The Republican leader of the Oregon Senate has introduced a bill he says is designed to get an Idaho utility company to move the proposed route of a high-voltage line off Eastern Oregon farmland.

Idaho Power has proposed a 500-kilovolt transmission line from Boardman to southwestern Idaho, but it has drawn objections.

Farmers say it would disrupt irrigation and inhibit aerial spraying to control pests and weeds, and they argue it should go on public land.

Sen. Ted Ferrioli, from John Day, who leads minority Republicans, has filed a bill that would prohibit power transmission lines with a capacity of 400,000 volts or greater on land zoned for exclusive farm use.

But he told the Baker City Herald newspaper that the best thing would be for the company to change the route, and the bill could go into the back of a desk drawer.

"If the strategists at Idaho Power believe the citizens of Baker and Malheur counties represent the path of least resistance, they are sadly mistaken," Ferrioli said.

"It's not only about the viewshed, the alleged health effects or even the threat of condemnation that galls," Ferrioli said. "It is the knowledge that Idaho Power analyzed alternatives and concluded that it would be easier to roll over ordinary citizens than to confront environmental groups who will likely litigate any route involving wildlife habitat."

Idaho Power has proposed a 298-mile route for the line from Hemingway, Idaho, to Boardman. The company said it needs additional transmission capabilities because its current system reaches capacity during periods of peak loads.

In a statement, Idaho Power said that "based on prior meetings or discussions with community members and leaders, we are undertaking efforts to further engage the public in the transmission siting process."

Idaho Power said it also "appreciate(s) and respects the concerns constituents have brought Sen. Ferrioli."

In Baker County, the group Move Idaho Power has urged the company to take a different route.

"If this is for the public good, put it on public land," said Nancy Peyron, one of its founders.

She said she has health concerns about the route, which would take the towers within a quarter of a mile of her ranch on Sunnyslope Road.

The Senate unveiled its version of a bill the House introduced in July to help the U.S. realize the extraordinary renewable energy potential of our shared public lands.

Senator Martha McSally (R-AZ) and a bipartisan coalition of western Senators introduced a Senate version of draft legislation that will help the Department of the Interior tap the renewable energy potential of our shared public lands. The western Senators represent Arizona, New Mexico, Colorado, Montana, and Idaho.

Elsewhere in the West, lawmakers have moved to modernize Oregon hydropower to streamline licensing, signaling broad regional momentum.

The Public Land Renewable Energy Development Act of 2019 (PLREDA) facilitates siting of solar, wind, and geothermal energy projects on public lands, boosts funding for conservation, and promotes ambitious renewable energy targets that will help the U.S. take action on the climate crisis.

Like the House version, the Senate bill enjoys strong bi-partisan support and industry endorsement. The Senate version makes few notable changes to the bill introduced in July by Representatives Mike Levin (D-CA) and Paul Gosar (R-AZ). It includes:

  • A commitment to enhance natural resource conservation and stewardship via the establishment of a fish and wildlife conservation fund that would support conservation and restoration work and other important stewardship activities.
  • An ambitious renewable energy production goal for the Department of the Interior to permit a total of 25 gigawatts of renewable energy on public lands by 2025—nearly double the current generating capacity of projects currently on our public lands.
  • Establishment of criteria for identifying appropriate areas for renewable energy development using the 2012 Western Solar Plan as a model. Key criteria to be considered include access to transmission lines and likelihood of avoiding or minimizing conflict with wildlife habitat, cultural resources, and other resources and values.
  • Improved public access to Federal lands for recreational uses via funds made available for preserving and improving access, including enhancing public access to places that are currently inaccessible or restricted.
  • Sharing of revenues raised from renewable energy development on public lands in an equitable manner that benefits local communities near new renewable energy projects and supports the efficient administration of permitting requirements.
  • Creating incentives for renewable energy development by giving Interior the authority to reduce rental rates and capacity fees to ensure new renewable energy development remains competitive in the marketplace.

