Changing our climate for the worse? That's the easy part. But changing human minds and behaviour — that turns out to be much, much harder.

No matter how much confidence scientists have in the truth of their global warnings, getting the message out to the folks who are actually wrecking the planet has proved to be a far more challenging proposition. Cars still jam the streets, energy consumption increases, polluters sow doubt and denial and, as the Copenhagen summit on climate change nears, politicians still prevaricate as if there were an endless succession of tomorrows.

While there may well be an apocalypse looming on the far horizon, dire prophecies just don't cut it in the here-and-now of consumer culture. So forget the grim 100-year predictions for a second. The crisis at this very moment seems more like a crisis of communication.

Even the chair of the David Suzuki Foundation, James Hoggan, agrees: "Whether it's the scientific community, environmental groups, politicians, the media or business leaders, we haven't done a great job of conveying accurate scientific information to the public on the risks of climate change — or, indeed, of even conveying what climate change is."

Over the decades the climate-change war has been waged, many tactics used to soften up the masses have been unproductive at best and downright discouraging at worst. Even if you believe doomsday is coming, is it really such a good idea to talk it up and wallow in the death and destruction that will result if we don't change our awful ways and acknowledge Al Gore's inconvenient truth?

Such pessimistic predictions may have seemed effective as a way of winning attention (and the Nobel). But if the goal is to motivate people to useful action, say those who are experienced in environmental communication, it calls for something new.

"People have a finite capacity for worry," says Mr. Hoggan, the author of Do the Right Thing: PR Tips for a Skeptical Public . "When you overwhelm people with catastrophe, you don't actually engage them — you just produce an emotional numbness."

That's an intellectual evolution that Mr. Suzuki himself has gone through. His widely viewed TV series The Nature of Things once tended to depict nature as a beautiful pristine thing that bad humans habitually destroyed. Even now, his enemies feel able to undermine his mainstream scientific views by dismissing him as a merchant of doom.

Yet the current incarnation of Mr. Suzuki, in keeping with his foundation's communication techniques, has shifted from the dependable jeremiads of old to a message of everyday hope and more immediate usefulness. Last year, he co-wrote David Suzuki's Green Guide, a book that comes to grips with climate change through small-scale lifestyle adjustments such as biodegradable carpeting and energy-efficient appliances.

"I believe that one has to keep warning [that] the signs are there, the science is in," Mr. Suzuki said when the book came out. "But I realized years ago that you can get people to respond to fear, but you can't sustain it, because it's too soul-destroying."

So what will people respond to when fear doesn't do it? Mark van Vugt is a psychologist who teaches at VU University Amsterdam, and he's part of an emerging group of cognitive scientists studying the sometimes uneasy relationship between climate-change messaging and the workings of the brain.

He says the announcements to be made by global leaders in Copenhagen are of much less consequence than the decisions that are being shaped in the complex minds of ordinary human beings.

"It's very hard to look at a climate-change conference as a primary driver of individual behaviour," Dr. van Vugt says. "Copenhagen is about political solutions, but the environmental issues remain inherently uncertain for most people. So what we have to do is translate these issues into something meaningful at the individual level."

Acquiring information is the basic way the brain deals with uncertainty, and with a subject as complex and contested as long-term climate change, Dr. van Vugt believes the best approach is to localize the discussion: Make it less about far-off glaciers, because people find it hard to cope with a problem they can't easily influence, and more about local parks, forests or air quality.

Any kind of message for change, he believes, must focus on personal identity and our need to belong: "We're influenced by significant others and want to look good to our neighbours and friends."

So a good way to persuade people to reduce electrical consumption is to let them compare their rates with the rest of the community: Have utility bills award a smiley face to those whose consumption is lower than their neighbours and a frowning face to those who are profligate. People then will reduce without any other external motivator, Dr. van Vugt says.

But good behaviour at the individual level won't last if institutional behaviour is untrustworthy — environmental groups must not overstate a threat; scientists can't be seen to adjust data, even in a good cause (as researchers from the International Panel on Climate Change were recently accused of doing); businesses must not act as though they're a law onto themselves; and governments can't preach one thing and then do another.

"Suppose it turns out that the recyclables and organics we've been sorting and separating are just being tossed into one big garbage heap — well, that's a recipe for disaster," Dr. van Vugt says. "You've created goodwill only to destroy it."

