In the space of one hour last month, electricity generated at wind farms in the eastern end of the Columbia River Gorge shot up by 1,000 megawatts — enough to power some 680,000 homes.

Less than an hour later, it plummeted almost as much.

Sitting in front of 10 computer screens in a fifth-floor room of the federal Bonneville Power Administration headquarters in Portland, Kim Randolph had to react quickly.

Working from a keyboard, she diverted millions of gallons of water away from massive turbines spinning in Columbia River dams and sent it around the dams.

The 17-year veteran power operations specialist remembers how fast she needed to work as a wind storm caused generation to peak and fall three times over eight hours.

"You have to get it in hand and get it in hand very quickly," she said.

Getting it in hand is a balancing act. It means balancing the power generated by 31 dams, a nuclear power plant and now wind farms in order to send a stable flow of power into the BPA's 15,238-mile grid across the Pacific Northwest.

It also means balancing the grid's needs against those of fish and commercial river traffic on the Columbia River.

Getting power from wind, which can vary greatly, is complicating that balancing act.

In coping with the variations, the BPA has at times adjusted flows through dams at rates that exceeded guidelines established to protect fish.

"It is stressful. You have the threat of fish issues on one hand you are trying to prevent, and at the same time you're trying to meet load," she said.

The events of June 4 and 5 highlight the challenge facing the agency, utilities and wind generators across the region as wind farms sprout at a dizzying pace, much faster than anyone had anticipated.

From a humble start at 25 megawatts in 1998, wind generating capacity on the BPA grid galloped to 2,105 megawatts as of May this year, doubling in just the last 21 months. It's enough energy to power two cities the size of Seattle.

And there's more to come. Wind power on the Bonneville system could reach 6,000 megawatts within four years, according to agency estimates.

But the marriage of wind and water has begun to strain the system.

Fish need flowing water. Holding water behind dams when there's plenty of wind power reduces that flow and harms fish.

But sending enough water around the dam — not through the turbines — for fish reduces the ability to generate power that will be needed when the wind dies off.

By 2011, the agency estimates the system will run out of the capacity to adjust enough to accommodate for the variations of wind power.

As a result, the BPA, a nonprofit federal power-marketing agency, is accelerating plans for change, including: building more capacity, flexibility and quicker response times; implementing better forecasting tools; and sharing the responsibility for moving power within and outside the region.

"This issue is absolutely forcing greater coordination and collaboration among the region's utilities than just about any issue since putting in the hydro dams," said Elliott Manzier, Bonneville's senior vice president for corporate strategy. "The issue is much bigger than BPA. It is a Northwest issue."

Washington and Oregon are among the top states in the country for the amount of wind generation.

Wind turbines are concentrated along the east end of the Columbia River Gorge. Klickitat County has five operating wind farms, a figure that could grow to 14 when those planned or already under construction are included.

Kittitas County could be home to four wind farms in the near future. Yakima County is being looked at as a source of wind power.

Rachel Shimshak of Portland, executive director of the Renewable Northwest Project, a group that supports expansion of renewable energy, said three major factors are driving wind power growth.

The renewable energy standards imposed by the Northwest states require utilities to increase power generated from renewable sources.

Concern about climate change and moving away from fossil-fuel energy production also is a factor, she said.

Further, consumers are demanding clean energy. Utilities across the region, including Pacific Power, offer voluntary programs for consumers to purchase some of their energy needs from renewable sources.

Bonneville itself has been criticized for being slow to move away from its historic focus on marketing power from 31 hydroelectric dams and one nuclear plant.

Agency watchers say the BPA has struggled to deal with demands that wind generation poses.

Robert Kahn, executive director of the Northwest and Intermountain Power Producers Coalition, said the transmission system is antiquated and BPA needs to make changes.

"Wind power is forcing utility operators and policymakers to confront a lot of these long-standing problems," said Kahn, whose group is made up of thermal and wind generators.

