As long as the wind blows, which is most of the time, all of the power feeding Rock Port in Missouri is green.

The community is the only one in the U.S. that gets its electricity entirely from wind, generated by four 1.25-megawatt turbines that sit on a bluff overlooking the town.

Together they generate 16 million kilowatt hours annually, enough to run this town of 1,400 – with its four-block main street and single traffic light – and sell 3 million kilowatt hours back to the grid.

Admittedly, it's a small town, said Mayor Jeff Seaman. "I can see from my house, on one end of town, to the other end of town and then out into the country."

Electricity from the wind farm is fed into town through a separate line, bypassing the main power grid, which brings in electricity from the Northwest Public Energy Pool and is used only on days when there is no breeze.

"It's almost like having a backup generator in your yard," said Seaman, who works at the Cooper Nuclear Station across the state line in Nebraska.

Eric Chamberlain, a former mortuary worker, put up a monitoring tower after seeing an Iowa wind farm and did his own studies to prove that the renewable energy was viable in Rock Port.

Chamberlain not only convinced John Deere Wind Energy and Wind Capital Group that the turbines could work, he talked his way into a job, and is now one of Capital's managers.

John Deere Wind Energy owns the turbines, which are managed by Capital. The only financial savings to the town itself is about $50,000 a year in wheeling charges, a fee levied by electricity companies to push more power through the lines.

In Ontario, it's difficult to speculate on what the savings would be, says Joyce McLean, Toronto Hydro's director of strategic issues.

Toronto Hydro buys its power from Ontario Power Authority, negotiating 20-year contracts. Any new electricity generation has to be sold back to the grid. It can't bypass it as they do in Rock Port.

But according to Ontario's new Green Energy Act, any company that can generate up to 10 megawatts of power from renewable energy sources is allowed to sell to Ontario Power Authority.

And in Missouri, wind farms don't seem to stir up much debate as in Ontario, where some Toronto residents oppose a Toronto Hydro plan to put a string of wind turbines in Lake Ontario about two kilometres offshore from Scarborough.

Just outside Rock Port's city limits, another 100 turbines sit on farmland and feed power to the rest of the state.

The towers have generated little opposition. They're no "different than a radio or cellphone tower. No one has said anything negative about the way they look," Seaman said.

"I think anything can detract from the landscape, but I don't think (the wind farm) is truly offensive."

The COVID-19 pandemic has caused a drop in the electricity demand across the province, according to Manitoba Hydro, mirroring the Ontario electricity usage decline reported elsewhere in Canada.

On Tuesday, Manitoba Hydro said it has tracked overall electrical use, which includes houses, farms and businesses both large and small, while also cautioning customers about pandemic-related scam calls in recent weeks.

Hydro said it has seen about a six per cent reduction in the daily peak electricity demand, adding this is due to the many businesses and downtown offices which are temporarily closed, even as residential electricity use has increased in many regions.


"Currently, the impact on Manitoba electricity demand appears to be consistent with what we saw during the 2008 recession," Bruce Owen, the media relations officer for Manitoba Hydro, noting a similar Ottawa demand decline during the pandemic, said in an email to CTV News.

Owen added this trend of reduced electricity demand is being seen across North America, with BC Hydro pandemic load patterns reported and the regional grid in the American Midwest – an area where Manitoba Hydro is a member.

While electricity demand is down, BC Hydro expects holiday usage to rise and water usage in Winnipeg has remained the same.

The City of Winnipeg said it has not seen any change in overall water consumption, but as Hydro One kept peak rates in Ontario, peak demand times have moved from 7 – 8 a.m. to 9 a.m.

Canada’s Bruce Power said on 1 May that unit 1 at the Bruce nuclear power plant had set a record of 624 consecutive days of reliable operation – the longest since it was returned to service in 2012.

It exceeded Bruce 8’s run of 623 consecutive days between May 2016 and February 2018. Bruce 1, a Candu reactor, was put into service in 1977. It was shut down and mothballed by the former Ontario Hydro in 1997, and was refurbished and returned to service in 2012 by Bruce Power.

Bruce units 3 and 4 were restarted in 2003 and 2004. They are part of Bruce Power’s Life-Extension Programme, and future planning such as Bruce C project exploration continues across the fleet, with units 3 and 4 to undergo Major Component Replacement (MCR) Projects from 2023-28, adding about 30 years of life to the reactors.

The refurbishment of Bruce 6 has begun and will be followed by MCR Unit 3 which is scheduled to begin in 2023. Nuclear power accounts for more than 60% of Ontario’s supply, with Bruce Power providing more than 30%   of the province’s electricity.

