Soon drivers will be able to get at least double the gas mileage of a Toyota Prius hybrid, thanks to a spate of new aftermarket kits that convert any car into a plug-in electric vehicle. But they'll have to pay upwards of $10,000 to do so.

Auto manufacturers are at least a year or two away from launching the next generation of hybrids, called plug-in hybrid electric vehicles (PHEVs), that recharge by plugging into a wall outlet. But battery companies are ready to start selling aftermarket kits within the next few months that convert hybrids, and in some cases regular vehicles, into plug-in electric cars.

A123Systems, an automotive technology company and battery supplier based in Watertown, Mass., is now taking orders on its website for a Hymotion L5 conversion kit, which turns a Toyota Prius into a plug-in electric car. The kit works with Prius model years 2004 through 2008 and adds a special, range-extending lithium-ion battery to the Prius' existing drivetrain.

Using A123's plug-in system, the Prius, which normally runs only short distances at slow speeds on electric power alone, will have added battery power to extend its electric-only range and boost gas mileage to more than 100 miles per gallon. The Prius normally gets an estimated 46 mpg in combined city/highway driving.

Even if electricity costs as much as 15 cents per kilowatt hour, fully charging the 5 kilowatt-hour battery to run up to 40 miles would cost less than a dollar.

The Hymotion L5 kit, due this fall, costs $9,995 plus a $400 destination fee and includes a three-year warranty and installation at an authorized dealer. Buyers must put down a $1,000 deposit on A123's website and the company schedules a date to install the kit at one of the dealers, which currently include Westboro Toyota in Boston, Fitzgerald Toyota in Washington, D.C., Denny Hecker Automotive Group in Minneapolis, Minn., Toyota of Hollywood in Los Angeles, Green Gears/Pat's Garage in San Francisco, and Green Car Company in Seattle. A123 expects to add more authorized dealers.

In late August, Poulsen Hybrid, based in Shelton, Conn., and run by Ulrik Poulsen, CEO of Bridgeport Magnetics, plans to offer a $7,000 conversion kit that turns any conventional car into a plug-in hybrid electric vehicle by mounting small electric motors onto the rear wheels. The Poulsen system also uses a lithium-ion battery pack and will double a car's gas mileage, says Poulsen, the system's creator. The company hasn't released data on how far the system will go on a single charge, but charging it would also cost less than a dollar, he says.

The company's website says owners can install the Poulsen Hybird conversion kit themselves in about 3 or 4 hours. But Poulsen is working to set up a network of authorized installers, which will market the kit and install it for an estimated fee of around $500 to $600. Poulsen hopes to have at least four authorized installers by the fall, including ones in California, Florida, Washington and possibly Connecticut.

VS Composites' $4,000 Electrocharger, due in 2009, also works with any conventional car, including ones whose engines have a turbocharger or supercharger - good news for car enthusiasts, who seek out such engines for the added power and acceleration they bring. The Electrocharger improves fuel economy in city driving by almost 60 percent by replacing a vehicle's alternator with an electric generator, says Michael Van Steenburg, of VS Composites, based in Selma, Texas. Although the Electrocharger will be cheaper upfront than the Poulsen plug-in hybrid system, it will cost from $3 to $5 to juice the Electrocharger for a 50-mile range.

The Electrocharger can be installed by any mechanic, Van Steenburg says. "The connectors are color coded and unique for each connection. Our plan is to work with licensed installers who have been educated on all aspects of the system. Since installation takes about 3 hours, most professional service shops would charge about $180 to $225 for the install."

Any plug-in hybrid, whether created using an aftermarket conversion kit or built by a major automaker - like General Motors' Saturn Vue Hybrid expected for 2009, and Chevrolet Volt expected in 2010 - would cost roughly 2 cents per mile to run, compared with about 10 cents per mile for a traditional car, says Philip Gott, director of automotive consulting at research firm Global Insight.

It would take 8 years to pay off the $10,000 premium of an electric system driving 40 miles a day and saving 8 cents per mile, Gott says, which is longer than most people want to own a car. "But people buy these things to make an environmental statement," he says.

One concern for the conversion kits is their reliability and whether they would void a vehicle's original factory warranty. In this regard, plug-in hybrids built by automakers are a safer bet than conversion kits, Gott says. "Typically, kits don't have a national service and infrastructure."

