Major holes found in renewable energy bill

Environmentalist groups have pushed for years for a state policy that requires utilities to develop renewable energy and efficiency programs. But many of those groups are fighting a bill in the General Assembly that includes their long-sought goal.

The legislation requires that 12.5 percent of the electricity sold by utilities such as Progress Energy and Duke Energy come from renewable sources and efficiency programs. The measure overwhelmingly passed in the state Senate, but it has bogged down in the House. As opposition increases, state lawmakers spent days scrambling to salvage the bill. Among the concerns:

- Alternative fuels could pollute more than coal-burning power plants.

- There could be an increase in hog waste lagoons, because the bill encourages utilities to buy electricity generated from methane gas in the lagoons.

- Electric utilities could skimp on efficiency programs and renewables and build large power plants instead.

None of these consequences are spelled out in the bill, but they have emerged as issues in recent weeks as lawmakers and activists parsed the proposal.

"Do we want to pursue an energy strategy that's dirtier than coal?" asked Rep. Pricey Harrison, a Guilford County Democrat who leads the committee. "This is incredibly complex, and I don't think any one of us understands all the implications of this bill."

Lobbyists, lawyers and legislative staff spent six months crafting the bill in the Senate.

It started as a renewables and efficiency proposal and grew into a comprehensive energy policy. Scores of participants attended the negotiations, but only five major environmental organizations did. The legislation that emerged from the talks included sweeteners for many interest groups. The environmentalists won concessions: They were able to raise the minimum requirement from renewables and efficiency from 10 percent to 12.5 percent. And utilities agreed to drop opposition to linking their power grids to industrial-scale solar power units. But some say the utilities won the biggest prize: a provision to pass some of the costs of new power plants to customers years before the plants are built.

The state's two Fortune 500 utilities are among the proposal's biggest backers. They say this provision will lower financing costs and save customers money. Opposition grew significantly this month as the bill started being reviewed by the House energy committee. A dozen environmental groups got involved for the first time, and they didn't like what they saw. Groups such as the Sierra Club that considered the bill flawed all along continued seeking an opening to make revisions. Still, several environmental groups that negotiated the bill stand by it. They say the benefits far outweigh the disadvantages, and that the bill's drawbacks are overblown.

The bill contains a new state tax credit for energy efficient homes and a renewable tax break for nonprofit groups, said Ivan Urlaub, executive director of N.C. Sustainable Energy Association. "We've got buy-in from every major stakeholder except for this number of environmental organizations," Urlaub said. "We see an insane amount of opportunity to rapidly move our utilities toward good climate-change solutions. This is just a first step to ean ourselves off our total dependence on coal and nuclear." Less than 2 percent of the state's electricity comes from renewables and efficiency programs.

The proposal would raise the minimum to 12.5 percent for Raleigh-based Progress and Charlotte-based Duke by 2021, and to 10 percent for municipal utilities and electric cooperatives by 2018. But many environmentalists are frustrated that the proposal includes no penalty for utilities that fail to meet the minimum requirements. At the same time, the bill caps how much utilities can spend on renewables and efficiency. About two dozen states h ve requirements for renewables and efficiency, and many include penalties, said Molly Diggins, North Carolina director for the Sierra Club. Possible changes Harrison said her committee will likely consider a proposal that could require utilities to go beyond the 12.5 percent minimum requirement before they are permitted to build new power plants.

Renewables also are getting scrutiny. An engineer from the state's Department of Environment and Natural Resources' Division of Air Quality told the energy committee that solar energy is too expensive for wide-scale deployment and wind powe too controversial in the mountains. The agency said that power plants fueled by wood waste generate more pollution than modern coal-burning power plants. As a result, the committee is likely to consider tightening emission standards for power plants fueled by wood and animal waste, a move that could raise the cost of those fuels considerably.

Despite the last-minute push by environmentalists, the utilities say the bill is sound. "We are confident that the consensus bill will withstand the scrutiny of the legislative process," said Progress Energy spokesman David McNeill. But Jim Warren, director of Durham-based N.C. Waste Awareness and Reduction Network, called it deeply flawed.

"We feel there's a hundred lawsuits in that bill," Warren said. "It needs to be overhauled or it needs to be killed."

The Canadian Gas Association says building renewable electricity capacity to replace just half of Canada's current fossil fuel-generated energy, a shift with significant policy implications for grids across provinces, could increase national costs by as much as $1.4 trillion over the next 30 years.

In a report, it contends, echoing an IEA report on net-zero, that growing electricity's contribution to Canada's energy mix from its current 19 per cent to about 60 per cent, a step critical to meeting climate pledges that policymakers emphasize, will require an expansion from 141 gigawatts today to between 278 and 422 GW of renewable wind, solar and storage capacity by 2050.