While environmentally friendly behaviours are often presented as something altruistic and selfless, he suggests that incentives are key to any successful strategy. "Our primary motivation is to get ahead of others, to see ourselves rewarded for good behaviour while bad behaviour gets punished." So it doesn't hurt to awaken some of this potential goodness by, say, offering a free bus pass for those prepared to be wooed to public transit.

At the same time, it's useful to make green products more luxurious rather than crafting an image of asceticism and self-conscious suffering. "A nice, well-made mountain bike can cost as much as a car and may become a status symbol for just that reason," Dr. van Vugt says. This is what psychologists refer to as signaling potential: Look at me, I'm green and rich and sexy.

Orthodox environmentalists may shudder at the thought, and question the ability of sexy status symbols to stop the seas from rising. Yet the attractiveness of self-denial has proved to be a hard sell to those used to the comforts of our present wastefulness.

"The evidence so far is profoundly against the notion of sacrifice as a success strategy," designer Bruce Mau says. "We've been saying for decades, 'Get out of your cars,' but in not one of those years have there been fewer cars."

For Mr. Mau, solving the problems of climate starts with smart design — carpeting with its own 1-800 number that you call when it needs recycling, a Tesla electric car that looks more beautiful than a Ferrari, and buses that come with cup holders so you don't feel like you're downgrading quite so much from your car.

"If you describe a sustainable future in negative terms," he says, "and if you highlight what it's going to cost them, people aren't going to move there. Doom-and-gloom is a dead end."

The beauty of sustainability has an undeniable appeal. But between the aesthetics and the ascetics of climate change, there's still a lot of room to manoeuvre. A considerable amount of public goodwill was arguably wasted by the campaign to switch from incandescent bulbs to stylish compact fluorescents, a relatively low-impact improvement.

Those who listened attentively to the noisy messaging that promoted the switch to the compact fluorescents may well feel like their effort was wasted — and their commitment could be harder to summon for a more significant shift, such as reducing beef consumption by half. Politicians, after all, fear beef-industry interests, while the incandescent-bulb lobby is relatively powerless.

As the director of the Center for Climate Change Communication at George Mason University in Virginia, Edward Maibach has studied the diverse effects of environmental messaging. He is convinced that changing human behaviour isn't as challenging as many people — certainly many politicians — now believe.

He can tell you from his polling data that when people are asked about changing their behaviour and reducing energy use in response to climate change, 40 per cent of those surveyed report it had no negative impact on their lives — and 30 per cent actually say it improved their quality of life.

From this, he concludes that "there's a collectivist spirit out there that's waiting to be reactivated. People are waiting to be asked to sacrifice. By and large, politicians are fearful about doing the right thing about greenhouses gases because they think they'll be thrown out of office. Yet we've shown that for every one person who'll get upset if you reduce emissions, two and a half will stand up and applaud."

Political leaders who resist the gospel of self-sacrifice like to talk instead about lucrative opportunities — all those Obama-esque "green jobs" to be found in building solar panels and wind farms, retrofitting drafty houses and remaking cities for public transit while (bonus points here) ending dependence on foreign oil.

They don't bother pointing out that our democracy-driven tentativeness has allowed a more decisive China to begin setting itself up as the leading producer of wind energy, solar-panel equipment and electric vehicles.

While waiting for our politicians to see the light, Dr. Maibach encourages citizens to take actions that make green behaviour appear to be the rule, not the exception. Individuals will give up in despair if they think they're engaged in a thankless task of changing the world on their own.

Hope and optimism come from a public display of commitment — Dr. Maibach cites simple school-based programs where parents ask fellow parents not to idle their cars while waiting for their children, explain the reasoning behind their request and perhaps offer a stick-on decal to those who will take the non-idling pledge.

He says the public pledge by itself makes it three times more likely that potential do-gooders will follow through on their good intentions. And from creating that kind of group effect, it then becomes easier to change public policy. "Once you can develop this behaviour and show it to be the social norm, it enables politicians to change the laws more easily."

That is certainly a tactic the David Suzuki Foundation is turning to in its messaging, especially as the Stephen Harper government has shied away from a commitment to environmentalists' cause. The foundation aims to work with government in a non-partisan way, and yet Mr. Hoggan says that when he goes to Copenhagen, "I'm going to tell the media exactly what I think about our government's failure on climate change."

