Brookfield Renewable Power Inc., the Toronto-based energy company with 164 hydroelectric plants and wind farms in North America and Brazil, has not only decided to establish its U.S. headquarters in Marlborough, Massachusetts, it has chosen the city as the site for its national system control center.

The twin decision is expected to generate 100 jobs.

The company moved into temporary quarters on Donald Lynch Boulevard in February and has since begun the bidding process for construction of the center. It plans to move into its new confines, currently under renovation in a building near the temporary site, in November. The center, to be located in the same building, is expected to become fully functional by the end of next year.

"ItÂ’s about a $2 million investment to bring the headquarters to Marlborough," says Julie Smith-Galvin, BrookfieldÂ’s director of communications in the United States. "That doesnÂ’t include the national system control center. ThatÂ’s a significantly bigger investment."

The exact amount wonÂ’t be known until the bidding process and construction are completed, Smith-Galvin says.

Before the move to Marlborough, Brookfield had its Canadian, American and Brazilian management operations centralized in Gatineau, outside of Ottawa.

"In order to be more nimble and flexible for the growth we see in renewable energy, we thought it was important to move these management centers into the appropriate countries. So now there’s one in Canada – Gatineau; Brazil – Curitiba in the state of Parana; and United States – Marlborough. We’re building up our core management team within each country."

Marlborough was chosen as the site for the U.S. headquarters and national system control center for a number of reasons, according to Smith-Galvin.

"We looked at many different areas," she says. "Some of it was simple geographics in so much as our projects are very heavily based in the New York and New England regions so geographic proximity to our existing projects was a factor.

"More importantly, our number one priority was to recruit and secure the best people and we thought this was the region we could do it in. And we did a lot of demographic studies of where there were high-quality employees. Also, when you look at this area, there is a concentration of energy companies, research institutions and educational facilities."

Brookfield currently has system control centers in New York and Maine. Once the Marlborough center becomes fully functional, these centers will be closed "though Brookfield will continue to maintain staff in these states for the maintenance and operations of our hydropower projects," says Smith-Galvin.

The center, as its name applies, controls the operations of BrookfieldÂ’s plants, including the dispatching of energy, and does so remotely.

BrookfieldÂ’s $13 billion portfolio in hydroelectric plants and wind farms includes U.S. facilities in Massachusetts, Maine, New Hampshire, Maryland, Pennsylvania, West Virginia, Minnesota, New York and Louisiana. Seventy of its generating stations are in New York with 20 in New England. The first U.S. plant was acquired in Maine in 2002.

Its lone Bay State operation is Bear Swamp Power LLC located on the Deerfield River in the Berkshires. All of its facilities in the United States and Brazil generate hydroelectricity with power from 63 river systems. Its only wind farm is located in Ontario. With 126 turbines, itÂ’s one of the largest wind farms in Canada.

In the last 10 years, Brookfield has invested close to $3 billion in acquiring more than 2,900 megawatts of electric capacity in more than 22 transactions.

BrookfieldÂ’s facilities now total more than 4,000 megawatts of electric capacity, of which 95 percent comes from renewable energy. The remaining 5 percent comes from two natural gas plants. Brookfield also has a 6,500 megawatt hydroelectric and wind project pipeline.

The average household in the United States uses 10 megawatt hours of electricity a year. BrookfieldÂ’s origins date back to 1899 with the formation of the Sao Paulo Tramway, Light and Power Co. It subsequently became the largest light and power company in Brazil. Following various acquisitions, incorporations and name changes over the years, Brookfield Renewable Power emerged.

Today, the company, with about 1,000 employees, is owned by Brookfield Asset Management Inc., a $95 billion global asset management company based in Toronto.

Brookfield Renewable Power sells the energy it produces on the merchant market or through bilateral contracts with utilities. "You would never see us on your electricity bill but the power may be coming from us via your utility," says Smith-Galvin.

BrookfieldÂ’s net operating income increased from $172 million in 2003 to $627 million in 2006. It dropped to $615 million in 2007. Smith-Galvin attributes the growth to acquisitions over this time period.

"We hope to continue this growth trajectory as we continue to look for new development and acquisition opportunities," she says. "The company plans to invest $10 billion in renewables over the next five years, a significant portion of which is expected to be made in the United States."

The decrease last year was largely due to lower water flows, says Smith-Galvin. "As a result, generation was lower in 2007 than in 2006. Some of this decline was offset by new facilities acquired or developed in 2007 and 2006 and higher realized pricing," she said.

Overall, the future for renewable energy looks bright, according to Smith-Galvin. For example, nearly 25 states have laws that require utilities to provide renewable energy. Meanwhile, wind farms in the United States now generate more electricity than any other nation. While West Germany has more generating capacity installed, the United States is producing more electricity because of its much stronger winds.

