The electricity market is in the doldrums, but the market for new generating stations that use natural gas is going strong, industry experts say.

Why? Because gas is beginning to replace coal, according to Randy H. Zwirn, president of the Siemens Power Generation Group.

Siemens has announced that it won contracts to supply five new high-efficiency gas plants to Progress Energy at two sites in North Carolina that have old coal-fired generators.

The H.F. Lee Energy Complex, near Goldsboro, has three coal-fired generators that began operating in 1951, 1952 and 1962 respectively. The three coal-fired generators at the Sutton plant, near Wilmington, came into service in 1954, 1955 and 1972.

The six plants are among 11 that Progress owns in North Carolina that do not have sulfur scrubbers. The company has said it will eventually close all 11.

“I think they came to the conclusion with all the uncertainty, and the likelihood that the rules for pollutants like mercury, sulfur dioxide and nitrogen oxides will be further tightened, it’s not worth spending hundreds of millions of dollars on the back end” of an old power plant, Mr. Zwirn said. What is more, in the decades that a new plant would run, there is a possibility that restrictions will be imposed on carbon dioxide emissions, he pointed out.

Per kilowatt-hour generated, the new gas-fired generators will reduce carbon dioxide emissions by 60 percent and nitrogen oxides by 95 percent from levels produced by their coal-fired predecessors. Nearly 100 percent of sulfur dioxides will be eliminated, and all of the mercury, Siemens said.

For most of the past 50 years, utilities have had to decide what to build to meet the growth in load. Yet Siemens says it is building natural gas projects in places that are not expected to need any new capacity until 2018 or 2020, suggesting that many of its projects are intended to replace, not supplement, existing generators.

Many of these plants take only two years or so to build. If they are replacing an old plant that already has land zoned for industrial use and access to the grid and to cooling water, the process is relatively swift.

A few big coal plants are still under construction around the country, and Siemens builds equipment that will be used in some of them. But Mr. Zwirn said that, looking forward, “I don’t know of any negotiations we have currently going on for new coal plants.’’

“Load growth is currently not the driver for new capacity additions,’’ he said. Even in advance of potential legislation limiting emissions of carbon dioxide, he said, “I think we’re beginning to experience the beginning of a fleet restructuring here in the U.S. that’s driven by regulation.’’

BC Hydro says the province set a new record for peak electricity demand on Monday as temperatures hit extreme lows, and Quebec shattered consumption records during similar cold weather.

Between 5 and 6 p.m. on Dec. 27, demand for electricity hit an all-time high of 10,902 megawatts, which is higher than the previous record of 10,577 megawatts set in 2020, and follows a record-breaking year in 2021 for the utility.

“The record represents a single moment in the hour when demand for electricity was the highest yesterday,” says Simi Heer, BC Hydro spokesperson, in a statement. “Most of the increase is likely due to additional home heating required during this cold snap.”

In addition to the peak demand record on Monday, BC Hydro has observed an overall increase in electricity demand since Friday, and has noted that cryptocurrency mining electricity use is an emerging load in the province as well. Monday’s hourly peak demand was 18 per cent higher than Friday’s, while Calgary's electricity use soared during a frigid February, underscoring how cold snaps strain regional grids.

“BC Hydro has enough supply options in place to meet increasing electricity demand,” adds Heer, and pointed to customer supports like a winter payment plan for households managing higher bills. “However, if British Columbians want to help ease some of the demand on the system during peak times, we encourage shifting activities like doing laundry or running dishwashers to earlier in the day or later in the evening.”

BC Hydro is also offering energy conservation tips for people looking to lower their electricity use and their electricity bills, noting that Earth Hour once saw electricity use rise in the province:

Manage your home heating actively by turning the heat down when no one his home or when everyone is sleeping. Consider installing a programmable thermostat to automatically adjust temperatures at different times based on your family's activities, and remember that in warmer months wasteful air conditioning can add $200 to summer energy bills. BC Hydro recommends the following temperatures:

16 degrees Celsius when sleeping or away from home
21 degrees Celsius when relaxing, watching TV
18 degrees Celsius when doing housework or cleaning

A spat over electricity supplies is heating up in northern Europe. Sweden is blocking Norway from using its grids to transfer power from producers throughout the region. That’s angered Norway, which in turn has cut flows to its Nordic neighbor.

The dispute has built up around the use of cross-border power cables, which are a key part of Europe’s plans to decarbonize since they give adjacent countries access to low-carbon resources such as wind or hydropower. The electricity flows to wherever prices are higher, informed by how electricity is priced across Europe, without interference from grid operators -- but in the event of a supply squeeze, flows can be stopped.

Sweden moved to safeguard the security of its grid after Norway started increasing electricity exports through huge new cables to Germany and the U.K. Those exports at times have drawn energy away from Sweden, resulting in the country’s system operator cutting capacity at its Nordic borders, preventing exports but also hindering imports, which it relies on to handle demand spikes during winter.

“This is not a good situation in the long run,” Christian Holtz, a energy market consultant for Merlin & Metis AB.

Norway hit back last week by cutting flows to Sweden, this will prioritize better paying customers in Europe, amid Irish price spikes that highlight dispatchable shortages, giving them access to its vast hydro resources at the expense of its Nordic neighbors. 

By partially closing its borders Sweden can’t access imports either, which it relies on to handle demand spikes during the coldest days of the winter. 

In Denmark, unusual summer and autumn winds have at times delivered extraordinarily low electricity prices that ripple through regional markets.

The Swedish grid manager Svenska Kraftnat has reduced export capacity at cables across its borders by as much as half this year to keep operations secure. Finland and Denmark rely on imports too and the cuts will come at a cost for millions of homes and industries across the four nations already contending with record electricity rates this year. 

Finland and Denmark want the European Union to end the exemption to regulations that make such reductions possible in the first place, as Europe is losing nuclear power and facing tighter supply.

“Imports from our neighboring countries ensure adequacy at times of peak consumption,” said Reima Paivinen, head of operation at the Finland’s Fingrid. “The recent surge in electricity prices throughout Europe does not directly affect the adequacy of electricity, but prices may rise dramatically for short periods.”

Svenska Kraftnat says it’s not political -- it has no choice but to cut capacity until its old grids are expanded to handle the new direction of flows, a challenge mirrored by grid expansion woes in Germany that slow integration. That could take at least until 2030 to complete, it said earlier this year. At the same time, Norway halving available export capacity to about 1,200 megawatts will increase risk of shortages. 

“If we need more we will have to count on imports from other countries,” said Erik Ek, head of strategic operation at Svenska Kraftnat. “If that is not available, we will have to disconnect users the day it gets cold.”
