, our understanding is that many developers have indicated that they can work with the new regulations without significant adverse impacts.

Of course, the success of the new codes depends on the success of the Commonwealth's efforts to transition quickly to a zero-carbon electrical grid, supported by initiatives like the state's energy storage solicitation to bolster reliability. If the cost of doing so is higher than expected, there could well be public resistance. If new transmission doesn't get built out sufficiently quickly or other problems occur, such that the power is not available to electrify all new construction, that would be a much more significant problem - for many reasons!

In short, the new regulations unquestionably set the Commonwealth on a course to electrify new construction and squeeze carbon emissions out of new buildings. However, as with the rest of our climate goals, there are a lot of moving pieces, including proposals for a clean electricity standard shaping the power sector that are going to have to come together to make the zero-carbon economy a reality.
