It wasn’t so long ago that we were wondering whether the term ‘smart grid’ should have a hyphen or not.

But now the form of electricity network that utilizes digital technology to deliver electricity from suppliers to consumers, therefore saving energy, reducing costs and increasing reliability and transparency, is currently on more lips than Chapstick.

Indeed, a recent survey showed that there was a surge in the number of utility companies across the globe either adopting smart grid technologies or planning to do so.

The Microsoft Worldwide Utility Industry Survey 2011 polled more than 210 professionals within electric, gas and related companies around the world and found that 39 percent of utilities were adopting smart grid technologies.

“A further 37 percent had plans in place or were in the process of drafting plans, only 16 percent had not started any activities, while eight percent claimed complete implementation,” the report says.

Moreover, the report indicates that 73 percent of respondents expect their smart grid budget to increase over the next two-three years, while 21 percent expect it to stay the same and six percent to decrease.

John C. Arnold, Managing Director for the Worldwide Power and Utilities Industry at Microsoft, and a member of the Smart Grid Advisory Committee to the National Institute of Standards and Technology, was reported as saying that the uptake is expected to increase as budgets to support these efforts also increase.

“Our study clearly indicates the hype cycle is over and more utilities today are planning smart grid implementation,” says Arnold. “We’re seeing a normal phenomenon occur in terms of the evolution of thinking about these projects. Utilities are finding out what they don’t know and they are, naturally, exerting some caution before making big investments, even though the willingness to spend is there.”

However, it isn’t all plain sailing in the brave new world of smart grids. The report highlights the challenges faced by utilities as they progress from planning to actual smart grid implementation. “Around 27 percent say the main challenge to moving forward is financial, while others point the finger at organizational and regulatory issues, as well as the lack of a comprehensive plan.”

More than half the respondents expect their customersÂ’ bills to become more complex, and almost half expect their organization will need to be significantly restructured to achieve the vision of a fully integrated smart grid. And, despite their confidence in todayÂ’s smart grid technology, 64 percent of respondents say they donÂ’t have a clear view of the enterprise information and technology infrastructure that will be used to structure current and future smart grid developments.

ItÂ’s no surprise that smart grids will be top of the agenda at the Next Generation Utilities Summit 2011, which takes place from 21-23 June in New Orleans. This closed-door summit, hosted by GDS International, features some of the leading voices in the U.S. utilities sector, including Todd Arnold, former SVP Smart Grid at Duke Energy Steve Woerner, CIO Constellation Energy Becky Harrison, Director of Smart Grid Technology at Progress Energy, and Imre Gyuk, Energy Storage System Program Manager at the Department of Energy.

Hydro-Québec expects the coronavirus pandemic to chop “hundreds of millions of dollars” off 2020 profits, its new chief executive officer said.

COVID-19 has depressed revenue by about $130 million between March and June, Sophie Brochu said Monday, as residential electricity use rose even while overall consumption dropped. Shrinking electricity exports to the U.S. northeast are poised to compound the shortfall, she said.

“What we’re living through is not small. The impacts are real,” Brochu said on a conference call with reporters, noting that utilities such as Hydro One supported Ontario's COVID-19 response at the height of the pandemic. “I’m not talking about a billion. I’m talking about hundreds of millions. We have no idea how quickly the economy will restart. As we approach the fall we will have a better view.”

Hydro-Québec last month reported a 14-per-cent drop in first-quarter profit and warned full-year results would fall short of targets as the COVID-19 crisis weighs on power demand. Net income in the quarter was $1.53 billion compared with $1.77 billion a year ago, the company said.

Canada’s biggest electricity producer had earlier been targeting 2020 profit of between $2.8 billion and $3 billion, according to its current strategic plan and corporate structure currently in place.

The first quarter was the utility’s last under former CEO Eric Martel, who left to take over at jetmaker Bombardier Inc. Brochu, who previously ran Énergir, replaced him April 6.

