The city of Durango is pulling the plug on green power because of problems with green — or money.

City Manager Ron LeBlanc recommended the city stop buying power from renewable energy sources when it became necessary to cut the 2009 budget by more than $500,000. The City Council approved the budget, including his recommendation, earlier this month.

The La Plata Electric Association charges 80 cents above standard rates per 100 kilowatt hours for electricity from solar and wind power. LeBlanc said that adds $45,000 to the city's annual electric bill.

The city buys about 6,800 blocks of green power monthly, which represents about 30 percent of all the electric cooperative's green power customer purchases.

"The budget caused us to rethink a lot of things that normally we just would've funded," LeBlanc said.

Mark Pearson of the environmental group San Juan Citizens' Alliance said was he was upset by the city's decision but also criticized the electric cooperative. He said both the city and utility could be doing more to encourage renewable energy use.

Mayor Renee Parsons voted for the new budget but said she wasn't happy that green power was cut entirely. She said she would rather see across-the-board budget cuts rather than individual items singled out.

Durango began buying green power in 2007 after the City Council signed the Mayors' Climate Protection Agreement to reduce greenhouse gases. The surcharge for electricity from renewable sources then was $2.50.

Mark Schwantes, the utility's director of corporate services, said the rate dropped to $1.25 shortly after the city signed on and then to 80 cents early this year.

Of the 80-cent surcharge, 40 cents is used to buy power generated from alternative sources such as wind and solar, Schwantes said.

La Plata Electric Association's parent company, Tri-State Generation and Transmission, purchases the power from third-parties, including PacifiCorp Power and Rocky Mountain Energy, both based in Salt Lake City.

Schwantes said the remaining 40 cents is invested in local alternative-energy projects in the utility's service area. The revenue also finances rebates for customers who install solar panels on their homes or businesses.

Last year, 12 Durango homeowners received $33,000 in rebates, capped at $3,000 each. Schwantes said the end of the city's participation could delay the payment of future rebates but will not jeopardize the program itself.

The Biden Administration and Democratic members of Congress have supported including a clean electricity standard (CES) in the upcoming reconciliation bill. A CES is an alternative to pricing carbon dioxide through a tax or cap-and-trade program and focuses on reducing greenhouse gas emissions produced during electricity generation by establishing targets, while early assessments show mixed results so far. In principle, it is a technology-agnostic approach. In practice, however, it pushes particular technologies out of the market.

The details of the CES are still being developed, but recent legislation may provide insight into how the CES could operate. In May, Senator Tina Smith and Representative Ben Ray Luján introduced the Clean Energy Standard Act of 2019 (CESA), while Minnesota's 100% carbon-free mandate offers a state-level parallel, and in January 2020, the House Energy and Commerce Committee released a discussion draft of the Climate Leadership and Environmental Action for our Nation’s (CLEAN) Future Act. Both bills increase the clean energy target annually until 2050 in order to phase out emissions. Both bills also create a credit system where clean sources of electricity as determined by a benchmark, carbon dioxide emitted per kilowatt-hour, receive credits. These credits may be transferred, sold, and auctioned so utilities that fail to meet targets can procure credits from others, as large energy customers push to accelerate clean energy globally.

The bills’ benchmarks vary, and while the CLEAN Future Act allows natural gas-fired generators to receive partial credits, CESA does not. Under both bills, these generators would be expected to install carbon capture technology to continue meeting increasing targets for clean electricity generation. Both bills go beyond considering the emissions resulting from generation and include upstream emissions for natural gas-fired generators. Natural gas, a greenhouse gas, that is leaked upstream of a generator during transportation is to be included among its emissions. The CLEAN Future Act also calls for newly constructed hydropower generators to account for the emissions associated with the facility’s construction despite producing clean electricity. These additional provisions demonstrate not only the CES’s inability to fully address the issue of emissions but also the slippery slope of expanding the program to include other markets, echoing cost and reliability concerns as California exports its energy policies across the West.

A majority of states have adopted clean energy, electricity, or renewable portfolio standards, with some considering revamping electricity rates to clean the grid, leaving legislators with plenty of examples to consider. As they weigh their options, legislators should consider if they are effectively addressing the problem at hand, economy-wide emissions reductions, and at what cost, drawing on examples like New Mexico's 100% clean electricity bill to inform trade-offs.

A European-based company is proposing to build a solar farm bigger than 300 CFL football fields at Edmonton's international airport, aligning with Alberta's red-hot solar growth seen across the province.

Edmonton International Airport and Alpin Sun are working on an agreement that will see the company develop Airport City Solar, a 627-acre, 120-megawatt solar farm that reflects how renewable power developers combine resources for stronger projects on what is now a canola field on the west side of the airport lands.

