The UK's coalition government is planning the largest overhaul in the country's electricity generation market in almost 30 years as it seeks to attract more than 130 billion euros US $171 billion in investments over the coming decade.

The government is proposing four interlocking policy instruments that will change the returns energy companies can expect for the power stations they build and the electricity they generate. Renewables are greatly emphasized in the proposed changes, alongside a proposed a CO2 Emission Performance Standard EPS, which will limit the amount of carbon emissions allowed per kilowatt-hour of electricity produced in fossil-fuel powered plants.

The first proposal involves long term contracts for low-carbon generation and a government-backed feed-in-tariff FiT that will top-up payments to low carbon generators if wholesale prices are too low. The new proposals follow on from the new government's publication of its 40-year new energy roadmap in July this year.

The UK faces a looming energy crisis in the next 10 years. A quarter of the country's existing generation capacity will need replacing by 2020, as older nuclear and coal-fired plants reach the end of their lives. This amounts to 19 gigawatts of power that needs replacing and which will come from a mix of renewables, new gas-fired plants and the first of the country's new nuclear power stations.

Energy and Climate Change Secretary Chris Huhne, said: "The replacement cycle — entailing some £110 billion US $170 million of investment, or more than double the normal amount in the next decade — must be in low-carbon and secure sources like renewables, nuclear, clean coal and gas if we are to meet our climate change targets.

"Left alone, the current market will not deliver these objectives at the lowest cost," Huhne continued. "All low-carbon electricity generation needs support to capture its benefits to our climate and to ensure security of supply," he added. "The true costs of unabated fossil fuels and the benefits of low-carbon electricity have to be captured in policy. Guaranteed prices for all low carbon technologies are crucial, but there will need to be extra support for young technologies like offshore wind, wave and tidal stream whose development stands a good chance of further big cost reductions."

The coalition government restated its position that there will be no special financial support for the building of nuclear power plants.

Huhne said: "There is no justification for paying extra support to nuclear, which is a mature technology. Hence our commitment that there should be no specific subsidy to nuclear."

In addition to stronger feed-in tariffs, the government is proposing a "capacity payment" designed to ensure that there is enough back-up power to handle both surges and dips in renewable power generation, namely wind.

The third policy mechanism under consideration is carbon price support, through a tax on fossil fuels, in order to make the long-term running of fossil-fuel powered plants less attractive. The fourth policy change is the introduction of the EPS.

Huhne explained: "The fourth mechanism, an emissions performance standard, is designed to fulfill the Coalition commitment that we will not countenance new unabated coal-fired electricity generation. It also sends out a powerful message, as it has done in California, about our long-term intent."

The consultation period for the policy changes is open until February, with a final decision due in March.

The government proposals were welcomed by EDF Energy's Chief Executive, Vincent de Rivaz, who said: "This is a landmark day. The announcement reflects a broad consensus that a robust carbon price and other market reforms are in the interests of consumers and the environment, minimizing the costs of meeting climate change and security of supply targets. We are looking to drive about £20 billion US $31 million worth of investment in new generation, working with our partner Centrica, to be on stream from 2018."

BC Hydro launches program to help coronavirus-affected customers with their bills

BC Hydro is implementing a program, including bill relief measures, to help people pay their bills if they’re affected by the novel coronavirus.

The Crown corporation says British Columbians are facing a variety of financial pressures related to the COVID-19 pandemic, as some workplaces close or reduce staffing levels and commercial power consumption plummets across the province.

BC Hydro said it also expects increased power usage as more people stay home amid health officials’ requests that people take social distancing measures, even as electricity demand is down 10% provincewide.

Under the new program, customers will be able to defer bill payments or arrange a payment plan with no penalty, though a recent report on deferred operating costs outlines long-term implications for the utility.

BC Hydro says some customers could also be eligible for grants of up to $600 under its Customer Crisis Fund, if facing power disconnection due to job loss, illness or loss of a family member, while in other jurisdictions power bills were cut for households during the pandemic.

The company says it has taken precautions to keep power running by isolating key facilities, including its control centre, and by increasing its cleaning schedule, a priority even as some utilities face burgeoning debt amid COVID-19.

It has also closed its walk-in customer service desks to reduce risk from face-to-face contact and suspended all non-essential business travel, public meetings and site tours, and warned businesses about BC Hydro impersonation scams during this period.

Opinion: Now is the time for a western Canadian electricity grid

Western Canada Electric Grid could deliver interprovincial transmission, reliability, peak-load support, reserve sharing, and wind and solar integration, lowering costs versus new generation while respecting AESO markets and Crown utility structures.

The 2017 Canadian Free Trade Agreement does not do much to encourage provinces to trade electric energy east and west. Would a western Canada electric grid help electricity consumers in the western provinces? Some Alberta officials feel that their electric utilities are investor owned and they perceive the Crown corporations of BC Hydro, SaskPower and Manitoba Hydro to be subsidized by their provincial governments, so an interprovincial electric energy trade would not be on a level playing field.

