A critical step was taken toward building the GTA's first trash incinerator in 16 years as Durham and York region officials endorsed a site in Clarington, not far from a nuclear power plant.

The unanimous vote by the Joint Waste Management Group – composed of councillors from both regions – came during a sometimes heated meeting in Newmarket at which Durham Chair Roger Anderson crossed swords with Paul Connett, a retired chemistry professor from New York state who compared consultants and others who profit from incineration projects to "suckling pigs."

"To deliberately call people who get paid (consultants and staff) 'suckling pigs' was just atrocious," Anderson later told reporters.

Connett, an anti-incineration crusader who has taken his message worldwide, came at the invitation of residents opposed to the project.

He told the committee the technology it was pursuing was short-sighted, costly and damaging to the environment. He called the proposed $150 million energy-from-waste incinerator – expected to process about 200,000 tonnes of garbage a year – an "economic and health disaster for both regions."

But Anderson stressed the region had no choice but to pursue non-landfill solutions and that, while he supports recycling, the goal of "zero waste" just wasn't viable.

He said the decisions to follow, including those on the health and economic costs, "will be just as tough if not harder."

Strong opposition is expected to be voiced again in public committee meetings at Durham Region headquarters in Whitby.

However, in an Ipsos-Reid poll of 400 residents in the two regions, conducted in December and released yesterday, 74 per cent said they "agreed" or "somewhat agreed" with the idea of using thermal technology, including incineration and gasification, to deal with the region's waste in the face of the looming closure of Michigan landfill sites to Ontario's garbage.

Beyond concerns that incineration discourages aggressive diversion strategies, local residents worry that the health study is to be done after site selection. "How does that guarantee that the best site was picked?" wondered Linda Glasser, who said the whole process has been conducted "backwards."

The 12-hectare site is located near the Darlington nuclear plant, between Courtice and Osbourne Rds. south of Highway 401. Four of the five proposed sites were in Clarington, the fifth in East Gwillimbury.

Glasser said the committee should have selected the best based on all factors: environmental, health and economic. She and other residents have tried to show, using Environment Canada's National Pollutant Release Inventory, that Clarington is overburdened with industrial emissions compared with the sole York Region site.

Five companies, including some from Germany, Japan and the U.S., are shortlisted to build a plant.

The last GTA incinerator was built in 1992 in Brampton. Halton Region, Niagara Region and Hamilton are also considering them.

While the summer of 2019 set records for heat and brought severe storms, ComEd customers stayed cool thanks to record-setting reliability during the season. These smart grid investments over the last seven years helped to set records in key reliability measurements, including frequency of outages metrics, and through smart switches that reroute power around potential problem areas, avoided more than 538,000 customer interruptions from June to August.

"In a summer where we were challenged by extreme weather, we saw our smart grid investments and our people continue to deliver the highest levels of reliability, backed by extensive disaster planning across utilities, for the families and businesses we serve," said Joe Dominguez, CEO of ComEd. "We're proud to deliver the most affordable, cleanest and, as we demonstrated this summer, most reliable energy to our customers. I want to thank our 6,000 employees who work around the clock in often challenging conditions to power our communities."

ComEd has avoided more than 13 million customer interruptions since 2012, due in part to smart grid and system improvements. The avoided outages have resulted in $2.4 billion in estimated savings to society. In addition to keeping energy flowing for residents, strong power reliability continues to help persuade industrial and commercial companies to expand in northern Illinois and Chicago. The GridWise Alliance recently recognized Illinois as the No. 2 state in the nation for its smart grid implementation.

"Our smart grid investments has vastly improved the infrastructure of our system," said Terry Donnelly, ComEd president and chief operating officer. "We review the system and our operations continually to make sure we're investing in areas that benefit the greatest number of customers, and to prepare for public-health emergencies as well. On a daily basis and during storms or to reduce wildfire risk when necessary, our customers are seeing fewer and fewer interruptions to their lives and businesses."