It says that will increase national energy costs by between $580 billion and $1.4 trillion between 2020 and 2050, a projection consistent with recent reports of higher electricity prices in Alberta amid policy shifts, translating into an average increase in Canadian household spending of $1,300 to $3,200 per year.

The study, prepared by consulting firm ICF for the association, assumes electrification begins in 2020 and is applied in all feasible applications by 2050, with investments in the electricity system, guided by the implications of decarbonizing the grid for reliability and cost, proceeding as existing natural gas and electric end use equipment reaches normal end of life.

Association CEO Tim Egan says the numbers are "pretty daunting" and support the integration of natural gas with electric, amid Canada's race to net-zero commitments, instead of using an electric-only option as the most cost-efficient way for Canada to reach environmental policy goals.

But Keith Stewart, senior energy strategist with Greenpeace Canada, says scientists are calling for the world to get to net-zero emissions by 2050, and Canada's net-zero by 2050 target underscores that urgency to avoid "catastrophic" levels of warming, so investing in natural gas infrastructure to then shut it down seems a "very expensive option."

Throughout 2018, we all witnessed the unprecedented volume of promises for a better future made by the giants of the auto industry. All say they've committed billions so that, within a decade, combustion engines will be on their way out.

The most active of all companies when talking about promises is Volkswagen, which, amid German plant closures, time and time again has said it will do this or that and completely change the meaning of car in the coming years. But there are other planning the same thing, possibly with even vaster resources.

Planning to end the year on a high note, Daimler detailed its plan for the electric future once again on Tuesday, this time making no secret of its gigantic size and scope.

As announced before, Daimler plans to build electric cars, but also manufacture electric batteries for its own and others’ use, and has launched a US energy storage company to support this strategy. These batteries will eventually be produced by Daimler in eight factories on three continents.

Batteries are already rolling off the lines in Kamenz, and a second facility will begin doing so next year. Two more factories will be built in Stuttgart-Untertürkheim, one at the company’s Sindelfingen site, and one each at the sites in Beijing (China), Bangkok (Thailand) and Tuscaloosa (USA).

In all, one billion EUR will be invested in the expansion of the global battery production network, but that is nothing compared to the 10 billion to be poured into the expansion of the Mercedes-Benz car fleet.

On top of that, 20 billion EUR will go towards the purchase of battery cells from producers all around the world, echoing other automakers' battery sourcing strategies worldwide over the next 12 years.

“After investing billions of euros in the development of the electric fleet and the expansion of our global battery network, we are now taking the next step,” said in a statement Dieter Zetsche, Daimler chairman of the board.

“With the purchase of battery cells for more than 20 billion euros, we are systematically pushing forward with the transformation into the electric future of our company.”

By 2022, the carmaker plans to launch 130 electrified variants of its cars, as cheaper, more powerful batteries become available, adding to them electric vans, buses and trucks. That pretty much means all the models and variants sold by Daimler globally will be at least partially powered by electricity.

Brenmiller Energy Ltd. Ex-SpaceX engineers in race to build first commercial electric speedboat

A team of former SpaceX rocket engineers have joined the race to build the first commercial electric speedboat.

The Arc Boat company announced it had raised $4.25m (£3m) in seed funding to start work on a 24ft 475-horsepower craft that will cost about $300,000.

The LA-based company, which is backed by venture capital firm Andreessen Horowitz (an early backer of Facebook and Airbnb), said the first model of the Arc One boat would be available for sale by the end of the year.

Mitch Lee, Arc’s chief executive, said he wanted to build electric boats because of the impact conventional petrol- or diesel-powered boats have on the environment.

“They not only get just two miles to the gallon, they also pump a lot of those fumes into the water,” Lee said. “In addition, there is the huge noise pollution factor [of conventional boats] and that is awful for the marine life. With gas-powered boats it’s not just carbon emissions into the air, it’s also polluting the water and causing noise pollution. Electric boats, like electric ships clearing the air on the B.C. coast, eliminate all that.”

Lee said electric vessels would also reduce the hassle of boat ownership. “I love being out on the water, being on a boat is so much fun, but owning a boat is so awful,” he said. “I have always believed that electric boats make sense. They will be quicker, quieter and way cheaper and easier to operate and maintain, with access options like an electric boat club in Seattle lowering barriers for newcomers.”

While the first models will be very expensive, Lee said the cost was mostly in developing the technology and cheaper versions would be available in the future, mirroring advances in electric aviation seen across the industry. “It is very much the Tesla approach – we are starting up market and using that income to finance research and development and work our way down market,” he said.

Lee said the technology could be applied to larger craft, and even ferries could run on electricity in the future, as projects for battery-electric high-speed ferries begin to scale.