Set up of Covid recovery council
On 30 April, Bruce Power announced the establishment of the Bruce Power Retooling and Economic Recovery Council to leverage the province’s nuclear supply chain to support Ontario’s fight against Covid-19 and to help aid economic recovery.

Bruce Power’s life extension programme is Canada’s second largest infrastructure project and largest private sector infrastructure programme. It is creating 22,000 direct and indirect jobs, delivering economic benefits that are expected to contribute $4 billion to Ontario’s GDP and $8-$11 billion to Canada’s gross domestic product (GDP), Bruce Power said.

“With 90% of the investment in manufactured goods and services coming from 480 companies in Ontario and other provinces, including recent manufacturing contracts with key suppliers, we can harness these capabilities in the fight against Covid-19, and help drive our economic recovery,” the company said.

“An innovative and dynamic nuclear supply chain is more important than ever in meeting this new challenge while successfully implementing our mission of providing clean, reliable, flexible, low-cost nuclear energy and a global supply of medical isotopes,” said Bruce Power president and CEO Mike Rencheck. “We are mobilising a great team with our extended supply chain, which spans the province, to assist in the fight against Covid-19 and to help drive our economic recovery in the future.”

Greg Rickford, the Minister of Energy, Mines, Northern Development, and Minister of Indigenous Affairs, said the launch of the council is consistent with Ontario’s focus to fight Covid-19 as a top priority and a look ahead to economic recovery, and initiatives like Pickering life extensions supporting long-term system reliability.

The creation of the Council was announced during a live event on Bruce Power's Facebook page, in which Rencheck was joined by Associate Minister of Energy Bill Walker and Rocco Rossi, the president and CEO of the Ontario Chamber of Commerce.

Walker reiterated the Government of Ontario’s commitment to nuclear power over the long term and to the life extension programme, including the Pickering B refurbishment as part of this strategy.

The Council, which will be formed for the duration of the pandemic and will include of all of Bruce Power’s Ontario-based suppliers, will focus on the continued retooling of the supply chain to meet front-line Covid-19 needs to contribute to the province’s economy recovery in the short, medium and long term.

New uses for nuclear medical applications will be explored, including isotopes for the sterilisation of medical equipment and long-term supply security.

The supply chain will be leveraged to support the health care sector through the rapid production of medical Personal Protection Equipment for front line-workers and large-scale PPE donations to communities as well as participation in pilot projects to make ventilators within the Bruce Power supply chain or help identify technology to better utilise existing ventilators;

“Buy Local” tools and approaches will be emphasised to ensure small businesses are utilised fully in communities where nuclear suppliers are located.

The production of hand sanitiser and other cleaning products will be facilitated for distribution to communities.

A robot is killing weeds by zapping them with electricity

Electric weed-zapping farm robots enable precision agriculture, using autonomous mapping, per-plant targeting, and robotics to reduce pesticides, improve soil health, boost biodiversity, and lower costs with data-driven, selective weeding and seed-planting workflows.

On a field in England, three robots have been given a mission: to find and zap weeds with electricity, as advances in digitizing the electrical system continue to modernize power infrastructure, before planting seeds in the cleared soil.

The robots — named Tom, Dick and Harry — were developed by Small Robot Company to rid land of unwanted weeds with minimal use of chemicals and heavy machinery, complementing emerging options like electric tractors that aim to cut on-farm emissions.
The startup has been working on its autonomous weed killers since 2017, and this April launched Tom, its first commercial robot which is now operational on three UK farms. The other robots are still in the prototype stage, undergoing testing.

Small Robot says robot Tom can scan 20 hectares (49 acres) a day, collecting data, with AI-driven analysis guiding Dick, a "crop-care" robot, to zap weeds. Then it's robot Harry's turn to plant seeds in the weed-free soil.

Using the full system, once it is up and running, farmers could reduce costs by 40% and chemical usage by up to 95%, the company says, and integration with virtual power plants could further optimize energy use on electrified farms.

According to the UN Food and Agriculture Organization six million metric tons of pesticides were traded globally in 2018, valued at $38 billion.

"Our system allows farmers to wean their depleted, damaged soils off a diet of chemicals," says Ben Scott-Robinson, Small Robot's co-founder and CEO.

Zapping weeds
Small Robot says it has raised over £7 million ($9.9 million). Scott-Robinson says the company hopes to launch its full system of robots by 2023, which will be offered as a service at a rate of around £400 ($568) per hectare. The monitoring robot is placed at a farm first and the weeding and planting robots delivered only when the data shows they're needed — a setup that ultimately relies on a resilient grid, where research into preventing ransomware attacks is increasingly relevant.

