Less than a year after Alberta Premier Ed Stelmach pledged that his new administration would govern with "integrity and transparency," mistrust appears to be brewing in his rural heartland over a spying scandal at the provincial utilities regulator.

The Alberta Energy and Utilities Board (AEUB), an independent, quasi-judicial agency of the government, now faces three separate investigations into the actions of private detectives it hired to watch a group of landowners fighting a massive power line project.

Anthony Heinrich, a landowner and municipal councillor for Brazeau County, says public confidence in the regulator has been shaken by the spying allegations. He was also greatly disappointed to see Stelmach initially defend the use of undercover investigators.

"We have a government and a premier that keeps talking about being open, honest and transparent," he said in an interview. "I'm not real confident in the government investigating an organization that is also a wing of the government.

"I think an independent individual would be more appropriate."

Heinrich says his own experiences with the board have left him with the impression that the regulator is biased.

"They lean very heavily in terms of the emphasis they place on industry's needs," Heinrich said in an interview. "The majority of their funding comes from industry."

Board spokesman Davis Sheremata confirmed last month that undercover investigators were hired to blend into the crowd at a community hall in Rimbey where dozens of people had gathered to watch closed-circuit TV coverage of the power line hearings. But he insisted the investigators were simply ensuring the crowd's safety after some pushing and shouting at an earlier hearing in Red Deer.

"They were not contracted in any way to intrude on private, confidential or privileged conversations in any way," he said.

But the landowners and their lawyers say the investigators eavesdropped on their conversations and even got a password from them to join an Internet forum to discuss the contentious 500-kilovolt power line project between Edmonton and Calgary.

Jim Wachowich, a lawyer who handles utility issues in Alberta for the Consumers Association of Canada, calls it a serious mistake that has left the board with "an unfortunate black eye."

"I have seen this rise to the forefront," Wachowich said. "Utility hearings are rarely the subject of dinner table conversation in most parts of the province."

Although the board's actions were initially also defended by Energy Minister Mel Knight, a growing public outcry resulted in investigations by the privacy commissioner and Alberta's ombudsman.

In an apparent about-face, Knight then announced his own investigation. The minister also took the unusual step of issuing an open letter to Albertans saying, "In hindsight, it is clear that these security measures could have been handled better.

"I understand that the public's faith in our regulatory system has been affected by what has occurred and by the allegations that have been made in recent weeks."

Liberal energy critic Hugh MacDonald contends that public confidence in the regulator has been eroding for several years "because the AEUB has rubber-stamped so many approvals in favour of industry."

"When you spy on the citizens, how do you expect them to turn around and have confidence in the regulatory process?"

Bob Curran, head of public affairs for the board, says he's heard the comments about the regulator rubber-stamping approvals and appearing toothless at times. But he says they come from "a fairly small group of people that are very angry with us and have been all along."

"We've been called Gestapo and we've been accused of running people off the road, and hints of dark conspiracies have been floated out there on a continuous basis.

"I think the broader public in Alberta that know us and deal with us recognize that we are a very reputable organization. We're neutral, we're fair and we're balanced."

Stelmach has said he considers public confidence in the AEUB to be paramount, especially as Alberta moves forward with massive new energy and utility projects.

But legislation introduced recently to restructure the regulator and change the rules for public involvement in the review process has created a uproar among some groups, including landowners fighting the various power line projects.

MacDonald describes Bill 46 as an attempt to muzzle opposition.

"Bill 46 is really going to restrict and limit citizens from participating in the regulatory approval process for any future power plants or expanded transmission lines," he said.

"They want to rubber-stamp the projects to expand our transmission system without any questions from the citizens."

Wachowich also expects to see a groundswell of resentment over Bill 46, which removes the guarantee of funding that has been available since 1915 for Albertans who take part in the regulatory process - often those who oppose the project under review.

But Energy Minister Knight rejects any suggestion that Bill 46 will muzzle or restrict public participation.

"We'll have the Utilities Consumer Advocate in there to do any and all of the intervening that any of the small players want him to do," Knight said in an interview. "It is not at all restrictive. As a matter of fact, it's the opposite."