ComEd customers also set records for energy savings this summer. Through its Peak Time Savings program and other energy-efficiency programs offered by utilities, ComEd empowered nearly 300,000 families and individuals to lower their bills by a total of more than $4 million this summer for voluntarily reducing their energy use during times of peak demand. Since the Peak Time Savings program launched in 2015, participating customers have earned a total of more than $10 million in bill credits.

Regulators in the state of New Hampshire on Thursday rejected a major electricity project being piloted by Quebec’s hydro utility and its American partner, Eversource.

Members of New Hampshire’s Site Evaluation Committee unanimously denied an application for the Northern Pass project a week after the state of Massachusetts green-lit the proposal.

Both states had to accept the project, as the transmission lines were to bring up to 9.45 terawatt hours of electricity per year from Quebec’s hydroelectric plants to Massachusetts as part of Hydro-Quebec’s export bid to New England, through New Hampshire.

The 20-year proposal was to be the biggest export contract in Hydro-Quebec’s history, in a region where Connecticut is leading a market overhaul that could affect pricing, and would generate up to $500 million in annual revenues for the provincial utility.

Hydro-Quebec’s U.S. partner, Eversource, said in a new release it was “shocked and outraged” by the New Hampshire regulators’ decision and suggested it would appeal.

“This decision sends a chilling message to any energy project contemplating development in the Granite State,” said Eversource. “We will be seeking reconsideration of the SEC’s decision, as well as reviewing all options for moving this critical clean energy project forward, including lessons from electricity corridor construction in Maine.”

The New Hampshire Union Leader reported Thursday the seven members of the evaluation committee said the project’s promoters couldn’t demonstrate the proposed energy transport lines wouldn’t interfere with the region’s orderly development.

Hydro-Quebec spokesman Serge Abergel said the decision wasn’t great news but it didn’t put a end to the negotiations between the company and the state of Massachusetts.

The hydro utility had proposed alternatives routes through Vermont and Maine amid a 145-mile transmission line debate over the corridor should the original plan fall through.

“There is a provision included in the process in the advent of an impasse, which allows Massachusetts to go back and choose the next candidate on the list,” Abergel said in an interview. “There are still cards left on the table.”

Quebec and other provinces heading toward electricity shortage: report

Quebec and other provinces in central and eastern Canada are heading toward a significant shortage of electricity to respond to the various needs of a transition to renewable energy, and Ontario's energy storage push underscores how supply is tightening across the region.

This is according to Polytechnique Montréal’s Institut de l’énergie Trottier, which published a report titled A Strategic Perspective on Electricity in Central and Eastern Canada last week.

The white paper says that at the current rate, most provinces will be incapable of meeting the electricity needs created by the increase in the number of electric vehicles, including the federal 2035 EV sales mandate that will amplify demand, and the decarbonization of building heating by 2030. “The situation worsens if we consider carbon neutrality objectives of the federal government and some provinces for 2050,” the institute says.

The researchers called on public utilities to immediately review their investment plans for the coming years in light of examples such as B.C.'s power supply challenges that accompany rapid green ambitions.

In a news conference Wednesday, Premier François Legault said the province could indeed be short on electricity as debates over Quebec's EV push continue. “We’re open to exploiting green hydrogen, if the price is good and also based on the electrical capacity we have. Because currently, we predict that in the coming years we’re going to lack electricity, so we must be prudent.”

Quebec is in a better position than other provinces because it is the largest hydroelectricity producer in the country. But that energy source also attracts new clients that have contributed to increased demand over the coming years, including data centres, cryptocurrency miners and greenhouses.

Report co-author Normand Mousseau said that while Hydro-Québec largely has the capacity to meet demand from electric vehicles, even amid EV shortages and wait times for buyers, heating and manufacturers, export contracts to the United States “risk reducing its leeway.”

Hydro-Québec will therefore have to find new sources of electricity, and Mousseau said the answer isn’t new dams.

