Houston-area electricity customers began receiving the first of what likely will be successive waves of notices in October warning them their power could be shut off if they don't make their electric meters accessible.

Behind the notices is a new Public Utility Commission rule with a two-fold purpose - improving access to meters and limiting use of estimates rather than actual readings. Specifically, the rule requires transmission companies, which are responsible for reading meters, to notify customers if their meters are inaccessible for three consecutive months. The transmission company in the Houston area is CenterPoint Energy, which takes readings from 2 million meters.

Nearly 1,000 notices went out in October, the first billing cycle after the third month since the new rule took effect in July. "Getting accurate, timely readings is the goal," said Alicia Dixon, a CenterPoint spokeswoman.

"Disconnection of service is a last resort." The rule was aimed partly at easing the shock some customers received in the past when many months of estimated bills were followed by a larger bill reflecting their true power usage. In the past CenterPoint didn't have to notify customers why it was using estimates rather than actual readings. That meant customers might not be aware of access problems.

But the new rule requires transmission companies to post door hangers at houses where the meter can't be read. After the third month, the customer's retail electric company mails a similar notice. The notices say why the reader couldn't get access, such as a locked gate or unfriendly dog, and outline the three options customers can take to avoid losing their electric service.

The cheapest is to remove obstacles to the meter, by such means as keeping an animal inside or unlocking a gate. That might not be practical for customers who, for example, must leave their dogs in the yard when they are away or keep gates locked for security or safety reasons. A customer also can move the meter to a place where the readers can see it unobstructed, a potentially costly procedure for which the customer will have to pay.

Finally, the customer can agree to installation of a $69 device that allows workers to read the meter remotely from the street or other location nearby. CenterPoint doesn't charge the customer for the device but passes the cost on to the customer's electric retail company.

It's up to those companies to decide if they will charge the customer, but in most cases they do. CenterPoint is also responsible for reading natural gas meters in the Houston area and sometimes notifies customers that their gas meters are inaccessible. They are offered a choice of removing obstructions to the meter or taking their own readings and submitting them by mail.

Gas meters are not subject to the new PUC rule, though, because gas service is regulated instead by the Texas Railroad Commission and local cities. Tony Pannagl, a Houston technology industry recruiter who lives in a duplex in the Tanglewood neighborhood, received a notice in October from Reliant Energy, his retail electric provider.

Reliant informed him that his meter was inaccessible "...due to a bad or vicious dog...." The notice was the first time in the nine years that he and his wife have lived there that Pannagl remembers being told the power company had a problem reading the meter.

"I have a swimming pool, so I can't leave the gate open or unlocked because of safety," Pannagl said. He agreed to installation of a remote reading device, which occurred within days, but he isn't particularly pleased.

"I'm at a loss as to why I have to pay to improve their infrastructure," Pannagl said.

CenterPoint's counterpart in the Dallas area, Oncor, operates 3 million electric meters and sent notices to fewer than 1,000 customers in October because of the new rule, spokesman Chris Schein said.

San Antonio's city-owned utility, CPS, has been installing remote reading devices on some hard-to-reach meters recently, spokesman Bob McCullough said. Earlier this year, the Houston area experienced a surge in estimated readings. CenterPoint is usually able to read 98.5 percent of its meters every month, Dixon said, but in the spring that percentage slipped to about 90 percent.

PUC spokesman Terry Hadley said commission staff became aware of the problem and started to pressure the company to catch up. Dixon said CenterPoint's meter-reading percentage has since recovered after it hired more readers.

'I've gotta give him very high marks for being a good scammer,' says almost-fooled business owner

It's an old scam with a new twist.

Fraudsters pretending to be BC Hydro representatives are threatening to disconnect small business owners' power, mirroring Toronto Hydro scam warnings recently, unless they send in cash cards, prepaid credit cards or even bitcoin right away.

Colin Mackintosh, owner of Trans National Art in Langley, B.C., said he almost was fooled by one such scammer.

It was just before quitting time on Thursday at his shop when he got an unpleasant phone call.

