Paducah Power System plans to spend about $75 million to have two natural gas-fired turbines operational in mid-2010 to cap the cost of electricity during the hottest of summer days and bridge the gap to a new power supply.

The turbines, to be built near a PPS substation at 4801 Schneidman Road, will mark the first time the company has generated power. Paducah Power will end its contract in late 2009 as a TVA distributor, opting for what is projected to be cheaper electricity starting in mid-2011 from the $2.9 billion Prairie State Energy Campus in Washington County, Ill., south of St. Louis.

PPS Chairman Ray McLennan said the turbine electricity will supply "peak" electricity before and after Prairie State power becomes available. Owned by eight utility groups in six states including PPS, Prairie State will supply 75 to 80 percent of Paduca Power's electricity.

McLennan said most of the power needed in the interim will come through a bridge contract with another supplier. "We've never actually generated our own electricity," McLennan said. "We looked at the people who were considerably cheaper than anybody else - Henderson and Owensboro - and they owned their own generation for almost the past century."

Cost savings Prairie State electricity is expected to cost about $40 per megawatt hour, enough wattage to indefinitely run about 400 homes. Although the gas-fired power will cost about $80 per megawatt hour, it will prevent PPS from having to pay as much as four times that much on the open market during peak demand, Paducah Power General Manager Dave Clark said.

"We would have to pass those extra costs on to our customers."

Clark said there will be an opportunity to sell unused peak power to Prairie State. McLennan said the $80 figure includes capital costs, as well as the expense of buying land and running 10 miles of piping from Texas Gas at Palma. PPS will amortize the cost over 30 years.

"Our scenario is we'll operate the turbines less than 1,000 hours a year, and the cost will still be below what we'd be paying TVA around the time we leave," he said. TVA plans to raise rates about 8 percent next spring. Sound, emissions Although the substation area is sparsely populated, Paducah Power has an additional tract of land optioned and wants to buy property next to it, McLennan said.

"If that happens, it will give us a big buffer." He and Clark said they anticipate the plant being quiet enough to be able to talk nearby, based on their visits to other similar plants.

The PPS turbines will have noise buffers around them, they said. The Kentucky Division of Air Quality issued a draft permit Nov. 19, limiting the plant to 11,000 hours of operation and 225 tons of nitrogen oxide emissions annually. McLennan likened the emissions to those of a jet engine.

"It's a major source, which means more than 100 tons of nitrogen oxide per year," said John Lyons, air quality division director.

"It depends on how often the plant runs as to how much it actually emits."

Because of high gas prices, only two other companies elsewhere in Kentucky have built peak plants since a moratorium was lifted several years ago, Lyon said. Paducah's is the first permit issued since.

Power plants, substations, and energy lines have become prime targets, with Russian forces using missiles and drones to destroy critical infrastructure, as western Ukraine power outages have shown, leaving millions of Ukrainians without electricity and heating during harsh winters.

The Ukrainian government and energy companies are working tirelessly to repair the damage and prevent total blackouts, while also trying to ensure that civilians have access to vital services like hospitals and water supplies. Ukraine has received support from international allies in the form of technical assistance and equipment to help strengthen its power grid, and electricity reserve updates suggest outages can be avoided if no new strikes occur. However, the ongoing nature of the attacks and the complexity of repairing such extensive damage make the situation extraordinarily difficult.

Despite these challenges, Ukraine's resilience is evident, even as winter pressures on the battlefront intensify operations. Energy workers are often working under dangerous conditions, risking their lives to restore power and prevent further devastation. The Ukrainian government has prioritized the protection of energy infrastructure, with military forces being deployed to safeguard workers and critical assets.

Meanwhile, the international community continues to support Ukraine through financial and technical aid, though some U.S. support programs have ended recently, as well as providing temporary power solutions, like generators, to keep essential services running. Some countries have even sent specialized equipment to help repair damaged power lines and energy plants more quickly.

