The first nuclear power plant to be built in Ontario in more than 20 years could be more than three times larger than what the Liberal government said was needed when it first outlined its nuclear plan in 2006.

Environmentalists are calling it a classic "bait-and-switch" aimed at avoiding a public backlash when the plan was first announced.

According to a request for proposals to build the new plant, the province is now looking to construct "a stand-alone, two-unit nuclear power plant... to provide roughly 2,000-3,500 (megawatts) of baseload generation capacity."

The call for bids was issued last week to federally owned Atomic Energy of Canada Ltd. and three foreign nuclear-reactor companies that made a short list.

A 3,500-megawatt plant would be one of the largest nuclear projects in the world, roughly equal to the size of the existing generating station at Darlington, and would be big enough to power all homes and businesses in Toronto. It would be located either at Darlington or the Bruce generating station near Kincardine. The document also asks that proposals give the government the "option" to build one or two additional reactors.

Energy Minister Gerry Phillips told the Star that the original target was to build 1,400 megawatts, envisioned at the time as two 700-megawatt Candu reactors.

"It's always been that we're going to build a plant with two reactors," Phillips said. "The average size of the plants has gone up. At the time (reactors) were 700 megawatts.... Now reactors are more 1,000 megawatts to 1,600 megawatts."

Estimates for new nuclear plants are anywhere between $8 billion and $15 billion. But rising costs for labour and materials make the figure a moving target. Electricity customers will foot the bill, but Queen's Park is adamant that the bulk of any cost overruns is expected to be shouldered by the winning bidder.

Phillips said it's more economical to build reactors in pairs. "People expect us to plan for contingencies, so I don't really apologize for what's in the request for proposal," Phillips added. "It's just good planning to ask for those numbers."

But former energy minister Dwight Duncan, in an Aug. 26, 2006, interview with the Star, made the government's original intention clear. "The best advice we've had is right now we need 1,000 megawatts of new nuclear built, and we'll go from there."

Duncan said then that the numbers could go up if existing plants were deemed uneconomical to refurbish, but that overall nuclear capacity would not exceed 14,000 megawatts. Most reactors under consideration at that time, both foreign and domestic, ranged in size from 1,000 megawatts to 1,600 megawatts each.

Keith Stewart, an environmentalist with WWF-Canada, said past talk of refurbishing existing plants has been masking the government's real intentions around nuclear.

"Politically, refurbishments are a much easier sell," said Stewart. "So you say it's only going to be a little bit and then ‘Oops!’ – it's much more. We're going to see this more down the road when the costs start coming in."

He added that a process that asks for at least 2,000 megawatts of new nuclear capacity is an admission that the reactors at Pickering B won't be refurbished, even though a decision from Ontario Power Generation isn't expected until next year.

The request to build more nuclear capacity may be controversial for electricity consumers, but it means more business for the winning bidder, which will emerge from a short list of four reactor companies that include AECL, France's Areva NP, and U.S. nuclear-power giants GE-Hitachi Nuclear Energy and Westinghouse Electric.

The decision to open the process to the international community represents a ground-shift in a province that in the past has fulfilled its duty to shop locally, even if it meant being a guinea pig for projects such as Darlington, that were late and dramatically over budget.

A winner is expected by the end of this year, with the goal of getting shovels in the ground in 2012 and electricity on transmission lines by 2018.

The government is also expected to decide by year's end whether Ontario Power Generation or Bruce Power will be the operator of the new plant.

Ontario tables legislation to lower electricity rates

Ontarians will see lowered hydro bills for the next 10 years, but will then pay higher costs for the following 20 years, under new legislation tabled Thursday.

Ten weeks after announcing its plan to lower hydro bills, the Liberal government introduced legislation to lower time-of-use rates, take the cost of low-income and rural support programs off bills, and introduce new social programs.

It will lower time-of-use rates by removing from bills a portion of the global adjustment, a charge consumers pay for above-market rates to power producers. For the next 10 years, a new entity overseen by Ontario Power Generation will take on debt to pay that difference.

Then, the cost of paying back that debt with interest -- which the government says will be up to $28 billion -- will go back onto ratepayers' bills for the next 20 years as a "Clean Energy Adjustment."

An average 17-per-cent cut to bills will take effect 15 days after the hydro legislation receives royal assent, even as a Nov. 1 rate increase was set by the Ontario Energy Board, but there are just eight sitting days left before the Ontario legislature breaks for the summer. Energy Minister Glenn Thibeault insisted that leaves the opposition "plenty" of time for review and debate.

Premier Kathleen Wynne promised to cut hydro bills and later defended a 25% rate cut after widespread anger over rising costs helped send her approval ratings to record lows.

