Who says governments can't mandate technological breakthroughs?

Nearly half a century ago, California regulators led the world by introducing strict anti-pollution rules. Despite heated opposition, auto makers managed to comply and today the average new vehicle is 98 per cent cleaner, in terms of smog-forming emissions, than it was in 1963.

Thanks to catalytic converters, cleaner fuel and more efficient fuel and combustion management technology - the various traps and filters and fuel injectors that are now standard on all new cars - tailpipe emissions from new vehicles are now pretty negligible.

Well, California is at it again. Last month, the California Air Resources Board ruled that the "Big Six" car makers must sell 58,333 plug-in hybrid vehicles, along with up to 7,500 "pure zero-emission vehicles," from 2012 through 2014. The latter are essentially fuel-cell vehicles or hydrogen-fuelled combustion cars such as the BMW Hydrogen 7.

Alternatively, the auto makers can choose to sell 12,500 battery-electric vehicles with a range of at least 160 km.

But that's only the start. If 12 other states adopt California's emissions rules, sales of plug-ins and electric vehicles will explode into the tens of thousands annually. So the plug-in race is on.

For now, the leaders are General Motors and Toyota. Both are developing plug-in hybrids for sale around 2010. Ford is testing a plug-in Escape SUV, but other global auto makers are only hinting at their plug-in and electric vehicle plans. Nissan, Honda and Chrysler, in fact, are readying gasoline-electric hybrids, but none has yet announced plans for a plug-in hybrid. This week, auto parts maker Magna joined the race to build a plug-in hybrid and said it plans to have a prototype on the road next year or in 2010.

The challenge for all manufacturers is the battery pack. Lithium-ion (Li-Ion) batteries are required, but no supplier has yet developed batteries proven to be safe, durable and affordable. Several battery suppliers say they are close, though.

Hybrid vehicles are powered by a gasoline engine plus an electric motor with a small on-board battery pack to run accessories, move the vehicle for short distances and provide a power boost when accelerating. The gasoline engine can power the wheels, or it can recharge the battery pack that generates electricity for the electric motor.

A plug-in hybrid goes a step further. It can be recharged overnight by hooking the batteries up to an everyday power outlet. Theoretically, owners who drive less than 60-80 kilometres a day will never need to fill up on gasoline. The plug-in can run solely on its battery pack, preferably recharged less expensively during off-peak hours, or at some other time when necessary.

GM has been the most vocal about its plug-in plans. It has repeatedly said it will roll out the Chevy Volt late in 2010. GM has also said it is developing a plug-in version of the Saturn Vue SUV. Toyota is planning a plug-in version of the Prius and fleet testing of its plug-in was announced earlier this year in Detroit.

But will the batteries be ready? Increasingly, car company officials say they are on track with their suppliers to develop reliable, cost-effective lithium ion batteries. Lithium ion batteries ? like those in your watch and laptop ? are ideal but unproven. They are smaller and lighter than the current nickel-metal hydride batteries in hybrids such as the current Prius and GM's hybrid Chevrolet Tahoe.

One of the many barriers, however, is price. Analysts have estimated the cost of the lithium ion battery pack for the Volt at about $10,000. Yet as fuel prices continue their steady climb, plug-in hybrids might make more sense economically. Only last week, CIBC World Markets predicted that crude oil prices will soar to more than $200 (US) a barrel over the next five years. That would mean a single fill-up, at $2.25 per litre, would cost more than $100 for an economy car like the Honda Fit or Toyota Yaris.

Certainly a spike in sales of plug-in hybrid electric vehicles would cut gasoline use, but that shift might not necessarily prove to be less expensive for drivers, nor better for the environment as a whole. The cost of an electric charge might go up notably as demand for electricity increases, negating some of the benefit. There also is research suggesting that more plug-ins on the road could increase air pollution in some areas.

Here's the problem: The lower tailpipe emissions of plug-ins may be offset by smokestack emissions from power generating plants supplying the electricity to recharge the on-board batteries. Plug-ins are indirectly powered by the fuel used to generate the electricity charging the batteries.

The coal issue poses a particular problem in the United States, but also one in Canada and Europe, too. A sizable chunk of electricity in Ontario and other parts of Canada is generated by coal-fired power plants. In some places, significant power comes from nuclear generators, which are strongly opposed in some quarters.

