Gov. Ted Kulongoski sees the upcoming 2009 Oregon Legislature as his chance to take a final swing at curbing global warming and positioning Oregon as a leader in the clean energy economy.

Kulongoski rolled out an ambitious "climate change" package to reduce carbon emissions and establish more wind and solar energy incentives, along with supporting energy efficiency and electric cars.

Kulongoski also plans to provide details on how he wants Oregon lawmakers to implement a new Western regional plan to cap and trade greenhouse gas emissions by utilities and industries.

As he heads into what will be his final regular legislative session as governor, Kulongoski believes he will find strong support from lawmakers for his proposals.

The Democratic governor says it's an effort worth making if the state really wants to get serious about global warming.