The solar farm will be the largest at an airport anywhere in the world, EIA said in a news release Tuesday, in a region that also hosts the largest rooftop solar array at a local producer.

"It's a great opportunity to drive economic development as well as be better for the environment," Myron Keehn, vice-president, commercial development and air service at EIA, told CBC News, even as Alberta faces challenges with solar expansion that require careful planning.

"We're really excited that [Alpin Sun] has chosen Edmonton and the airport to do it. It's a great location. We've got lots of land, we're geographically located north, which is great for us, because it allows us to have great hours of sunlight.

"As everyone knows in Edmonton, you can golf early in the morning or golf late at night in the summertime here. And in wintertime it's great, because of the snow, and the reflective [sunlight] off the snow that creates power as well."

The project will "create jobs, provide sustainable solar power for our region and show our dedication to sustainability," Tom Ruth, EIA president and CEO, said in the news release, while complementing initiatives by Ermineskin First Nation to expand Indigenous participation in electricity generation.

Construction is expected to begin in early 2022, as new solar facilities in Alberta demonstrate lower costs than natural gas. The solar farm would be operational by the end of that year, the release said. 

Alpin Sun says the project will bring in $169 million in foreign investment to the Edmonton metro region amid federal green electricity contracts that are boosting market certainty.

Environmentalist calls for reduction in biomass use to generate electricity

Nova Scotia Biomass Energy faces scrutiny as hydropower from Muskrat Falls via the Maritime Link increases, raising concerns over carbon emissions, biodiversity, ratepayer costs, and efficiency versus district heating in the province's renewable mix.

The Ecology Action Centre's senior wilderness coordinator is calling on the Nova Scotia government to reduce the use of biomass to generate electricity now that more hydroelectric power is flowing into the province.

In 2020, the government of the day signed a directive for Nova Scotia Power to increase its use of biomass to generate electricity, including burning more wood chips, waste wood and other residuals from the forest industry. At the time, power from Muskrat Falls hydroelectric project in Labrador was not flowing into the province at high enough levels to reach provincial targets for electricity generated by renewable resources.

In recent months, however, the Maritime Link from Muskrat Falls has delivered Nova Scotia's full share of electricity, and, in some cases, even more, as the province also pursues Bay of Fundy tides projects to diversify supply.

Biomass is "bad on a whole lot of levels," said Plourde, including its affects on biodiversity and the release of carbon into the atmosphere, he said. The province's reliance on waste wood as a source of fuel for electricity should be curbed, said Plourde.

"It's highly inefficient," he said. "It's the most expensive electricity on the power grid for ratepayers."

A spokesperson for the provincial Natural Resources and Renewables Department said that although the Maritime Link has "at times" delivered adequate electricity to Nova Scotia, "it hasn't done so consistently," a context that has led some to propose an independent planning body for long-term decisions.

"These delays and high fossil fuel prices mean that biomass remains a small but important component of our renewable energy mix," Patricia Jreiga said in an email, even as the province plans to increase wind and solar projects in the years ahead.

But to Plourde, that explanation doesn't wash.

The Nova Scotia Utility and Review Board recently ruled that Nova Scotia Power could begin recouping costs of the Maritime Link project from ratepayers. As for the rising cost of fossil fuels, Ploude noted that the inefficiency of biomass means there's no deal to be had using it as a fuel source.

"Honestly, that sounds like a lot of obfuscation," he said of the government's position.

No update on district heating plans
At the time of the directive, government officials said the increased use of forestry byproducts at biomass plants in Point Tupper and Brooklyn, N.S., including the nearby Port Hawkesbury Paper mill, would provide a market for businesses struggling to replace the loss of Northern Pulp as a customer. Brooklyn Power has been offline since a windstorm damaged that plant in February, however. Repairs are expected to be complete by the end of the year or early 2023.

Ploude said a better use for waste wood products would be small-scale district heating projects, while others advocate using more electricity for heat in cold regions.

Although the former Liberal government announced six public buildings to serve as pilot sites for district heating in 2020, and a list of 100 other possible buildings that could be converted to wood heat, there have been no updates.

"Currently, we're working with several other departments to complete technical assessments for additional sites and looking at opportunities for district heating, but no decisions have been made yet," provincial spokesperson Steven Stewart said in an email.

DP Energy, an Irish renewable energy developer, has finalized the sale of the Saamis Solar Park—a 325 megawatt (MW) solar project—to the City of Medicine Hat in Alberta, Canada. Project Development and Approval

DP Energy secured development rights for the Saamis Solar Park in 2017 and obtained a development permit in 2021. In 2024, the Alberta Utilities Commission (AUC) granted approval for construction and operation, reflecting Alberta's solar growth trends in recent years, paving the way for the project's advancement.