The humanitarian consequences of these attacks are severe, as access to electricity means more than just light—it's crucial for heating, cooking, and powering medical equipment. With winter temperatures often dropping below freezing, plans to keep the lights on are vital to protect vulnerable communities, and the lack of reliable energy has put many lives at risk.

In response to the ongoing crisis, Ukraine has also focused on enhancing its energy independence, seeking alternatives to Russian-supplied energy. This includes exploring renewable energy sources, such as solar and wind power, and new energy solutions adopted by communities to overcome winter blackouts, which could help reduce reliance on traditional energy grids and provide more resilient options in the future.

The battle for energy infrastructure in Ukraine illustrates the broader struggle of the country to maintain its sovereignty and independence in the face of external aggression. The destruction of power plants is not only a military tactic but also a psychological one—meant to instill fear and disrupt daily life. However, the unwavering spirit of the Ukrainian people, alongside international support, including Ukraine's aid to Spain during blackouts as one example, continues to ensure that the fight to "keep the lights on" is far from over.

As Ukraine works tirelessly to repair its energy grid, it also faces the challenge of preparing for the long-term impact of these attacks. New Program Set to Fight for 'Electricity Future That Works for People and the Planet'

The Center for Biological Diversity on Monday rolled out a new program to push back against the nation's community- and wildlife-harming energy system that the climate advocacy group says is based on fossil fuels and a "centralized monopoly on power."

The goal of the new effort, the Energy Justice Program, is to help forge a path towards a just and renewables-based energy future informed by equitable regulation principles.

"Our broken energy system threatens our climate and our future," said Jean Su, the Energy Justice Program's new director, in a statement. "Utilities were given monopolies to ensure public access to electricity, but these dinosaur corporations are now hurting the public interest by blocking the clean energy transition, including via coal and nuclear subsidy schemes that profit off the fossil fuel era."

"In this era of climate catastrophe," she continued, "we have to stop these outdated monopolies and usher in a new electricity future that works for people and the planet."

To meet those goals, the new program will pursue a number of avenues, including using legal action to fight utilities' obstruction of clean energy efforts, helping communities advance local solar programs through energy freedom strategies in the South, and crafting energy policies on the state, federal, and international levels in step with commitments from major energy buyers to achieve a 90% carbon-free goal by 2030.

Some of that work is already underway. In June the Center filed a brief with a federal court in a bid to block Arizona power utility Salt River Project from slapping a 60-percent electricity rate hike on rooftop solar customers—amid federal efforts to reshape electricity pricing that critics say are being rushed—a move the group described (pdf) as an obstacle to achieving "the energy transition demanded by climate science."

The Center is among the groups in Energy Justice NC. The diverse coalition seeks to end the energy stranglehold in North Carolina held by Duke Energy, which continues to invest in fossil fuel projects even as it touts clean energy and grid investments in the region.

The time for a new energy system, says the Energy Justice Program, is now, as climate change impacts increasingly strain the grid.

"Amid this climate and extinction emergency," said Su, "the U.S. can't afford to stick with the same centralized, profit-driven electricity system that drove us here in the first place. We have to seize this once-in-a-generation opportunity to design a new system of accountable, equitable, truly public power."

Wyoming wind boost for US utility

US company Black Hills Energy has received regulatory approval to increase the size of its Corriedale wind farm in Wyoming, where Wyoming wind exports to California are advancing, to over 52MW from 40MW previously.

The South Dakota Public Utilities Commission approved the additional 12.5MW capacity after the Wyoming Public Service Commission determined the boost was within commission rules, as federal initiatives like DOE wind energy awards continue to support the sector.

Black Hills Energy will install five additional turbines, raising the project cost to $79m from $57m, amid growing heartland wind investment across the region.
Corriedale will be built near Cheyenne and is expected to be placed in service in late 2020.

Similar market momentum is seen in Canada, where a Warren Buffett-linked Alberta wind farm is planned to expand capacity across the region.

