LS Power Equity Partners said it scrapped plans for a $7.8 billion takeover of TransAlta Corp TA.TO as shares in the Canadian power producer languished well below the bid price.

LS Power and Global Infrastructure Partners, which own 9 percent of TransAlta, offered to buy the company in July for $39 a share, saying it could achieve its expansion goals more easily as a private company.

TransAlta Chief Executive Steve Snyder told Reuters that the offer, which was not formerly made to shareholders, undervalued the company and its prospects in the North American power generation sector.

LS Power said in a regulatory filing that it reserved the right to make another takeover proposal in the future if market conditions support such a move.

TransAlta shares were off 93 Canadian cents, or 4 percent, at $22.90 on the Toronto Stock Exchange. As financial markets have swooned, TransAlta has fallen 38 percent since the time LS Power announced the offer.

The company runs coal- and gas-fired power plants as well as wind and geothermal facilities in Canada and the United States. Earlier this year, LS Power affiliate Luminus Management LLC campaigned to get the company to load up on debt to fund major stock buybacks.

"It's business as usual for TransAlta," spokesman Michael Lawrence said in response to the bid withdrawal. "We'll continue to execute our plan on which we believe will deliver near- and long-term value to our shareholders."

Snyder said that he believes takeover action in the electricity industry will be on hold until the market recovers to a point where players can be confident attaching a value to assets.

TransAlta closed the $303.5 million sale of two Mexican power plants to a generation firm owned by Ontario Teachers' Pension Plan and an arm of U.S. bailout target American International Group.

It has pledged to use $200 million of the proceeds to pay of purchases of its own shares.

Don't be surprised if your electric bills are looking higher than usual, with a sizable increase in the amount of power that you have used.

Summer traditionally is a peak period for electricity usage because of folks' need to run fans and air-conditioners to cool their homes or run that pool pump. But the arrival of the coronavirus and people working from home is adding to amount of power people are using.

Under normal conditions, those who work in their employer's offices might not be cooling their homes as much during the middle of the day or using as much electricity for lights and running computers.

For many, that's changed.

Estimates on how much of an increase residential electric customers are seeing as result of working from home vary widely.

ISO-New England, the regional electric grid operator, has seen a 3 percent to 5 percent decrease in commercial and industrial power demand, even as the grid overseer issued pandemic warnings nationally. The expectation is that much of that decrease translates into a corresponding increase in residential electricity usage.

But other estimates put the increase in residential electricity usage much higher. A Washington state company that makes smart electric meters, Itron, estimates that American households are using 5 percent to 10 percent more electricity per month since March, when many people began working from home as part of an effort to prevent the spread of the coronavirus.

Another smart metering company, Cambridge, Mass.-based Sense, found that average home electricity usage increased 22 percent in April compared to the same period in 2019, a reflection of people using more electricity while they stayed home. Based on its analysis of data from 5,000 homes across 30 states, Sense officials said a typical customer's monthly electric bill increased by between $22 and $25, with a larger increase for consumers in states with higher electricity rates.

Connecticut-specfic data is harder to come by.

Officials with Orange-based United Illuminating declined to provide any customer usage data, though, like others in the power industry, they did acknowledge that residential customers are using more electricity. And the state's other large electric distribution utility, Eversource, was unable to provide any recent data on residential electric usage. The company did tell Connecticut utility regulators there was a 3 percent increase in residential power usage for the week of March 21 compared to the week before.

Over the same time period, Eversource officials saw a 3 percent decrease in power usage by commercial and industrial customers.

Separately, nuclear plant workers raised concerns about pandemic precautions at some facilities, reflecting operational strains.

Alan Behm of Cheshire said he normally uses 597 kilowatt hours of electricity during an average month. But in April of this year, the amount of electricity he used rose by nearly 51 percent.

With many offices closed, the expense of heating, cooking and lighting is being shifted from employer to employee, and some utilities such as Manitoba Hydro have pursued unpaid days off to trim costs during the pandemic. And one remote work expert believes some companies are recognizing the burden those added costs are placing on workers -- and are trying to do something about it.

