Ajax,ON – During its annual shareholders’ meeting held recently in Ajax, Veridian Corporation Chair Doug Dickerson together with company President and CEO Michael Angemeer provided shareholders with an update on Veridian’s business operations and announced that the utility achieved consolidated net earnings of $11.9 million in 2013.

“We are extremely pleased with the company’s financial performance over the past year,” said Dickerson.

“Strong growth in shareholders’ equity, while maintaining robust interest and dividend payments and reasonable customer rates, has been the long term trend at Veridian.

Additionally, the company’s reliability indices are competitive when compared to other electric utilities in Ontario, and an annual improvement measured against historical results remain a key business goal.”

Highlights from VeridianÂ’s 2013 financial results include:

• A total of $8.2 million in interest and dividend payments to shareholders • Electricity distribution revenues, excluding smart meter activities, have increased $3.8 million to $49.0 million from 2009

• Shareholder equity has increased $12.6 million since 2011, or by six percent, which is double the growth rate from 2009 to 2011

• The Board of Directors has approved a dividend policy for the years 2012 to 2016 with base dividends of $4.7 million each year, subject to certain provisions

Adding to VeridianÂ’s financial results, Angemeer reported that the company recorded exceptional operational performance in a number of key areas in 2013.

“Our employees continue to be industry leaders when it comes to customer service and workplace safety – recording a 93 percent customer satisfaction rating and working more than 400,000 hours without a lost- time injury,” he noted. “These are outstanding achievements that show the dedication and commitment to performance excellence among our employees.”

Angemeer also pointed out the recognition the company received in 2013. “We were thrilled to be named one of Canada’s Greenest Employers for a fourth consecutive year–a designation that recognizes our leadership in creating a culture of environmental awareness in our workplace, and honoured to have received the Smart Commute Workplace–Silver designation for our efforts in providing enhanced commuter options for our employees and promoting sustainable transportation.” What might be remembered most about 2013 is the severe thunderstorm that ripped through Gravenhurst in mid-July and the ice storm that hit southern Ontario in late December.

Both Dickerson and Angemeer applauded the efforts and dedication shown by employees, other assisting utilities and contractors during both storms, as they worked long days, in difficult conditions and sacrificed precious time with their families to support the companyÂ’s power restoration and customer communications efforts.

“The storm relief work and support by staff was truly inspiring, and a reminder of what makes Veridian such a great place to work and a valuable community asset,” said Angemeer.

The theme of Veridian’s 2013 Annual Report is “Delivering Peace of Mind”. Customers and stakeholoders can be assured that many recommendations flowing from stakeholder engagements as a result of the ice storm have been or will be implemented. “Whether its restoring 80 percent of a large feeder outage in less than five minutes with distribution automation controlled by operators in our 24/7 control centre or responding better to a prolonged natural disaster with multiple outages, we commit to getting the power back on faster and improving communication with our customers”, said Angemeer.

Cape Town to Build Own Power Plants, Buy Additional Electricity

Cape Town is seeking to secure more than 450 megawatts of power from renewable sources to cut reliance on state power utility Eskom Holdings SOC Ltd., where wind procurement cuts were considered during lockdown, and reduce greenhouse gas emissions.

South Africa’s second-biggest city is looking at a range of options, including geothermal exploration in comparable markets, and expects the bulk of the electricity to be generated from solar plants, Kadri Nassiep, the city’s executive director of energy and climate change, said in an interview.

On July 14 the city of 4.6 million people released a request for information to seek funding to build its own plants. This month or next it will seek proposals for the provision of as much as 150 megawatts from privately owned plants, largely solar additions, to be built and operated within the city, he said. As much as 300 megawatts may also be purchased at a later stage from plants outside of Cape Town, according to Nassiep.

The city could secure finance to build 100 to 200 megawatts of its own generation capacity, Nassiep said. “We realized that it is important for the city to be more in control around the pricing of the power,” he added.

Power Outages

Cape Town’s foray into the securing of power from sources other than Eskom comes after more than a decade of intermittent electricity outages, while elsewhere in Africa coal projects face scrutiny from lenders, because the utility can’t meet national demand. The government last year said municipalities could find alternative suppliers.

Earlier this month Ethekwini, the municipal area that includes the city of Durban, issued a request for information for the provision of 400 megawatts of power, similar to BC Hydro’s call for power driven by EV uptake.