To boost exports over time, Brochu said Hydro-Québec will look to strengthen ties with neighbours such as Ontario, where the Hydro One CEO is working to repair relations with government and investors, and the U.S. The CEO said she’s heartened by New York Governor Andrew Cuomo’s call last month for new power lines from Canada and upstate to promote clean energy.

“This is a clear, encouraging signal that must express itself through very concrete negotiations,” she said. “The United States is our backyard. This is true for Ontario, where key system staff lockdowns were even contemplated, and the Atlantic provinces as well. This is our ecosystem, and we intend to build on our footprint, on the relationships that we have.”

Though stricter environmental hurdles make it more complicated to get power lines built today than a decade ago, the CEO insists it’s still possible to sell electricity to neighbouring U.S. states.

“Is it more difficult today to build energy projects? The answer is yes,” she said. “Does this clog up the U.S. northeast market? Not at all. I believe this federation of ecosystems is very promising.”

In the meantime, Hydro-Québec is planning to speed up investments at home — for example, by building new charging stations that will be needed to serve a growing fleet of electric cars. The utility will also upgrade some of its Montreal-area facilities, as well as its massive dams on the Manicouagan River, Brochu said. The investments will result in additional capacity.

“Today we need to put water in the pump of Quebec, so we will concentrate our human and financial efforts here,” she said. “We are needed in Quebec.” 

Hydro-Québec is stepping up efforts to promote energy efficiency among its customer base, amid retroactive billing concerns, which Brochu said could postpone the need to build large dams.

“We have to move towards ‘no-regret moves.’ What’s a no-regret move? It’s energy efficiency,” Brochu said earlier Monday during a presentation to the Chamber of Commerce of Metropolitan Montreal, noting that Ontario debated peak rate relief for self-isolating customers. “This is healthy, it’s fundamental and it will contribute to Quebec’s economic rebound by lowering energy costs.”

Brochu also pledged to build a more diverse workforce after the company said last week that 8.2 per cent of staff belong to “visible and ethnic” minorities.

“This can be improved on,” she said. “What I’m expressing today is my determination, and that of the management team, to move the needle.”

Tesla updates Supercharger billing to add cost of electricity use for other than charging

Tesla has updated its Supercharger billing policy to add the cost of electricity use for things other than charging, like HVAC, battery thermal management, etc, while charging at a Supercharger station, a shift that impacts overall EV charging costs for drivers. 

For a long time, Tesla’s Superchargers were free to use, or rather the use was included in the price of its vehicles. But the automaker has been moving to a pay-to-use model over the last two years in order to finance the growth of the charging network amid the Biden-era charging expansion in the United States.

Not charging owners for the electricity enabled Tesla to wait on developing a payment system for its Supercharger network.

It didn’t need one for the first five years of the network, and now the automaker has been fine-tuning its approach to charge owners for the electricity they consume as part of building better charging networks across markets.

At first, it meant fluctuating prices, and now Tesla is also adjusting how it calculates the total power consumption.

Last weekend, Tesla sent a memo to its staff to inform them that they are updating the calculation used to bill Supercharging sessions in order to take into account all the electricity used:

The calculation used to bill for Supercharging has been updated. Owners will also be billed for kWhs consumed by the car going toward the HVAC system, battery heater, and other HV loads during the session. Previously, owners were only billed for the energy used to charge the battery during the charging session.

Tesla says that the new method should more “accurately reflect the value delivered to the customer and the cost incurred by Tesla,” which mirrors recent moves in its solar and home battery pricing strategy as well.

The automaker says that customers in “extreme climates” could see a difference of 10 to 25 kWh for the energy consumed during a charging session:

Owners may see a noticeable increase in billed kWh if they are using energy-consuming features while charging, e.g., air conditioning, heating etc. This is more likely in extreme climates and could be a 10-25 kWh difference from what a customer experienced previously, as states like California explore grid-stability uses for EVs during peak events.

Of course, this is applicable where Tesla is able to charge by the kWh for charging sessions. In some markets, regulations push Tesla to charge by the minute amid ongoing fights over charging control between utilities and private operators.

