The workhorse of renewable fuels in Missouri may be found in its forests, farms and pastures.

Across the state, the idea of using plant waste such as wood scraps, wheat straw or tree trimmings as fuel for electricity generation is gaining steam.

In Perryville, a private developer is planning a $100 million plant that will burn wood waste from nearby forests to generate enough electricity to light 23,000 homes. The University of Missouri-Columbia is spending more than $60 million to replace a boiler at its power plant that will burn exclusively wood waste. Even the state's largest utility is looking at how to use biomass at its power plants to displace some of its coal usage.

A combination of new and proposed state and federal policies is driving interest in renewable energy.

Among them is a ballot initiative approved by Missouri voters last fall that requires investor-owned utilities to use renewable fuels, including biomass, to generate 15 percent of their electricity by 2021.

Geography and the state's natural resources also play a part in the emerging interest in biomass as a power plant fuel.

Missouri isn't considered a prime candidate for commercial-scale solar projects. And wind farms have so far been limited to far northwestern Missouri. Meanwhile, the state's forests, pasture and farmland could all be considered potential fuel sources.

By one estimate, found in a June report by the Natural Resources Defense Council, using just a fourth of the state's agricultural and wood waste would equal 7 million tons of biomass per year — enough to generate about 10 percent of the state's power needs.

Biomass is generally defined as any kind of plant-derived organic matter. The term often means wood waste such as mill residue from paper or pulp mills; forest residue left behind by loggers; agricultural waste such as corn cobs or any number of dense fast-growing crops such as switchgrass that's planted specifically for use as fuel.

When used to generate electricity, biomass can be burned directly to generate electricity or it can be mixed with coal, a process known as co-firing.

Nationwide, biomass fuels less than 1 percent of the nation's electricity. But that figure is expected to grow to 4.5 percent by 2030, according to the Energy Information Administration, the statistical arm of the Energy Department.

The use of biomass is generally embraced by environmentalists, who see potential to displace coal and help cut emissions of carbon dioxide, the main greenhouse gas linked to global warming.

Facilities that burn biomass emit only the CO2 that trees and plants absorb while they're growing. But it's the same gas that would be released when they die and decompose. Coal combustion releases CO2 that was captured millions of years ago and wouldn't otherwise be vented into the atmosphere.

The state's forest products industry also sees benefits from biomass by creating a market for agricultural and wood waste that is often left in the fields, forest floors or sent to landfills.

In the past, pulp and paper mills bought wood chips and similar byproducts. But the mills have since left Missouri, so much of timber that would have been used is instead left behind in the woods or isn't harvested, said Brandon O'Neal, director of education and government relations for the Missouri Forest Products Association, based in Jefferson City.

"We have a lot of unused timber supply," O'Neal said. "You don't want to go out and clear cut everything. But there is definitely a lot of timber out there that can be harvested in a way that's healthy for the forest."

Compared with neighboring Illinois, Missouri is relatively rich in forest-based biomass. Missouri could produce an estimated 2.9 million dry tonnes of forest and mill residues annually, three times the volume in Illinois, according to a 2005 report by the National Renewable Energy Laboratory.

Farmers and private owners of forest land also stand to benefit under a provision in the 2008 Farm Bill that provides matching payments for feedstock that's sold to electric generators.

Advocates of the fledgling biomass industry say the emergence of a market for wood chips and energy crops in Missouri could not only displace fossil fuel use; it could improve the health of forests by selectively thinning them of dead and diseased trees and replacing them with healthy ones.

AmerenUE, which sells electricity to 1.2 million customers in Missouri, sees the potential to displace 3 percent to 10 percent of the coal used at some power stations with biomass, said Richard Wright, managing executive for renewables.

The St. Louis-based utility has already had consultants Black & Veatch study biomass opportunities, and it will probably conduct pilot projects at certain plants within a couple of years, Wright said. But there's a lot of analysis to be done before then.