Toyota, which has announced plans to bring plug-in electric vehicles to market by 2010, is skeptical of the conversion kits. "While A123's test results sound encouraging, we are still concerned that a conversion of this type may push some components beyond their design parameters or cause other parts or systems to fail," says Bill Kwong, a Toyota spokesperson. "We don't know if occupant safety may be compromised by the modifications."

Auto analyst Art Spinella, of CNW Marketing Research in Bandon, Ore., expects half of the aftermarket plug-in electric conversion kits will have problems. "And it's not so much the hardware that makes it expensive, it's the complexity," he says. "We really don't know yet all the ramifications of plug-in hybrids. At this point, for the most part, plug-in hybrids are nothing more than a curiosity for most consumers."

That said, Spinella expects the cost of plug-in hybrid technology, whether as part of aftermarket conversion kits or factory-original vehicles, to go down in a few years. "Look at the computer industry. Now you can get a computer for $349 that used to cost $3,000," he says. "Initially, the market is going to wind up being early adopters - people who will buy a plug-in conversion kit because it's the latest and greatest."

But whether you choose to buy a plug-in hybrid straight from an automaker in a couple of years or opt for a plug-in conversion kit this fall, certain benefits are guaranteed. "You're diverting your energy demand to that produced by a centralized facility monitored for emissions or performance, as opposed to a regular car that owners don't necessarily maintain as well," says Global Insight's Gott. "The electric power grid's energy comes from coal, nuclear, wind, hydro and solar energy."

By relying on electricity from a power plant rather than gasoline from a pump, "within a more reasonable time frame, you will continue to be upgraded to the most modern fuel technologies," Gott says.

The parent company of Nova Scotia Power disclosed this week to the Utility and Review Board, amid Site C dam watchdog attention to major hydro projects, that it spent almost $14,492,000 this summer to bury its Maritime Links cables lying on the floor of the Cabot Strait between Newfoundland and Cape Breton.

It's a fish story no one saw coming, at least not Halifax-based energy conglomerate Emera.

The parent company of Nova Scotia Power disclosed this week to the Utility and Review Board that it spent almost $14,492,000 this summer to bury its Maritime Link cables lying on the floor of the Cabot Strait between Newfoundland and Cape Breton.

The cables were protected because an unprecedented explosion in the redfish population in the Gulf of St Lawrence is about to trigger a corresponding boom in bottom trawling in the area.

Also known as ocean perch, redfish were not on anyone's radar when the $1.5-billion Maritime Link was designed and built to carry Muskrat Falls hydroelectricity from Newfoundland to Nova Scotia.

The two 200-kilovolt electrical submarine cables spanning the Cabot Strait are the longest in North America, compared with projects like the New England Clean Power Link planned further south. They are each 170 kilometres long and weigh 5,500 tonnes.

Nova Scotia Power customers are paying for the Maritime Link in return for a minimum of 20 per cent of the electricity generated by Muskrat Falls over 35 years.

The electricity is supposed to start sending first electricity through the Maritime Link in mid-2020.

First time cost disclosed
In August, the company buried 59 kilometres of subsea cables one metre below the bottom at depths of 400 metres.

"These cables had not been previously trenched due to the absence of fishing activities at those depths when the cables were originally installed," spokesperson Jeff Myrick wrote in an email to CBC News in October.

Ratepayers will get the bill next year, as utilities also face risks like copper theft that can drive costs in the region. Until now, the company had declined to release costs relating to protecting the Maritime Link.

The bill will be presented to regulators, a process that has affected projects such as a Manitoba Hydro line to Minnesota, when the company applies to recover Maritime Link costs from Nova Scotia Power ratepayers in 2020.

Myrick said the company was acting after consultation with the Department of Fisheries and Oceans.

Unexpected consequences
After years of overfishing in the 1980s and early 1990s, redfish quotas were slashed and a moratorium imposed on some redfish.

Confusingly, there are actually two redfish species in the Gulf of St. Lawrence.

But very strong recent year classes, that have coincided with warming waters in the gulf, as utilities adapt to climate change considerations grow, have produced redfish in massive numbers.

There is now believed to be three-million tonnes of redfish in the Gulf of St Lawrence.

The Department of Fisheries and Oceans is expected to increase quotas in the coming years and the fishing industry is gearing up in a big way.

Earlier this month, Scotia Harvest announced it will begin construction of a new $14-million fish plant in Digby next spring in part to process increased redfish catches.

