A new forecast approved by the California Energy Commission shows that electric vehicles are expected to surpass data centers as the leading driver of electricity demand growth in the state over the next two decades.

Electric Vehicle Charging and Grid Reliability

The forecast estimates that California’s peak electricity demand could increase by as much as 61 percent by 2045 compared with current levels. While data centers remain a significant contributor, analysts now say transportation electrification will be the dominant force behind future demand growth. Ongoing concerns about California EV grid stability highlight how quickly charging demand is reshaping long-term system planning.

“Increased adoption of EVs is expected to be the biggest driver of CAISO peak demand through 2045,” said energy planners involved in the analysis. That projection is consistent with broader discussions about the future of EVs in California, where state policy and consumer adoption are accelerating the transition from gasoline to electricity.

 

Rising Electricity Demand from Transportation Electrification

California’s zero-emission vehicle mandates and incentives for charging infrastructure have fueled this shift, with millions of new vehicles expected to plug into the grid over the coming years. However, the pace of adoption has also raised alarms about emerging state power problems tied to EV growth, particularly during periods of extreme heat and high evening demand.

Data centers will continue to expand, especially in Northern California’s technology corridors, but EV charging presents a different operational challenge because it often occurs after sunset, when solar output drops and household electricity use remains high. Recent analysis of how EV power demand is rising suggests that unmanaged charging could significantly intensify peak load conditions.

 

Energy Infrastructure and Smart Charging Solutions

Officials with the California Independent System Operator said managing these new demand patterns will require more than simply building new power plants. “The way people charge their vehicles — and when they choose to recharge — will be just as important as the total number of EVs on the road,” a CAISO representative said.

Utilities are exploring smart charging programs that encourage drivers to charge overnight or during midday hours when renewable generation is abundant. Time-of-use pricing is also being expanded to steer demand away from peak periods, while planners look to battery storage and flexible generation to support a more dynamic load profile.

Consumer advocates cautioned that rising demand must not worsen affordability challenges. “As demand grows, we need to ensure that costs are shared fairly and that vulnerable communities are not left behind,” said an advocacy director.

Grid planners say the forecast will guide procurement decisions, transmission upgrades, and rate design for years to come, reinforcing the need for long-duration storage and flexible resources as transportation becomes increasingly electric.