Technology giant Google announced in late May that it was giving employees who work from home $1,000 allowances to cover equipment costs and other expenses associated with establishing a home office.

Moe Vela, chief transparency officer for the New York City-based computer software company TransparentBusiness, said the move by Google executives is a savvy one.

"Google is very smart to have figured this out," Vela said. "This is what employees want, especially millenials. People are so much happier to be working remotely, getting those two to three hours back per day that some people spend getting to and from work is so much more important than a stipend."

Vela predicted that even after a vaccine is found for the corona virus, one of the key worklife changes is likely to be a broader acceptance of telework and working from home.

Beyond the immediate shifts, more young Canadians would work in electricity if awareness improved, pointing to future talent pipelines.

"I think that's where we're headed," he said. "I think it will make an employer more attractive as they try to attract talent from around the world."

Vela said employers save an average of $11,000 per year for each employee they have working from home.

"It would be a brilliant move if a company were to share some of that amount with employees," he said. "I wouldn't do it if it's going to cause a company to not be there (in business) though."

The idea of a company sharing whatever savings it achieves by having employees work from home wasn't well received by many Connecticut residents who responded to questions posed via social media by Hearst Connecticut Media. More than 100 people responded and an overwhelming number of people spoke out against the idea.

"You are saving on gas and other travel related expenses, so the small increase in your electric bill shouldn't really be a concern," said Kathleen Bennett Charest of Wallingford.

Jim Krupp, also of Wallingford, said, "to suggest that the employers compensate the employees makes as much sense as suggesting that the employees should take a pay cut due to their reduced expenses for travel, day care, and eating lunch at work."

"Employers must still maintain their offices and incur all of the fixed expenses involved, including basic utilities, taxes and insurance," Krupp said. "The cost savings (for employers) that are realized are also offset by increased costs of creating and maintaining IT networks that allow employees to access their work sites from home and the costs of monitoring and managing the work force."

Kiki Nichols Nugent of Cheshire said she was against the idea of an employee trying to get their employer to pay for the increased electricity costs associated with working from home.

"I would not nickle and dime," Nugent said. "If companies are saving on electricity now, maybe employers will give better raises next year."

New Haven resident Chris Smith said he is "just happy to have a job where I am able to telecommute."

"When teleworking becomes more the norm, either now or in the future, we may see increased wages for teleworkers either for the lower cost to the employer or for the increase in productivity it brings," Smith said.

In Europe, A Push For Electricity To Solve The Climate Dilemma

The European Union has one of the most ambitious carbon emission reduction goals under the global Paris Agreement on climate change – a 95% reduction by 2050.

It seems that everyone has an idea for how to get there. Some are pushing nuclear energy. Others are pushing for a complete phase-out of fossil fuels and a switch to renewables.

Today the European electricity industry came out with their own plan, amid expectations of greater electricity price volatility in Europe in the coming years. A study published today by Eurelectric, the trade body of the European power sector, concludes that the 2050 goal will not be possible without a major shift to electricity in transport, buildings and industry.

The study finds that for the EU to reach its 95% emissions reduction target, electricity needs to cover at least 60 percent of final energy consumption by 2050. This would require a 1.5 percent year-on-year growth of EU electricity use, with evidence that EVs could raise electricity demand significantly in other markets, while at the same time reducing the EU’s overall energy consumption by 1.3 percent per year.

Transport is one of the areas where electrification can deliver the most benefit, because an electric car causes far less carbon emissions than a conventional vehicle, with e-mobility emerging as a key driver of electricity demand even if that electricity is generated in a fossil fuel power plant.

In the most ambitious scenario presented by the study, up to 63 percent of total final energy consumption in transport will be electric by 2050, and some analyses suggest that mass adoption of electric cars could occur much sooner, further accelerating progress.

Building have big potential as well, according to the study, with 45 to 63 percent of buildings energy consumption could be electric in 2050 by converting to electric heat pumps. Industrial processes could technically be electrified with up to 50 percent direct electrification in 2050, according to the study. The relative competitiveness of electricity against other carbon-neutral fuels will be the critical driver for this shift, but grid carbon intensity differs across markets, such as where fossil fuels still supply a notable share of generation.