Two new BC generating stations officially commissioned

Innergex Renewable Energy Inc. is celebrating the official commissioning today of what may be the last large run-of-river hydro project in B.C. for years to come.

The project – two new generating stations on the Upper Lillooet River and Boulder Creek in the Pemberton Valley – actually began producing power in 2017, but the official commissioning was delayed until Friday September 14.

Innergex, which earlier this year bought out Vancouver’s Alterra Power, invested $491 million in the two run-of-river hydro-electric projects, which have a generating capacity of 106 megawatts of power. The project has the generating capacity to power 39,000 homes.

The commissioning happened to coincide with an address by BC Hydro CEO Chris O’Riley to the Greater Vancouver Board of Trade Friday, in which he provided an update on the progress of the $10.7-billion Site C dam project.

That project has put an end, for the foreseeable future, of any major new run-of-river projects like the Innergex project in Pemberton.

BC Hydro expects the new dam to produce a surplus of power when it is commissioned in November 2024, so no new clean energy power calls are expected for years to come.

Independent power producers aren’t the only ones who have seen a decline in opportunities to make money in B.C. providing renewable power, as the Siwash Creek project shows. So will homeowners who over-build their own solar power systems, in an attempt to make money from power sales.

There are about 1,300 homeowners in B.C. with rooftop solar systems, and when they produce surplus power, they can sell it to BC Hydro.

BC Hydro is amending the net metering program to discourage homeowners from over-building. In some cases, some howeowners have been generating 40% to 50% more power than they need.

“We were getting installations that were massively over-sized for their load, and selling this big quantity of power to us,” O’Riley said. “And that was never the idea of the program.”

Going forward, BC Hydro plans to place limits on how much power a homeowner can sell to BC Hydro.

BC Hydro has been criticized for building Site C when the demand for power has been generally flat, and reliance on out-of-province electricity has drawn scrutiny. But O’Riley said the dam isn’t being built for today’s generation, but the next.

“We’re not building Site C for today,” he said. “We have an energy surplus for the short term. We’re not even building it for 2024. We’re building it for the next 100 years.”

O’Riley acknowledged Site C dam has been a contentious and “extremely challenging” project. It has faced numerous court challenges, a late-stage review by the BC Utilities Commission, cost overruns, geotechnical problems and a dispute with the main contractors.

In a separate case, the province was ordered to pay $10 million over the denial of a Squamish power project, highlighting broader legal risk.

But those issues have been resolved, O’Riley said, and the project is back on track with a new construction schedule.

“As we move forward, we have a responsibility to deliver a project on time and against the new revised budget, and I’m confident the changes we’ve made are set up to do that,” O’Riley said.

Currently, there are about 3,300 workers employed on the dam project.

Despite criticisms that BC Hydro is investing in a legacy mega-project at a time when cost of wind and solar have been falling, O’Riley insisted that Site C was the best and lowest cost option.

“First, it’s the lowest cost option,” he said. “We expect over the first 20 years of Site C’s operating life, our customers will see rates 7% to 10% below what it would otherwise be using the alternatives.”

BC Hydro missed a critical window to divert the Peace River, something that can only be done in September, during lower river flows. That added a full year’s delay to the project.

O’Riley said BC Hydro had built in a one-year contingency into the project, so he expects the project can still be completed by 2024 – the original in-service target date. But the delay will add more than $2 billion to the last budget estimate, boosting the estimated capital cost from $8.3 billion to $10.7 billion.

Meeting the 2024 in-service target date could be important, if Royal Dutch Shell and its consortium partners make a final investment decision this year on the $40 billion LNG Canada project.

That project also has a completion target date of 2024, and would be a major new industrial customer with a substantial power draw for operations.

“If they make a decision to go forward, they will be a very big customer of BC Hydro,” O’Riley told Business in Vancouver. “They would be in our top three or four biggest customers.”

The National Grid Corp. of the Philippines (NGCP) is building on its partnership with State Grid Corp of China (SGCC) to expand and modernize transmission facilities, as well as enhance the capabilities of its personnel to advance the country's grid network, aligning with smart grid transformation in Egypt seen in other markets. NGCP Internal Affairs Department head Edwin Natividad said the grid operator is implementing various development programs with SGCC to make the country's power grid among the best power utilities in Asia.

"We have to look at policies aligned with best global practices, including smart grid solutions increasingly adopted worldwide, that we can choose in adopting in the Philippines too," he said. One of NGCP's flagship development program is the Trailblazers Program, the company's strategy to further develop engineers "who will not just be technical experts, but also be the change agents and movers in the NGCP organization as well as in the Philippines' power sector," Natividad said.