"The phone rings. My partner hands me the phone and this fellow says to me that he's outside, he works with BC Hydro and he has a disconnect notice," Mackintosh said.

The caller, Mackintosh said, claimed that if an immediate payment wasn't made they'd cut off the company's power.

'Very well done'

BC Hydro says the scam has been around for a while, and amid commercial power use during COVID-19 in B.C., demanding payment in bitcoin is a new wrinkle.

Fraudsters mostly target small businesses because losing their power for a day or two would be a huge financial hit, a spokesperson said.

Mackintosh said the scammer knew all about the business. His number even showed up as BC Hydro on the call display, and the utility has faced scrutiny in a regulator report unrelated to such scams.

"He had all the answers to every question I seemed to have for him.  Very professional. Very well done. I've gotta give him very high marks for being a good scammer," Mackintosh said.

The caller demanded Mackintosh make an immediate payment at the nearest BC Hydro kiosk. Mackintosh was directed to drive to a certain address to make the payment.

He was ready to pay hundreds of dollars but when he got to the address, there was no kiosk: just a tire shop and inside something that looked like a cash machine but was actually a bitcoin ATM.

"At the very top of it, in little letters, it said 'Bit Coin,'" Mackintosh said. "As soon as I saw those two words, I told him in two expressive words what I thought of him and I hung up the phone."

 

Scam increasing

BC Hydro spokesperson Mora Scott said fraudsters target small businesses because their livelihoods depend on power, and customers face pressures highlighted in a deferred costs report as well.

"Fraudsters will reach out to our customers pretending to be B.C. Hydro representatives," said Scott.

"They'll demand an immediate payment or they'll disconnect their power. This did start to surface around 2015 but we have seen an increase recently."

Scott said that BC Hydro will never ask for banking information over the phone and does not accept cash card, prepaid credit cards or bitcoin as payment, and customers can consult BC Hydro bill relief for legitimate assistance.

The Public Utility Commission of Texas is discussing major reforms to the state’s electricity market with the purpose to avoid a repeat of the power failures and blackouts during the February 2021 winter storm, which led to the death of more than 100 people and left over 11 million residents without electricity for days.

The regulator is discussing at a meeting on Thursday around a dozen proposals to make the grid more stable and reliable in case of emergencies. Proposals include paying power generators that are on standby when the grid needs backup, and requiring companies to pre-emptively buy capacity to meet future demand.

It is not clear yet how many and which of the proposals for electricity market reforms PUC will endorse today, while Texans vote on funding to modernize electricity generation later this year.

Analysts and consumer protection bodies warn that the measures will raise the energy bills for consumers, as some electricity market bailout ideas shift costs to ratepayers as well.

“Customers will be paying for more, but will they be getting more reliability?” Michael Jewell, an attorney with Jewell & Associates PLLC who represents clients at PUC proceedings, told Bloomberg.

“This is going to take us further down a path that’s going to increase cost to consumers, we better be darn sure these are the right choices,” Tim Morstad, Associate State Director, AARP Texas, told FOX 4 NEWS.

Last month, a report by the North American Electric Reliability Corp warned that the Texas power grid remained vulnerable to blackouts in case of a repeat of this year’s February Freeze.

Beyond Texas, electricity blackout risks have been identified across the U.S., underscoring the stakes for grid planning.

According to the 2021-2022 Winter Reliability Assessment report, Texas risks a 37-percent reserve margin deficit in case of a harsh winter, with ERCOT moving to procure capacity to address winter concerns, NERC said.

A reserve margin is the reserve of power generation capacity comparative to demand. The expected reserve margin for Texas for this winter, according to NERC, is 41.9 percent. Yet if another cold spell hits the state, it would affect this spare capacity, pushing the margin deeply into negative territory.

Ontario sending 200 workers to help restore power in Florida

Hurricane Irma has left nearly 7 million homes in the southern United States without power and two Ontario hydro utility companies are sending teams to help out as part of Canadian power crews responding to the disaster.

Toronto Hydro is sending 30 staffers to aid in the restoration efforts in Tampa Bay while Hydro One said Sunday night that it would send 175 employees after receiving a request from Florida Power and Light.