"There are different barriers to being able to co-fire things other than what (the plant) is designed to burn, such as coal," he said. "First you have to decide what type of biomass is available. Then you have to look at transportation. Then you go to the next step and evaluate the facility and can your facility handle that fuel." Making a biomass project cost-effective is another barrier. Right now, a woody biomass is still more expensive on an energy equivalent basis than coal, most of which is delivered from Wyoming's Powder River Basin, Wright said.

AmerenUE investigated the potential for burning wood at its Sioux plant in St. Charles County a few years ago after severe storms downed trees and limbs across its service area, Wright said. But the plant's coal crushing machine wouldn't take trimmings that were larger than a quarter-inch in diameter. And tree trimmers couldn't mill the fallen limbs and branches to the required size. In the end, executives scuttled the idea.

The University of Missouri-Columbia is already meeting 10 percent of its power plant fuel needs with biomass by co-firing wood waste with coal. It's also replacing one of five coal boilers with one that exclusively burns biomass. When the project is complete in late 2012, the university will have reduced its coal purchases by about 15 percent, said Gregg Coffin, the plant's superintendent.

Over the past few years, the university has experimented with various types of feedstock, including corn cobs, storm debris, wood chips and chopped up wooden pallets. In the future, the school could look to dedicated energy crops grown in river bottoms that can't be developed or used for farming.

By the time the boiler project is finished, the school will need 100,000 "green tons" of wood waste per year. By contrast the plant proposed for Perryville would require almost 400,000 annual tons.

The university shouldn't have trouble finding enough biomass to meet its needs, Coffin said. But he and other biomass advocates agree that realizing the state's potential as a fuel supplier will take time.

Any power generator looking for a fuel supply will first look to the cheapest and easiest source. In most cases that's waste from saw mills, cabinet and flooring plants. But only about 3 percent of such mill residue goes unused in Missouri, said Hank Stelzer, a state forestry extension specialist and assistant professor at the University of Missouri.

Of course, Missouri is flush with potential fuel sources: dense hardwood forests, acres of farmland and miles of rolling prairie — a seemingly endless supply of biomass feedstock.

But logging companies working in Mark Twain National Forest lack the expensive equipment needed to harvest forest residue. Much of the rest of the state's 14 million-plus acres of forest land is divided among 350,000 or so private landowners — potentially a logistical nightmare for a plant developer trying to convince lenders that they have a sustainable fuel supply.

Location is yet another challenge. Plants that burn biomass must be near their fuel source because it's too expensive to transport thousands of tons of wood chips more than 50 miles or so, depending on diesel prices.

They and others are concerned the biomass industry — nudged by generous incentives — will develop too quickly and with too little forethought.

"If it's done in balance, it can be a good thing," Stelzer said. "The problem we tend to have as humans is, we say, 'A little is good, so a lot is going to be really great.'"

India Electricity Prices are Spiking

India spot electricity prices surged on Q3 demand, lifting power tariffs in the spot market as discoms scrambled for supply; Sembcorp SGPL boosted PLF and short-term PPA realizations, benefiting from INR per kWh peaks.

Electricity prices in India, now the third-largest electricity producer globally, bolted to a record high of 10.6 cents/kWh (INR5.1/kWh) in Q3.

A jolt in Indian spot electricity prices could save Sembcorp Industries' Indian business from further losses, even though demand has occasionally slumped in recent years, UOB Kay Hian said.

The firm said spot electricity prices in India bolted to a record high of 10.6 cents/kWh (INR5.1/kWh) in Q3 and even hit a 15-minute peak of 20.7 cents/kWh (9.9/kWh). The spike was due to a power supply crunch on higher electricity demand from power distribution companies, alongside higher imported coal volumes as domestic supplies shrank.

As an effect, Sembcorp Industries' Sembcorp Gayatri Power Limited's (SGPL) losses of $26m in Q1 and $29m in Q2 could narrow down by as much as 30-40%.

On a net basis, SGPL will recognise a significantly higher electricity tariff in 3Q17. By tactically shutting down its Unit #3 for maintenance, Unit #4 effectively had its generation contracted out at the higher short-term PPA tariff of around 7.3 cents/kWh (Rs3.5/kWh).