In the much larger United States, about 49 per cent of all power comes from burning coal. European countries, meanwhile, are expected to put into operation about 50 coal-fired plants over the next five years, plants that will be in use for the next 50 years. Where coal is the primary fuel to generate electricity, plug-in hybrids start to look like coal-burning cars.

Electricity from dirty coal plants might result "in significant increases of soot and mercury," says a report by the U.S. environmental advocacy group Natural Resources Defense Council. Soot particles can make it hard to breathe, especially for asthmatics. Critics suggest that where coal figures prominently in generating electricity, plug-ins might not be at all good for the environment.

What needs consideration, then, is not just the technology required for a plug-in, but also the source of electricity used to charge the batteries. All these are worthy efforts, however; in fact, the benefits plug-ins promise ultimately outweigh the costs and potential problems.

For instance, the NRDC study shows that a plug-in charged from a power plant burning the dirtiest type of coal still has an overall pollution level less than a conventional gasoline car, though it would produce 11 per cent more greenhouse gas emissions than a regular, non-plug-in hybrid. And charging a plug-in with electricity from renewable resources - wind or water, for instance - cuts overall greenhouse gas emissions to as low as a conventional gasoline car getting 74 miles per gallon. No current gasoline car does that.

Despite the issues, plug-ins are coming and in significant numbers within five years. The first plug-in vehicle in production is likely to be GM's Chevrolet Volt. GM officials like Bob Lutz, vice-chairman for global product development, in fact argue that the Volt is not a plug-in at all.

Rather, it is an electric vehicle that runs entirely on batteries, with a small on-board engine for recharging as necessary. GM's vision of the Volt is of a car primarily recharged by plugging it into a normal wall socket. The small gas engine is a generator, never really powering the car directly at all.

GM could sell 60,000 or more a year, says consultant J.D. Power and Associates. But only if the price is $30,000 (US) or less.

And that's the biggest problem of all for GM. Despite concerns about the source of electricity and the viability of batteries, plug-ins will go from the auto industry's fringes to mainstream family transportation only if the price is right.

Not even the regulators in California are willing to mandate pricing, so it's up to the car companies to work out the costs - just as they did with catalytic converters, electronic engine controls and fuel injection.

Manitoba Hydro is warning customers, particularly small business owners, to be wary of high-pressure scammers, as Ontario utilities warn of scams in other provinces, threatening to shut off their electricity.

The callers demand the customer to make immediate payment by a prepaid card. Often, the calls are made in the middle of the day at a busy time, frightening the customer with aggressive threats about disconnection, as hydro disconnections have made headlines elsewhere, says hydro spokesman Bruce Owen.

"They tell them 'we have a truck on the way to cut off your power. If you don't pay in the next hour you're out of luck,'" he said.

"And because these folks have inventory in freezers and they have customers … they're willing to fork over several hundred or even several thousand dollars on a prepaid card to somebody they don't know to keep the lights on."

Maybe the business owners can't recall, with everything happening, including discussions about Hydro One peak rates in Ontario, if they've made their payments on time. They start second-guessing and believing the person on the other line, Owen says.

And they worry about losing thousands of dollars in business if they lose power. So they're more than willing to run out to a store, buy a prepaid debit card and provide the number to the caller.

"Their goal is to manipulate you into sending money before you figure out it's a scam," said Chris McColm, hydro's security and investigations supervisor. "These people are crooks and you should hang up on them."

For any customers that are in arrears, hydro will work with them to resolve the issue, Owen said.

"We do not have to take that extreme measure of cutting off or disconnecting anybody. That's not the business we're in — we don't strong arm people that way," he said.

"Anybody who's threatening to cut off your power with an hour or half-an-hour notice, well it's it's no better than someone waiting around the corner, waiting the club you over the head in the dark of night. That's what they are."

 

Fraud reports soar

The power utility has recorded a nearly-300 per cent jump in the number of fraud-related complaints this year over 2017. There have been 862 phone, text and e-mail scams and that could still go much higher.

The current statistics from 2018 have only calculated up to Oct. 31. In 2017, there were 221.

That jump in numbers doesn't necessarily mean there are more scammers out there.