To develop the zapping technology, Small Robot partnered with another UK-based startup, RootWave, while innovations like electricity from snow highlight the breadth of emerging energy tech.

"It creates a current that goes through the roots of the plant through the soil and then back up, which completely destroys the weed," says Scott-Robinson. "We can go to each individual plant that is threatening the crop plants and take it out."

"It's not as fast as it would be if you went out to spray the entire field," he says. "But you have to bear in mind we only have to go into the parts of the field where the weeds are." Plants that are neutral or beneficial to the crops are left untouched.

Small Robot calls this "per plant farming" — a type of precise agriculture where every plant is accounted for and monitored.

A business case
For Kit Franklin, an agricultural engineering lecturer from Harper Adams University, efficiency remains a hurdle, even as utilities use AI to adapt to electricity demands that could support wider on-farm electrification.

"There is no doubt in my mind that the electrical system works," he tells CNN Business. "But you can cover hundreds of hectares a day with a large-scale sprayer ... If we want to go into this really precise weed killing system, we have to realize that there is an output reduction that is very hard to overcome."

But Franklin believes farmers will adopt the technology if they can see a business case.

"There's a realization that farming in an environmentally friendly way is also a way of farming in an efficient way," he says. "Using less inputs, where and when we need them, is going to save us money and it's going to be good for the environment and the perception of farmers."

As well as reducing the use of chemicals, Small Robot wants to improve soil quality and biodiversity.

"If you treat a living environment like an industrial process, then you are ignoring the complexity of it," Scott-Robinson says. "We have to change farming now, otherwise there won't be anything to farm."

European gas prices fall to pre-Ukraine war level

European gas prices have dipped to a level last seen before Russia launched its invasion of Ukraine in February, after warmer weather across the continent eased concerns over shortages and as coal demand dropped across Europe during winter.

The month-ahead European gas future contract dropped as low as €76.78 per megawatt hour on Wednesday, the lowest level in 10 months, amid EU talks on gas price cap strategies that could shape markets, before closing higher at €83.70, according to Refinitiv, a data company.

The invasion roiled global energy markets, serving as a wake-up call to ditch fossil fuels for policymakers, and forced European countries, including industrial powerhouse Germany, to look for alternative suppliers to those funding the Kremlin. Europe had continued to rely on Russian gas even after its 2014 annexation of Crimea and support for separatists in eastern Ukraine.

On Tuesday 83.2% of EU gas storage was filled, data from industry body Gas Infrastructure Europe showed. The EU in May set a target of filling 80% of its gas storage capacity by the start of November to prepare for winter, and weighed emergency electricity measures to curb prices as needed. It hit that target in August, and by mid-November it had peaked at more than 95%.

Gas prices bounced further off the 10-month low on Thursday to reach €85.50 per megawatt hour.

Europe has several months of domestic heating demand ahead, and some industry bosses believe energy shortages could also be a problem next winter, with a worst energy nightmare still possible if supplies tighten. However, traders have also had to weigh the effects of recessions expected in several big European economies, which could dent energy demand.

UK gas prices have also dropped back from their highs earlier this year, and forecasts suggest UK energy bills to drop in April. The day-ahead gas price closed at 155p per therm on Wednesday, compared with 200p/therm at the start of 2022, and more than 500p/therm in August.

Europe’s response to the prospect of gas shortages also included campaigns to reduce energy use – a strategy belatedly adopted by the UK – and windfall taxes on energy companies to help raise revenues for governments, many of which have started expensive subsidies to cushion the impact of high energy prices for households and consumers. Energy companies have enjoyed huge profits at the expense of businesses and households this year, as EU inflation accelerated, but costs remained much the same.

However, the US oil company ExxonMobil on Wednesday launched a legal challenge against EU plans for a windfall tax on oil companies, according to filings by its German and Dutch subsidiaries at the European general court in Luxembourg. ExxonMobil argued that the windfall tax would be “counter-productive” because it said it would result in lower investment in fossil fuel extraction, and that the EU did not have the legal jurisdiction to impose it.

ExxonMobil’s move has prompted anger among European politicians. A message posted on the Twitter account of Paolo Gentiloni, the EU’s commissioner for the economy, on Thursday stated: “Fairness and solidarity, even for corporate giants. #Exxon.”

Oil prices are significantly lower than they were before the start of Russia’s invasion, and only marginally above where they were at the start of 2022. Brent crude oil futures traded at $100 a barrel on 28 February, but were at $81.84 on Thursday.