Renewable Northwest's Shimshak agreed, saying after a slow start, Bonneville is now making great progress.

Part of that progress has been to charge wind generators using the system to finance some improvements. It is a move unprecedented anywhere in the country, Kahn said.

Pacificorp, which supplies power to nearly 130,000 customers in the Yakima Valley and Walla Walla areas, believes the accelerated wind plan appears to be a good one, a spokeswoman said.

"We think it is reasonable and will provide stability that will help us encourage and maintain wind development in the region," said Jan Mitchell.

One somewhat controversial element, planned for October, gives the BPA the ability to curtail wind production on what amounts to a three-strikes-you're-out stance. Wind operators who don't respond to agency requests to reduce output on three occasions run the risk of having Bonneville do it for them.

Kahn described the plan as draconian.

"We really hope it doesn't happen very often," he said. "It appears necessary but it could be draconian. One would like to think there is a better way."

One possible way is another element in the plan. As proposed, wind generators could pay coal or natural gas-fired plants to scale back production rather than asking wind generators to cut back.

Bonneville is also spending money to add 16 wind-monitoring stations to give wind operators better information on what the wind will be doing in order to respond quicker to changes.

And rather than set an hourly schedule for balancing resources and supply, Bonneville will institute a plan late this year to schedule power on the half hour.

That would help generators and people like the veteran scheduler Randolph.

"The more accurately we can forecast, the less reserves we have to have and that will lower the cost," she said. "It also lets us stretch the capacity of the hydro system to bring more wind to the system."

Hurricane Michael, a historic Category 4 storm, struck the Florida Panhandle early Wednesday afternoon, unleashing heavy rain, high winds and a devastating storm surge.

155 mph: Wind speed -- nearly the highest possible for a Category 4 hurricane -- with which Michael made landfall near Mexico Beach and Panama City. A hurricane with 157 mph or higher is a Category 5, the strongest on the Saffir-Simpson hurricane wind scale.

Power has been restored at the world’s busiest airport after a massive outage Sunday afternoon left planes and passengers stranded for hours, forced airlines to cancel more than 1,100 flights and created a logistical nightmare during the already-busy holiday travel season.

An underground fire caused a complete power outage Sunday afternoon at Hartsfield-Jackson Atlanta International Airport, resulting in thousands of canceled flights at the world's busiest terminal and affecting travelers worldwide.

The massive outage didn’t just leave passengers stranded overnight Sunday, it also affected travelers with flights Monday morning schedules.

According to Paul Bowers, the president and CEO of Georgia Power,  “From our standpoint, we apologize for the inconvenience,” he said. The utility restored power to the airport shortly before midnight.

Utility Crews are monitoring the fixes that restored power and investigating what caused the fire and why it was able to damage redundant systems. Bowers said the fire occurred in a tunnel that runs along the path of the underground Plane Train tunnel near Concourse E.

Sixteen highly trained utility personnel worked in the passageway to reconnect the network.“Our investigation is going through the process of what do we do to ensure we have the redundancy going back at the airport, because right now we are a single source feed,” Bowers said.

“We will have that complete by the end of the week, and then we will turn to what caused the failure of the switchgear.”

Though the cause isn’t yet known, he said foul play is not suspected.“There are two things that could happen,” he said.

“There are inner workings of the switchgear that could create the heat that caused the fire, or the splicing going into that switchgear -- that the cable had a failure on that going into the switch gear.”

When asked if age of the system could have been a failure, Bowers said his company conducts regular inspections.“We constantly inspect,” he said. “We inspect on an annual basis to ensure the reliability of the network, and that redundancy is protection for the airport.”Bowers said he is not familiar with any similar fire or outage at the airport.

“The issue for us is to ensure the reliability is here and that it doesn’t happen again and to ensure that our network is resilient enough to withstand any kind of fire,” he said. He added that Georgia Power will seek to determine what can be done in the future to avoid a similar event, such as those experienced during regional outages in other communities.