FortisBC and the City of Nelson celebrated the opening of Nelson's first publicly available direct current fast-charging (DCFC) electric vehicle (EV) station on Friday.

"Adopting EV's is one of many ways for individuals to reduce carbon emissions," said Mayor John Dooley, City of Nelson. "We hope that the added convenience of this fast-charging station helps grow EV adoption among our community, and we appreciate the support from FortisBC, the province and the federal government."

The new station, located at the Nelson and District Community Complex, provides a convenient and faster charge option right in the heart of the commercial district and makes Nelson more accessible for both local and out-of-town EV drivers. The 50-kilowatt station is expected to bring a compact EV from zero to 80 per cent charged in about a half an hour, as compared to the four Level-2 charging stations located in downtown Nelson that require from three to four hours. The cost for a half hour charge at the new DC fast-charging station is $9 per half hour.

This fast-charging station was made possible through a partnership between FortisBC, the City of Nelson, Nelson Hydro, the Province of British Columbia and Natural Resources Canada. As part of the partnership, the City of Nelson is providing the location and FortisBC will own and manage the station.

This is the latest of 12 fast-charging stations FortisBC has built over the last year with support from municipalities and all levels of government, and adds to the five FortisBC-owned Kootenay stations that were opened as part of the accelerate Kootenays initiative in 2018.

All 12 stations were 50 per cent funded by Natural Resources Canada, 25 per cent by BC Ministry of Energy, Mines and Petroleum Resources and the remaining 25 per cent by FortisBC. The funding is provided by Natural Resources Canada's Electric Vehicle and Alternative Fuel Infrastructure Deployment Initiative, which aims to establish a coast-to-coast network of fast-chargers along the national highway system, natural gas refueling stations along key freight corridors and hydrogen refueling stations in major metropolitan areas. It is part of the Government of Canada's more than $180-billion Investing in Canada infrastructure plan. The Government of British Columbia is also contributing $300,000 towards the fast-chargers through its Clean Energy Vehicle Public Fast Charging Program.

This station brings the total DCFC chargers FortisBC owns and operates to 17 stations across 14 communities in the southern interior. FortisBC continues to look for opportunities to expand this network as part of its 30BY30 goal of reducing emissions from its customers by 30 per cent by 2030. Working From Home Will Drive Up Electricity Bills for Consumers

Remote Work Energy Costs are rising as home offices and telecommuting boost electricity bills; utilities, broadband usage, and COVID-19-driven stay-at-home policies affect productivity, consumption patterns, and household budgets across the U.K. and Europe.

Household electricity bills are set to soar, with rising residential electricity use tied to the millions of people now working at home to avoid catching the coronavirus.

Running laptops and other home appliances will cost consumers an extra 52 million pounds ($60 million) each week in the U.K., according to a study from Uswitch, a website that helps consumers compare the energy prices that utilities charge.

For each home-bound household, the pain to the pocketbook may be about 195 pounds per year extra, even as some utilities pursue pandemic cost-cutting to manage financial pressures.

The rise in price for households comes even as overall demand is falling rapidly in Europe, with wide swaths of the economy shut down to keep workers from gathering in one place, and the U.S. grid overseer issuing warnings about potential pandemic impacts on operations.

People stuck at home will plug in computers, lights and appliances when they’d normally be at the office, increasing their consumption.

With the Canadian government declaring a state of emergency due to the coronavirus, companies are enabling work-from-home structures to keep business running and help employees follow social distancing guidelines, and some utilities have even considered housing critical staff on site to maintain operations. However, working remotely has been on the rise for a while.

“The coronavirus is going to be a tipping point. We plodded along at about 10% growth a year for the last 10 years, but I foresee that this is going to really accelerate the trend,” Kate Lister, president of Global Workplace Analytics.

Gallup’s State of the Workplace 2017 study found that 43% of employees work remotely with some frequency. Research indicates that in a five-day workweek, working remotely for two to three days is the most productive. That gives the employee two to three days of meetings, collaboration and interaction, with the opportunity to just focus on the work for the other half of the week.

Remote work seems like a logical precaution for many companies that employ people in the digital economy, even as some federal agencies sparked debate with an EPA telework policy during the pandemic. However, not all Americans have access to the internet at home, and many work in industries that require in-person work.

