The Great Refrigerator Roundup, a provincewide free program to rid homes of old, inefficient and electricity-guzzling appliances, has corralled its 100,000th refrigerator.

“This is a great example of how conservation adds up for Ontarians,” said George Smitherman, Deputy Premier and Minister of Energy and Infrastructure. “With the removal of these fridges, enough energy has been saved to power about 3,000 homes, nearly 100 new green collar jobs have been created and consumers collectively have saved about $3.5 million in energy costs in just one year.”

“Ontario has set some of the most aggressive conservation targets in the world,” added Colin Andersen, president of the Ontario Power Authority, the province’s energy planner. “We’re confident they can be achieved through smart initiatives like this one, and by working in partnership with local electricity distribution companies and consumers.”

The Great Refrigerator Roundup is led by the OPA and managed by 73 local electricity distribution companies, also known as LDCs. The appliances are collected and recycled in an environmentally sound manner by ARCA Canada at its state-of-the art decommissioning facility in Oakville.

Removing older, inefficient refrigerators can help Ontarians save $120-150 a year off their electricity bills – about 10 per cent of their annual electricity costs – if the old fridge is not replaced. Old appliances are decommissioned in a process that sees more than 95 per cent of the material from each unit recycled.

Chemicals such as Freon and compressor oil are safely disposed of and all reusable metal and plastic is incorporated into a variety of new products including rebar used to build bridges as well as engine castings, copper tubing and plant pots.

About 300 Sudbury Hydro customers are still without power Thursday after Monday's powerful microburst storm, part of a series of damaging storms in Ontario seen across the province.

The utility's spokesperson, Wendy Watson, says the power in the affected New Sudbury neighbourhoods should be back on by the weekend, even as Toronto power outages persisted in a recent storm.

The storm, which Environment Canada said was classified as a microburst or straight line wind damage, similar to a severe windstorm in Quebec, downed a number of power lines in the city.

Now crews are struggling with access to the lines, a challenge that BC Hydro's atypical storm response also highlighted, as they work to reconnect service in the area.

"In some cases, you can't get to someone's back yard, or you have to go through the neighbour's yard," Watson said.

"We have one case where [we had] equipment working over a swimming pool. It's dicey, it's really dirty and it's dangerous."

Veteran arborist Jim Allsop told CBC News he hasn't seen damage like this in his 30-plus years in the business.

"I don't know how many we've done up to date, but I have another 35 trees on houses," Allsop said. "We'll be probably another week."

"We've rented a crane to help speed up the process, and increase safety, and we're getting five or six done in our 12-hour days."

Scott Aultman, a lineman with North Bay Hydro, said he has seen a few storms in his career, and isn't usually surprised by extensive damage a storm can cause.

"When you see a trailer on its side, you know, you don't see that every day," Aultman said.

But during the clean up, Aultman said the spirit of camaraderie runs high with crews from different areas, as seen when Canadian crews helped Florida during Hurricane Irma.

"We were pumped. It's part of the trade, everybody gets together," Aultman said. "We had a big storm in 2006 and the Sudbury guys were up helping us, so it's great, it's nice to be able to return the favour and help them out."

BC Hydro is reminding British Columbians to conserve power over the holidays after a report commissioned by the utility found the arrival of guests for Christmas dinner results in a 15% increase in electricity usage, and it expects holiday usage to rise as gatherings ramp up.

Cooking appears to be the number one culprit for the uptick in peoples’ hydro bills. According to BC Hydro press release, British Columbians use about 8,000 megawatt hours more of electricity by mid-day Christmas — that's about 1.5 million turkeys roasted in electric ovens — while Ontario electricity demand shifted as people stayed home during the pandemic.

About 95% of British Columbians said they would make meals at home from scratch over the holiday season, mirroring the uptick in residential electricity use observed during the pandemic. The survey found that inviting friends or family over trumped any plans people had to buy pre-made meals or order take-out. Six in 10 respondents said they would also rather bake holiday treats than pick them up pre-made from the store. 

The survey also showed people in B.C. are taking steps to reduce their electricity usage, echoing earlier findings that many British Columbians changed daily electricity habits during the pandemic. When participants were asked whether they were conscious of how much electricity they used when visiting friends or family, 80% said they would be taking steps to limit their usage.


And while cooking meals from scratch over the holidays may contribute to a spike in a person's electricity bill, some studies have found that, when comparing their overall environmental impact against that of ready-made meals, a roasted dinner has a lower negative impact.