Lawmakers question FERC licensing process for dams in West Virginia

As federal lawmakers, including Democrats pressing FERC, plan to consider a bill that would expand Federal Energy Regulatory Commission (FERC) licensing authority, questions emerged on Tuesday about the process used by FERC to issue two hydropower licenses for existing dams in West Virginia.

In a letter to FERC Chairman Neil Chatterjee, Democratic leaders of the House Energy and Commerce Committee, as electricity pricing changes were being debated, raised questions about hydropower licenses issued for two dams operated by the U.S. Army Corps of Engineers on the Monongahela River in West Virginia.

U.S. Reps. Frank Pallone Jr. (D-NJ), the ranking member of the Subcommittee on Energy, Bobby Rush (D-IL), the ranking member of the Subcommittee on Environment, and John Sarbanes (D-MD), amid Maryland clean energy enforcement concerns, questioned why FERC did not incorporate all conditions outlined in a West Virginia Department of Environmental Protection water quality certificate into plans for the projects.

“By denying the state its allotted time to review this application and submit requirements on these licenses, FERC is undermining the state’s authority under the Clean Water Act and Federal Power Act to impose conditions that will ensure water quality standards are met,” the letter stated.

The House of Representatives was slated to consider the Hydropower Policy Modernization Act of 2017, H.R. 3043, later in the week. The measure would expand FERC authority over licensing processes, a theme mirrored in Maine's transmission line debate over interstate energy projects. Opponents of the bill argue that the changes would make it more difficult for states to protect their clean water interests.

West Virginia has announced plans to challenge FERC hydropower licenses for the dams on the Monongahela River, echoing Northern Pass opposition seen in New Hampshire.

Pennsylvania Home to the First 100% Solar, Marriott-Branded U.S. Hotel

High Hotels Ltd., a hotel developer and operator, recently announced it is installing a $1.5 million solar array that will generate 100% of the electrical power required to operate one of its existing hotels in Greenfield Corporate Center. The completed installation will make the 133-room Courtyard by Marriott-Lancaster the first Marriott-branded hotel in the United States with 100% of its electricity needs generated from solar power. It is also believed to be the first solar array in the country installed for the sole purpose of generating 100% of the electricity needs of a hotel, mirroring how other firms are commissioning their first solar power plant to meet sustainability goals.

“This is an exciting approach to addressing our energy needs that aligns very well with High’s commitment to environmental stewardship,”

“We’ve been advancing many environmentally responsible practices across our hotel portfolio, including converting the interior and exterior lighting at the Lancaster Courtyard to LED, which will lower electricity demand by 15%,” said Russ Urban, president of High Hotels. “Installing solar is another important step in this progression, and we will look to apply lessons from this as we expand our portfolio of premium select-service hotels.”

The Lancaster-based hotel developer, owner and operator is working in partnership with Marriott International Inc. to realize this vision, in step with major brands announcing new clean energy projects across their portfolios.

The installation of more than 2,700 ballasted photovoltaic panels will fill an area more than two football fields in size. After evaluating several on-site and near-site alternatives, High Hotels decided to install the solar array on the roof of a nearby building in Greenfield Corporate Center. Using the existing roof saves more than three acres of open land and has additional aesthetic benefits, aligning with recommendations for solar farms under consideration by local planners. The solar array will produce 1,239,000 kWh of power for the hotel, which consumes 1,177,000 kWh. Any excess power will be sold to the utility, though affordable solar batteries are making on-site storage increasingly feasible.

High Hotels received a grant of $504,900 from the Commonwealth Financing Authority (CFA) through the Solar Energy Program to complete the project. An independent agency of the Department of Community and Economic Development (DCED), the CFA is responsible for evaluating projects and awarding funds for a variety of economic development programs, including the Solar Energy Program and statewide initiatives like solar-power subscriptions that broaden access. The project will receive a solar renewable energy credit which will be conveyed to the CFA to provide the agency with more funds to offer grants in the future.

