In a business practice that recalled the ritual seppuku suicides of samurai warriors, the president of JapanÂ’s largest power company resigned to assume responsibility for the worldÂ’s worst nuclear disaster since Chernobyl.

At a nationally televised news conference, Masataka Shimizu bowed deeply in an exhibition of remorse and declared, “I am resigning for having shattered public trust about nuclear power and for having caused so many problems and fears for the people.

“I want to take managerial responsibility and bring a symbolic close.”

But Japan and his company, Tokyo Electric Power Co., may wait decades to witness the end to the worst crisis in the countryÂ’s post-war history.

TEPCO is already feeling the pain — in the past three months it lost US $15.3-billion as a result of the continuing nuclear meltdown at the Fukushima Daiichi power plant in the wake of a 9.0-magnitude earthquake and a tsunami with 15-metre high waves.

At least 15,000 people died after the twin disasters battered the northeastern Tohoku region on March 11. Another 9,506 are still missing and more than 80,000 are homeless, with no idea of when, if ever, they will be allowed to return to their old neighbourhoods.

The worldÂ’s third-largest economy has suffered nearly US $400-billion in damage and been thrust into recession. Japanese manufacturers have been staggered by power shortages and breaks in their supply chains, and are not expected to return to business as usual before the fall.

According to the World Bank, it will take at least five more years just to clean up the mess left by the natural disasters.

But it is the continuing nuclear catastrophe at Fukushima, just 200 kilometres north of Tokyo, that really threatens JapanÂ’s future.

As emergency workers still struggle to control four of the plantÂ’s six nuclear reactors, the Japanese are only now learning just how serious the crisis has been.

Radioactive isotopes have spewed into the air, contaminated the soil and been flushed into the sea, but the threat of even more dangerous exposures remains as nuclear experts try to determine the full extent of the damage.

Radiation levels in the three damaged reactors are so high emergency crews can only spend a few minutes at a time near the buildings. They have been able to enter only two of the damaged structures to restart monitoring equipment.

TEPCO has announced a two-phase plan to resolve the crisis: it hopes to spend three months cooling the damaged reactors and plugging radiation leaks and another six months putting the reactors into a stable state known as a “cold shutdown”.

If everything goes smoothly, the reactors could reach “cold shutdown” by early next year.

But that timetable depends on how badly damaged the reactors are and how well the company manages to contain thousands of tonnes of contaminated water.

The reactors are being cooled by circulating water that had leaked into the reactor containment vessels or basement areas after it has been cooled with heat exchangers.

The aim is to extract hot water and inject chilled decontaminated water into the chamber containing the reactor fuel rods.

To do this, TEPCO is building tanks to store up to 16,000 tonnes of contaminated water a month.

It has already released 11,500 tonnes of the water into the ocean. Just recently, it discovered a further 3,000 tonnes that had apparently leaked from the damaged containment vessel of the No. 1 reactor into underground areas of the reactor building.

Working with and storing so much radioactive water may slow repair work considerably.

Even after TEPCO achieves a cold shutdown, it may take decades to decontaminate the plant.

After the partial meltdown at the Three Mile Island, Pennsylvania, nuclear plant in 1979, work to remove the melted fuel from the undamaged pressure vessel did not start until 1985 and took five years to complete. A further three years were needed to remove radioactive contamination from the reactor.

The uncertainty and anxiety surrounding the Fukushima disaster have caused an unprecedented public backlash in Japan, generating protests, tirades on Twitter and YouTube, death threats and displays of defiance.

There is a widespread feeling the government and TEPCO officials did not disclose all they knew during the early days of the crisis and have been less than forthcoming since.

In the first weeks after the earthquake, TEPCO officials received 40,000 complaints a day about the lack of information. Police had to be assigned to guard the companyÂ’s offices from anti-nuclear protesters.

Now, TEPCO released documents showing it was dealing with three simultaneous nuclear meltdowns, while reassuring people the fuel rods were safely intact in all the reactors.