That said, renewable energy constitutes only 9 percent of all the power in the United States. Coal, by comparison, generates 49 percent.

Advantages of renewable energy include its sustainability - it will never run out. Also, its energy facilities generally require less maintenance than traditional generators, according to the National Solar Schools Educational Web site.

More importantly, renewable energy produces little or no waste products, such as carbon dioxide or other chemical pollutants, so it has minimal impact on the environment, the site states.

Disadvantages include the reliance on the weather for its source of power, the site continues. "Hydro generators need rain to fill dams to supply flowing water," it states. "Wind turbines need wind to turn the blades, and solar collectors need clear skies and sunshine to collect heat and make electricity."

Another disadvantage is itÂ’s "difficult to generate the quantities of electricity that are as large as those produced by traditional fossil fuel generators.

Also, while many areas in the United States would be prime locations for wind farms, such as the Plains states, transmission issues pose a problem.

"The American Wind Energy Association states that ‘North Dakota alone is theoretically capable (if there were enough transmission capacity) of producing enough wind-generated power to meet more than a fourth of U.S. electricity demand,’ " says Smith-Galvin. "The problem is transmission restraints. You can put plants there that can harness the energy but you can’t move it to the load centers - to the cities where it’s really needed. People are working on this issue now.

"Transmission is one of the key issues, and I think that it also reflects the need to diversify renewable energy technologies - not just wind but also hydro, solar, biofuels, geothermal - in order to cover different geographic regions, dispatch needs, etc."

Wind farms have also drawn aesthetic complaints.

"With any technology there are footprints and pros and cons," says Smith-Galvin. "With wind or hydro, you just need to find where you have a good resource, and you have to manage the community issues. You have to start that early. ItÂ’s about getting out there and talking to communities early and helping them understand. If they have problems you canÂ’t overcome, you try to find a different place."

With hydroelectric power, the potential for growth is already in place, Smith-Galvin notes. "There are a lot of unused dams in this state that could be used for hydroelectric power," she says. "Only 5 percent of the 70,000 dams in the United States are used for power generation. Not all are appropriate, but thereÂ’s a lot of emphasis on looking at existing resources as alternative energy for fuel-cost reasons and domestic-security reasons."

Green seems to be becoming a popular color. "A recent study showed 92 percent of new graduates want to work for environmentally sensitive companies," says Smith Galvin. "WeÂ’re talking to Marlborough High School about their internship program. Traditionally, weÂ’ve had a large intern program."

As of June, 36 people have been hired at Brookfield. Of those hires, 75 percent have come from Massachusetts. "WeÂ’re on track for 100 new hires within 18 months of opening," says Smith-Galvin.

Hydro One shares jump 5.7 per cent after U.S. regulators reject $6.7B takeover

Opposition politicians may not like it but investors are applauding the rejection of Hydro One Ltd.'s $6.7-billion Avista takeover of U.S.-based utility Avista Corp.

Shares in the power company controlled by the Ontario government, which has also proposed a bill redesign to simplify statements, closed at $21.53, up $1.16 or 5.7 per cent, on the Toronto Stock Exchange on Thursday.

On Wednesday, Washington State regulators said they would not allow Ontario's largest utility to buy Avista over concerns about political risk that the provincial government, which owns 47 per cent of Hydro One's shares, might meddle in Avista's operations.

Financial analysts had predicted investors would welcome the news because the deal, announced in July 2017, would have eroded earnings per share and weakened Hydro One's balance sheet.

"The Washington regulator's denial of Avista is a positive development for the shares, in our opinion," said analyst Ben Pham of BMO Capital Markets in a report on Wednesday.

"While this may sound odd, we note that the Avista deal is expected to be EPS dilutive and result in a weaker balance sheet for (Hydro One). Not acquiring Avista and refocusing its attention on its core Ontario franchise ... along with related interprovincial arrangements such as the Ontario-Quebec electricity deal under discussion would likely be viewed positively if the deal ultimately breaks."

Decisions are yet to come from Idaho and Oregon state regulators, but Washington was probably the most important as the state contains customers making up about 60 per cent of Avista's rate base, Pham said.

He pointed out that a US$103-million break fee is to be paid to Avista if the deal collapses due to a failure to obtain regulatory approval.

CIBC analyst Robert Catellier raised his 12-month Hydro One target price by 25 cents and said many shareholders will feel "relieved" that the deal had failed.

He warned that the company's earnings power could deteriorate as the province seeks to reduce power bills by 12 per cent, despite an Ontario-Quebec hydro deal that may not lower costs.