“We started in February with no team, no money and no warehouse,” he said. “By December we are going to be selling the Arc One, and we are hiring aggressively because we want to accelerate the adoption of electric boats across a whole range of craft, including an electric-ready ferry on Kootenay Lake.”

Lee founded the company with fellow mechanical engineer Ryan Cook. Cook, the company’s chief technology officer, was previously the lead mechanical engineer at Elon Musk’s space exploration company SpaceX where he worked on the Falcon 9 rocket, the world’s first orbital class reusable rocket. In parallel, Harbour Air's electric aircraft highlights cross-sector electrification. Apart from Lee, all of Arc’s employees have some experience working at SpaceX.

The Arc boat, which would have a top speed of 40 mph, joins a number of startups rushing to make the first large-scale production of electric-powered speedboats, while a Vancouver seaplane airline demonstrates complementary progress with a prototype electric aircraft. The Monaco Yacht Club this month held a competition for electric boat prototypes to “instigate a new vision and promote all positive approaches to bring yachting into line” with global carbon dioxide emission reduction targets. Sweden’s Candela C-7 hydrofoil boat was crowned the fastest electric vessel.

Iran supplying 40% of Iraq’s need for electricity

“Iran exports 1,200 megawatts to 1,500 megawatts of electricity to Iraq per day, reflecting broader regional power trade dynamics, as Iraq is dealing with severe power shortages and frequent blackouts,” Hamid Hosseini said.

As he added, Iran also exports 37 million to 38 million cubic meters of gas to the country, much of it used in combined-cycle power plants to save energy and boost generation.

On September 11, Iraq’s electricity minister, Luay al Khateeb, said the country needs Iranian gas to generate electricity for the next three or four years, as energy cooperation discussions continue between Baghdad and Tehran.

Iraq was exempted from sanctions concerning Iranian gas imports; however, the U.S. has been pressing all countries to stop trading with Tehran.

Iraq's population has been protesting to authorities over power cuts. Iran exports 1,200 megawatts of direct power supplies and its gas is converted into 2,500 MW of electricity. According to al Khateeb, the current capacity is 18,000 MW, with peak demand of 25,000 MW possible during the hot summer months when consumption surges, a figure that rises every year.

Any upgrades would need investment of at least $30 billion, with grid rehabilitation efforts underway to modernize infrastructure, as the grid is 50 years old and loses 25 percent of its capacity due to Isis attacks.

In late July, Managing Director of Gharb (West) Regional Electricity Company Ali Asadi said Iran has high capacity and potential to export electricity up to twofold of the current capacity to neighboring Iraq, as it eyes transmitting electricity to Europe to serve as a regional hub as well.

He pointed to the new strategy of Iran Power Generation, Transmission & Distribution Management Company (TAVANIR) for increasing electricity export to neighboring Iraq and reiterated, “the country enjoys high potential to export 1,200 megawatts electricity to neighboring Iraq,” while Iraq is also exploring nuclear power plants to tackle electricity shortages.

Lawmakers question FERC licensing process for dams in West Virginia

As federal lawmakers, including Democrats pressing FERC, plan to consider a bill that would expand Federal Energy Regulatory Commission (FERC) licensing authority, questions emerged on Tuesday about the process used by FERC to issue two hydropower licenses for existing dams in West Virginia.

In a letter to FERC Chairman Neil Chatterjee, Democratic leaders of the House Energy and Commerce Committee, as electricity pricing changes were being debated, raised questions about hydropower licenses issued for two dams operated by the U.S. Army Corps of Engineers on the Monongahela River in West Virginia.

U.S. Reps. Frank Pallone Jr. (D-NJ), the ranking member of the Subcommittee on Energy, Bobby Rush (D-IL), the ranking member of the Subcommittee on Environment, and John Sarbanes (D-MD), amid Maryland clean energy enforcement concerns, questioned why FERC did not incorporate all conditions outlined in a West Virginia Department of Environmental Protection water quality certificate into plans for the projects.

“By denying the state its allotted time to review this application and submit requirements on these licenses, FERC is undermining the state’s authority under the Clean Water Act and Federal Power Act to impose conditions that will ensure water quality standards are met,” the letter stated.

The House of Representatives was slated to consider the Hydropower Policy Modernization Act of 2017, H.R. 3043, later in the week. The measure would expand FERC authority over licensing processes, a theme mirrored in Maine's transmission line debate over interstate energy projects. Opponents of the bill argue that the changes would make it more difficult for states to protect their clean water interests.

West Virginia has announced plans to challenge FERC hydropower licenses for the dams on the Monongahela River, echoing Northern Pass opposition seen in New Hampshire.