Electrek’s Take
It actually looks like an oversight from Tesla in the first place. It’s fair to charge for the total electricity used during a session, and not just what was used to charge your battery pack, since Tesla is paying for both, even as some states add EV ownership fees like the Texas EV fee that further shape costs.

However, I wish Tesla would have a clearer way to break down the charging sessions and their costs.

There have been some complaints about Tesla wrongly billing owners for charging sessions, and this is bound to create more confusion if people see a difference between the kWhs gained during charging and what is shown on the bill.

Some retail power companies in Texas are making an unusual plea to their customers amid a winter storm that has sent electricity prices skyrocketing: Please, leave us.

Power supplier, Griddy, told all 29,000 of its customers that they should switch to another provider as spot electricity prices soared to as high as $9,000 a megawatt-hour. Griddy’s customers are fully exposed to the real-time swings in wholesale power markets, so those who don’t leave soon will face extraordinarily high electricity bills.

“We made the unprecedented decision to tell our customers — whom we worked really hard to get — that they are better off in the near term with another provider,” said Michael Fallquist, chief executive officer of Griddy. “We want what’s right by our consumers, so we are encouraging them to leave. We believe that transparency and that honesty will bring them back” once prices return to normal.

Texas is home to the most competitive electricity market in America. Homeowners and businesses shopping for electricity churn power providers there like credit cards. In the face of such cutthroat competition, retail power providers in the region have grown accustomed to offering new customers incredibly low rates, incentives and, at least in Griddy’s case, unusual plans that allow customers to pay wholesale power prices as opposed to fixed ones.

The ruthless nature of the business has power traders speculating over which firms might have been caught short this week in the most dramatic run-up in spot power prices they’ve ever seen, and even talk of a market bailout has surfaced.

Not all companies are asking customers to leave. Others are just pleading for them to cut back to reduce blackout risks during extreme weather.

Pulse Power, based in The Woodlands, Texas, is offering customers a chance to win a Tesla Model 3, or free electricity for up to a year if they reduce their power usage by 10% in the coming days. Austin-based Bulb is offering $2 per kilowatts-hour, up to $200, for any energy customers save.

Griddy, however, is in a different position. Its service is simple — and controversial. Members pay a $9.99 monthly fee and then pay the cost of spot power traded on Texas’s power grid based on the time of day they use it. Earlier this month, that meant customers were saving money — and at times even getting paid — to use electricity at night. But in recent days, the cost of their power has soared from about 5 to 6 cents a kilowatt-hour to $1 or more. That’s when Fallquist knew it was time to urge his customers to leave.

“I can tell you it was probably one of the hardest decisions we’ve ever made,” he said. “Nobody ever wants to see customers go.”

Griddy isn’t the only one out there actively encouraging its customers to leave. People were posting similar pleas on Twitter over the holiday weekend from other Texas utilities and retail power providers offering everything from $100 rebates to waived cancellation fees as incentives to switch.

Customers may not even be able to switch. Rizwan Nabi, president of energy consultancy Riz Energy in Houston, said several power providers in Texas have told him they aren’t accepting new customers due to this week’s volatile prices, while grid improvements are debated statewide.

Hector Torres, an energy trader in Texas, who is a Griddy customer himself, said he tried to switch services over the long weekend but couldn’t find a company willing to take him until Wednesday, when the weather is forecast to turn warmer.

California lawmakers plan to overturn income-based utility charges

Efforts are being made across California's political landscape to derail a legislative initiative that introduced income-based utility charges for customers of Southern California Edison and other major utilities.

Legislators from both the Democratic and Republican parties have proposed bills aimed at nullifying the 2022 legislation that established a sliding scale for utility charges based on customer income, a decision made in a late-hour session and subsequently endorsed by Governor Gavin Newsom.

The plan, pending final approval from the state Public Utilities Commission (PUC) — all of whose current members were appointed by Governor Newsom — would enable utilities like Southern California Edison, San Diego Gas & Electric, and PG&E to apply new income-based charges as early as this July.