SGPL also capitalised on the price spike in 3Q17 as it ramped up its plant load factor (PLF) to more than 90%.

“On the back of this, coupled with the effects of reduced finance costs, we expect SGPL’s 3Q17 quarterly core loss to shrink by 30-40% from previous quarters,” UOB Kay Hian said.

Whilst electricity prices have corrected to 7.1 cents/kWh (INR3.4/kWh), the firm said it could still remain elevated on structural factors, even as coal and electricity shortages ease nationwide.

Sembcorp Industries' India operations brought in a robust performance for Q3. PLF for Thermal Powertech Corporation India Limited (TPCIL) hit 91%, whilst it reached 73% for SGPL, echoing the broader trend of thermal PLF up across the sector.

Taiwan's economic minister resigned after power was knocked out in many parts of Taiwan, with regional parallels such as China power cuts highlighting grid vulnerabilities, including capital Taipei's business and high-end shopping district, due to an apparent "human error" at a key power plant.

Economic Affairs minister Lee Chih-kung tendered his resignation verbally to Premier Lin Chuan, United Daily News reported, citing a Cabinet spokesman. Lin accepted the resignation, the spokesman said according to the daily.

As many as 6.68 million households and commercial units saw their power supply cut or disrupted on Tuesday after "human error" disrupted natural gas supply at a power plant in northern Taiwan's Taoyuan, the semi-official Central News Agency reported, citing the government-controlled oil company CPC Corporation as saying.

The company added that power at the plant, Taiwan's biggest natural gas power plant, resumed two minutes later.

In New Taipei City, there were at least 27,000 reported cases of people being stuck in lifts. Photos in social media also showed huge crowds stranded in lift lobby in Taipei's iconic 101-storey Taipei 101 building.

Power rationing was implemented beginning 6pm, and, as seen in the National Grid short supply warning in other markets, such steps aim to stabilize supply, Central News Agency said. Power supply was gradually being restored beginning at about 9:40pm. news reports said.

President Tsai Ing-wen apologised for the blackout, noting parallels with Japan's near-blackouts that underscored grid resilience, and said that she has ordered all relevant departments to produce clear report in the shortest time possible.

"Electricity is not just a problem about people's livelihoods but also a national security issue. A comprehensive review must be carried out to find out how the electric power system can be so easily paralysed by human error," said Ms Tsai in a Facebook post.

Taiwan has been at risk of a power shortage after a recent typhoon knocked down a power transmission tower in Hualien county along the eastern coast of Taiwan, rather than a demand-driven slowdown like the China power demand drop during pandemic factory shutdowns. This reduced the electricity supply by 1.3million kilowatts, or about 4 per cent of the operating reserve.

That was followed by the breakdown of a power generator at Taiwan's largest power plant, which further reduced the operating reserve by 1.5 per cent.

The situation is worsened by the ongoing heatwave that has hit Taiwan, with temperatures soaring to 38 degrees Celsius over the past week.

As a result, the government had imposed the rationing of electricity, and, highlighting how regional strains such as China's power woes can ripple into global markets, switched off all air-conditioning in many of its Taipei offices, a move that drew some public backlash.

The 2020 Pennsylvania Clean Energy Employment Report has been released, and Gov. Tom Wolf is energized by it.

This "comes at an opportune time, as government and industry leaders look to strengthen Pennsylvania's workforce and economy in response to the challenges of the COVID-19 pandemic," Wolf said Monday in a prepared statement. "This detailed analysis of data and trends in clean energy employment ... demonstrates the sector was a top job generator statewide, and shows which industries were hiring and looking for trained workers."

Foremost among the findings, released Monday, is that the clean energy sector was responsible for adding 7,794 jobs from 2017 through 2019. That is an 8.7% average job growth rate, well above the 1.9% overall average in the state, according to a news release from Wolf's office.

This report lists employment data in five industries: energy efficiency; clean energy generation; alternative transportation; clean grid and storage; and clean fuels, while some cleaner states still import dirty electricity in regional markets.