“The reservoirs give an immense flexibility to the network, but we don’t have the capacity today to flood territories like we have done in the past,” said Mousseau, the institute’s scientific director. “From an environmental viewpoint and a social accessibility one, it’s unworkable.”

The solution would be more wind turbines, he said, adding construction could happen at “very competitive rates” and if there’s a surplus, “we can sell it without issue because other provinces are in an even worse situation than ours,” a reality echoed by eco groups in Northern Ontario sustainability discussions focused on the grid’s future.

The researchers propose solutions based on six themes: regulations, pricing, demand management, data, support for implementation and resilience.

In the resilience category, the report notes that innovative technology like smart meters makes the network more flexible, with pilots such as EV-to-grid integration in Nova Scotia illustrating emerging options, but also increases the risk of cyberattacks. The more extreme weather caused by climate change also increases the risks of damage to infrastructure while at the same time increasing demand.

Town of Gander forgives $250K debt from local curling club

Gander town council has agreed to forgive the local curling club's debt of over $250,000.

Gina Brown, chair of the town council's finance committee, says the agreement has been put in place to help the curling club survive, amid broader discussions on electricity affordability in Newfoundland and Labrador.

"When we took a look at this and realized there was a significant outstanding debt for Gander curling club … we have to mitigate," Brown told CBC Newfoundland Morning. "[Getting] what the taxpayers are owed, with also understanding and appreciating the role that that recreational facility plays in our community."

According to Brown, the debt comes from a combination of taxes and loans, going back about 25 years. She says the curling club understood there was debt, but didn't know the number was so high. The club has been in the black since 2007, but used their profits for other items like renovations.

"Like so many cases when you're dealing with an organization with a changing board, and the same for council … [people are] coming in and coming out," Brown said. "And as a result, my understanding from the curling club's perspective is they weren't aware of how much was outstanding."

Chris McLeod, president of the Gander Curling Club, told CBC the club had been trying to address the debt since he became president in 2014.

Terms of agreement
The town's agreement with the club comes with the following stipulations:

The club will not use the property as security for any form of borrowing without the town's consent.
 
The club will continue to pay water and sewer tax annually.
 
If the club sells the property, the town reserves the right to void the agreement and the debt will immediately become due in full.
 
If the club stops using the facility as a curling club, the property will be transferred to the town for $1.
McLeod says the club will not attempt to pay back the debt, as it is not part of the agreement. The only way the debt would be paid is if the building is sold, which McLeod says it won't be, and there are also no plans to use the building for anything other than a curling club.

"[The debt] is basically gone now," McLeod said.

McLeod says the move was made to help get the debt off the books, and make sure the curling club can be financially responsible in the future, similar to relief programs some utilities offered during the pandemic.

Brown says keeping the curling club in Gander is important for the town, and brings different benefits to the area, as regional power cooperation debates illustrate broader trends.

"They are servicing people from as young as Grade 1 to seniors," Brown said. "You need little to no equipment, you need no background. So for the town itself, for its social and health implications, as provinces advance emissions plans that can affect communities, is one. But the other thing is the economic benefit that comes from having this facility here."

The curling club can help attract people into the community, as recreational facilities are often a key draw for families, she added, while other provinces are creating transition funds to support communities.

"When you're as a town, trying to attract people coming in … whether you're a doctor, nurse, anybody looking at the recreational facilities, the curling club is something that encourages people," Brown said. "So we felt that this has to be maintained."

Brown says the town understands they might be setting a precedent with other businesses in forgiving the debts of the curling club, as major infrastructure like B.C.'s Site C dam has faced budget overruns.

"That's another thing we had to consider, what kind of precedents are [we] establishing?" Brown said. "From our standpoint, I think one of the things about this agreement that we felt was beneficial to the town is that they have an asset, helping to avoid costly delays seen with large projects. And the asset is a great building. To us, the taxpayers are in a win-win situation."