Hydro One Ltd.'s (H.TO 0.25%) second-quarter profit fell by nearly 23 per cent from last year to $155 million as the electricity utility reported spending more on tree-trimming work due to milder temperatures that also saw customers using less power, notwithstanding other periods where a one-time court ruling gain shaped quarterly results.

The Toronto-based company - which operates most of Ontario's power grid - and whose regulated rates are subject to an OEB decision, says its net earnings attributable to shareholders dropped to 26 cents per share from 34 cents per share when Hydro One had $200 million in net income.

Adjusted net income was also 26 cents per share, down from 33 cents per diluted share in the second quarter of 2018, while executive pay, including the CEO salary, drew public scrutiny during the period.

Revenue was $1.41 billion, down from $1.48 billion, while revenue net of purchased power was $760 million, down from $803 million, and across the sector, Manitoba Hydro's debt has surged as well.

Separately, Ontario introduced a subsidized hydro plan and tax breaks to support economic recovery from COVID-19, which could influence consumption patterns.

Analysts had estimated $1.44 billion of revenue and 27 cents per share of adjusted income, and some investors cite too many unknowns in evaluating the stock, according to financial markets data firm Refinitiv.

The publicly traded company, which saw a share-price drop after leadership changes and of which the Ontario government is the largest shareholder, says its quarterly dividend will remain at 24.15 cents per share for its next payment to shareholders in September.

Alberta Electricity market needs competition

Last week, Alberta’s new Energy Minister Sonya Savage announced the government, through its new electricity rules, would be scrapping plans to shift Alberta’s electricity to a capacity market and would instead be “restoring certainty in the electricity system.”


The proposed transition from energy only to a capacity market is a contentious subject as a market reshuffle unfolds across the province that many Albertans probably don’t know much about. Our electricity market is not a particularly glamorous subject. It’s complicated and confusing and what matters most to ordinary Albertans is how it affects their monthly bills.


What they may not realize is that the cost of their actual electricity used is often just a small fraction of their bill amid rising electricity prices across the province. The majority on an average electricity bill is actually the cost of delivering that electricity from the generator to your house. Charges for transmission, distribution and franchise and administration fees are quickly pushing many Alberta households to the limit with soaring bills.


According to data from Alberta’s Utilities Consumer Advocate (UCA), and alongside policy changes, in 2004 the average monthly transmission costs for residential regulated-rate customers was below $2. In 2018 that cost was averaging nearly $27 a month. The increase is equally dramatic in distribution rates which have more than doubled across the province and range wildly, averaging from as low as $10 a month in 2004 to over $80 a month for some residential regulated-rate customers in 2018.


Where you live determines who delivers your electricity. In Alberta’s biggest cities and a handful of others the distribution systems are municipally owned and operated. Outside those select municipalities most of Alberta’s electricity is delivered by two private companies which operate as a regulated duopoly. In fact, two investor-owned utilities deliver power to over 95 per cent of rural Alberta and they continue to increase their share by purchasing the few rural electricity co-ops that remained their only competition in the market. The cost of buying out their competition is then passed on to the customers, driving rates even higher.


As the CEO of Alberta’s largest remaining electricity co-op, I know very well that as the price of materials, equipment and skilled labour increase, the cost of operating follows. If it costs more to build and maintain an electricity distribution system there will inevitably be a cost increase passed on to the consumer. The question Albertans should be asking is how much is too much and where is all that money going with these private- investor-owned utilities, as the sector faces profound change under provincial leadership?


The reforms to Alberta’s electricity system brought in by Premier Klein in the late 1900s and early 2000s contributed to a surge in investment in the sector and led to an explosion of competition in both electricity generation and retail. 


More players entered the field which put downward pressure on electricity rates, encouraged innovation and gave consumers a competitive choice, even as a Calgary electricity retailer urged the government to scrap the overhaul. But the legislation and regulations that govern rural electricity distribution in Alberta continue to facilitate and even encourage the concentration of ownership among two players which is certainly not in the interests of rural Albertans.


It is also not in the spirit of the United Conservative Party platform commitment to a “market-based” system. A market-based system suggests more competition. Instead, what we have is something approaching a monopoly for many Albertans. The UCP promised a review of the transition to a capacity market that would determine which market would be best for Alberta, and through proposed electricity market changes has decided that we will remain an energy-only market.
Consumers in rural Alberta need electricity to produce the goods that power our biggest industries. Instead of regulating and approving continued rate increases from private multinational corporations, we need to drive competition and innovation that can push rates down and encourage growth and investment in rural-based industries and communities.