Still, there are many ways to improve your energy efficiency and save some money over the holiday season, and conserving can also help the grid during events like the recent atypical storm response noted by BC Hydro. BC Hydro recommends:

• using smaller appliances whenever possible, such as a microwave, crockpot or toaster oven as they use less than half the power of a regular electric oven;

• baking cookies or pies in batches to save energy;

• turning down the household thermostat to 18 C when possible to reduce costs during peak hydro rates where applicable;

• and tracking how much electricity you use through the MyHydro tool alongside potential time-of-use rates for smarter scheduling

The Ontario government is once again extending electricity rate relief for families, small businesses and farms to support those spending more time at home while the province maintains the Stay-at-Home Order in the majority of public health regions. The government will continue to hold electricity prices to the off-peak rate of 8.5 cents per kilowatt-hour, compared with higher peak rates elsewhere in the day, until February 22, 2021. This lower rate is available 24 hours per day, seven days a week for Time-Of-Use and tiered customers.

"We know staying at home means using more electricity during the day when electricity prices are higher, that's why we are once again extending the off-peak electricity rate to provide households, small businesses and farms with stable and predictable electricity bills when they need it most," said Greg Rickford, Minister of Energy, Northern Development and Mines, Minister of Indigenous Affairs. "We thank Ontarians for continuing to follow regional Stay-at-Home orders to help stop the spread of COVID-19."

The off-peak rate came into effect January 1, 2021, providing families, farms and small businesses with immediate electricity rate relief, and for industrial and commercial companies, stable pricing initiatives have provided additional certainty. The off-peak rate will now be extended until the end of day February 22, 2021, for a total of 53 days of emergency rate relief. During this period, and alongside temporary disconnect moratoriums for residential customers, the off-peak price will continue to be automatically applied to electricity bills of all residential, small business, and farm customers who pay regulated rates set by the Ontario Energy Board and get a bill from a utility.

"We extend our thanks to the Ontario Energy Board and local distribution companies across the province, including Hydro One, for implementing this extended emergency rate relief and supporting Ontarians as they continue to work and learn from home," said Bill Walker, Associate Minister of Energy.

Flowing with current, Frisco, Colorado wants 100% clean electricity

Frisco has now set a goal of 100-per-cent renewable energy, joining communities on the road to 100% renewables across the country. But unlike some other resolutions adopted in the last decade, this one isn't purely aspirational. It's swimming with a strong current.

With the resolution adopted last week by the town council, Frisco joins 10 other Colorado towns and cities, plus Pueblo and Summit counties, a trend reflected in tracking progress on clean energy targets reports nationwide, in adopting 100-per-cent goals.

The goal is to get the municipality's electricity to 100-per-cent by 2025 and the community altogether by 2035, a timeline aligned with scenarios showing zero-emissions electricity by 2035 is possible in North America.

Decarbonizing electricity will be far easier than transportation, and transportation far easier than buildings. Many see carbon-free electricity as being crucial to both, a concept called "beneficial electrification," and point to ways to meet decarbonization goals that leverage electrified end uses.

Electricity for Frisco comes from Xcel Energy, an investor-owned utility that is making giant steps toward decarbonizing its power supply.

Xcel first announced plans to close its work-horse power plants early to take advantage of now-cheap wind and solar resources plus what will be the largest battery storage project east of the Rocky Mountains. All this will be accomplished by 2026 and will put Xcel at 55 per cent renewable generation in Colorado.

In December, a week after Frisco launched the process that produced the resolution, Xcel announced further steps, an 80 percent reduction in carbon dioxide emissions by 2030 as compared to 2050 levels. By 2050, the company vows to be 100 per cent "carbon-free" energy by 2050.

Frisco's non-binding goals were triggered by Fran Long, who is retired and living in Frisco. For eight years, though, he worked for Xcel in helping shape its response to the declining prices of renewables. In his retirement, he has also helped put together the aspirational goal adopted by Breckenridge for 100-per-cent renewables.

A task force that Long led identified a three-pronged approach. First, the city government must lead by example. The resolution calls for the town to spend $25,000 to $50,000 annually during the next several years to improve energy efficiency in its municipal facilities. Then, through an Xcel program called Renewable Connect, it can pay an added cost to allow it to say it uses 100-per-cent electricity from renewable sources.

Beyond that, Frisco wants to work with high-end businesses to encourage buying output from solar gardens or other devices that will allow them to proclaim 100-per-cent renewable energy. The task force also recommends a marketing program directed to homes and smaller businesses.

Goals of 100-per-cent renewable electricity are problematic, given why the grid isn't 100% renewable today for technical and economic reasons. Aspen Electric, which provides electricity for about two-thirds of the town, by 2015 had secured enough wind and hydro, mostly from distant locations, to allow it to proclaim 100 per cent renewables.