Because of the limited trade of electric energy between the western provinces, each utility maintains an excessive reserve of thermal and hydroelectric generation greater than their peak loads, to provide a reliable supply during peak load days as grids are increasingly exposed to harsh weather across Canada. This excess does not include variable wind and solar generation, which within a province can’t be guaranteed to be available when needed most.

This attitude must change. Transmission is cheaper than generation, and coordinated macrogrids can further improve reliability and cut costs. By constructing a substantial grid with low profile and aesthetically designed overhead transmission lines, the excess reserve of thermal and hydroelectric generation above the peak electric load can be reduced in each province over time. Detailed assessments will ensure each province retains its required reliability of electric supply.

As the provinces retire aging thermal and coal-fired generators, they only need to replace them to a much lower level, by just enough to meet their future electric loads and Canada's net-zero grid by 2050 goals. Some of the money not spent in replacing retired generation can be profitably invested in the transmission grid across the four western provinces.

But what about Alberta, which does not want to trade electric energy with the other western provinces? It can carry on as usual within the Alberta Electric System Operator’s (AESO) market and will save money by keeping the installed reserve of thermal and hydroelectric generation to a minimum. When Alberta experiences a peak electric load day and some generators are out of service due to unplanned maintenance, it can obtain the needed power from the interprovincial electric grid. None of the other three western provinces will peak at the same time, because of different weather and time zones, so they will have spare capacity to help Alberta over its peak. The peak load in a province only lasts for a few hours, so Alberta will get by with a little help from its friends if needed.

The grid will have no energy flowing on it for this purpose except to assist a province from time to time when it’s unable to meet its peak load. The grid may only carry load five per cent of the time in a year for this purpose. Under such circumstances, the empty grid can then be used for other profitable markets in electric energy. This includes more effective use of variable wind and solar energy, by enabling a province to better balance such intermittent power as well as allowing increased installation of it in every province. This is a challenge for AESO which the grid would substantially ease.

Natural Resources Canada promoted the “Regional Electricity Co-Operative and Strategic Infrastructure” initiative for completion this year and contracted through AESO, alongside an Atlantic grid study to explore regional improvements. This is a first step, but more is needed to achieve the full benefit of a western grid.

In 1970 a study was undertaken to electrically interconnect Britain with France, which was justified based on the ability to reduce reserve generation in both countries. Initially Britain rejected it, but France was partially supportive. In time, a substantial interconnection was built, and being a profitable venture, they are contemplating increasing the grid connections between them.

For the sake of the western consumers of electricity and to keep electricity rates from rising too quickly, as well as allowing productive expansion of wind and solar energy in places like British Columbia's clean energy shift efforts, an electric grid is essential across western Canada.

Official commissioning of the Adams Nielson solar array located in Lind, WA occurred today. The 28 Megawatt DC array is comprised of 81,700 panels that span 200 acres and generates enough electricity to supply the equivalent of approximately 4,000 homes annually, similar to a new co-op solar project serving South Metro members.

“Avista’s interest in the development of Solar Select, a voluntary commercial solar program reflecting broader corporate adoption such as a corporate solar power plant commissioned by Arvato, is consistent with the Company’s ongoing commitment to provide customers with renewable energy choices at reasonable cost,” said Dennis Vermillion, president, Avista Corporation. “In recent years, an increasing number of Avista customers have expressed their expectations and challenges in acquiring renewable energy. Avista is pleased to lead this effort and develop renewable energy products that meet our customers’ needs today and into the future.” This interest is being generated by a mix of local and national customers across a variety of industries, including Huckleberry’s, Gonzaga University, Community Colleges of Spokane, Hotstart, Central Pre-Mix Concrete, a CRH Co., independently owned McDonald's franchise locations, Spokane City, Main Market and Community Building and VA Medical Center.

Jim Simon, director of sustainability at Gonzaga University said, “The Solar Select program helps Gonzaga University move even closer to achieving its goal of climate neutrality by 2050 by continuing to prioritize renewables in our energy portfolio, as other communities add projects like a municipal solar project to boost local supply. We are grateful for Avista’s leadership in this project and look forward to other opportunities to reduce our greenhouse gas emissions.”

Spokane Mayor David Condon said, “The City of Spokane is pleased to partner with Avista through the Solar Select Program, as we continue to seek out opportunities that are both environmentally and financially responsible. The City already is a net producer of energy, generating more clean, green energy than our use of electricity, natural gas, and fuel, a milestone also seen with North Carolina's first wind farm now fully operational. We are excited to add even more clean energy to power City Hall.”

The Solar Select program created a cost-effective structure to bring solar energy to large business customers in Eastern Washington, allowing them to advance their desired sustainability goals and benefiting from industry service innovations led by companies like Omnidian expanding their global reach. The array is projected to deliver the environmental benefit equivalent of more than 7,300 cars removed from the road each year. This renewable energy program was made possible through a collaboration of Avista, Strata Solar, the Washington Utilities and Transportation Commission, and the WSU Energy Program.
