Explainer: Why nuclear-powered France faces power outage risks

France is bracing for possible power outages in the coming days as falling temperatures push up demand while state-controlled nuclear group EDF struggles to bring more production on line.


WHY CAN'T FRANCE MEET DEMAND?
France is one of the most nuclear-powered countries in the world, with a significant role of nuclear power in its energy mix, typically producing over 70% of its electricity with its fleet of 56 reactors and providing about 15% of Europe's total power through exports.

However, EDF (EDF.PA) has had to take a record number of its ageing reactors offline for maintenance this year just as Europe is struggling to cope with cuts in Russian natural gas supplies used for generating electricity, with electricity prices surging across the continent this year.

That has left France's nuclear output at a 30-year low, and mirrors how Europe is losing nuclear power more broadly, forcing France to import electricity and prepare plans for possible blackouts as a cold snap fuels demand for heating.


WHAT ARE EDF'S MAINTENANCE PROBLEMS?
While EDF normally has a number of its reactors offline for maintenance, it has had far more than usual this year due to what is known as stress corrosion on pipes in some reactors, and during heatwaves river temperature limits have constrained output further.

At the request of France's nuclear safety watchdog, EDF is in the process of inspecting and making repairs across its fleet since detecting cracks in the welding connecting pipes in one reactor at the end of last year.

Years of under-investment in the nuclear sector mean that there is precious little spare capacity to meet demand while reactors are offline for maintenance, and environmental constraints such as limits on energy output during high river temperatures reduce flexibility.

France also lacks specialised welders and other workers in sufficient numbers to be able to make repairs fast enough to get reactors back online.

 

WHAT IS BEING DONE?
In the very short term, after a summer when power markets hit records as plants buckled in heat, there is little that can be done to get more reactors online faster, leaving the government to plan for voluntary cuts at peak demand periods and limited forced blackouts.

Meanwhile, EDF and others in the French nuclear industry are on a recruitment drive for the next generation of welders, pipe-fitters and boiler makers, going so far as to set up a new school to train them.

President Emmanuel Macron wants a new push in nuclear energy, even as a nuclear power dispute with Germany persists, and has committed to building six new reactors at a cost his government estimates at nearly 52 billion euros ($55 billion).

As a first step, the government is in the process of buying out EDF's minority shareholders and fully nationalising the debt-laden group, which it says is necessary to make the long-term investments in new reactors.

German industry and society are once again proving much more resilient and adaptable than certain people feared. Horror scenarios of a dangerous energy rationing or a massive slump in our economy have often been bandied about. But we are nowhere near that. With a challenging year just behind us, this is good news — not only for Germany, but also for Europe, where France-Germany energy cooperation has strengthened solidarity.

Companies and households reacted swiftly to the sharp increases in energy prices, in line with momentum in the global energy transition seen across markets. They installed more efficient heating or production facilities, switched to alternatives and imported intermediate products. The results are encouraging: German households and businesses have reduced gas consumption significantly, despite recent cold weather. From the start of the war in Ukraine to mid-December industrial gas consumption in Germany was (temperature-adjusted) around 20 per cent lower than the average level for the preceding three years. Even if some firms have cut back production, especially in energy-intensive sectors, industrial output as a whole has only fallen by about 1 per cent since the start of 2022. Added to this, in a survey released by the Ifo institute in November, over a third of German companies saw the potential to reduce gas consumption further without endangering output.

Instead of imposing excessive laws and regulations, we have relied on price signals and the prudence of market participants to create the right incentives and reduce gas consumption, as falling costs like record-low solar power prices continue to reinforce those signals across sectors.

We will follow this approach in coming months, when energy savings will remain important, even as the EU electricity outlook anticipates sharply higher demand by 2050. Our latest relief measures will not distort price signals. To this end, the Bundestag approved gas and electricity price brakes in its final session in 2022. They are designed to function without any intervention in markets or prices. This system will pay out a fixed amount relative to previous years’ consumption and the current difference to a reference price — regardless of current consumption.