Strategic Acquisition by Medicine Hat

Lawmakers question FERC licensing process for dams in West Virginia

As federal lawmakers, including Democrats pressing FERC, plan to consider a bill that would expand Federal Energy Regulatory Commission (FERC) licensing authority, questions emerged on Tuesday about the process used by FERC to issue two hydropower licenses for existing dams in West Virginia.

In a letter to FERC Chairman Neil Chatterjee, Democratic leaders of the House Energy and Commerce Committee, as electricity pricing changes were being debated, raised questions about hydropower licenses issued for two dams operated by the U.S. Army Corps of Engineers on the Monongahela River in West Virginia.

U.S. Reps. Frank Pallone Jr. (D-NJ), the ranking member of the Subcommittee on Energy, Bobby Rush (D-IL), the ranking member of the Subcommittee on Environment, and John Sarbanes (D-MD), amid Maryland clean energy enforcement concerns, questioned why FERC did not incorporate all conditions outlined in a West Virginia Department of Environmental Protection water quality certificate into plans for the projects.

“By denying the state its allotted time to review this application and submit requirements on these licenses, FERC is undermining the state’s authority under the Clean Water Act and Federal Power Act to impose conditions that will ensure water quality standards are met,” the letter stated.

The House of Representatives was slated to consider the Hydropower Policy Modernization Act of 2017, H.R. 3043, later in the week. The measure would expand FERC authority over licensing processes, a theme mirrored in Maine's transmission line debate over interstate energy projects. Opponents of the bill argue that the changes would make it more difficult for states to protect their clean water interests.

West Virginia has announced plans to challenge FERC hydropower licenses for the dams on the Monongahela River, echoing Northern Pass opposition seen in New Hampshire.

USAID Delivers Mobile Gas Turbine Power Plant to Ukraine

Deputy U.S. Administrator Isobel Coleman announced during her visit to Kyiv that the U.S. Agency for International Development (USAID) has provided the Government of Ukraine with a mobile gas turbine power plant purchased from General Electric (GE), as discussions of a possible agreement on power plant attacks continue among stakeholders.

The mobile power plant was manufactured in the United States by GE’s Gas Power business and has a total output capacity of approximately 28MW, which is enough to provide the equivalent electricity to at least 100,000 homes. This will help Ukraine increase the supply of electricity to homes, hospitals, schools, critical infrastructure providers, and other institutions, as the country has even resumed electricity exports in recent months. The mobile power plant can be operated in different cities or regions depending on need, strengthening Ukraine’s energy security amid the Russian Federation’s continuing strikes against critical infrastructure.   

Since the February 2022 full-scale invasion of Ukraine, and particularly since October 2022, the Russian Federation has deliberately targeted critical civilian heating, power, and gas infrastructure in an effort to weaponize the winter, raising nuclear risks to grid stability noted by international monitors. Ukraine has demonstrated tremendous resilience in the wake of these attacks, with utility workers routinely risking their lives to repair the damage, often within hours of air strikes, even as Russia builds power lines to reactivate the Zaporizhzhia plant to influence the energy situation.

The collaboration between USAID and GE reflects the U.S. government’s emphasis on engaging American private sector expertise and procuring proven and reliable equipment to meet Ukraine’s needs. Since the start of Putin’s full-scale war against Ukraine, USAID has both directly procured equipment for Ukraine from American companies and engaged the private sector in partnerships to meet Ukraine’s urgent wartime needs, with U.S. policy debates such as a proposal on Ukraine’s nuclear plants drawing scrutiny.

This mobile power plant is the latest example of USAID assistance to Ukraine’s energy sector since the start of the Russian Federation’s full-scale invasion, during which Ukraine has resumed electricity exports as conditions improved. USAID has already delivered more than 1,700 generators to 22 oblasts across Ukraine, with many more on the way. These generators ensure electricity and heating for schools, hospitals, accommodation centers for internally-displaced persons, district heating companies, and water systems if and when power is knocked out by the Russian Federation’s relentless, systematic and cruel attacks against critical civil infrastructure. USAID has invested $55 million in Ukraine’s heating infrastructure to help the Ukrainian people get through winter. This support will benefit up to seven million Ukrainians by supporting repairs and maintenance of pipes and other equipment necessary to deliver heating to homes, hospitals, schools, and businesses across Ukraine. USAID’s assistance builds on over two decades of support to Ukraine to strengthen the country’s energy security, complementing growth in wind power that is harder to destroy.