According to the Pew Research Center, roughly three-quarters of American adults have broadband internet service at home. However, the study found that racial minorities, older adults, rural residents and people with lower levels of education and income are less likely to have broadband service at home. In addition, 1 in 5 American adults access the internet only through their smartphone and do not have traditional broadband access. 

Full-time employees are four times more likely to have remote work options than part-time employees. A typical remote worker is college-educated, at least 45 years old and earns an annual salary of $58,000 while working for a company with more than 100 employees, according to Global Workplace Analytics, and in Canada there is growing interest in electricity-sector careers among younger workers. 

New York, California and other states have enacted strict policies for people to remain at home during the coronavirus pandemic, which could change the future of work, and Canadian provinces such as Saskatchewan have documented how the crisis has reshaped local economies across sectors.

“I don’t think we’ll go back to the same way we used to operate,” Jennifer Christie, chief HR officer at Twitter, told CNBC. “I really don’t.”

West Coast consumers won't benefit if Trump privatizes the electrical grid

BPA Privatization would sell the Bonneville Power Administration's transmission lines, raising FERC-regulated grid rates for ratepayers, impacting hydropower and the California-Oregon Intertie under the Trump 2018 budget proposal in the Pacific Northwest region.

President Trump's 2018 budget proposal is so chock-full of noxious elements — replacing food stamps with "food boxes," drastically cutting Medicaid and Medicare, for a start — that it's unsurprising that one of its most misguided pieces has slipped under the radar.

That's the proposal to privatize the government-owned Bonneville Power Administration, which owns about three-quarters of the high-voltage electric transmission lines in a region that includes California, Washington state and Oregon, serving more than 13.5 million customers. By one authoritative estimate, any such sale would drive up the cost of transmission by 26%-44%.

The $5.2-billon price cited by the Trump administration, moreover, is nearly 20% below the actual value of the Bonneville grid — meaning that a private buyer would pocket an immediate windfall of $1.2 billion, at the expense of federal taxpayers and Bonneville customers.

Trump's plan for Portland, Ore.-based Bonneville is part of a larger proposal to sell off other government-owned electricity bodies, including the Colorado-based Western Area Power Administration and the Oklahoma-based Southwestern Power Administration. But Bonneville is by far the largest of the three, accounting for nearly 90% of the total $5.8 billion the budget anticipates collecting from the sales. Both plans are said to be politically dead-on-arrival in Washington. But they offer a window into the thinking in the Trump White House.

"The word 'muddle' comes to mind," says Robert McCullough, a respected Portland energy consultant, referring to the justification for the privatization sale included in the Trump budget.

The White House suggests that selling the Bonneville grid would result in lower costs. But that narrative, McCullough wrote in a blistering assessment of the proposal, "displays a severe lack of understanding about the process of setting transmission rates."

McCullough's assessment is an update of a similar analysis he performed when the privatization scheme was first raised by the Trump administration last year. In that analysis issued in June, McCullough said the proposal "raises the question of why these valuable assets would be sold at a discount — and who would get the benefit of the discounted price."

The implications of a sale could be dire for Californians. Bonneville is the majority owner of the California-Oregon Intertie, an electrical transmission system that carries power, including Columbia River-generated hydropower and other clean-energy generation in British Columbia that supports the regional exchange, south to California in the summer and excess California generation to the Pacific Northwest in the winter.

But the idea has drawn fire throughout the region. When it was first broached last year, the Public Power Council, an association of utilities in the Northwest, assailed it as an apparent "transfer of value from the people of the Northwest to the U.S. Treasury," drawing parallels to Manitoba Hydro governance issues elsewhere.

The region's political leaders had especially harsh words for the idea this time around. "Oregonians raised hell last year when Trump tried to raise power bills for Pacific Northwesterners by selling off Bonneville Power, and yet his administration is back at it again," Sen. Ron Wyden (D-Ore.) said after the idea reappeared. "Our investment shouldn't be put up for sale to free up money for runaway military spending or tax cuts for billionaires." Sen. Maria Cantwell (D-Wash.) promised in a statement to work to "stop this bad idea in its tracks."