Though the Prime Minister purports to speak for Canada, polls show that a majority of Canadians want stronger action from the government, and this allows groups such as the David Suzuki Foundation to appropriate the Team Canada brand — drawing attention to the negative international response Canada's policies generate internationally (Canadians hate being seen as bad guys) while featuring concerned athletes on the Suzuki website who will challenge Conservative climate policies from an educated-jock perspective (global warming means cancelled ski races).

And thus the Canadian environmental movement, far from being marginal or radical, is seen at its most patriotic and mainstream.

All these feel-good tactics may be useful in garnering more widespread support. But will they genuinely be effective in combating climate change?

The Young Greens of the Green Party don't seem to think so. They recently mounted a more outraged and outrageous 1960s-style campaign, with the support of Green Party Leader Elizabeth May, that used the attention-getting slogan, "Your parents f*cked up the planet — it's time to do something about it. Live green, vote Green."

So it's not all happy faces out there. David McKnight, a journalism professor at the University of New South Wales, criticizes environmentalists for being "a rather elite movement, aimed at symbolic actions to attract media attention and at lobbying government."

He believes (and many in the environmental movement would agree) that the most effective messaging will come from a broader-based movement, similar to the anti-war campaign of the 1960s, that puts hundreds of thousands of people on the streets.

Milan Ilnyckyj, an Ottawa-based blogger on environmental issues, argues that there should be a greater focus on the issue of morality, which is to say immorality.

"If we can accept that climate change causes harm to current and future generations," he writes, "the argument that polluters have some right to keep behaving as they have in the past weakens considerably."

Echoing that thought, William Rees of the University of British Columbia's School of Community and Regional Planning suggests that the international community should develop ways to prosecute governments for criminal negligence on environmental issues.

Still, even this approach presupposes that science and politics in the end can speak the same language. And that's an assumption that doesn't sit well with Kevin DeLuca, a professor of communications at the University of Utah.

"The raison d'être of science is doubt," he says. "But doubt is fatal in politics." Doubt opens the doors for debate about climate change, and endless debate prolongs inaction indefinitely.

Environmentalists look for ways to appeal to a mass audience, and come up with an upbeat message about satisfying self-interest and feeling good. "And so you end up with a spirit-of-the-apocalypse message veiled in a 'don't worry, be happy' conclusion," Prof. DeLuca notes.

He has no confidence in such a contrivance and, unlike most environmentalists, he says he can't put on a happy face even if strategy seems to demand it.

"The problem with the happy-face message is that the future isn't going to be happy. The Earth can get along without people - people can't get along without the Earth."

But that's a message no one wants to hear.

Ontario's government is pursuing burden reduction measures for industrial electricity ratepayers, including legislation to lower rates to help businesses compete, and stimulate growth and investment.

Over the next year, Ontario will help industrial electricity ratepayers focus on their businesses instead of their electricity management practices by establishing an energy concierge service to provide businesses with better customer service and easier access to information about electricity pricing and changes for electricity consumers as well as connection processes.

Ontario is also tasking the Independent Electricity System Operator (IESO) to review and report back on its billing, settlement and customer service processes, building on initiatives such as electricity auctions that aim to reduce costs.

 

Improve and simplify industrial electricity bills, including clarifying the recovery rate that affects charges;

Review how the monthly Global Adjustment (GA) charge is estimated and identify potential enhancements related to cost allocation across classes; and,

Improve peak demand data publication processes and assess the feasibility of using real-time data to determine the factors that allocate GA costs to consumers.

Further, as part of the government's continued effort to finding efficiencies in the electricity system, Ontario is also directing IESO to review generation contracts to find opportunities for cost savings.

These measures are based on industry feedback received during extensive industrial electricity price consultations held between April and July 2019, which underscored how high electricity rates have impacted factories across the province.

"Our government is focused on finding workable electricity pricing solutions that will provide the greatest benefit to Ontario," said Greg Rickford, Minister of Energy, Northern Development and Mines. "Reducing regulatory burden on businesses can free up resources that can then be invested in areas such as training, new equipment and job creation."

The government is also in the process of developing further changes to industrial electricity pricing policy, amid planned rate increases announced by the OEB, informed by what was heard during the industrial electricity price consultations.

"It's important that we get this right the first time," said Minister Rickford. "That's why we're taking a thoughtful approach and listening carefully to what businesses in Ontario have to say."

Helping industrial ratepayers is part of the government's balanced and prudent plan to build Ontario together through ensuring our province is open for business and building a more transparent and accountable electricity system.