“This is a cutting-edge project that is exactly the kind we are looking for to promote the generation and use of solar energy,” said DCED Secretary Dennis Davin. “I am very pleased that the first Marriott in the US to receive 100% of its electric needs through renewable solar energy is located right here in Central Pennsylvania.” Secretary Davin also serves as chairman of the CFA’s board.

Panels for the solar array will be Q Cells manufactured by Hanwha Cells Co., Ltd., headquartered in Seoul, South Korea. Ephrata, Pa.-based Meadow Valley Electric Inc. will install the array in the second and third quarters of 2018 with commissioning targeted for September 2018.

Ukraine has electricity reserves, no more outages planned if no new strikes

Ukraine plans no more outages to ration electricity if there are no new strikes and has been able to amass some power reserves, the energy minister said on Saturday, as it continues to keep the lights on despite months of interruptions caused by Russian bombings.

"Electricity restrictions will not be introduced, provided there are no Russian strikes on infrastructure facilities," Energy Minister Herman Halushchenko said in remarks posted on the ministry's Telegram messaging platform.

"Outages will only be used for repairs."

After multiple battlefield setbacks and scaling down its troop operation to Ukraine's east and south, Russia in October began bombing the country's energy infrastructure, as winter loomed over the battlefront, leaving millions without power and heat for days on end.

The temperature in winter months often stays below freezing across most of Ukraine. Halushchenko said this heating season has been extremely difficult.

"But our power engineers managed to maintain the power system, and for the third week in a row, electricity generation has ensured consumption needs, we have reserves," Halushchenko said.

Ukraine, which does not produce power generators itself, has imported and received thousands of them over the past few years, with the U.S. pledging a further $10 billion on Friday to aid Kyiv's energy needs, despite ended grid restoration support reported earlier.

Separately, the chief executive of state grid operator Ukrenergo, Volodymyr Kudrytskyi, said that repair works on the damaged infrastructure in the city of Odesa suffered earlier this month, has been finished, highlighting how Ukraine has even helped Spain amid blackouts while managing its own network challenges.

"Starting this evening, there is more light in Odesa," Kudrytskyi wrote on his Facebook page. "The crews that worked on restoring networks are moving to other facilities."

A Feb. 4 fire that broke out at an overloaded power station left hundreds of thousands of residents without electricity, prompting many to adopt new energy solutions to cope with outages.

Flowing with current, Frisco, Colorado wants 100% clean electricity

Frisco has now set a goal of 100-per-cent renewable energy, joining communities on the road to 100% renewables across the country. But unlike some other resolutions adopted in the last decade, this one isn't purely aspirational. It's swimming with a strong current.

With the resolution adopted last week by the town council, Frisco joins 10 other Colorado towns and cities, plus Pueblo and Summit counties, a trend reflected in tracking progress on clean energy targets reports nationwide, in adopting 100-per-cent goals.

The goal is to get the municipality's electricity to 100-per-cent by 2025 and the community altogether by 2035, a timeline aligned with scenarios showing zero-emissions electricity by 2035 is possible in North America.

Decarbonizing electricity will be far easier than transportation, and transportation far easier than buildings. Many see carbon-free electricity as being crucial to both, a concept called "beneficial electrification," and point to ways to meet decarbonization goals that leverage electrified end uses.

Electricity for Frisco comes from Xcel Energy, an investor-owned utility that is making giant steps toward decarbonizing its power supply.

Xcel first announced plans to close its work-horse power plants early to take advantage of now-cheap wind and solar resources plus what will be the largest battery storage project east of the Rocky Mountains. All this will be accomplished by 2026 and will put Xcel at 55 per cent renewable generation in Colorado.

In December, a week after Frisco launched the process that produced the resolution, Xcel announced further steps, an 80 percent reduction in carbon dioxide emissions by 2030 as compared to 2050 levels. By 2050, the company vows to be 100 per cent "carbon-free" energy by 2050.

Frisco's non-binding goals were triggered by Fran Long, who is retired and living in Frisco. For eight years, though, he worked for Xcel in helping shape its response to the declining prices of renewables. In his retirement, he has also helped put together the aspirational goal adopted by Breckenridge for 100-per-cent renewables.