NRDC strongly supports this legislation, and we will do our utmost to facilitate its passage into law. There is no question that in our era of runaway climate change, legislation that balances energy production with environmental conservation and stewardship of our public lands is critical.

PLREDA takes a balanced approach to using our public lands to help lead the U.S. toward a low-carbon future, as states pursue 100% renewable electricity goals nationwide. The bill outlines a commonsense approach for federal agencies to play a meaningful role in combatting climate change.

Edmonton's 1st electric bus hits city streets

Your next trip on Edmonton transit could be a historical one as the city’s first battery-electric bus is now on city streets, marking a milestone for Edmonton Transit Service, and neighboring St. Albert has also introduced electric buses as part of regional goals.

“Transit has been around since 1908 in Edmonton. We had some really small buses, we had some trolley buses several years later. It’s a special day in history today,” Ryan Birch, acting director of transit operations, said. “It’s a fresh experience… quiet, smooth riding. It’s going to be absolutely wonderful.”

In a news release, Mayor Don Iveson called it the largest purchase of electric buses in Canadian history, while North America's largest electric bus fleet operates in Toronto today, and Metro Vancouver has buses on the road as well this year.

“Electric buses are a major component of the future of public transit in our city and across Canada.”

As of Tuesday, 21 of the 40 electric buses had arrived in the city, and the Toronto Transit Commission has introduced battery-electric buses in Toronto as well this year.

“We’re going to start rolling these out with four or five buses per day until we’ve got all the buses in stock rolled out. On Wednesday we will have three or four buses out,” Birch said.

The remaining 19 are scheduled to arrive in the fall.

The City of Edmonton ordered the battery-electric buses from Proterra, an electric bus supplier, while Montreal's STM has begun rolling out electric buses of its own recently.

The fleet can travel up to 350 kilometres on a single charge and the batteries work in all weather conditions, including Edmonton’s harsh winters, and electric school buses in B.C. have also taken to the roads in cold climates recently.

In 2015, ETS winter tested a few electric buses to see if the technology would be suitable for the city’s climate and geography amid barriers to wider adoption that many agencies consider.

“These buses are designed to handle most of our routes,” Birch said. “We are confident they will be able to stand up to what we expect of them.”

ETS is the first transit agency in North America to have overhead chargers installed inside transit facilities, which helps to save floor space.

British carbon tax leads to 93% drop in coal-fired electricity

Carbon Price Support, the UK carbon tax on power, slashed coal generation, cut CO2 emissions, boosted gas and imports via interconnectors, and signaled effective electricity market decarbonization across Great Britain and the EU.

A tax on carbon dioxide emissions in Great Britain, introduced in 2013, has led to the proportion of electricity generated from coal falling from 40% to 3% over six years, a trend mirrored by global coal decline in power generation, according to research led by UCL.

British electricity generated from coal fell from 13.1 TWh (terawatt hours) in 2013 to 0.97 TWh in September 2019, and was replaced by other less emission-heavy forms of generation such as gas, as producers move away from coal in many markets. The decline in coal generation accelerated substantially after the tax was increased in 2015.

In the report, 'The Value of International Electricity Trading', researchers from UCL and the University of Cambridge also showed that the tax—called Carbon Price Support—added on average £39 to British household electricity bills, within the broader context of UK net zero policies shaping the energy transition, collecting around £740m for the Treasury, in 2018.

Academics researched how the tax affected electricity flows to connected countries and interconnector (the large cables connecting the countries) revenue between 2015—when the tax was increased to £18 per tonne of carbon dioxide—and 2018. Following this increase, the share of coal-fired electricity generation fell from 28% in 2015 to 5% in 2018, reaching 3% by September 2019. Increased electricity imports from the continent, alongside the EU electricity demand outlook across member states, reduced the price impact in the UK, and meant that some of the cost was paid through a slight increase in continental electricity prices (mainly in France and the Netherlands).

Project lead Dr. Giorgio Castagneto Gissey (Bartlett Institute for Sustainable Resources, UCL) said: "Should EU countries also adopt a high carbon tax we would likely see huge carbon emission reductions throughout the Continent, as we've seen in Great Britain over the last few years."