Black Hills said that during the initial subscription period for its Renewable Ready program, applications of interest from eligible commercial, industrial and governmental agency customers were received in excess of the program's 40MW, underscoring the view that more energy sources can make stronger projects.

Black Hills Corporations chief executive and president Linden Evans said: “We are pleased with the opportunity to expand our Renewable Ready program, allowing us to meet our customers’ interest in renewable wind energy, which co-op members increasingly support.

“This innovative program expands our clean energy portfolio while meeting our customers’ evolving needs, particularly around cleaner and more sustainable energy, as projects like new energy generation coming online demonstrate.”

Nova Scotia's last paper mill seeks new discount electricity rate

Nova Scotia Power is scheduled to appear before government regulators Tuesday morning seeking approval for a unique discount rate for its largest customer.

Under the four-year plan, Nova Scotia Power would control the supply of electricity to Port Hawkesbury Paper, a move referenced in a grid operations report that urges changes, with the right to direct the company to increase or reduce daily consumption throughout the year.

The rate proposal is supported by the mill, which says it needs to lower its power bill to keep its operation viable.

The rate went into effect on Jan. 1 on a temporary basis, pending the outcome of a hearing this week before the Nova Scotia Utility and Review Board, amid broader calls for an independent body to lead electricity planning.

The mill accounts for 10 per cent of the provincial electricity load, even as a neighbouring utility pursues more Quebec power for the region, producing glossy paper used in magazines and catalogs.

Nova Scotia Power says controlling how much electricity the mill uses — and when — will allow it to operate the system much more efficiently, as it expands biomass generation initiatives, saving other customers $10 million a year until the rate expires in 2023.

Ceding control 'not an easy decision'
In its opening statement that was filed in advance, Port Hawkesbury Paper said ceding the control of its electrical supply to Nova Scotia Power was "not an easy decision" to make, but the company is confident the arrangement will work.

In September 2019, Nova Scotia Power and the mill jointly applied for an "extra large active demand control tariff," which would provide electricity to the mill for about $61 per megawatt hour, well below the full cost of generating the electricity.

The utility said "fully allocating costs" would result in "prices in excess of $80/MWh ... and [would] not [be] financially viable for the mill."

In its statement, Port Hawkesbury Paper said since the initial filing "there have been greater near term declines in market demand and pricing for PHP's product than was forecast at that time, continuing to put pressure on our business and further highlighting the need to maintain the balance provided for in the new tariff."

Consumer advocate sees 'advantage,' but will challenge
Bill Mahody represents Nova Scotia Power's 400,000 residential customers before the review board. He wants proof the mill will pay enough toward the cost of generating the electricity it uses, amid concerns over biomass use in the province today.

"We filed evidence, as have others involved in the proceeding, that would call into question whether or not the rate design is capturing all of those costs and that will be a significant issue before the board," Mahody said.

Still, he sees value in the proposal.

"This proposed rate gives Nova Scotia Power the ability to control that sizable Port Hawkesbury Paper load to the advantage of other ratepayers, as the province pursues more wind and solar projects, because Nova Scotia Power would be reducing the costs that other ratepayers are going to face," he said.

Mahody is also calling for a mechanism to monitor whether the mill's position actually improves to the point where it could pay higher rates.

"An awful lot can change during a four-year period, with new tidal power projects underway, and I think the board ought to have the ability to check in on this and make sure that their preferential rate continues to be justified," he said.

Major employer
Port Hawkesbury Paper, owned by Stern Partners in Vancouver, has received discounted power rates since it bought the idled mill in 2012. But the "load retention tariff" as it was called, expired at the end of 2019.

Regulators have accepted Nova Scotia Power's argument that it would cost other customers more if the mill ceased to operate.

The mill said it spends between $235 million and $265 million annually, employing 330 people directly and supporting 500 other jobs indirectly.

The Nova Scotia government pledged $124 million in financial assistance as part of the reopening in 2012.