It could simply mean people are finally getting wise to fraudsters and reporting it more, Owen says.

"At the same token, we don't hear of everybody who's been taking advantage of because once they've found out that they've been hoodwinked they don't want to tell anybody because they're so embarrassed," he said.

"These scammers can be very convincing and anyone can be victimized," McColm said.

If you are able to think clearly when some high-pressure caller gets you on the line, Owen suggests asking a few simple questions to challenge their legitimacy:

  • What street am I on?
  • What does my business look like? 
  • What's the weather outside right now?

Phone scammers can falsify their caller ID information to make it appear they're calling from a local number, but what you'll find is most of them aren't in Winnipeg or Manitoba and likely not even this country or continent, Owen says.

The key to being safe is simply to never give out banking information, Owen says. It's a message that has been stressed for years and 80-90 per cent of people understand it, but it's that other 10-20 per cent that are still being victimized.And it's not just phone calls. Many other fraud-related complaints to Manitoba Hydro this year concerned unsolicited text messages to customers saying they had been overbilled, or faced retroactive charges elsewhere, and were eligible for a refund.

This scam is also aimed at getting a customer's personal banking information, under the guise of having money put back into their account.

Also, many people, especially seniors living alone, continue to be targeted by aggressive door-to-door fraudsters, and cases like the electricity theft ring in Montreal underscore the risks, McColm says. However, he adds, hydro employees always display photo ID and will never demand to come into a home.

The electric power grid in Texas, which collapsed dramatically during the 2021 winter storm across the state, is being tested again as the state suffers unusually hot summer weather. Demand for electricity has reached new records at a time of rapid change in the mix of power sources as wind and solar ramp up. That’s feeding a debate about the dependability of the state’s power. 

1. Why is the Texas grid under threat again? 

Already the biggest power user in the nation, electricity use in the second most-populous state surged to record levels during heat waves this summer. The jump in demand comes as the state becomes more dependent on intermittent renewable power sources, raising concerns among some critics that more reliance on wind and solar will leave the grid more vulnerable to disruption. Green sources will produce almost 40% of the power in Texas this year, US Energy Information Administration data show. While that trails California’s 52%, Texas is a bigger market. It’s already No. 1 in wind, making it the largest clean energy market in the US. 

2. How is Texas unique? 

The spirit of defiance of the Lone Star State extends to its power grid as well. The Electric Reliability Council of Texas, or Ercot as the grid operator is known, serves about 90% of the state’s electricity needs and has very few high-voltage transmission lines connecting to nearby grids. It’s a deliberate move to avoid federal oversight of the power market. That means Texas has to be mainly self-reliant and cannot depend on neighbors during extreme conditions. That vulnerability is a dramatic twist for a state that’s also the energy capital of the US, thanks to vast oil and natural gas producing fields. Favorable regulations are also driving a wind and solar boom in Texas. 

3. Why the worry? 

The summer of 2023 will mark the first time all of the state’s needs cannot be met by traditional power plants, like nuclear, coal and gas. A sign of potential trouble came on June 20 when state officials urged residents to conserve power because of low supplies from wind farms and unexpected closures of fossil-fuel generators amid supply-chain constraints that limited availability. As of late July, the grid was holding up, thanks to the help of renewable sources. Solar generation has been coming in close to expected summer capacity, or exceeding it on most days. This has helped offset the hours in the middle of the day when wind speeds died down in West Texas. 

4. Why didn’t the grid’s problems get fixed? 

There is no easy fix. The Texas system allows the price of electricity to swing to match supply and demand. That means high prices — and high profits — drive the development of new power plants. At times spot power prices have been as low as $20-$50 a megawatt-hour versus more than $4,000 during periods of stress. The limitation of this pricing structure was laid bare by the 2021 winter blackouts. Since then, state lawmakers have passed market reforms that require weatherization of critical infrastructure and changed rules to put more money in the pockets of the owners of power generation.  

5. What’s the big challenge? 

There’s a real clash going on over what the grid of the future should look like in Texas and across the country, especially as severe heat raises blackout risks nationally. The challenge is to make sure nuclear and fossil fuel plants that are needed right now don’t retire too early and still allow newer, cleaner technologies to flourish. Some conservative Republicans have blamed renewable energy for destabilizing the grid and have pushed for more fossil-fuel powered generators. Lawmakers passed a controversial $10 billion program providing low-interest loans and grants to build new gas-fired plants using taxpayer money, but Texans ultimately have to vote on the subsidy. 