Ontario's electric debacle: Liberal leadership candidates on how they'd fix power

When Kathleen Wynne’s Liberals went down to defeat at the hands of Doug Ford and the Progressive Conservatives, Ontario electricity had a lot to do with it. That was in 2018. Now, two years later, Ford’s government has electricity issues of its own, including a new stance on wind power that continues to draw scrutiny.

Electricity is politically fraught in Ontario. It’s among the most expensive in Canada. And it has been mismanaged at least as far back as nuclear energy cost overruns starting in the 1980s.

From the start Wynne’s government was tainted by the gas plant scandal of her predecessor Dalton McGuinty and then she created her own with the botched roll-out of her green energy plan. And that helped Ford get elected promising to lower electricity prices. But, rates haven’t gone down under Ford while the cost to the government coffers for subsidizing them have soared - now costing $5.6 billion a year.

Meanwhile, Ford’s government has spent at least $230 million to tear up green energy contracts signed by the former Liberal government, including two wind-farm projects that were already mid-construction.

Lessons learned?
In the final part of a three-part series, the six candidates vying to become the next leader of the Ontario Liberals discuss the province's electricity system, including the lessons learned from the prior Liberal government's botched attempts to fix it that led to widespread local opposition to a string of wind power projects, and whether they'd agree to import more hydroelectricity from Quebec.

“We had the right idea but didn’t stick the landing,” said Steven Del Duca, a member of the former Wynne government who lost his Vaughan-area seat in 2018, referring to its green-energy plan. “We need to make sure that we work more collaboratively with local communities to gain the buy-in needed to be successful in this regard.”

“Consultation and listening is key,” agreed Mitzie Hunter, who was education minister under Kathleen Wynne and in 2018 retained her seat in the legislature representing Scarborough-Guildwood. “We must seek input from community members about investments locally,” she said. “Inviting experts in to advise on major policy is also important to make evidence-based decisions."

Michael Coteau, MPP for Don Valley East and the third leadership candidate who was a member of the former government, called for “a new relationship of respect and collaboration with municipalities.”

He said there is an “important balance to be achieved between pursuing province wide objectives for green-energy initiatives and recognizing and reflecting unique local conditions and circumstances.”

Kate Graham, who has worked in municipal public service and has not held a provincial public office, said that experts and local communities are best placed to shape decisions in the sector.

In the final part of a three-part series, Ontario's Liberal leadership contenders discuss electricity, lessons learned from the bungled rollout of previous Liberal green policy, and whether to lean more on Quebec's hydroelectricity.
“What's gotten Ontario in trouble in the past is when Queen's Park politicians are the ones micromanaging the electricity file,” she said.

“Community consultation is vitally important to the long-term success of infrastructure projects,” said Alvin Tedjo, a former policy adviser to Liberal ministers Brad Duguid and Glen Murray.

“Community voices must be heard and listened to when large-scale energy programs are going to be implemented,” agreed Brenda Hollingsworth, a personal injury lawyer making her first foray into politics.

Of the six candidates, only Coteau went beyond reflection to suggest a path forward, saying he would review the distribution of responsibilities between the province and municipalities, with the aim of empowering cities and towns.

Turn back to Quebec?
Ford’s government has also turned away from a deal signed in 2016 to import hydroelectricity from Quebec.

Graham and Hunter both said they would consider increasing such imports. Hunter noted that the deal, which would displace domestic natural gas production, will lower the cost of electricity paid by Ontario ratepayers by a net total of $38 million from 2017 to 2023, according to the province’s fiscal watchdog.

“I am open to working with our neighbouring province,” Hunter said. “This is especially important as we seek to bring electricity to remote northern, on-reserve Indigenous communities.”

Tedjo said he has no issues with importing clean energy as long as it’s at a fair price.

Hollingsworth and Coteau both said they would withhold judgment until they could see the province’s capacity status in 2022.

“In evaluating the case for increasing importation of water power from Quebec, we must realistically assess the limitations of the existing transmission system and the cost and time required to scale up transmission infrastructure, among other factors,” Coteau said.

Del Duca also took a wait-and-see approach. “This will depend on our energy needs and energy mix,” he said. “I want to see our energy needs go down; we need more efficiency and better conservation to make that happen.”

What's the right energy mix?
Nuclear energy currently accounts for about a third of Ontario’s energy-producing capacity, even as Canada explores zero-emissions electricity by 2035 pathways. But it actually supplies about 60 percent of Ontario’s electricity. That is because nuclear reactors are always on, producing so-called baseload power.