IEC reaches settlement on Palestinian electricity debt

IEC-PETL Electricity Agreement streamlines grid management, debt settlement, and bank guarantees, shifting power supply, transmission, and distribution to PETL via IEC-built sub-stations, bolstering energy cooperation, utility billing, and payment assurance in PA areas.

The Palestinian Authority will pay Israel Electric NIS 915 million and take over management of its grid through Palestinian electricity supplier PETL.

The Israel Electric Corporation (IEC) (TASE: ELEC.B22) and Palestinian electricity supplier PETL have signed a draft commercial agreement under which the Palestinian Authority's (PA) debt of almost NIS 1 billion will be repaid. The agreement also transfers actual management of the supply of electricity to Palestinian customers from IEC to the Palestinian electricity authority, enabling consideration of distributed solutions such as a virtual power plant program in future planning.

Up until now, the IEC was unable to actually collect debts for electricity from Palestinian customers, because the connection with them was through the PA. Responsibility for collection will now be exclusively in Palestinian hands, with the PA providing hundreds of millions of shekels in bank guarantees for future debts. The agreement, which is valid for 15 years, amounts to an estimated NIS 2.8 billion a year, as of now.

IEC will sell electricity and related services to PETL through four high-tension sub-stations built by IEC for PETL and through high and low-tension connection points, similar to large interconnector projects like the Lake Erie Connector, for the purpose of distribution and supply of the electricity by PETL or an entity on its behalf to consumers in PA territory. PETL will have sole operational and maintenance responsibility for distribution and supply and ownership of the four sub-stations.

 

NIS 915 million in 48 payments

According to the IEC announcement, the settlement was reached following negotiations following the signing of an agreement in principle in September 2016 by the minister of finance, the government coordinator of activities in the territories, and the Palestinian minister for civilian affairs. The parties reached commercial understandings yesterday that made possible today's signing of the first commercial document of its kind regulating commercial relations - the sales of electricity - between the parties. The agreement will go into effect after it is approved by the IEC board of directors, the Public Utilities Authority (electricity), reflecting regulatory oversight akin to Ontario industrial electricity pricing consultations, and the IDF Chief Electrical Staff Officer. Representatives of IEC, the Ministry of Finance, the Public Utilities Authority (electricity), the government coordinator of activities in the territories, the civilian authority, the PA government, and PETL took part in the negotiations.

The agreement also settles the PA's historical debt to IEC. The PA will begin payment of NIS 915 million in debt for consumption of electricity before September 2016 to IEC Jerusalem District Ltd. in 48 equal installments after the final signing, as stipulated in the agreement in principle signed by the Israeli government and the PA on September 13, 2016.

The PA's debt for electricity amounted to almost NIS 2 billion in 2016. The initial spadework for the current debt settlement was accomplished in that year, after the parties reached understandings on writing off NIS 500 million of the Palestinian debt. The PA paid NIS 600 million in October 2016, and the remainder will be paid now.

It was also reported that an arrangement of securities and guarantees to ensure payment to IEC under the agreement had been settled, including the past debt. IEC will obtain a bank guarantee and a PA guarantee, in addition to the existing collection mechanisms at the company's disposal.

Minister of Finance Moshe Kahlon said, "Signing the commercial agreement is a historic step completing the agreement signed by the governments in September 2016. Strengthening economic cooperation between Israel and the PA is above all an Israeli security interest. The agreement will ensure future payments to the IEC and reinforce its financial position. I congratulate the negotiating teams for the completion of their task."

Minister of National Infrastructure, Energy, and Water Resources Dr. Yuval Steinitz said, "In my meeting last year with Palestinian Prime Minister Rami Hamdallah in Jenin, we agreed that it was necessary to settle the debt and formalize relations between IEC and the PA. The settlement signed today is a breakthrough, both in the measures for payment of the Palestinian debt to IEC and Israel and in arranging future relations to prevent more debts from emerging in the future. With the signing of the agreement, we will be able to make progress with the Palestinians in developing a modern electrical grid, aligning with regional initiatives like the Cyprus electricity highway, according to the model of the sub-station we inaugurated in Jenin."