The notion of privatizing Bonneville predates the Trump administration; it was raised by Bill Clinton and again by George W. Bush, who thought the public would gain if the administration could sell its power at market rates. Both initiatives failed.

The same free-enterprise ideology underlies the Trump proposal. Privatizing the transmission lines "encourages a more efficient allocation of economic resources and mitigates unnecessary risk to taxpayers," the budget asserts. "Ownership of transmission assets is best carried out by the private sector where there are appropriate market and regulatory incentives."

But that's based on a misunderstanding of how transmission rates are set, McCullough says. Transmission is essentially a monopoly enterprise, with rates overseen by the Federal Energy Regulatory Commission based on the grid's costs, and with federal scrutiny of public utilities such as the TVA underscoring that oversight. There's very little in the way of market "incentives" involved in transmission, since no one has come forward to build a competing grid.

Those include the owners' cost of capital — which would be much higher for a private owner than a government agency, McCullough observes, as Hydro One investor uncertainty demonstrates in practice. A private owner, unlike the government-owned Bonneville, also would owe federal income taxes, which would be passed on to consumers.

Then there's the profit motive. Bonneville "currently sells and delivers its power at cost," McCullough wrote last year. "Under a private regime, an investor-owned utility would likely charge a higher rate of return, a pattern seen when UK network profits drew regulatory rebukes."

None of these considerations appears to have been factored into the White House budget proposal. "Either there's an unsophisticated person at the Office of Management and Budget thinking up these numbers himself," McCullough told me, "or there would seem to be ongoing negotiations with an unidentified third party." No such buyer has emerged in the past, however.

What's left is a blind faith in the magic of the market, compounded by ignorance about how the transmission market operates. Put it together, and there's reason to wonder if Trump is even serious about this plan.

Indian government takes steps to get nuclear back on track

India Nuclear Generation Shortfall highlights missed five-year plan targets due to uranium fuel scarcity, commissioning delays at Kudankulam, PFBR slippage, and PHWR equipment bottlenecks under IAEA safeguards and domestic supply constraints.

A lack of available domestically produced nuclear fuel and delays in constructing and commissioning nuclear power plants, including first-of-a-kind plants and the Prototype Fast Breeder Reactor (PFBR), meant that India failed to meet its nuclear generation targets under the governmental plans over the decade to 2017, even as global project milestones were being recorded elsewhere.

India's nuclear generation target under its 11th five-year plan, covering the period 2007-2012, was 163,395 million units (MUs) and the 12th five-year Plan (2012-17) was 241,748 MUs, Minister of state for the Department of Atomic Energy and the Prime Minister's Office Jitendra Singh told parliament on 6 February. Actual nuclear generation in those periods was 109,642 MUs and 183,488 MUs respectively, Singh said in a written answer to questions in the Lok Sabah.

Singh attributed the shortfall in generation to a lack of availability of the necessary quantities of domestically produced fuel during the three years before 2009-2010; delays to the commissioning of two 1000 MWe nuclear power plants at Kudankulam due to local protests and legal challenges; and delays in the completion of two indigenously designed pressurised heavy water reactors and the PFBR.

Kudankulam 1 and 2 are VVER-1000 pressurised water reactors (PWRs) supplied by Russia's Atomstroyexport under a Russian-financed contract. The units were built by Nuclear Power Corporation of India Ltd (NPCIL) and were commissioned and are operated by NPCIL under International Atomic Energy Agency (IAEA) safeguards, with supervision from Russian specialists, while China's nuclear program advanced on a steady development track in the same period. Construction of the units - the first PWRs to enter operation in India - began in 2002.

Singh said local protests resulted in the halt of commissioning work at Kudankulam for nine months from September 2011 to March 2012, when he said project commissioning had been at its peak. As a consequence, additional time was needed to remobilise the workforce and contractors, he said. Litigation by anti-nuclear groups, and compliance with supreme court directives, impacted commissioning in 2013, he said. Unit 1 entered commercial operation in December 2014 and unit 2 in April 2017.