Hydroelectricity provides another 25 percent of supply, while oil and natural gas contribute 6 per cent and wind adds 7 percent. Both solar and biofuels account for less than one percent of Ontario’s energy supply. However, a much larger amount of solar is not counted in this tally, as it is used at or near the sites where it is generated, and never enters the transmission system.

Asked for their views on how large a role various sources of power should play in Ontario’s electricity mix in the future, the candidates largely backed the idea of renewable energy, but offered little specifics.

Graham repeated her statement that experts and communities should drive that conversation. Tedjo said all non-polluting technologies should play a role in Ontario’s energy mix, as provinces like Alberta demonstrate parallel growth in green energy and fossil fuels. Coteau said we need a mix of renewable-energy sources, without offering specifics.

“We also need to pursue carbon capture and sequestration, working in particular with our farming communities,” he added.

In Lippendorf, Saxony, the energy supplier EnBW is temporarily taking part of a coal-fired power plant offline. Not because someone ordered it — it simply wasn't paying off. Gas prices are low, CO2 prices are high, and with many hours of sunshine and wind, renewable methods are producing a great deal of electricity as part of Germany's energy transition now reshaping operations. And in the first half of the year there was plenty of sun and wind.

The result was a six-month period in which renewable energy sources, a trend echoed by the EU wind and solar record across the bloc, produced more electricity than coal and nuclear power plants together. For the first time 47.3% of the electricity consumers used came from renewable sources, while 43.4% came from coal-fired and nuclear power plants.

In addition to solar and wind power, renewable sources also include hydropower and biomass. Gas supplied 9.3%, reflecting how renewables are crowding out gas across European power markets, while the remaining 0.4% came from other sources, such as oil, according to figures published by the Fraunhofer Institute for Solar Energy Systems in July.

Fabian Hein from the think tank Agora Energiewende stresses that the situation is only a snapshot in time, with grid expansion woes still shaping outcomes. For example, the first half of 2019 was particularly windy and wind power production rose by around 20% compared to the first half of 2018.

Electricity production from solar panels rose by 6%, natural gas by 10%, while the share of nuclear power in German electricity consumption has remained virtually unchanged despite a nuclear option debate in climate policy.

Coal, on the other hand, declined. Black coal energy production fell by 30% compared to the first half of 2018, lignite fell by 20%. Some coal-fired power plants were even taken off the grid, even as coal still provides about a third of Germany's electricity. It is difficult to say whether this was an effect of the current market situation or whether this is simply part of long-term planning, says Hein.

It is clear, however, that an increased CO2 price has made the ongoing generation of electricity from coal more expensive. Gas-fired power plants also emit CO2, but less than coal-fired power plants. They are also more efficient and that's why gas-fired power plants are not so strongly affected by the CO2 price

The price is determined at a European level and covers power plants and energy intensive industries in Europe. Other areas, such as heating or transport are not covered by the CO2 price scheme. Since a reform of CO2 emissions trading in 2017, the price has risen sharply. Whereas in September 2016 it was just over €5 ($5.6), by the end of June 2019 it had climbed to over €26.

 

Ups and downs

Gas as a raw material is generally more expensive than coal. But coal-fired power plants are more expensive to build. This is why operators want to run them continuously. In times of high demand, and therefore high prices, gas-fired power plants are generally started up, as seen when European power demand hit records during recent heatwaves, since it is worth it at these times.

Gas-fired power plants can be flexibly ramped up and down. Coal-fired power plants take 11 hours or longer to get going. That's why they can't be switched on quickly for short periods when prices are high, like gas-fired power plants. In the first half of the year, however, coal-fired power plants were also ramped up and down more often because it was not always worthwhile to let the power plant run around the clock.

Because gas prices were particularly low in the first half of 2019, some gas-fired power plants were more profitable than coal-fired plants. On June 29, 2019, the gas price at the Dutch trading point TTF was around €10 per megawatt hour. A year earlier, it had been almost €20. This is partly due to the relatively mild winter, as there is still a lot of gas in reserve, confirmed a spokesman for the Federal Association of the Energy and Water Industries (BDEW). There are also several new export terminals for liquefied natural gas. Additionally, weaker growth and trade wars are slowing demand for gas. A lot of gas comes to Europe, where prices are still comparatively high, reported the Handelsblatt newspaper.