Lead author, Professor David Newbery (University of Cambridge), said: "The Carbon Price Support provides a clear signal to our neighbours of its efficacy at reducing CO2 emissions."

The Carbon Price Support was introduced in England, Scotland and Wales at a rate of £4.94 per tonne of carbon dioxide-equivalent and is now capped at £18 until 2021.The tax is one part of the Total Carbon Price, which also includes the price of EU Emissions Trading System permits and reflects global CO2 emissions trends shaping policy design.

Report co-author Bowei Guo (University of Cambridge) said: "The Carbon Price Support has been instrumental in driving coal off the grid, but we show how it also creates distortions to cross-border trade, making a case for EU-wide adoption."

Professor Michael Grubb (Bartlett Institute for Sustainable Resources, UCL) said: "Great Britain's electricity transition is a monumental achievement of global interest, and has also demonstrated the power of an effective carbon price in lowering dependence on electricity generated from coal."

The overall report on electricity trading also covers the value of EU interconnectors to Great Britain, measures the efficiency of cross-border electricity trading and considers the value of post-Brexit decoupling from EU electricity markets, setting these findings against the global energy transition underway.

Published today, the report annex focusing on the Carbon Price Support was produced by UCL to focus on the impact of the tax on British energy bills, with comparisons to Canadian climate policy debates informing grid impacts.

EPA: New pollution limits proposed for US coal, gas power plants reflect "urgency" of climate crisis

EPA Power Plant Emissions Rule proposes strict greenhouse gas limits for coal and gas units, leveraging carbon capture (CCS) under the Clean Air Act to cut CO2 and accelerate decarbonization of the U.S. grid.

The Biden administration has proposed new limits on greenhouse gas emissions from coal- and gas-fired power plants, its most ambitious effort yet to roll back planet-warming pollution from the nation’s second-largest contributor to climate change.

A rule announced by the Environmental Protection Agency could force power plants to capture smokestack emissions using a technology that has long been promised but is not used widely in the United States, and arrives amid changes stemming from the NEPA rewrite that affect project reviews.

“This administration is committed to meeting the urgency of the climate crisis and taking the necessary actions required,″ said EPA Administrator Michael Regan.

The plan would not only “improve air quality nationwide, but it will bring substantial health benefits to communities all across the country, especially our front-line communities ... that have unjustly borne the burden of pollution for decades,” Regan said in a speech at the University of Maryland.

President Joe Biden, whose climate agenda includes a clean electricity standard as a key pillar, called the plan “a major step forward in the climate crisis and protecting public health.”

If finalized, the proposed regulation would mark the first time the federal government has restricted carbon dioxide emissions from existing power plants, following a Trump-era replacement of Obama’s power plant overhaul, which generate about 25% of U.S. greenhouse gas pollution, second only to the transportation sector. The rule also would apply to future electric plants and would avoid up to 617 million metric tons of carbon dioxide through 2042, equivalent to annual emissions of 137 million passenger vehicles, the EPA said.

Almost all coal plants — along with large, frequently used gas-fired plants — would have to cut or capture nearly all their carbon dioxide emissions by 2038, the EPA said, a timeline that echoed concerns raised during proposed electricity pricing changes in the prior administration. Plants that cannot meet the new standards would be forced to retire.

The plan is likely to be challenged by industry groups and Republican-leaning states, much like litigation over the Affordable Clean Energy rule unfolded in recent years. They have accused the Democratic administration of overreach on environmental regulations and warn of a pending reliability crisis for the electric grid. The power plant rule is one of at least a half-dozen EPA rules limiting power plant emissions and wastewater treatment rules.

“It’s truly an onslaught” of government regulation “designed to shut down the coal fleet prematurely,″ said Rich Nolan, president and CEO of the National Mining Association.

Regan denied that the power plant rule was aimed at shutting down the coal sector, but acknowledged — even after the end to the 'war on coal' rhetoric — “We will see some coal retirements.”