“I've been on other storms down in the states and they are pretty happy to see you especially when they find out you're from Canada,” Dean Edwards, one of the Hydro One employees heading to Florida, told CTV Toronto.

Most of the employees are expected to cross the border on Monday afternoon and arrive Wednesday.

Among the crews, Hydro One says it will send 150 lines and forestry staff, as well as 25 supporting resources, including mechanics, to help. Crews will bring 52 bucket trucks to Florida, as well as 30 other vehicles, reflecting their Ontario storm restoration experience with large-scale deployments, and pieces of equipment to transport and replace poles.

Hurricane Irma has claimed at least 45 lives in the Caribbean and United States thus far. Officials estimate that restoring power to Florida will take weeks to bring power back online.

“I’m sure a lot of people wish they could go down and help, fortunately our job is geared towards that so we're going to go down there to do our best and represent Canada,” said Blair Clarke, who’s making his first trip over the border.

Hydro One has reciprocal arrangements with other North American utilities to help with significant power outages, and its employees have provided COVID-19 support in Ontario as part of broader emergency efforts. All the costs are covered by the utility receiving the help.

In the past, the utility has sent crews to Massachusetts, Michigan, Florida, Ohio, Vermont, Washington, DC, and the Carolinas, while Sudbury Hydro crews have worked to reconnect service after storms at home as well. In 2012, 225 Hydro One employees travelled to Long Island, N.Y., to help out with Hurricane Sandy.

“This is what our guys and gals do,” Natalie Poole-Moffat, vice president of Corporate Affairs for Hydro One, told CP24. “They’re fabulous at it and we’re really proud of the work they do.”

Aradakanian has focused his one-day visit to Iraq on discussions pertaining to promoting bilateral collaboration between the two neighboring nations in the field of electricity, grid development deals and synchronizing power grid between Tehran and Baghdad, cooperating in education, and expansion of power networks.

He is also scheduled to meet with Iraqi top officials in a bid to boost cooperation in the relevant fields.

Back in December 2019, Ardakanian announced that Iran will continue exports of electricity to Iraq by renewing earlier contract as it is supplying about 40% of Iraq's power today.

"Iran has signed a 3-year-long cooperation agreement with Iraq to help the country's power industry in different aspects. The documents states at its end that we will export electricity to Iraq as far as they need," Ardakanian told FNA on December 9, 2019.

The contract to "export Iran's electricity" to Iraq will be extended, he added.

Ardakanian also said that Iran and Iraq's power grids have become synchronized in a move that supports Iran's regional power hub plans since a month ago.

In 2004 Iran started selling electricity to Iraq. Iran electricity exports to the western neighbor are at its highest level of 1,361 megawatts per day now, as the country weighs summer power sufficiency ahead of peak demand.

The new Amarah-Karkheh 400-KV transmission line stretching over 73 kilometers, is now synchronized to provide electricity to both countries, reflecting regional power export trends as well. It also paves the way for increasing export to power-hungry Iraq in the near future.

With synchronization of the two grids, the quality of electricity in Iraq will improve as the country explores nuclear power options to tackle shortages.

According to official data, 82% of Iraq's electricity is generated by thermal power plants that use gas as feedstock, while Iran is converting thermal plants to combined cycle to save energy. This is expected to reach 84% by 2027.

California's solar energy gains go up in wildfire smoke

Smoke from California’s unprecedented wildfires was so bad that it cut a significant chunk of solar power production in the state, even as U.S. solar generation rose in 2022 nationwide. Solar power generation dropped off by nearly a third in early September as wildfires darkened the skies with smoke, according to the US Energy Information Administration.

Those fires create thick smoke, laden with particles that block sunlight both when they’re in the air and when they settle onto solar panels. In the first two weeks of September, soot and smoke caused solar-powered electricity generation to fall 30 percent compared to the July average, according to the California Independent System Operator (CAISO), which oversees nearly all utility-scale solar energy in California, where wind and solar curtailments have been rising amid grid constraints. It was a 13.4 percent decrease from the same period last year, even though solar capacity in the state has grown about 5 percent since September 2019.