In fact, some of those electrons in Aspen almost certainly originate in coal or gas plants. That doesn't make Aspen's claim wrong. But the fact remains that nobody has figured out how, at least at affordable cost, to deliver 100-per-cent clean energy on a broad basis.

Xcel Energy, which supplies more than 60 per cent of electricity in Colorado, one of six states in which it operates, has a taller challenge. But it is a very different utility than it was in 2004, when it spent heavily in advertising to oppose a mandate that it would have to achieve 10 per cent of its electricity from renewable sources by 2020.

Once it lost the election, though, Xcel set out to comply. Integrating renewables proved far more easily than was feared. It has more than doubled the original mandate for 2020. Wind delivers 82 per cent of that generation, with another 18 per cent coming from community, rooftop, and utility-scale solar.

The company has become steadily more proficient at juggling different intermittent power supplies while ensuring lights and computers remain on. This is partly the result of practice but also of relatively minor technological wrinkles, such as improved weather forecasting, according to an Energy News Network story published in March.

For example, a Boulder company, Global Weather corporation, projects wind—and hence electrical production—from turbines for 10 days ahead. It updates its forecasts every 15 minutes.

Forecasts have become so good, said John T. Welch, director of power operations for Xcel in Colorado, that the utility uses 95 per cent to 98 per cent of the electricity generated by turbines. This has allowed the company to use its coal and natural gas plants less.M

Moreover, prices of wind and then solar declined slowly at first and then dramatically.

Xcel is now comfortable that existing technology will allow it to push from 55 per cent renewables in 2026 to an 80 per cent carbon reduction goal by 2030.

But when announcing their goal of emissions-free energy by mid-century in December, the company's Minneapolis-based chief executive, Ben Fowke, and Alice Jackson, the chief executive of the company's Colorado subsidiary, freely admitted they had no idea how they will achieve it. "I have a lot of confidence they will be developed," Fowke said of new technologies.

Everything is on the table, they said, including nuclear. But also including fossil fuels, if the carbon dioxide can be sequestered. So far, such technology has proven prohibitively expensive despite billions of dollars in federal support for research and deployment. They suggested it might involve new technology.

Xcel's Welch told Energy News Network that he believes solar must play a larger role, and he believes solar forecasting must improve.

Storage technology must also improve as batteries are transforming solar economics across markets. Batteries, such as produced by Tesla at its Gigafactory near Reno, can store electricity for hours, maybe even a few days. But batteries that can store large amounts of electricity for months will be needed in Colorado. Wind is plentiful in spring but not so much in summer, when air conditioners crank up.

Increased sharing of cheap renewable generation among utilities will also allow deeper penetration of carbon-free energy, a dynamic consistent with studies finding wind and solar could meet 80% of demand with improved transmission. Western US states and Canadian provinces are all on one grid, but the different parts are Balkanized. In other words, California is largely its own energy balancing authority, ensuring electricity supplies match electricity demands. Ditto for Colorado. The Pacific Northwest has its own balancing authority.

If they were all orchestrated as one in an expanded energy market across the West, however, electricity supplies and demands could more easily be matched. California's surplus of solar on summer afternoons, for example, might be moved to Colorado.

Colorado legislators in early May adopted a bill that requires the state's Public Utilities Commission to begin study by late this year of an energy imbalance market or regional transmission organization.

Hydro One Ltd. and Avista Corp. say they plan to formally request that the Washington Utilities and Transportation Commission reconsider its order last week denying approval of the $6.7-billion takeover, which previously received U.S. antitrust clearance from federal regulators, of the U.S.-based energy utility.

The two companies say they will file a petition no later than Dec. 17 but haven't indicated on what grounds they are making the request, even as investor concerns about Hydro One persist.

Under Washington State law, the UTC has 20 days to consider the petition, otherwise it is deemed to be denied.

If it reconsiders its decision, the UTC can modify the prior order or take any actions it deems appropriate, similar to provincial rulings such as the OEB decision on Hydro One's first combined T&D rates, including extending deliberations.

Washington State regulators said they would not allow Ontario's largest utility to buy Avista for fear the provincial government, which owns 47 per cent of Hydro One's shares and recently prompted a CEO and board exit at the utility, might meddle in Avista's operations.

Hydro One's shares have risen since the order because the deal, announced in July 2017, would have eroded earnings per share and weakened Hydro One's balance sheet, according to analysts, even as the company reported a one-time-boosted Q2 profit earlier this year.