6. Why do improvements take so long? 

Figuring out how to keep the lights on without overburdening consumers is becoming a greater challenge amid more extreme weather fueled by climate change. As such, changing the rules is often a hotly contested process pitting utilities, generators, manufacturers, electricity retailers and other groups against one another. The process became more politicized after the storm in 2021 with Republican Gov. Greg Abbott and lawmakers ordering Ercot to make changes. Building more transmission lines and connecting to other states can help, but such projects are typically tied up for years in red tape.

7. What can be done? 

The price cap for electricity was cut from $9,000/MWh to $5,000 to help avoid the punitive costs seen in the 2021 storm, though prices are allowed to spike more easily. Ercot is also contracting for more reserves to be online to help avoid supply shortfalls and improve reliability for customers, which added $1.7 billion in consumer costs alone last year. Another rule helps some gas generators pay for their fuel costs, while a more recent reform put in price floors when reserves fall to certain levels. Many power experts say that the easiest solution is to pay people to reduce their energy consumption during times of grid stress through so-called demand response programs. Factories, Bitcoin miners and other large users are already compensated to conserve during tight grid conditions.

Alberta's electricity rebate program extended until December

Alberta's electricity rebate program has been extended by three months amid an electricity price spike in Alberta, and will now be in effect until the end of December, the government said.

The program was originally to provide more than 1.9 million homes, farms and small businesses with $50 monthly credits on their electricity bills, complementing a consumer price cap on power bills, for July, August and September. It will now also cover the final three months of 2022.

Those eligible for the rebate could receive up to $300 in credits until the end of December, a relief for Alberta ratepayers facing deferral costs.

The program, designed to provide relief to Albertans hit hard by high utility bills and soaring energy prices, will cost the Alberta government $600 million.

Albertans who have consumed electricity within the past calendar year, up to a maximum of 250 megawatt hours per year, are eligible for the rebates, which will be automatically applied to consumer bills, as seen in Ontario electricity bill support initiatives.

The rebates will apply to the entire bill, similar to a lump-sum credit in Newfoundland and Labrador, not just the energy portion, the government said. The rebates will be automatic and no application will be needed.

Starting October, the government will enact a natural gas rebate program until March 2023 that will kick in when prices exceed $6.50 per gigajoule, and Alberta's consumer price cap on electricity will remain in place.

Hydro One Ltd. shares slid Thursday with some analysts sounding warnings of greater uncertainty after the new Ontario government announced the retirement of the electrical utility's chief executive and the replacement of its board of directors.

 After sagging by almost eight per cent in early trading on the Toronto Stock Exchange, following news that Q2 profit plunged 23% amid weaker electricity revenue, shares of the company were later down four per cent, or 81 cents, at $19.36 as of 11:42 a.m. ET.

On Wednesday, after stock markets had closed for the day, Ontario Premier Doug Ford announced the immediate retirement of Hydro One CEO Mayo Schmidt. He leaves with a $400,000 payout in lieu of post-retirement benefits and allowances, Hydro One said.

Doug Ford's government forces out Hydro One '$6-million man'

During the recent provincial election campaign, Ford vowed to fire Schmidt, who earned $6.2 million last year and whose salary wouldn't be reduced despite calls to cut electricity costs.

Paul Dobson, Hydro One's chief financial officer, will serve as acting CEO until a new top executive is selected.

Ford also said the entire board of directors of the utility would resign. Hydro One said a new board — four members of which will be nominated by the province — will select the company's next CEO, and the province will be consulted on the next leader's compensation.

A new board is expected to be formed by mid-August.

The provincial government is the largest single investor in Hydro One, holding a 47 per cent stake. The company was partly privatized by the former Liberal government in 2015, while the NDP has proposed to make hydro public again in Ontario to change course.

 

Doug Ford promises to keep Pickering nuclear plant open until 2024

In response to the government's move to supplant the utility's board and CEO, some analysts cautioned investors about too many unknowns in the near-term outlook, citing raised political or regulatory risks.

