The proposal sponsored by Democratic Senate Minority Leader Jim Kyle of Memphis was delayed by the Senate State and Local Government Committee.
Kyle says Tennessee is among the least energy efficient states in the nation and the measure is aimed at moving the state "toward energy conservation."
Besides state buildings, the proposal would also seek to make the state's fleet more energy efficient, as well as new homes across the state.
Part of the reason for the delay was to address concerns from some committee members about who will be responsible for expenses, such as home inspection fees.