Delays in the manufacture and supply by domestic industry of critical equipment for first-of-a-kind 700 MWe pressurised heavy water reactors -  Kakrapar units 3 and 4, and Rajasthan units 7 and 8 - has led to delays in the completion of those units, the minister said, as well as noting the delay in completion of the PFBR, which is being built at Kalpakkam by Bhavini. In answer to a separate question, Singh said the PFBR is in an "advance stage of integrated commissioning" and is "expected to approach first criticality by the year 2020."

Eight of India's operating nuclear power plants are not under IAEA safeguards and can therefore only use indigenously-sourced uranium. The other 14 units operate under IAEA safeguards and can use imported uranium. The Indian government has taken several measures to secure fuel supplies for reactors in operation and under construction, amid coal supply rationing pressures elsewhere in the power sector, concluding fuel supply contracts with several countries for existing and future reactors under IAEA Safeguards and by "augmentation" of fuel supplies from domestic sources, Singh said.

Kakrapar 3 and 4, with Kakrapar 3 criticality already reported, and Rajasthan 7 and 8 are all currently expected to enter service in 2022, according to World Nuclear Association information.

 

Joint venture discussions

In February 2016 the government amended the Atomic Energy Act to allow NPCIL to form joint venture companies with other public sector undertakings (PSUs) for involvement in nuclear power generation and possibly other aspects of the fuel cycle, reflecting green industrial strategies shaping future reactor waves globally. In answer to another question, Singh confirmed that NPCIL has entered into joint ventures with NTPC Limited (National Thermal Power Corporation, India's largest power company) and Indian Oil Corporation Limited. Two joint venture companies - Anushakti Vidhyut Nigam Limited and NPCIL-Indian Oil Nuclear Energy Corporation Limited - have been incorporated, and discussions on possible projects to be set up by the joint venture companies are in progress.

An exploratory discussion had also been held with Oil & Natural Gas Corporation, Singh said. Indian Railways - which has in the past been identified as a potential joint venture partner for NPCIL - had "conveyed that they were not contemplating entering into an MoU for setting up of nuclear power plants," Singh said.

Hundreds of thousands of Texans were without power along the Gulf Coast as Tropical Storm Harvey left parts of the Houston area under water, with extended Houston outages compounding response efforts.

There were roughly 280,000 customers without power along the Texas's coast and in Houston and the surrounding areas on Monday, according to reported outages by the state's investor-owned utilities. Harvey, which made landfall on Friday, caused devastating flooding and knocked out power lines along its destructive path, similar to the Louisiana grid rebuild after Laura that required weeks of restoration.

CenterPoint Energy reported more than 100,000 outages earlier on Monday, though that figure was down to 91,744 shortly after 1 p.m. on Monday.

The company said it was unable to access hard-hit areas until floodwaters recede and electric infrastructure dries out, a challenge that, as seen in Florida power restoration efforts elsewhere, has taken weeks to resolve. Outages in the most flooded areas could last for several days, CenterPoint warned.

AEP Texas's coverage area south of Houston had 150,500 customers without electricity as of 11 a.m. ET on Monday. That was down from the peak of its outages on Saturday afternoon, which affected 220,000 customers.

Corpus Christi and the surrounding areas along the Gulf Coast were still experiencing the most outages, while persistent Toronto outages after a spring storm underscored how long recovery can take in urban areas. AEP credited assistance from out-of-state workers for helping to get the lights back on.

"Thousands of resources have arrived from across the country to help AEP Texas with restoration efforts following this historic weather event. Crews from Kentucky, Illinois, Missouri and other states have arrived and are working on restoring power to those impacted by Hurricane Harvey," AEP said in a statement.

Entergy reported 29,500 customers were without power on Monday in areas north of Houston. The company warned that additional outages were expected if Harvey moves inland near the island city of Galveston on Wednesday as anticipated, a pattern similar to New Orleans during Ida where electricity failed despite levees holding.

Houston, Beaumont and Victoria are expected to see continued periods of torrential rain through Tuesday, before Harvey begins to move north on Wednesday and out of the flood zone by Thursday.

"Our crews are safely restoring power as quickly as possible, but the continued wind, rain and flooding are having an impact on restoration efforts," Entergy said in a statement.

South of Houston, about 7,500 Texas New Mexico Power Company customers were still experiencing outages, according to the company's outage map.