Electricity bills in the province have roughly doubled in the last decade, due in part to green energy initiatives, and Thibeault said the goal of this plan is to better spread out those costs.

"Like the mortgage on your house, this regime will cost more as we refinance over a longer period of time, but this is a more equitable and fair approach when we consider the lifespan of the clean energy investments, and generating stations across our province," he said.

NDP critic Peter Tabuns called it a "get-through-the-election" next June plan.

"We're going to take on a huge debt so Kathleen Wynne can look good on the hustings in the next few months and for decades we're going to pay for it," he said.

The legislation also holds rate increases to inflation for the next four years. After that, they'll rise more quickly, as illustrated by a leaked cabinet document the Progressive Conservatives unveiled Thursday.

The Liberals dismissed the document as containing outdated projections, but confirmed that it went before cabinet at some point before the government decided to go ahead with the hydro plan.

From about 2027 onward -- when consumers would start paying off the debt associated with the hydro plan -- Ontario electricity consumers will be paying about 12 per cent more than they would without the Liberal government's plan to cut costs in the short term, even though a deal with Quebec was not expected to reduce hydro bills, the government document projected.

But that was just one of many projections, said Energy Minister Glenn Thibeault.

"We have been working on this plan for months, and as we worked on it the documents and calculations evolved," he said.

The government's long-term energy plan is set to be updated this spring, and Thibeault said it will provide a more accurate look at how the hydro plan will reduce rates, even as a recovery rate could lead to higher hydro bills in certain circumstances.

Progressive Conservative critic Todd Smith said the "Clean Energy Adjustment" is nothing more than a revamped debt retirement charge, which was on bills from 2002 to 2016 to pay down debt left over from the old Ontario Hydro, the province's giant electrical utility that was split into multiple agencies in 1999 under the previous Conservative government.

"The minister can call it whatever he wants but it's right there in the graph, that there is going to be a new charge on the line," Smith said. "It's the debt retirement charge on steroids."

It’s as if the COVID-19 epidemic had tripped a circuit breaker, shutting off all power to a city the size of Ottawa.

Virus-induced restrictions that have shut down large swaths of normal commercial life across Canada has led to a noticeable drop in demand for power in Ontario and reflect a global demand dip according to reports, insiders said on Friday.

Terry Young, vice-president with the Independent Electricity System Operator, said planning was underway for further declines in usage and for whether Ontario will embrace more clean power in the long term, given the delicate balance that needs to be maintained between supply and demand.

“We’re now seeing demand that is running about 1,000 to 2,000 megawatts less than we would normally see,” Young said. “You’re essentially seeing a city the size of Ottawa drop off demand during the day.”

At the high end, a 2,000 megawatt reduction would be close to the equivalent peak demand of Ottawa and London, Ont., combined.

The decline, in the order of 10 per cent from the 17,000 to 18,000 megawatts of usage that might normally be expected and similar to the UK’s 10% drop reported during lockdowns, began last week, Young said. The downward trend became more noticeable as governments and health authorities ordered non-essential businesses to close and people to stay home. However, residential and hospital usage has climbed.

Experts say frequent hand-washing and staying away from others is the most effective way to curb the spread of the highly contagious coronavirus, which poses a special risk to older people and those with underlying health conditions. As a result, factories and other big users have reduced production or closed entirely.

Because electricity cannot be stored, generators need to throttle back their output as domestic demand shrinks and exports to places such as the United States, including New York City, which is also being hit hard by the coronavirus, fall.

“We’re watching this carefully,” Young said. “We’re able to manage this drop, but it’s something we obviously have to keep watching…and making sure we’re not over-generating electricity.”

Turning off generation, especially for nuclear plants, is an intensive process, as are restarts and would likely happen only if the downward demand trend intensifies significantly, amid concerns over Ontario’s electricity getting dirtier if baseload is displaced. However, one of North America’s largest generators, Bruce Power near Kincardine, Ont., said it had a large degree of flexibility to scale down or up.

“We have the ability to provide one-third of our output as a dynamic response, which is unique to our facility,” said James Scongack, an executive vice-president with Bruce Power. “We developed this coming out of the 2008 downturn and it’s been a critical system asset for the last decade.”

“We don’t see there being a scenario where our baseload will not be needed,” he said, even as some warn Ontario may be short of electricity in the coming years.

The province’s publicly owned Ontario Power Generation said it was also in conversations with the system operator, which provides direction to generators, and is often cited in the Ontario election discussion.

One clear shift in normal work-day usage with so many people staying at home has been the change in demand patterns. Typically, Young said, there’s a peak from about 7 a.m. to 8 a.m. as people wake and get ready to go to work or school. The peak is now occurring later in the morning, Young said.