IEA praises Modi govt for taking electricity to every village; calls India 'star performer'

The global energy watchdog International Energy Agency (IEA) has called India's electrification of every village the greatest success story of 2018. In its latest report, World Energy Outlook 2018, the IEA has called India a "star performer" in terms of achieving the big milestone of the providing power to each village. "In particular, one of the greatest success stories in access to energy in 2018 was India completing the electrification of all of its villages," said the IEA. It added that countries like Indonesia and Bangladesh have also achieved the commendable electrification rate of 95% (up from 50% in 2000), and 80% (up from 20% in 2000), respectively, even as Europe's electrification push continues as part of broader transitions.

This 643-page report by the IEA says over 120 million people worldwide gained access to electricity in 2017 and charts growth in the electric car market as part of broader energy trends. For the first time ever, the total number of people without access fell below 1 billion, it said.  The mega plan of providing electricity to 597,464 villages in India was announced by Prime Minister Narendra Modi during his Independence Day speech in 2015. On April 28, 2018, PM Modi confirmed that India had achieved its goal ahead of schedule. "This is one of the greatest achievements in the history of energy," said the IEA.

Praising the Narendra Modi government for making efforts towards lighting up every village in India, the agency said: "Since 2000 around half a billion people have gained access to electricity in India, with political effort over the last five years significantly accelerating progress."

India's achievement of providing universal household electricity access will improve the lives of over 230 million people, said the IEA, even as analyses like a Swedfund report debate some poverty outcomes in electrified areas. For a start, electric lighting makes the use of candles, kerosene and other polluting fuels for lighting redundant, not only saving money (and providing more light) but also seriously improving health, it said.

Though the global energy agency has called India "a success story", and a "bright spot for energy access", it says huge challenges remain in other regions of the world where over 670 million people still live without electricity access. "90% of these people are concentrated in sub-Saharan Africa, with countries such as Nigeria facing severe shortages," said the report.

Seven decades after independence and nearly three decades after India's economic liberalisation, the Modi government achieved the historic milestone of giving power to every single village of India, 12 days ahead of the deadline set by PM Modi. Leisang in Manipur became the last village to be connected to the grid, while a Delhi energy storage project explores ways to balance supply and demand.

The agency also praised India for tackling a related problem: access to clean cooking facilities. "While an estimated 780 million people in India rely on biomass for cooking, progress is emerging, as India is one of the few countries in the world targeting this "blind spot" of energy policy," it said.

Around 36 million LPG connections have been made since Prime Minister Modi and Minister for Petroleum and Natural Gas, Dharmendra Pradhan, launched the Pradhan Mantri Ujjwala Yojana scheme in May 2016 to provide free connections to families living below the poverty line. In India, around 50 million free LPG stoves and initial refills have been provided to poor households via this scheme since 2015. The government has set a target of providing LPG connections to 80 million households by 2020.

Politicians in British Columbia aren't focused enough on phasing out fossil fuel industries, a new report says.

The report, authored by the left-leaning Canadian Centre for Policy Alternatives, says the province must move away from fossil fuel industries by mid-century in order to meet its climate targets, with B.C. projected to fall short of 2050 targets according to recent analysis, but adds that the B.C. government is ill prepared to transition to a green economy.

"We are totally moving in the wrong direction," said economist Marc Lee, one of the authors of the report, on The Early Edition Wednesday. 

He said most of the emphasis of B.C. government policy has been on slowing reductions in emissions from transportation or emissions from buildings, even though Canada will need more electricity to hit net-zero according to the IEA, while still subsidizing fossil fuel extraction, such as fracking projects, that Lee said should be phased out.

"What we are putting on the table is politically unthinkable right now," said Lee, adding that last month's provincial budget called for a 26 per cent increased gas production over the next three years, even though electrified LNG facilities could boost demand for clean power.

He said B.C. needs to start thinking instead about how its going to wind down its dependence on fossil fuel industries.

 

'Greener' job transition needed
The report said the provincial government's continued interest in expanding production and exporting fossil fuels, even as Canada's race to net-zero intensifies across the energy sector, suggests little political will to think about a plan to move away from them.

It suggests the threat of major job losses in those industries is contributing to the political inaction, but cited several examples of ways governments can help move workers into greener jobs, as many fossil-fuel workers are ready to support the transition according to recent commentary. 

Lee said early retirement provisions or income replacement for transitioning workers are options to consider.

"We actually have seen a lot of real-world policy around transition starting to happen, including in Alberta, which brought in a whole transition package for coal workers producing coal for electricity generation, and regional cooperation like bridging the electricity gap between Alberta and B.C. could further support reliability," Lee said.

Lee also said well-paying jobs could be created by, for example, remediating old coal mines and gas wells and building green infrastructure and renewable electricity projects in affected areas.

The report also calls for a moratorium on new fossil fuel leases and ending fossil fuel subsidies, as well as creating carbon budgets and fossil fuel production limits.

"Change is coming," said Lee. "We need to get out ahead of it."