“Why did it take two months to get to this point?” demanded an editorial in the Nikkei business newspaper.

“Even a rough calculation of conditions inside the reactors would have helped in choosing the best response.”

Public confidence was shaken further when it emerged engineers at Fukushima were so unprepared for the disaster, they had to scavenge flashlights from nearby homes and used car batteries to try to reactivate damaged reactor gauges.

Even now, two months later, only 10 of the plantÂ’s workers have been tested for internal radiation exposure caused by inhaling or ingesting radioactive materials. ThatÂ’s because most of the testing equipment is inside the contaminated buildings.

One month into the disaster, government officials ordered the evacuation of five villages outside an exclusion zone, but it wasnÂ’t until well into April it released data on radioactivity for those areas.

At the end of April, Naoto Kan, the Japanese Prime Minister, lost one of his chief scientific advisors, when Toshiso Kosako, a Tokyo University professor, quit in protest at what he called politically expedient decisions to ignore international nuclear safety standards.

For example, when officials in Fukushima prefecture discovered 75 of the regionÂ’s school sites had radiation levels above the existing safety standard of one millisievert a year, they upped the standard to 20 millisieverts a year, the maximum annual exposure allowed German nuclear workers.

“The nuclear crisis has certainly undermined already shaky tolerance in Japan of the close ties among business, bureaucrats and political leaders,” said Peter Ennis of the Brookings Institution.

A poll by the Yomiuri Shimbun newspaper showed 73 of respondents “have a low opinion” of the government’s response to the crisis.

Mr. Kan, who is fighting for his political life, has scrapped plans to build 14 new nuclear plants and abandoned an energy policy that sought to have nuclear energy provide 50 of the countryÂ’s power by 2050.

Instead, Japan will shift its attention to renewable energy solar, wind, and biomass and energy conservation. But the combination of the Fukushima disaster and emergency inspections of existing nuclear plants has created a new energy crisis — only about a third of the 54 nuclear reactors are operating.

To avoid crippling power shortages, Japan must cut energy consumption by almost 20.

That could make it difficult for some of its major exporting industries to restart production, Banri Kaieda, the Economy, Trade & Industry Minister warns.

“If the situation continues, there is a danger of Japanese manufacturers taking their facilities overseas,” he said.

Like most Japanese, he blames the utility companies.

“There was a myth of safety, a belief that Japanese nuclear plants are the safest in the world,” he said.

For the first time in a century, Britain weaned itself off of coal consumption for an entire week, a coal-free power record for the country.

Reuters reported that Britain went seven days without relying on any power generated by coal-powered stations as the share of coal in the grid continued to hit record lows.

The accomplishment is symbolic of a shift to more clean energy sources, with wind surpassing coal in 2016 and the UK leading the G20 in wind share as of recent years; Britain was home to the first coal-powered plant back in the 1880s.

Today, Britain has some aggressive plans in place to completely eliminate its coal power generation permanently by 2025, with a plan to end coal power underway. In addition, Britain aims to cut its total greenhouse gas emissions by 80 percent from 1990 levels within the next 30 years.

Natural gas was the largest source of power for Britain in 2018, providing 39 percent of the nation's total electricity, as the Great Britain generation dashboard shows. Coal contributed only about 5 percent, though low-carbon generation stalled in 2019 according to reports. Burning natural gas also produces greenhouse gases, but it is much more efficient and greener than coal.

In the U.S., 63.5 percent of electricity generated in 2018 came from fossil fuels. About 35.1 percent was produced from natural gas and 27.4 percent came from coal. In addition, 19.3 percent of electricity came from nuclear power and 17.1 percent came from renewable energy sources, according to the U.S. Energy Information Administration.

N.S. senior suspects smart meter to blame for shocking $666 power bill

A Nova Scotia senior says she couldn't believe her eyes when she opened her most recent power bill. 