Oil prices dropped by 1.7% on Thursday. Prices had risen from 12-month lows in early December as traders hoped for increased demand from China after it relaxed its coronavirus restrictions. However, Covid-19 infection numbers are thought to have surged in the country, prompting the US to require travellers from China to show a negative test for the disease and tempering expectations for a rapid increase in oil demand.

Nova Scotia regulator approves 14% electricity rate hike, defying premier

Nova Scotia regulators approved a 14 per cent electricity rate hike on Thursday, defying calls by Premier Tim Houston to reject the increase.

Rates will rise on average by 6.9 per cent each year in 2023 and 2024.

In Newfoundland and Labrador, the NL Consumer Advocate called an 18 per cent electricity rate hike unacceptable amid affordability concerns.

The Nova Scotia Utility and Review Board (UARB) issued a 203-page decision ratifying most of the elements in a settlement agreement reached between Nova Scotia Power and customer groups after Houston's government legislated a rate, spending and profit cap on the utility in November.

The board said approval was in the public interest and the increase is "reasonable and appropriate."

"The board cannot simply disallow N.S. Power's reasonable costs to make rates more affordable. These principles ensure fair rates and the financial health of a utility so it can continue to invest in the system providing services to its customers," the three-member panel wrote.

"While the board can (and has) disallowed costs found to be imprudent or unreasonable, absent such a finding, N.S. Power's costs must be reflected in the rates."

In addition to the 14 per cent hike, the board maintained Nova Scotia Power's current return on equity of 9 per cent, with an earnings band of 8.75 to 9.25 per cent. It agreed in principle to establish a decarbonization deferral account to pay for the retirement of coal plants and related decommissioning costs, and implemented a storm cost recovery rider for a three-year trial period.

The board rejected several items in the agreement, including rolling some Maritime Link transmission capital projects into consumers' rates.

Nova Scotia Power welcomed the ruling in a statement, describing it as "the culmination of an extensive and transparent regulatory process over the past year."

Natural Resources and Renewables Minister Tory Rushton, who has said the government cannot order lower power rates in Nova Scotia, stated the UARB decision was not what the government wanted, but he did not indicate the government has any plans to bring forward legislation to overturn it. 

"We're disappointed by the decision today. We've always been very clear that we were standing by ratepayers right from the get-go but we also respect the independent body of the UARB and their decision today."


Pressure from the province
Houston claimed the settlement breached his government's legislation, known as Bill 212 in Nova Scotia, which he said was intended to protect ratepayers. It capped rates to cover non-fuel costs by 1.8 per cent. It did not cap rates to cover fuel costs or energy efficiency programs.

Bill 212 was passed after the board concluded weeks of public hearings into Nova Scotia Power's request for an electricity rate increase, its first general rate application in 10 years. Nova Scotia Power is a subsidiary of Halifax-based Emera, which is a publicly traded company.

The legislation triggered credit downgrades from two credit rating agencies who said it compromised the independence of the Nova Scotia Utility and Review Board.

In Newfoundland and Labrador, electricity users have begun paying for Muskrat Falls as project costs flow through rates, highlighting broader pressures on Atlantic Canada utilities.

In its decision, the board accepted that legislation was intended to protect ratepayers but did not preclude increases in rates.

"Given the exclusion of fuel and purchased power costs when these were expected to cause significant upward pressure on rates, it also did not preclude large increases in rates. Instead, the protection afforded by the Public Utilities Act amendments appears to be focused on N.S. Power's non-fuel costs, with several amendments targeting N.S. Power's cost of capital and earnings."

The board noted the province was the only intervenor in the rate case to object to the settlement.


Opposition reaction
Rushton said despite the outcome, Bill 212 achieved its goal, which was to protect ratepayers.

"Without Bill 212 the rates would have actually been higher," he said. "It would have double-digit rates for this year and next year and now it's single digits."

NDP Leader Claudia Chender said the end result is that Nova Scotians are still facing "incredibly unaffordable power."

Similar criticism emerged in Saskatchewan after an 8 per cent SaskPower increase, which the NDP opposed during provincial debates.

"It's really unfortunate for a lot of Nova Scotians who are heading into a freezing weekend where heat is not optional."

Chender said a different legislative approach is needed to change the regulatory system, and more needs to be done to help people pay their electricity bills.

Liberal MLA Kelly Regan echoed that sentiment.

"There are lots of people who can absorb this. There are a lot of people who cannot, and those are the people that we should be worried about right now. This is why we've been saying all along the government needs to actually give money directly to Nova Scotians who need help with power rates."