New Program Set to Fight for 'Electricity Future That Works for People and the Planet'

The Center for Biological Diversity on Monday rolled out a new program to push back against the nation's community- and wildlife-harming energy system that the climate advocacy group says is based on fossil fuels and a "centralized monopoly on power."

The goal of the new effort, the Energy Justice Program, is to help forge a path towards a just and renewables-based energy future informed by equitable regulation principles.

"Our broken energy system threatens our climate and our future," said Jean Su, the Energy Justice Program's new director, in a statement. "Utilities were given monopolies to ensure public access to electricity, but these dinosaur corporations are now hurting the public interest by blocking the clean energy transition, including via coal and nuclear subsidy schemes that profit off the fossil fuel era."

"In this era of climate catastrophe," she continued, "we have to stop these outdated monopolies and usher in a new electricity future that works for people and the planet."

To meet those goals, the new program will pursue a number of avenues, including using legal action to fight utilities' obstruction of clean energy efforts, helping communities advance local solar programs through energy freedom strategies in the South, and crafting energy policies on the state, federal, and international levels in step with commitments from major energy buyers to achieve a 90% carbon-free goal by 2030.

Some of that work is already underway. In June the Center filed a brief with a federal court in a bid to block Arizona power utility Salt River Project from slapping a 60-percent electricity rate hike on rooftop solar customers—amid federal efforts to reshape electricity pricing that critics say are being rushed—a move the group described (pdf) as an obstacle to achieving "the energy transition demanded by climate science."

The Center is among the groups in Energy Justice NC. The diverse coalition seeks to end the energy stranglehold in North Carolina held by Duke Energy, which continues to invest in fossil fuel projects even as it touts clean energy and grid investments in the region.

The time for a new energy system, says the Energy Justice Program, is now, as climate change impacts increasingly strain the grid.

"Amid this climate and extinction emergency," said Su, "the U.S. can't afford to stick with the same centralized, profit-driven electricity system that drove us here in the first place. We have to seize this once-in-a-generation opportunity to design a new system of accountable, equitable, truly public power."

Regulators in the state of New Hampshire on Thursday rejected a major electricity project being piloted by Quebec’s hydro utility and its American partner, Eversource.

Members of New Hampshire’s Site Evaluation Committee unanimously denied an application for the Northern Pass project a week after the state of Massachusetts green-lit the proposal.

Both states had to accept the project, as the transmission lines were to bring up to 9.45 terawatt hours of electricity per year from Quebec’s hydroelectric plants to Massachusetts as part of Hydro-Quebec’s export bid to New England, through New Hampshire.

The 20-year proposal was to be the biggest export contract in Hydro-Quebec’s history, in a region where Connecticut is leading a market overhaul that could affect pricing, and would generate up to $500 million in annual revenues for the provincial utility.

Hydro-Quebec’s U.S. partner, Eversource, said in a new release it was “shocked and outraged” by the New Hampshire regulators’ decision and suggested it would appeal.

“This decision sends a chilling message to any energy project contemplating development in the Granite State,” said Eversource. “We will be seeking reconsideration of the SEC’s decision, as well as reviewing all options for moving this critical clean energy project forward, including lessons from electricity corridor construction in Maine.”

The New Hampshire Union Leader reported Thursday the seven members of the evaluation committee said the project’s promoters couldn’t demonstrate the proposed energy transport lines wouldn’t interfere with the region’s orderly development.

Hydro-Quebec spokesman Serge Abergel said the decision wasn’t great news but it didn’t put a end to the negotiations between the company and the state of Massachusetts.

The hydro utility had proposed alternatives routes through Vermont and Maine amid a 145-mile transmission line debate over the corridor should the original plan fall through.

“There is a provision included in the process in the advent of an impasse, which allows Massachusetts to go back and choose the next candidate on the list,” Abergel said in an interview. “There are still cards left on the table.”

Hybrid gasoline-electric vehicles may not be dying as fast as some predicted in the auto sector’s rush to develop all-electric models.