"Having the support of the largest utility in the world gives us comfort that this program is designed and implemented by the best in the power industry," he said. Under the program, high performing personnel participating will be prepared for bigger roles later on in their careers at NGCP.

Now on its third edition, the Trailblazers Program has already sent 76 personnel since it started in November 2016. Natividad said more than 16 of those who previously attended similar programs have already assumed higher roles in NGCP.

Apart from technical skills development, NGCP's partnership with SGCC also provides technical development to improve on the physical transmission assets. "If you will compare the facilities being handled by SGCC with other countries, in terms of handling high voltage capability, SGCC is way ahead.

The higher the voltage it's going to be more difficult to handle," Natividad said, adding they can handle more power to distribute to power distributors. As an example, SGCC's transmission facilities can handle high voltage to as much as 1,000 kiloVolts (kV), whereas the Philippines only has one high voltage facility, the interconnection between Luzon and Visayas, which can handle 500 kV, echoing proposals for macrogrids in Canada to improve reliability.

Natividad said NGCP was the first and biggest investment of SGCC outside of China before it made investments in other parts of the world, even as cybersecurity concerns in Britain have influenced supplier choices. A consortium among businessmen Henry Sy Jr., Robert Coyuito Jr., and SGCC as technical partner, NGCP holds a 25-year concession contract to operate and maintain the country's transmission grid.

Earlier, Sy, NGCP president and CEO, said the company is targeting to become the best utility firm in Southeast Asia. Since it took over the operations and maintenance of the country's power transmission network in 2009, the grid operator has introduced major physical and technological upgrades to ageing state-owned lines and facilities, while in Great Britain an independent operator model is being advanced to reshape system operations.

Maritime Link sends first electricity between Newfoundland, Nova Scotia

Maritime Link HVDC Transmission connects Newfoundland and Nova Scotia to the North American grid, enabling renewable energy imports, subsea cable interconnection, Muskrat Falls hydro power delivery, and lower carbon emissions across Atlantic Canada.

For the first time, electricity has been sent between Newfoundland and Nova Scotia through the new Maritime Link.

The 500-megawatt transmission line — which connects Newfoundland to the North American energy grid for the first time and echoes projects like the New England Clean Power Link underway — was tested Friday.

"This changes not only the energy options for Newfoundland and Labrador but also for Nova Scotia and Atlantic Canada," said Rick Janega, the CEO of Emera Newfoundland and Labrador, which owns the link.

"It's an historic event in our eyes, one that transforms the electricity system in our region forever."

 

'On time and on budget'

It will eventually carry power from the Muskrat Falls hydro project in Labrador, where construction is running two years behind schedule and $4 billion over budget, a context in which the Manitoba Hydro line to Minnesota has also faced delay, to Nova Scotia consumers. It was supposed to start producing power later this year, but the new deadline is 2020 at the earliest.

The project includes two 170-kilometre subsea cables across the Cabot Strait between Cape Ray in southwestern Newfoundland and Point Aconi in Cape Breton.

The two cables, each the width of a two-litre pop bottle, can carry 250 megawatts of high voltage direct current, and rest on the ocean floor at depths up to 470 metres.

The Maritime Link also includes almost 50 kilometres of overland transmission in Nova Scotia and more than 300 kilometres of overland transmission in Newfoundland, paralleling milestones on Site C transmission work in British Columbia.

The link won't go into commercial operation until January 1.

Janega said the $1.6-billion project is on time and on budget.

"We're very pleased to be in a position to be able to say that after seven years of working on this. It's quite an accomplishment," he said.

Once in service, the link will improve electrical interconnections between the Atlantic provinces, aligning with climate adaptation guidance for Canadian utilities.

"For Nova Scotia it will allow it to achieve its 40 per cent renewable energy target in 2020. For Newfoundland it will allow them to shut off the Holyrood generating station, in fact using the Maritime Link in advance of the balance of the project coming into service," Janega said.

Karen Hutt, president and CEO of Nova Scotia Power, which is owned by Emera Inc., calls it a great day for Nova Scotia.

"When it goes into operation in January, the Maritime Link will benefit Nova Scotia Power customers by creating a more stable and secure system, helping reduce carbon emissions, and enabling NSP to purchase power from new sources," Hutt said in a statement.