Analyst Jeremy Rosenfield of iA Securities cut his rating on Hydro One shares to hold from buy, and reduced his 12-month price target for the stock to $24 from $26.

Rosenfield said the stock is still a defensive investment supported by stable earnings and cash flows, good earnings growth and healthy dividend.

However, he said in a research note that "the heightened potential for further political interference in the province's electricity market and regulated utility framework represent key risk factors that are likely to outweigh Hydro One's fundamentals over the near term."

 

Potential challenge to find new CEO

Laurentian Bank Securities analyst Mona Nazir said in a research note that the magnitude of change all at once was "surprising but not shocking."

She said the agreement that will see Hydro One consult with the provincial government on matters involving executive pay could have an impact on the hiring of a new CEO for the utility.

"Given the government's open and public criticism of the company and a potential ceiling on compensation, it may be challenging to attract top talent to the position," she wrote.

Laurentian cut its rating on the Hydro One to hold and reduced its price target to $21 from $24.

Analysts at CIBC World Markets said investors face an uncertain future, noting parallels with debates at Manitoba Hydro over political direction.

"In particular, we are are concerned about the government meddling in with [power] rates," wrote Robert Catellier and Archit Kshetrapal in a research note, adding they believe the new provincial government is aiming for a 12 per cent reduction in customers' power bills.

CIBC reduced its price target on Hydro One's shares to $20.50 from its previous target of $24.

✅ Municipal utilities face shutoffs, budget shortfalls

 

As many as 1 million families in North Carolina have fallen behind on their electric, water and sewage bills, a sign of energy insecurity threatening residents and their cities with severe financial hardship unless federal lawmakers act to approve more emergency aid.

The trouble stems from the widespread economic havoc wrought by the coronavirus, which has left millions of workers out of a job and struggling to cover their monthly costs as some states moved to suspend utility shut-offs to provide relief. Together, they’ve been late or missed a total of $218 million in utility payments between April 1 and the end of June, according to data released recently by the state, nearly double the amount in arrears at this time last year.

In some cases, cities that own or operate their own utilities have been forced to absorb these losses, as some utilities reconnected customers to prevent harm, creating a dire situation in which the government’s attempt to save people from the financial brink instead has pushed municipal coffers to their own breaking point.

In Elizabeth City, N.C., for example, about 2,500 residents haven’t paid their electric bills on time, according to Richard Olson, the city manager. The late payments at one point proved so problematic that Olson said he calculated Elizabeth City wouldn’t have enough money to pay for its expenses in July. In response, city leaders requested and obtained a waiver from a statewide order, similar to New York’s disconnection moratorium, issued in March, that protects people from being penalized for their past-due utility bills.

The predicament has presented unique budget challenges throughout North Carolina, while illustrating the consequences of a cash crunch plaguing the entire country, where proposals such as a Texas electricity market bailout surfaced following severe grid stress. State and federal leaders have extended a range of coronavirus relief programs since March to try to help people through the pandemic. But the money is limited and restricted — and it’s not clear whether more help from Congress is on the way — creating a crisis in which the nation’s economic woes are outpacing some of the aid programs adopted to combat them.

“We are entering a phase where the utilities [may] be able to shut off power, but what was propping up people’s economic lives, the unemployment benefits and Cares Act support, won’t be there,” said Paul Meyer, the executive director of the North Carolina League of Municipalities.

White House, GOP in disarray over coronavirus spending plan as deadline nears on expiring emergency aid

The future of that safety-net support — and other federal aid — hangs in the balance as lawmakers returned to work this week in their final sprint ahead of the August recess. The White House and congressional leaders are split over the contours of the next coronavirus relief package, including the need to extend more aid to cities and states as some utilities have waived fees to help customers, and reauthorize an extra $600 in weekly unemployment payments that were approved as part of the Cares Act in March.

Outside Washington, workers, businesses and government officials nationwide have pleaded with federal lawmakers to renew or expand those programs. Last week, Roy Cooper, the Democratic governor of North Carolina, urged Congress to act swiftly and adopt a wide array of new federal spending, including proposals for DOE nuclear cleanup funding, stressing in a letter that the “actions you take in the next few weeks are vital to our ability to emerge from this crisis. ”