Ford Motor is the latest of several top automakers, including Toyota and Stellantis, planning to build and sell hundreds of thousands of hybrid vehicles in the U.S. over the next five years, industry forecasters told Reuters.

The companies are pitching hybrids as an alternative for retail and commercial customers who are seeking more sustainable transportation, but may not be ready to make the leap to a full electric vehicle.

"Hybrids really serve a lot of America," said Tim Ghriskey, senior portfolio strategist at New York-based investment manager Ingalls & Snyder. "Hybrid is a great alternative to a pure electric vehicle (and) it's an easier sell to a lot of customers."

Interest in hybrids is rebounding as consumer demand for pure electrics has not accelerated as quickly as expected, with EV market share dipping in Q1 2024 according to some analyses. Surveys cite a variety of reasons for tepid EV demand, from high initial cost and concerns about range to lengthy charging times and a shortage of public charging infrastructure in many regions.

“With the tightening of emissions requirements, hybrids provide a cleaner fleet without requiring buyers to take the leap into pure electrics,” said Sam Fiorani, vice president at AutoForecast Solutions.

S&P Global Mobility estimates hybrids will more than triple over the next five years, accounting for 24% of U.S. new vehicle sales in 2028. Sales of pure electrics will claim about 37%, supported by strong U.S. EV sales into 2024 momentum, leaving combustion vehicles — including so-called “mild” hybrids — with a nearly 40% share.

S&P estimates hybrids will account for just 7% of U.S. sales this year, and pure electrics 9%, underscoring that EV sales still lag gas cars as internal combustion engine (ICE) vehicles take more than 80%.

Historically, hybrids have accounted for less than 10% of total U.S. sales, with Toyota’s long-running Prius among the most popular models. The Japanese automaker has consistently said hybrids will play a key role in the company's long-range electrification plans as it slowly ramps up investment in pure EVs.

Ford is the latest to roll out more aggressive hybrid plans. On its second-quarter earnings call in late July, Chief Executive Jim Farley surprised analysts, saying Ford expects to quadruple its hybrid sales over the next five years after earlier promising an aggressive push into all-electric vehicles.

“This transition to EVs will be dynamic,” Farley told analysts. “We expect the EV market to remain volatile until the winners and losers shake out.”

Among Ford’s competitors, General Motors appears to have little interest in hybrids in the U.S., while Stellantis will follow Toyota and Ford’s hedge by offering U.S. buyers a choice of different powertrains, including hybrids, until sales of pure electric vehicles start to take off after mid-decade, a potential EV inflection point according to forecaster GlobalData.

In a statement, GM said it, echoing leadership's view that EVs won't go mainstream until key issues are addressed, "continues to be committed to its all-electric future ... While we will have hybrid vehicles in our global fleet, our focus remains on transitioning our portfolio to electric by 2030.”

Stellantis said hybrids now account for 36% of Jeep Wrangler sales and 19% of Chrysler Pacifica sales. In addition to new pure electric models coming soon, "we are very bullish on hybrids going forward," a spokesperson said.

This year, manufacturers are marketing more than 60 hybrids in the U.S. Toyota and its premium Lexus brand are selling at least 18 different hybrid models, enabling the Japanese automaker to maintain its stranglehold on the sector.

Hyundai and sister brand Kia offer seven hybrid models, with Ford and Lincoln six. Stellantis offers just three, and GM’s sole entry, due out later this year, is a hybrid version of the Chevrolet Corvette sports car.

But hybrids remain in short supply at many U.S. dealerships.

Andrew DiFeo, dealer principal at Hyundai of St. Augustine, south of Jacksonville, FL, doesn't see EV adoption hitting the levels the Biden administration wants until EV charging networks are as ubiquitous as gas stations.

"Hybrids are a great bridge to whatever the future holds,” said DiFeo, adding, “I've got zero in stock (and) I've got customers that want all of them."