The City of Johannesburg will in September seek information and proposals for the construction of a 150-megawatt solar plant, reflecting moves like Ontario’s new wind and solar procurements to tackle supply gaps, 50 megawatts of rooftop solar panels and the refurbishment of an idle gas-fired plant that could generate 20 megawatts, it said in June. It will also seek information for the installation of 100 megawatts of battery storage.

Cape Town, which uses a peak of 1,800 megawatts of electricity in winter, hopes to start generating some of its own power next year, aligning with SaskPower’s 2030 renewables plan seen in Canada, according to a statement that accompanied its request for financing proposals.

Sub-Saharan Africa has an electricity problem. While the world as a whole has made great strides when it comes to providing access to electricity and moving toward universal electricity access worldwide (the world average is now 90 per cent with access, up from 83 per cent in 2010), southern and western African states still lag far behind.

According to Tracking SDG7: The Energy Progress Report, produced by a consortium of organisations including the World Bank, the International Energy Agency and the World Health Organization, 759 million people were without electricity in 2019 and threequarters of them were based in sub-Saharan Africa. At just seven per cent, South Sudan had the lowest access figures; Chad, Burundi and Malawi were only marginally higher. What’s more, due to a combination of factors, the situation is getting worse. In total, the region’s access deficit increased from 556 million people in 2010 to 570 million people in 2019.

These days, being without electricity has an impact on every sphere of life. The Covid-19 pandemic only served to put this into sharper relief. Intermittent electricity meant vaccination doses that rely on cold storage were impossible to deliver and, as more than 70 per cent of the health facilities in sub-Saharan Africa have no access to reliable electricity, the problem was vast. But even without a global pandemic, having no power stymies opportunity in every field, from education to economics.

French photojournalist Pascal Maitre, who has spent much of his career writing about sub-Saharan Africa, wanted to document the problems faced by people in areas with no electricity. He thought particularly carefully about the location for his project. ‘First, I was thinking I could take images in the Democratic Republic of the Congo,’ he says. ‘But then I thought that if you chose a place that has war, it’s logical that electricity won’t really work. So, instead, I wanted to find a place that is quite stable. I decided to go to Benin, where they have a democracy. It is a good example of a country that’s not in really bad shape but where they still have this problem. Also, I didn’t want to go to a place that is very remote, where it is normal not to have good service. So I decided to go to a place around 50 kilometres from the capital that you can get to by road.’

Maitre visited several villages in the region, as well as making trips to Chad and Senegal, and encountered the full range of limitations engendered by the power shortage. From teachers struggling to conduct lessons in the dark to midwives forced to work with only the weak light from a phone, the situation was clearly unacceptable. ‘People were very, very, very upset,’ he says. ‘I conducted a lot of interviews in different villages and lack of electricity touches education, economy, business, security and also emigration, because people have to move to big cities or maybe to Europe to get jobs.’

Where once the situation might have been accepted as the norm, people today are fully aware of the ways in which they are held back by the lack of power. As Maitre remembers: ‘A guy said to me one day, “Do you think it is normal that last time my wife delivered a baby, the midwife had to hold her phone between her teeth in order to see what she was doing?” You feel very frustrated.’ He adds that the fact that most people now have mobile phones only highlights the hardship. ‘Before, maybe it was not so frustrating. But now, most of these people have cellphones. The cellphone company puts antennae everywhere so the phones work, but people cannot recharge their phones. They have to go to the market, where someone will come with a generator to recharge.’

Governments and global organisations are very aware of the problem across the world as a whole. Sustainable Development Goal 7 (SDG7) – one of the 17 goals set out in 2015 by the United Nations General Assembly – was designed to ensure universal access to affordable, reliable, sustainable and modern energy by 2030, underscoring the push for clean, affordable and sustainable electricity for all by 2030. As part of this goal, international financial flows to developing countries in support of clean energy reached US$17 billion in 2018. As a result, some areas have seen huge improvement. According to the Energy Progress Report, in Latin America and the Caribbean, and in Eastern and South-Eastern Asia, the advance of electrification has been enough to approach universal access. By 2019, in Western Asia and North Africa, and Central and South Asia, 94 and 95 per cent of the population respectively had access to electricity.

But these statistics only serve to emphasise just how bad the situation is in sub-Saharan Africa, where electricity systems are unlikely to go green this decade according to several analyses. As the report states: ‘While renewable energy has demonstrated remarkable resilience during the pandemic, the unfortunate fact is that gains in energy access throughout Africa are being reversed: the number of people lacking access to electricity is set to increase in 2020, making basic electricity services unaffordable for up to 30 million people who had previously enjoyed access.’