Gloria Chu was billed $666 -- more than double what she normally pays.

As someone who always pays her bi-monthly Nova Scotia Power bill in full and on time, Chu couldn't believe it.

According to her bill, her electricity usage almost tripled during the month of May, compared to last year, and is even more than it was last winter.

She insists she and her husband aren't doing anything differently -- but one thing has changed.

"I have had a problem since they put the smart meter in," said Chu, who lives in Upper Gulf Shore, N.S.

Chu got a big bill right after the meter was installed in January, too. That one was more than $530.

She paid it, but couldn't understand why it was so high.

As for this bill, she says she just can't afford it.

"That's all of my CPP," Chu said. "Actually, it's more than my CPP."

Chu says a neighbor up the road who also has a smart meter had her bill double, too. In nearby Pugwash, she says some residents have seen an increase of about $20-$30.

Nova Scotia Power had put a pause on installing smart meters because of the COVID-19 pandemic, but it has resumed as of June 1, with the goal of upgrading 500,000 meters by 2021.

In this case, the utility says it's not the meter that's the problem, it's the pandemic, because Nova Scotia Power had to suspend meter readings for two months.

"As a result, every one of our customers in Nova Scotia received an estimated bill," said Jennifer parker, Nova Scotia Power's director of customer care.

The utility estimated Chu's bill at $182 -- less than she normally pays -- so her latest bill is considered a catch-up bill after meter readings resumed last month.

Parker admits how estimates are calculated isn't perfect.

"There would be a lot of customers who probably had a more accurate bill because of the way that we estimate, and that's actually one of things that smart meters will get rid of, is that we won't need to do estimated billing," Parker said.

Chu isn't quite convinced.

"It is pretty smart for the power company, but it's not smart for us," she said with a laugh.

Nova Scotia Power has put a hold on her bill and says it will work with Chu on an affordable solution.

She just hopes to never see a big bill like this again.

Solar power is the red-hot growth area in oil-rich Alberta

Alberta Solar Power is accelerating as renewable energy investment, PPAs, and utility-scale projects expand the grid, with independent power producers and foreign capital outperforming AESO forecasts in oil-and-gas-rich markets across Alberta and Calgary.

Solar power is beating expectations in oil and gas rich Alberta, where the renewable energy source is poised to expand dramatically amid a renewable energy surge in the coming years as international power companies invest in the province.

Fresh capital is being deployed in the Alberta’s electricity generation sector for both renewable and natural gas-fired power projects after years of uncertainty caused by changes and reversals in the province’s power market, said Duane Reid-Carlson, president of power consulting firm EDC Associates, who advises renewable power developers on electric projects in the province.

“From the mix of projects that we see in the queue at the (Alberta Electric System Operator) and the projects that have been announced, Alberta, a powerhouse for both green energy and fossil fuels, has no shortage of thermal and renewable projects,” Reid-Carlson said, adding that he sees “a great mix” of independent power companies and foreign firms looking to build renewable projects in Alberta.

Alberta is a unique power market in Canada because its electricity supply is not dominated by a Crown corporation such as BC Hydro, Hydro One or Hydro Quebec. Instead, a mix of private-sector companies and a few municipally owned utilities generate electricity, transmit and distribute that power to households and industries under long-term contracts.

Last week, Perimeter Solar Inc., backed by Danish solar power investor Obton AS, announced Sept. 30 that it had struck a deal to sell renewable energy to Calgary-based pipeline giant TC Energy Corp. with 74.25 megawatts of electricity from a new 130-MW solar power project immediately south of Calgary. Neither company disclosed the costs of the transaction or the project.

“We are very pleased that of all the potential off-takers in the market for energy, we have signed with a company as reputable as TC Energy,” Obton CEO Anders Marcus said in a release announcing the deal, which it called “the largest negotiated energy supply agreement with a North American energy company.”

Perimeter expects to break ground on the project, which will more than double the amount of solar power being produced in the province, by the end of this year.