IEC chairperson Yiftah Ron Tal said, "This is a historic event. In this agreement, IEC is correcting for the first time a historical distortion of accumulated debt without guarantees, ability to collect it, or control over the amount of debt. This anchor agreement not only constitutes an unprecedented financial achievement; it also constitutes an important milestone in regulating electricity commercial relations between the Israeli and Palestinian electric companies, comparable to cross-border efforts such as the Ireland-France interconnector in Europe."

Alberta Electricity market needs competition

Alberta Electricity Market faces energy-only vs capacity debate as transmission, distribution, and administration fees surge; rural rates rise amid a regulated duopoly of investor-owned utilities, prompting calls for competition, innovation, and lower bills.

Last week, Alberta’s new Energy Minister Sonya Savage announced the government, through its new electricity rules, would be scrapping plans to shift Alberta’s electricity to a capacity market and would instead be “restoring certainty in the electricity system.”


The proposed transition from energy only to a capacity market is a contentious subject as a market reshuffle unfolds across the province that many Albertans probably don’t know much about. Our electricity market is not a particularly glamorous subject. It’s complicated and confusing and what matters most to ordinary Albertans is how it affects their monthly bills.


What they may not realize is that the cost of their actual electricity used is often just a small fraction of their bill amid rising electricity prices across the province. The majority on an average electricity bill is actually the cost of delivering that electricity from the generator to your house. Charges for transmission, distribution and franchise and administration fees are quickly pushing many Alberta households to the limit with soaring bills.


According to data from Alberta’s Utilities Consumer Advocate (UCA), and alongside policy changes, in 2004 the average monthly transmission costs for residential regulated-rate customers was below $2. In 2018 that cost was averaging nearly $27 a month. The increase is equally dramatic in distribution rates which have more than doubled across the province and range wildly, averaging from as low as $10 a month in 2004 to over $80 a month for some residential regulated-rate customers in 2018.


Where you live determines who delivers your electricity. In Alberta’s biggest cities and a handful of others the distribution systems are municipally owned and operated. Outside those select municipalities most of Alberta’s electricity is delivered by two private companies which operate as a regulated duopoly. In fact, two investor-owned utilities deliver power to over 95 per cent of rural Alberta and they continue to increase their share by purchasing the few rural electricity co-ops that remained their only competition in the market. The cost of buying out their competition is then passed on to the customers, driving rates even higher.


As the CEO of Alberta’s largest remaining electricity co-op, I know very well that as the price of materials, equipment and skilled labour increase, the cost of operating follows. If it costs more to build and maintain an electricity distribution system there will inevitably be a cost increase passed on to the consumer. The question Albertans should be asking is how much is too much and where is all that money going with these private- investor-owned utilities, as the sector faces profound change under provincial leadership?


The reforms to Alberta’s electricity system brought in by Premier Klein in the late 1900s and early 2000s contributed to a surge in investment in the sector and led to an explosion of competition in both electricity generation and retail. 


More players entered the field which put downward pressure on electricity rates, encouraged innovation and gave consumers a competitive choice, even as a Calgary electricity retailer urged the government to scrap the overhaul. But the legislation and regulations that govern rural electricity distribution in Alberta continue to facilitate and even encourage the concentration of ownership among two players which is certainly not in the interests of rural Albertans.


It is also not in the spirit of the United Conservative Party platform commitment to a “market-based” system. A market-based system suggests more competition. Instead, what we have is something approaching a monopoly for many Albertans. The UCP promised a review of the transition to a capacity market that would determine which market would be best for Alberta, and through proposed electricity market changes has decided that we will remain an energy-only market.
Consumers in rural Alberta need electricity to produce the goods that power our biggest industries. Instead of regulating and approving continued rate increases from private multinational corporations, we need to drive competition and innovation that can push rates down and encourage growth and investment in rural-based industries and communities.