The energy efficiency industry was the biggest clean energy employer in the state last year, with more than 71,400 state residents working in construction, technology and manufacturing jobs related to energy-efficient systems.

Solar energy workers comprised the largest share of the clean energy generation workforce – 35.4%, or 5,173 individuals. Solar employment increased 8.3% from 2017 to 2019, while there was a slight decline nationwide amid clean energy job losses reported in May.

Wind energy firms employed 2,937, and policy moves such as Ontario's clean electricity regulations signal broader market shifts, with more than 21% of those roles in manufacturing.

Job losses, though, were recorded in nuclear generation (minus 4.5%) and coal generation (minus 8.6%) over the two-year period, as electricity deregulation remains a point of debate in the sector. This mirrors national declines in both categories.

Federal efforts to support coal community revitalization are channeling clean energy projects to hard-hit regions.

Natural gas electric generation capacity doubled across Pennsylvania over the past decade; even as residents could face winter electricity price increases according to recent reports, employment still grew 13.4% from 2017 through 2019. But increasing output from unconventional wells has outpaced demand, sparking reductions in siting and drilling for new wells.

The Clean Energy Employment Report was released along with – and as part of – the 2020 Pennsylvania Energy Employment Report, which asserts that energy remains a large employer in the state, and new clean energy funding announcements underscore the sector's momentum. As of the last quarter of 2019, according to the larger report, energy accounted for 269,031 jobs, or 4.5% of the overall statewide workforce.

Wolf, in summary, said: "This report shows that workforce training investment decisions can benefit Pennsylvanians right now and position the state going forward to grow and improve livelihoods, the economy and our environment."

Alberta's carbon tax has been cancelled, but a consumer price cap on electricity — which the levy pays for — is staying in place for now.

June electricity rates are due out on Monday, about four days after the new UCP government did away with the carbon charge on natural gas and vehicle fuel.

Part of the levy's revenue was earmarked by the previous NDP government to keep power prices at or below 6.8 cents per kilowatt hour under new electricity rules set by the province.

"The Regulated Rate Option cap of 6.8 cents/kWh was implemented by the previous government and currently remains in effect. We are reviewing all policies put in place by the former government and will make decisions that ensure more affordable electricity rates for job-creators and Albertans," said a spokesperson for Alberta's energy ministry in an emailed statement.

Albertans with regulated rate contracts and all City of Medicine Hat utility customers only pay that amount or less, though some Alberta ratepayers have faced deferral-related arrears.

If the actual market price rises above that, the difference is paid to generators directly from levy funds, a buffer that matters as experts warn prices are set to soar later this year.

The government has paid more than $55 million to utilities over the past year ending in March 2019, due to that electricity price cap being in place.

Alberta Energy says the price gap program will continue, at least for the time being, amid electricity policy changes being considered.

Earlier this week, Governor Abbott released a letter to the Public Utility Commission of Texas (PUC) and the Electric Reliability Council of Texas (ERCOT), demanding electricity market reforms that Abbott falsely claims will "increase power generation capacity and to ensure the reliability of the Texas power grid."

Unfortunately, Abbott's letter promotes polluting, unreliable fossil fuels, attacks safer clean energy options, and ignores solutions that would actually benefit everyday Texans.

"Governor Abbott, in a blatant effort to politicize Texans' energy security, wants to double down on fossil fuels, even though they were the single largest point of failure during both February's blackouts and June's energy conservation alerts," said Cyrus Reed, Interim Director & Conservation Director of the Lone Star Chapter of the Sierra Club.

"Many of these so-called solutions were considered and rejected most recently by the Texas Legislature. Texas must focus on expanding clean and reliable renewable energy, energy efficiency, and storage capacity, as voters consider funding to modernize generation in the months ahead.

"We can little afford to repeat the same mistakes that have failed to provide enough electricity where it is needed most and cost Texans billions of dollars. Instead of advocating for evidence-based solutions, Abbott wants to be a culture warrior for coal and gas, even as he touts grid readiness amid election season, even when it results in blackouts across Texas."