A report published Monday by the Energy Information Administration, a unit of the U.S. Department of Energy, estimated that renewable energy powered 3 per cent of Canada’s energy consumption in 2018.

Between the Claresholm project and other planned solar installations, utility companies are poised to install far more solar power than the province is currently planning for, even as Alberta faces challenges with solar expansion today.

University of Calgary adjunct professor Blake Shaffer said it was “ironic” that the Claresholm Solar project was announced the exact same day as the Alberta Electric System Operator released a forecast that under-projected the amount of solar in the province’s electric grid.

The power grid operator (AESO) released its forecast on Sept. 30, which predicted that solar power projects would provide just 1 per cent of Alberta’s electricity supply by 2030 at 231 megawatts.

Shaffer said the AESO, which manages and operates the province’s electricity grid, is assuming that on a levelized basis solar power will need a price over $100 per megawatt hour for new investment. However, he said, based on recent solar contracts for government infrastructure projects, the cost is closer to $70 MW/h.

Most forecasting organizations like the International Energy Agency have had to adjust their forecasts for solar power adoption higher in the past, as growth of the renewable energy source has outperformed expectations.

Calgary-based Greengate Power has also proposed a $500-million, 400-MW solar project near Vulcan, a town roughly one-hour by car southeast of Calgary.

“So now we’re getting close to 700 MW (of solar power),” Shaffer said, which is three times the AESO forecast.

Ontario to Rely on Battery Storage to Meet Rising Energy Demand

Ontario’s electricity grid is facing increasing demand, prompting the province to invest heavily in battery energy storage systems (BESS) as a key solution. The Ontario Independent Electricity System Operator (IESO) has highlighted that these storage technologies will be crucial for managing peak demand in the coming years.

Ontario's energy demands have been on the rise, driven by factors such as population growth, electric vehicle manufacturing, data center expansions, and heavy industrial activity. The IESO's latest assessment, covering the period from April 2025 to September 2026, indicates that peak demand will increase by approximately 1,000MW between the summer of 2025 and 2026. This forecasted rise in energy use is attributed to the acceleration of various sectors within the province, underscoring the need for reliable, scalable energy solutions.

A significant portion of this solution will be met by large-scale energy storage projects. Among the most prominent is the Oneida BESS, a flagship project that will contribute 250MW of storage capacity. This project, developed by a consortium including Northland Power and NRStor, will be located on land owned by the Six Nations of the Grand River. Expected to be operational soon, it will play a pivotal role in ensuring grid stability during high-demand periods. The project benefits from a 20-year contract with the IESO, guaranteeing payments that will support its financial viability, alongside additional revenue from participating in the wholesale energy market.

In addition to Oneida, Ontario has committed to acquiring nearly 3GW of energy storage capacity through various procurement programs. The 2023 Expedited Long-Term 1 (LT1) request for proposals (RfP) alone secured 881MW of storage, with additional projects in the pipeline. A notable example is the Hagersville Battery Energy Storage Park, which, upon completion, will be the largest such project in Canada. The success of these procurement efforts highlights the growing importance of BESS in Ontario's energy strategy.

The IESO’s proactive approach to energy storage is not only a response to rising demand but also a step toward decarbonizing the province’s energy system. As Ontario transitions away from traditional fossil fuels, BESS will provide the necessary flexibility to accommodate increasing renewable energy generation, particularly from intermittent sources like wind and solar. By storing excess energy during periods of low demand and dispatching it when needed, these systems will help maintain grid stability and reduce reliance on fossil fuel-based power plants.

Looking ahead, Ontario's energy storage capacity is expected to grow significantly, with projects from the 2023 LT1 RfP expected to come online by 2027. As more storage resources are integrated into the grid, the province is positioning itself to meet its rising energy needs while also advancing its environmental goals.

Ontario’s increasing reliance on battery energy storage is a clear indication of the province’s commitment to a sustainable and resilient energy future.