The small silver lining is that if the situation is dealt with properly, the region could build a renewable-energy system from the ground up, rather than having to undergo the costly and complex transitions underway in developed countries. In rural areas, small-scale or off-grid renewable systems (mostly solar) are expected to play an important role, as highlighted by a recent IRENA report on decarbonisation, in increasing access. In fact, solar panels are already used in many areas. In 2019, 105 million people had access to off-grid solar solutions, up from 85 million in 2016, and almost half lived in sub-Saharan Africa, with 17 million in Kenya and eight million in Ethiopia.

Rachel Kyte is currently serving as the 14th dean of the Fletcher School at Tufts University in the USA, but her CV is long. She was previously CEO of the UN-affiliated Sustainable Energy for All (SeforALL), as well as the World Bank Group vice president and special envoy for climate change, leading the run-up to the Paris Agreement. According to her, a focus on renewables is absolutely essential, both for wider efforts to tackle climate change, with some advocating a fossil fuel lockdown to drive a climate revolution, but also for the people of sub-Saharan Africa. ‘The fossil fuel industry has said it will just extend the centralised fossil-fuel power systems that we have today to reach these people,’ she says.

Nova Scotia Power says it now generates 30 per cent of its power from renewables

Nova Scotia Power Renewable Energy delivers 30% in 2018, led by wind power, hydroelectric and biomass, with coal and natural gas declining, as Muskrat Falls imports from Labrador target 40% renewables to cut emissions.

Nova Scotia's private utility says it has hit a new milestone in its delivery of electricity from renewable resources, a trend highlighted by Summerside wind generation in nearby P.E.I.

Nova Scotia Power says 30 per cent of the electricity it produced in 2018 came from renewable sources such as wind power.

The utility says 18 per cent came from wind turbines, nine per cent from hydroelectric and tidal turbines and three per cent by burning biomass.

However, over half of the province's electrical generation still comes from the burning of coal or petroleum coke. Another 13 per cent come from burning natural gas and five per cent from imports, even as U.S. renewable generation hits record shares.

The utility says that since 2007, the province's reliance on coal-fired plants has dropped from 76 per cent of electricity generated to 52 per cent last year, as Prairie renewables growth accelerates nationally.

It says it expects to meet the province's legislated renewable target of 40 per cent in 2020, when it begins accessing hydroelectricity from the Muskrat Falls project in Labrador.

"We have made greener, cleaner energy a priority," utility president and CEO Karen Hutt said in a news release.

"As we continue to achieve new records in renewable electricity, we remain focused on ensuring electricity prices stay predictable and affordable for our customers, including solar customers across the province."

Nova Scotia Power also projects achieving a 58 per cent reduction in carbon emissions from 2005 levels by 2030.

Shell says electricity to meet 60 percent of China's energy use by 2060

China 2060 Carbon-Neutral Energy Transition projects tripled electricity, rapid electrification, wind and solar dominance, scalable hydrogen, CCUS, and higher carbon pricing to meet net-zero goals while decarbonizing heavy industry and transport.

China may triple electricity generation to supply 60 percent of the country's total energy under Beijing's carbon-neutral goal by 2060, up from the current 23 per cent, according to Royal Dutch Shell.

Shell is one of the largest global investors in China's energy sector, with business covering gas production, petrochemicals and a retail fuel network. A leading supplier of liquefied natural gas, it has recently expanded into low-carbon business such as hydrogen power and electric vehicle charging.

In a rare assessment of the country's energy sector by an international oil major, Shell said China needed to take quick action this decade to stay on track to reach the carbon-neutrality goal.

China has mapped out plans to reach peak emissions by 2030, and aims to reduce coal power production over the coming years, but has not yet revealed any detailed carbon roadmap for 2060.

This includes investing in a reliable and renewable power system, including compressed air generation, and demonstrating technologies that transform heavy industry using hydrogen, biofuel and carbon capture and utilization.

"With early and systematic action, China can deliver better environmental and social outcomes for its citizens while being a force for good in the global fight against climate change," Mallika Ishwaran, chief economist of Shell International, told a webinar hosted by the company's China business.

Shell expects China's electricity generation to rise three-fold to more than 60 exajoules (EJ) in 2060 from 20 EJ in 2020, even amid power supply challenges reported recently.