The increase in wind and solar power and the decline in nuclear power have also reduced CO2 emissions. In the first half of 2019, electricity generation emitted around 15% less CO2 than in the same period last year, reported BDEW. However, the association demands that the further expansion of renewable energies should not be hampered. The target of 65% renewable energy can only be achieved if the further expansion of renewable energy sources is accelerated.

Concerned Indigenous groups asked the National Energy Board this week to take into consideration existing and future impacts and treaty rights, which have prompted a halt to Site C work elsewhere, when considering whether to OK a new hydro transmission line between Manitoba and Minnesota.

Friday was the last day of the oral traditional evidence hearings in Winnipeg on Manitoba Hydro's Manitoba-Minnesota Transmission project.

The international project will connect Manitoba Hydro's Bipole III transmission line to Minnesota and increase the province's electricity export capacity to 3185 MW from 2300 MW.

During the hearings Indigenous groups brought forward concerns and evidence of environmental degradation, echoing Site C dam opponents in other regions, and restricted access to traditional lands.

Ramona Neckoway, a member of the Nelson House First Nation, talked about her concern about the scope of Manitoba Hydro's application to the NEB.

"It's only concerned with a narrow 213 km corridor and thus it erases the histories, socio-economic impacts and the environmental degradation attached to this energy source," said Neckoway.

Prior to the hearings the board stated it did not intend to assess the environmental and socio-economic impacts of upstream or downstream facilities associated with electricity production, even as a utilities watchdog on Site C stability raised questions elsewhere.

However, the board did hear evidence from upstream and downstream affected communities despite objection from Manitoba Hydro lawyers.

"Manitoba Hydro objected to us being here, saying that we are irrelevant, but we are not irrelevant," said Elder Tommy Monias from Cross Lake First Nation.

Manitoba Hydro representative Bruce Owen said, "We respect the NEB hearing process and look forward to the input of all interested parties."

The hearings provided a rare opportunity for First Nations communities, similar to Ontario First Nations urging action, to voice their concerns about the line on a federal level.

"One of the hopes is that this project can't be built until a system-wide assessment is made," said Dr. Peter Kulchyski, an expert witness for the southern chiefs organization and professor of Native Studies at the University of Manitoba.

 

Hearings continue

The line is already under construction on the American side of the border as the NEB public hearings continue until June 22 with cross examinations and final arguments from Manitoba Hydro and intervenor groups.

The NEB's final decision on the Manitoba-Minnesota transmission line, amid an energy board delay recommendation, will be made before March 2019.

Lebanon’s Cabinet has approved a much-anticipated plan to restructure the country’s dysfunctional electricity sector, as Beirut power challenges continue to underscore chronic gaps, which hasn’t been developed since the time of the country’s civil war, decades ago.

The Lebanese depend on a network of private generator providers and decrepit power plants that rely on expensive fuel oil, while Israeli power supply competition seeks to lower consumer prices in a nearby market. Subsidies to the state electricity company cost nearly $2 billion a year.

For years, reform of the electricity sector, echoed by EU electricity market revamp, has been a major demand of Lebanon’s population of over 5 million. But frequent political stalemates, corruption and infighting among politicians, entrenched since the civil war that began in 1975, often derailed reforms.

International donors have called for reforms, including in the electricity sector, to unlock $11 billion in soft loans and grants pledged last year, as regional initiatives like the Jordan-Saudi electricity linkage move ahead to strengthen interconnections. Prime Minister Saad Hariri said Monday that the new plan will eventually provide 24-hour electricity.

Energy Minister Nada Boustani said that if there were no obstacles, residents could start feeling the difference next year, as an electricity market overhaul advances alongside the plan.

The plan, which is expected to get parliament approval, will reform the state electricity company, introduce new pricing policies, with international examples like France's electricity pricing scheme, and boost power production.

“This plan will also reduce the budget deficit,” Hariri told reporters. “This is positive and all international ratings companies will see … that Lebanon is taking real steps to reform in this sector.”

Lebanon’s soaring debt prompted rating agencies to downgrade the country’s credit ratings in January over concerns the government may not be able to pay its debts. Unemployment is believed to be at 36 per cent and more than 1 million Syrian refugees have overwhelmed the already aging infrastructure, while policy debates like Alberta electricity market changes illustrate different approaches to balancing cost and reliability.

Boustani told the Al-Manar TV that the electricity sector should be spared political bickering and populist approaches.