California depends on solar installations for nearly 20 percent of its electricity generation, and has more solar capacity than the next five US states trailing it combined as it works to manage its solar boom sustainably. It will need even more renewable power to meet its goal of 100 percent clean electricity generation by 2045, building on a recent near-100% renewable milestone that underscored the transition. The state’s emphasis on solar power is part of its long-term efforts to avoid more devastating effects of climate change. But in the short term, California’s renewables are already grappling with rising temperatures.

Two records were smashed early this September that contributed to the loss of solar power. California surpassed 2 million acres burned in a single fire season for the first time (1.7 million more acres have burned since then). And on September 15th, small particle pollution reached the highest levels recorded since 2000, according to the California Air Resources Board. Winds that stoked the flames also drove pollution from the largest fires in Northern California to Southern California, where there are more solar farms.

Smaller residential and commercial solar systems were affected, too, and solar panels during grid blackouts typically shut off for safety, although smoke was the primary issue here. “A lot of my systems were producing zero power,” Steve Pariani, founder of the solar installation company Solar Pro Energy Systems, told the San Mateo Daily Journal in September.

As the planet heats up, California’s fire seasons have grown longer, and blazes are tearing through more land than ever before, while grid operators are also seeing rising curtailments as they integrate more renewables. For both utilities and smaller solar efforts, wildfire smoke will continue to darken solar energy’s otherwise bright future, even as it becomes the No. 3 renewable source in the U.S. by generation.

Octopus Energy and Ukraine's DTEK enter Energy Talks

Octopus Energy, a prominent UK energy firm, has begun preliminary conversations with Ukraine's DTEK regarding potential collaboration to refurbish Ukraine's heavily damaged electric infrastructure as ongoing strikes threaten the power grid across the country.

Persistent assaults by Russia on Ukraine's power network, including a five-hour attack on Kyiv's grid, have led to significant electricity shortages in numerous regions.

Octopus Energy, the largest electricity and second-largest gas supplier in the UK, collaborates with energy firms in 17 countries using its Kraken software platform, and Ukraine joined Europe's power grid with unprecedented speed to bolster resilience. This platform is currently being trialled by the Abu Dhabi National Energy Company (Taqa) for power and water customers in the UAE.

A spokesperson from Octopus revealed to The National that the company is "in the early stages of discussions with DTEK to explore potential collaborative opportunities.”

One of the possibilities being considered is licensing Octopus's Kraken technology platform to DTEK, a platform that presently serves 54 million customer accounts globally.

Russian drone and missile attacks, which initially targeted Ukrainian ports and export channels last summer, shifted focus to energy infrastructure by October, ahead of the winter season as authorities worked to protect electricity supply before winter across the country.

These initial talks between Octopus CEO Greg Jackson and DTEK CEO Maxim Timchenko took place at the World Economic Forum in Davos, set against the backdrop of these ongoing challenges.

DTEK, Ukraine's leading private energy provider, might integrate Octopus's advanced Kraken software to manage and optimize data systems ranging from large power plants to smart-home devices, with a growing focus on protecting the grid against emerging threats.

Kraken is described by Octopus as a comprehensive technology platform that supports the entire energy supply chain, from generation to billing. It enables detailed analytics, real-time monitoring, and control of energy devices like heat pumps and electric vehicles, underscoring the need to counter cyber weapons that can disrupt power grids as systems become more connected.

Octopus Energy, with its focus on renewable sources, can also assist Ukraine in transitioning its power infrastructure from centralized coal-fired power stations, which are vulnerable targets, to a more distributed network of smaller solar and wind projects.

DTEK, serving approximately 3.5 million customers in the Kyiv, Donetsk, and Dnipro regions, is already engaged in renewable initiatives. The company constructed a wind farm in southern Ukraine within nine months last year and has plans for additional projects in Italy and Croatia.

Emphasizing the importance of rebuilding Ukraine's economy, Timchenko recently expressed at Davos the need for Ukrainian and international companies to work together to create a sustainable future for Ukraine, noting that incidents such as Russian hackers accessed U.S. control rooms highlight the urgency.