Solar and wind power are expected to surpass coal as the largest sources of electricity by 2034 in China, reflecting projections that renewables will eclipse coal globally by mid-decade, versus the current 10 percent, rising to 80 percent by 2060, Shell said.

Hydrogen is expected to scale up to 17 EJ, or equivalent to 580 million tonnes of coal by 2060, up from almost negligible currently, adding over 85 percent of the hydrogen will be produced through electrolysis, supported by PEM hydrogen R&D across the sector, powered by renewable and nuclear electricity, Shell said.

Hydrogen will meet 16 percent of total energy use in 2060 with heavy industry and long-distance transport as top hydrogen users, the firm added.

The firm also expects China's carbon price to rise to 1,300 yuan (CDN$256.36) per tonne in 2060 from 300 yuan in 2030.

Nuclear, on a steady development track, and biomass will have niche but important roles for power generation in the years to come, Shell said.

Electricity generated from biomass, combined with carbon, capture, utilization and storage (CCUS), provide a source of negative emissions for the rest of the energy system from 2053, it added.

Electric Cooperatives, The Lone Shining Utility Star Of The Texas 2021 Winter Storm

Texas Electric Cooperatives outperformed during Winter Storm Uri, with higher customer satisfaction, equitable rolling blackouts, and stronger grid reliability compared to deregulated markets, according to ERCOT-area survey data of regulated utilities and commercial providers.

Winter Storm Uri began to hit parts of Texas on February 13, 2021 and its onslaught left close to 4.5 million Texas homes and businesses without power, and many faced power and water disruptions at its peak. By some accounts, the preliminary number of deaths attributed to the storm is nearly 200, and the economic toll for the Lone Star State is estimated to be as high as $295 billion. 

The more than two-thirds of Texans who lost power during this devastating storm were notably more negative than positive in their evaluation of the performance of their local electric utility, mirrored by a rise in electricity complaints statewide, with one exception. That exception are the members of the more than 60 electric cooperatives operating within the Texas Interconnection electrical grid, which, in sharp contrast to the customers of the commercial utilities that provide power to the majority of Texans, gave their local utility a positive evaluation related to its performance during the storm.

In order to study Winter Storm Uri’s impact on Texas, the Hobby School of Public Affairs at the University of Houston conducted an online survey during the first half of March of residents 18 and older who live in the 213 counties (91.5% of the state population) served by the Texas power grid, which is managed by the Electric Reliability Council of Texas (ERCOT). 

Three-quarters of the survey population (75%) live in areas with a deregulated utility market, where a specified transmission and delivery utility by region is responsible for delivering the electricity (purchased from one of a myriad of private companies by the consumer) to homes and businesses. The four main utility providers are Oncor, CenterPoint CNP -2.2%, American Electric Power (AEP) North, and American Electric Power (AEP) Central. 

The other 25% of the survey population live in areas with regulated markets, where a single company is responsible for both delivering the electricity to homes and businesses and serves as the only source from which electricity is purchased. Municipal-owned and operated utilities (e.g., Austin Energy, Bryan Texas Utilities, Burnet Electric Department, Denton Municipal Electric, New Braunfels Utilities, San Antonio’s CPS Energy CMS -2.1%) serve 73% of the regulated market. Electric cooperatives (e.g., Bluebonnet Electric Cooperative, Central Texas Electric Cooperative, Guadalupe Valley Cooperative, Lamb County Electric Cooperative, Pedernales Electricity Cooperative, Wood County Electric Cooperative) serve one-fifth of this market (21%), with private companies accounting for 6% of the regulated market.

The overall distribution of the survey population by electric utility providers is: Oncor (38%), CenterPoint (21%), municipal-owned utilities (18%), AEP Central & AEP North combined (12%), electric cooperatives (6%), other providers in the deregulated market (4%) and other providers in the regulated market (1%). 

There were no noteworthy differences among the 31% of Texans who did not lose power during the winter storm in regard to their evaluations of their local electricity provider or their belief that the power cuts in their locale were carried out in an equitable manner.  

However, among the 69% of Texans who lost power, those served by electric cooperatives in the regulated market and those served by private electric utilities in the deregulated market differed notably regarding their evaluation of the performance of their local electric utility, both in regard to their management of the rolling blackouts, amid debates over market reforms to avoid blackouts, and to their overall performance during the winter storm. Those Texans who lost power and are served by electric cooperatives in a regulated market had a significantly more positive evaluation of the performance of their local electric utility than did those Texans who lost power and are served by a private company in a deregulated electricity market. 