Energy price brakes are the main component of Germany’s “protective shield”, which makes up to €200bn available for measures in 2022 to 2024. Seen in relation to the German economy’s size, its past heavy reliance on Russian energy imports and the fact that the measures will expire in 2024, these are balanced and expedient mechanisms. In contrast to instruments used in other countries, our new arrangements will not affect the price formation process driven by supply and demand, or on incentives to save gas. Companies and households will continue to save the full market price when they reduce consumption by a unit of gas or electricity. In this way, the price brakes also avoid the creation of additional demand for gas at the expense of consumers in other European countries, even as Europe’s Big Oil turning electric signals broader structural shifts in energy markets. No one need fear that competition will be distorted or that gas will be bought up. Indeed, a recent IMF working paper on cushioning the impact of high energy prices on households explicitly praises the German energy price brakes.

Current developments confirm the effectiveness of a market-based approach — and show that we should also rely on price signals when it comes to reducing CO₂ emissions, as suggested by IEA CO2 trends in recent years. Last year, households and companies had only a few weeks to adapt, yet we have already seen a strong response. The effect of CO₂ prices can be even stronger, as adaptation is possible over a much longer time and they additionally affect expectations and long-term decisions. Regulatory interventions and subsidy schemes, even if well targeted, cannot compete with market co-ordination and incentives that support individual decision-making and promote innovation.

Europe and Germany can weather this crisis without a collapse in industrial production. We also have an opportunity to deal efficiently with the move to climate neutrality, aligned with Germany’s hydrogen strategy for imported low-carbon fuels. In both cases, we should have confidence in price signals as well as in the power of people and business to innovate and adapt.

UK sets new record for wind power generation

Britain has set a new record for wind generation as power from onshore and offshore turbines helped boost clean energy supplies late last year.

National Grid’s electricity system operator (ESO), which handles Great Britain’s grid operations, said that a new record for wind generation was set on 30 December, when 20.91 gigawatts (GW) were produced by turbines.

This represented the third time Britain’s fleet of wind turbines set new generation records in 2022. In May, National Grid had to ask some turbines in the west of Scotland to shut down, as the network was unable to store such a large amount of electricity when a then record 19.9GW of power was produced – enough to boil 3.5m kettles.

The ESO said a new record was also set for the share of electricity on the grid coming from zero-carbon sources – renewables and nuclear – which supplied 87.2% of total power. These sources have accounted for about 55% to 59% of power over the past couple of years.

The surge in wind generation represents a remarkable reversal in fortunes as a cold snap that enveloped Britain and Europe quickly turned to milder weather.

Power prices had soared as the freezing weather forced Britons to increase their heating use, pushing up demand for energy despite high bills.

The cold weather came with a period of low wind, reducing the production of Britain’s windfarms to close to zero.

Emergency coal-fired power units at Drax in North Yorkshire were put on standby but ultimately not used, while gas-fired generation accounted for nearly 60% of the UK’s power output at times.

However, milder weather in the UK and Europe in recent days has led to a reduction in demand from consumers and a fall in wholesale gas prices. It has also reduced the risk of power cuts this winter, which National Grid had warned could be a possibility.

Wind generation is increasingly leading the power mix in Britain and is seen as a crucial part of Britain’s move towards net zero. The prime minister, Rishi Sunak, is expected to overturn a moratorium on new onshore wind projects with a consultation on the matter due to run until March.

European gas prices have dipped to a level last seen before Russia launched its invasion of Ukraine in February, after warmer weather across the continent eased concerns over shortages and as coal demand dropped across Europe during winter.

The month-ahead European gas future contract dropped as low as €76.78 per megawatt hour on Wednesday, the lowest level in 10 months, amid EU talks on gas price cap strategies that could shape markets, before closing higher at €83.70, according to Refinitiv, a data company.

The invasion roiled global energy markets, serving as a wake-up call to ditch fossil fuels for policymakers, and forced European countries, including industrial powerhouse Germany, to look for alternative suppliers to those funding the Kremlin. Europe had continued to rely on Russian gas even after its 2014 annexation of Crimea and support for separatists in eastern Ukraine.