Among the state legislators pushing back against the income-based charge scheme are Democrats Jacqui Irwin and Marc Berman, along with Republicans Janet Nguyen, Kelly Seyarto, Rosilicie Ochoa Bogh, Scott Wilk, Brian Dahle, Shannon Grove, and Roger Niello.

A cadre of specialists, including economist Ahmad Faruqui who has advised all three utilities implicated in the fee proposal, have outlined several concerns regarding the PUC's pending decision.

Faruqui and his colleagues argue that the proposed charges are excessively high in comparison to national standards, reflecting soaring electricity prices across the state, potentially leading to administrative challenges, legal disputes, and negative unintended outcomes, such as penalizing energy-conservative consumers.

Advocates for the income-based fee model, including The Utility Reform Network (TURN) and the National Resources Defense Council, argue it would result in higher charges for wealthier consumers and reduced fees for those with lower incomes. They also believe that the utilities plan to decrease per kilowatt-hour rates as part of a broader rate structure review to balance out the new fees.

However, even supporters like TURN and the Natural Resources Defense Council acknowledge that the income-based fee model is not a comprehensive solution to making soaring electricity bills more affordable.

If implemented, California would have the highest income-based utility fees in the country, with averages far surpassing the national average of $11.15, as reported by EQ Research:

  • Southern California Edison would charge $51.
  • San Diego Gas & Electric would levy $73.31.
  • PG&E would set fees at $50.92.

The proposal has raised concerns among state legislators about the additional financial burden on Californians already struggling with high electricity costs.

Critics highlight several practical challenges, including the PUC's task of assessing customers' income levels, a process fraught with privacy concerns, potential errors, and constitutional questions regarding access to tax information.

Economists have pointed out further complications, such as the difficulty in accurately assessing incomes for out-of-state property owners and the variability of customers' incomes over time.

The proposed income-based charges would differ by income bracket within the PG&E service area, for example, with lower-income households facing lower fixed charges and higher-income households facing higher charges, alongside a proposed 33% reduction in electricity rates to help mitigate the fixed charge impact.

Yet, the economists warn that most customers, particularly low-usage customers, could end up paying more, essentially rewarding higher consumption and penalizing efficiency.

This legislative approach, they caution, could inadvertently increase costs for moderate users across all income brackets, a sign of major changes to electric bills that could emerge, challenging the very goals it aims to achieve by promoting energy inefficiency.

Hydro wants B.C. residents to pay an extra $2 a month for electricity

The British Columbia government says the province’s Crown power utility is applying for a 2.3-per-cent rate increase starting in April, with higher BC Hydro rates previously outlined, adding about $2 a month to the average residential bill.

A statement from the Energy Ministry says it’s the sixth year in a row that BC Hydro has applied for an increase below the rate of inflation, similar to a 3 per cent rise noted in a separate approval, which still trailed inflation.

It says rates are currently 15.6 per cent lower than the cumulative rate of inflation over the last seven years, starting in 2017-2018, with a provincial rate freeze among past measures, and 12.4 per cent lower than the 10-year rates plan established by the previous government in 2013.

The ministry says the “modest” rate increase application comes after consideration of a variety of options and their long-term impacts, including scenarios like a 3.75% two-year path evaluated alongside others, and the B.C. Utilities Commission is expected to decide on the plan by the end of February.

Chris O’Riley, president of BC Hydro, says the rates application would keep electricity costs in the province among the lowest in North America, even as a BC Hydro fund surplus prompted calls for changes, while supporting investments in clean energy to power vehicles, homes and businesses.

Energy Minister Josie Osborne says it’s more important than ever to keep electricity bills down, especially as Ontario hydro rates increase in a separate jurisdiction, as the cost of living rises at rates that are unsustainable for many.

“Affordable, stable BC Hydro rates are good for people, businesses and climate as we work together to power our growing economy with renewable energy instead of fossil fuels,” Osborne says in a statement issued Monday.

Earlier this year, the ministry said BC Hydro provided $315 million in cost-of-living bill credits, while in another province Manitoba Hydro scaled back an increase to ease pressure, to families and small businesses in the province, including those who receive their electricity service from FortisBC or a municipal utility.