For example, only 24% of Texans served by electric cooperatives had a negative evaluation of their local electric utility’s overall performance during the winter storm, compared to 55%, 56% and 61% of those served by AEP, Oncor and CenterPoint respectively. A slightly smaller proportion of Texans served by electric cooperatives (22%) had a negative evaluation of their local electric utility’s performance managing the rolling blackouts during the winter storm, compared to 58%, 61% and 71% of Texans served by Oncor, AEP and CenterPoint, respectively.

Texans served by electric cooperatives in regulated markets were more likely to agree that the power cuts in their local area were carried out in an equitable manner compared to Texans served by commercial electricity utilities in deregulated markets. More than half (52%) of those served by an electric cooperative agreed that power cuts during the winter storm in their area were carried out in an equitable manner, compared to only 26%, 23% and 23% of those served by Oncor, AEP and CenterPoint respectively

The survey data did not allow us to provide a conclusive explanation as to why the performance during the winter storm by electric cooperatives (and to a much lesser extent municipal utilities) in the regulated markets was viewed more favorably by their customers than was the performance of the private companies in the deregulated markets viewed by their customers. Yet here are three, far from exhaustive, possible explanations.

First, electric cooperatives might have performed better (based on objective empirical metrics) during the winter storm, perhaps because they are more committed to their customers, who are effectively their bosses. .  

Second, members of electric cooperatives may believe their electric utility prioritizes their interests more than do customers of commercial electric utilities and therefore, even if equal empirical performance were the case, are more likely to rate their electric utility in a positive manner than are customers of commercial utilities.  

Third, regulated electric utilities where a single entity is responsible for the commercialization, transmission and distribution of electricity might be better able to respond to the type of challenges presented by the February 2021 winter storm than are deregulated electric utilities where one entity is responsible for commercialization and another is responsible for transmission and distribution, aligning with calls to improve electricity reliability across Texas.

Other explanations for these findings may exist, which in addition to the three posited above, await future empirical verification via new and more comprehensive studies designed specifically to study electric cooperatives, large commercial utilities, and the incentives that these entities face under the regulatory system governing production, commercialization and distribution of electricity, including rulings that some plants are exempt from providing electricity in emergencies under state law. 

Still, opinion about electricity providers during Winter Storm Uri is clear: Texans served by regulated electricity markets, especially by electric cooperatives, were much more satisfied with their providers’ performance than were those in deregulated markets. Throughout its history, Texas has staunchly supported the free market. Could Winter Storm Uri change this propensity, or will attempts to regulate electricity lessen as the memories of the storm’s havoc fades? With a hotter summer predicted to be on the horizon in 2021 and growing awareness of severe heat blackout risks, we may soon get an answer.

US Approves Rule to Boost Renewable Transmission

On May 13th, 2024, the US took a monumental step towards its clean energy goals. The Federal Energy Regulatory Commission (FERC) approved a long-awaited rule designed to significantly expand the transmission of renewable energy across the nation's power grid, a US grid overhaul that many advocates say was overdue. This decision aligns with President Biden's ambitious plan to achieve net-zero carbon emissions by 2050, with renewable energy playing a central role.

The new rule tackles a critical bottleneck hindering the widespread adoption of renewables – transmission infrastructure. Unlike traditional power plants like coal or natural gas that run constantly, solar and wind power generation fluctuates with weather conditions. This variability poses a challenge for the existing grid, which is not designed to efficiently handle large-scale integration of these intermittent sources, helping explain why the grid isn't 100% renewable today.

The FERC rule aims to address this by promoting the construction of new, high-voltage transmission lines, particularly those connecting different regions, where grid limitations in the Pacific Northwest have highlighted the need for better interregional transfers. This improved connectivity would allow for a more strategic distribution of renewable energy. Imagine solar energy harnessed in the sun-drenched Southwest being transmitted eastward to meet peak demand during hot summer days on the Atlantic Coast.

The benefits of this expanded transmission network are multifaceted. First, it unlocks the full potential of renewable resources by allowing for their efficient utilization across the country, a trend consistent with wind and solar surpassing coal in U.S. generation. Abundant wind power in the Midwest could be utilized on the West Coast, while surplus solar energy from the South could supplement demand in the Northeast.

The FERC's decision is a win for environmental groups and the renewable energy industry. However, concerns have been raised by some stakeholders, particularly investor-owned utilities.