Rushton said the government has introduced programs to help Nova Scotians pay for heat, including raising the income threshold to access the Heating Assistance Rebate Program and creating incentives to install heat pumps.

Elsewhere, some governments have provided a lump-sum credit on electricity bills to ease short-term costs for households.

The CIB and private sector partners to invest $1.7 billion in Lake Erie Connector

The Canada Infrastructure Bank (CIB) and ITC Investment Holdings (ITC) have signed an agreement in principle to invest $1.7 billion in the Lake Erie Connector project.

Under the terms of the agreement, the CIB will invest up to $655 million or up to 40% of the project cost. ITC, a subsidiary of Fortis Inc., and private sector lenders will invest up to $1.05 billion, the balance of the project's capital cost.

The CIB and ITC Investment Holdings signed an agreement in principle to invest $1.7B in the Lake Erie Connector project.

The Lake Erie Connector is a proposed 117 kilometre underwater transmission line connecting Ontario with the PJM Interconnection, the largest electricity market in North America, and aligns with broader regional efforts such as the Maine transmission line to import Quebec hydro to strengthen cross-border interconnections.

The 1,000 megawatt, high-voltage direct current connection will help lower electricity costs for customers in Ontario and improve the reliability and security of Ontario's energy grid, complementing emerging solutions like battery storage across the province. The Lake Erie Connector will reduce greenhouse gas emissions and be a source of low-carbon electricity in the Ontario and U.S. electricity markets.

During construction, the Lake Erie Connector is expected to create 383 jobs per year and drive more than $300 million in economic activity, and complements major clean manufacturing investments like a $1.6 billion battery plant in the Niagara Region that supports the EV supply chain. Over its life, the project will provide 845 permanent jobs and economic benefits by boosting Ontario's GDP by $8.8 billion.

The project will also help Ontario to optimize its current infrastructure, avoid costs associated with existing production curtailments or shutdowns. It can leverage existing generation capacity and transmission lines to support electricity demand, alongside new resources such as the largest battery storage project planned for southwestern Ontario.

ITC continues its discussions with First Nations communities and is working towards meaningful participation in the near term and as the project moves forward to financial close.

The CIB anticipates financial close late in 2021, pending final project transmission agreements, with construction commencing soon after. ITC will own the transmission line and be responsible for all aspects of design, engineering, construction, operations and maintenance.

ITC acquired the Lake Erie Connector project in August 2014 and it has received all necessary regulatory and permitting approvals, including a U.S. Presidential Permit and approval from the Canada Energy Regulator.

This is the CIB's first investment commitment in a transmission project and another example of the CIB's momentum to quickly implement its $10B Growth Plan, amid broader investments in green energy solutions in British Columbia that support clean growth.

This project will allow Ontario to export its clean, non-emitting power to one of the largest power markets in the world and, as a result, benefit Canadians economically while also significantly contributing to greenhouse gas emissions reductions in the PJM market. The project allows Ontario to better manage peak capacity and meet future reliability needs in a more sustainable way. This is a true win-win for both Canada and the U.S., both economically and environmentally.

The Lake Erie Connector demonstrates the advantages of public-private partnerships to develop critical infrastructure that delivers greater value to Ontarians. With the US pledging to achieve a carbon-free electrical grid by 2035, Canada has an opportunity to export clean power, helping to reduce emissions, maximizing clean power use and making electricity more affordable for Canadians. The Lake Erie Connector is a perfect example of that. The Canada Infrastructure Bank's investment will give Ontario direct access to North America's largest electricity market - 13 states and D.C. This is part of our infrastructure plan to create jobs across the country, tackle climate change, and increase Canada's competitiveness in the clean economy, alongside innovation programs like the Hydrogen Innovation Fund that foster clean technology.

  • The Lake Erie Connector is a 1,000 megawatt, 117 kilometre long underwater transmission line connecting Ontario and Pennsylvania.
  • The PJM Interconnection is a regional transmission organization coordinating the movement of wholesale electricity in all or parts of Delaware, Illinois, Indiana, Kentucky, Maryland, Michigan, New Jersey, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, West Virginia and the District of Columbia.
  • The project will help to reduce electricity system costs for customers in Ontario, and aligns with ongoing consultations on industrial electricity pricing and programs, while helping to support future capacity needs.
  • The CIB is mandated to invest CAD $35 billion and attract private sector investment into new revenue-generating infrastructure projects that are in the public interest and support Canadian economic growth.
  • The investment commitment is subject to final due diligence and approval by the CIB's Board.