A task force that Long led identified a three-pronged approach. First, the city government must lead by example. The resolution calls for the town to spend $25,000 to $50,000 annually during the next several years to improve energy efficiency in its municipal facilities. Then, through an Xcel program called Renewable Connect, it can pay an added cost to allow it to say it uses 100-per-cent electricity from renewable sources.

Beyond that, Frisco wants to work with high-end businesses to encourage buying output from solar gardens or other devices that will allow them to proclaim 100-per-cent renewable energy. The task force also recommends a marketing program directed to homes and smaller businesses.

Goals of 100-per-cent renewable electricity are problematic, given why the grid isn't 100% renewable today for technical and economic reasons. Aspen Electric, which provides electricity for about two-thirds of the town, by 2015 had secured enough wind and hydro, mostly from distant locations, to allow it to proclaim 100 per cent renewables.

In fact, some of those electrons in Aspen almost certainly originate in coal or gas plants. That doesn't make Aspen's claim wrong. But the fact remains that nobody has figured out how, at least at affordable cost, to deliver 100-per-cent clean energy on a broad basis.

Xcel Energy, which supplies more than 60 per cent of electricity in Colorado, one of six states in which it operates, has a taller challenge. But it is a very different utility than it was in 2004, when it spent heavily in advertising to oppose a mandate that it would have to achieve 10 per cent of its electricity from renewable sources by 2020.

Once it lost the election, though, Xcel set out to comply. Integrating renewables proved far more easily than was feared. It has more than doubled the original mandate for 2020. Wind delivers 82 per cent of that generation, with another 18 per cent coming from community, rooftop, and utility-scale solar.

The company has become steadily more proficient at juggling different intermittent power supplies while ensuring lights and computers remain on. This is partly the result of practice but also of relatively minor technological wrinkles, such as improved weather forecasting, according to an Energy News Network story published in March.

For example, a Boulder company, Global Weather corporation, projects wind—and hence electrical production—from turbines for 10 days ahead. It updates its forecasts every 15 minutes.

Forecasts have become so good, said John T. Welch, director of power operations for Xcel in Colorado, that the utility uses 95 per cent to 98 per cent of the electricity generated by turbines. This has allowed the company to use its coal and natural gas plants less.M

Moreover, prices of wind and then solar declined slowly at first and then dramatically.

Xcel is now comfortable that existing technology will allow it to push from 55 per cent renewables in 2026 to an 80 per cent carbon reduction goal by 2030.

But when announcing their goal of emissions-free energy by mid-century in December, the company's Minneapolis-based chief executive, Ben Fowke, and Alice Jackson, the chief executive of the company's Colorado subsidiary, freely admitted they had no idea how they will achieve it. "I have a lot of confidence they will be developed," Fowke said of new technologies.

Everything is on the table, they said, including nuclear. But also including fossil fuels, if the carbon dioxide can be sequestered. So far, such technology has proven prohibitively expensive despite billions of dollars in federal support for research and deployment. They suggested it might involve new technology.

Xcel's Welch told Energy News Network that he believes solar must play a larger role, and he believes solar forecasting must improve.

Storage technology must also improve as batteries are transforming solar economics across markets. Batteries, such as produced by Tesla at its Gigafactory near Reno, can store electricity for hours, maybe even a few days. But batteries that can store large amounts of electricity for months will be needed in Colorado. Wind is plentiful in spring but not so much in summer, when air conditioners crank up.

Increased sharing of cheap renewable generation among utilities will also allow deeper penetration of carbon-free energy, a dynamic consistent with studies finding wind and solar could meet 80% of demand with improved transmission. Western US states and Canadian provinces are all on one grid, but the different parts are Balkanized. In other words, California is largely its own energy balancing authority, ensuring electricity supplies match electricity demands. Ditto for Colorado. The Pacific Northwest has its own balancing authority.

If they were all orchestrated as one in an expanded energy market across the West, however, electricity supplies and demands could more easily be matched. California's surplus of solar on summer afternoons, for example, might be moved to Colorado.

Colorado legislators in early May adopted a bill that requires the state's Public Utilities Commission to begin study by late this year of an energy imbalance market or regional transmission organization.