On Tuesday 83.2% of EU gas storage was filled, data from industry body Gas Infrastructure Europe showed. The EU in May set a target of filling 80% of its gas storage capacity by the start of November to prepare for winter, and weighed emergency electricity measures to curb prices as needed. It hit that target in August, and by mid-November it had peaked at more than 95%.

Gas prices bounced further off the 10-month low on Thursday to reach €85.50 per megawatt hour.

Europe has several months of domestic heating demand ahead, and some industry bosses believe energy shortages could also be a problem next winter, with a worst energy nightmare still possible if supplies tighten. However, traders have also had to weigh the effects of recessions expected in several big European economies, which could dent energy demand.

UK gas prices have also dropped back from their highs earlier this year, and forecasts suggest UK energy bills to drop in April. The day-ahead gas price closed at 155p per therm on Wednesday, compared with 200p/therm at the start of 2022, and more than 500p/therm in August.

Europe’s response to the prospect of gas shortages also included campaigns to reduce energy use – a strategy belatedly adopted by the UK – and windfall taxes on energy companies to help raise revenues for governments, many of which have started expensive subsidies to cushion the impact of high energy prices for households and consumers. Energy companies have enjoyed huge profits at the expense of businesses and households this year, as EU inflation accelerated, but costs remained much the same.

However, the US oil company ExxonMobil on Wednesday launched a legal challenge against EU plans for a windfall tax on oil companies, according to filings by its German and Dutch subsidiaries at the European general court in Luxembourg. ExxonMobil argued that the windfall tax would be “counter-productive” because it said it would result in lower investment in fossil fuel extraction, and that the EU did not have the legal jurisdiction to impose it.

ExxonMobil’s move has prompted anger among European politicians. A message posted on the Twitter account of Paolo Gentiloni, the EU’s commissioner for the economy, on Thursday stated: “Fairness and solidarity, even for corporate giants. #Exxon.”

Oil prices are significantly lower than they were before the start of Russia’s invasion, and only marginally above where they were at the start of 2022. Brent crude oil futures traded at $100 a barrel on 28 February, but were at $81.84 on Thursday.

Oil prices dropped by 1.7% on Thursday. Prices had risen from 12-month lows in early December as traders hoped for increased demand from China after it relaxed its coronavirus restrictions. However, Covid-19 infection numbers are thought to have surged in the country, prompting the US to require travellers from China to show a negative test for the disease and tempering expectations for a rapid increase in oil demand.

Earlier this year, Congress passed the biggest climate bill in history — cloaked under the name the “Inflation Reduction Act,” a historic climate deal by any measure.

Starting in the new year, the bill will offer households thousands of dollars to transition over from fossil-fuel burning heaters, stoves and cars to cleaner versions as renewable electricity accelerates. On Jan. 1, middle-income households will be able to access over a half-dozen tax credits for electric stoves, cars, rooftop solar and more. And starting sometime in mid-2023, lower-income households will be able to get upfront discounts on some of those same appliances — without having to wait to file their taxes to get the cash back. This handy online tool shows what you might be eligible for, depending on your Zip code and income.

But which credits should Americans focus on — and which are best for the climate? Here’s a guide to the top climate-friendly benefits of the Inflation Reduction Act, and how to access them.


Heat pumps — the best choice for decarbonizing at home

Tax credit available on Jan. 1: 30 percent of the cost, up to $2,000

Ah, heat pumps — one of the most popular technologies of the transition to clean energy and to net-zero electricity systems. “Heat pump” is a bit of a misnomer for these machines, which are more like super-efficient combo air conditioning and heating systems. These appliances run on electricity and move heat, instead of creating it, and so can be three to five times more efficient than traditional gas or electrical resistance heaters.

“For a lot of people, a heat pump is going to be their biggest personal impact,” said Sage Briscoe, the federal senior policy manager at Rewiring America, a clean-energy think tank. (Heat pumps have become so iconic that Rewiring America even has a heat pump mascot.)

Heat pumps can have enormous cost and carbon savings. According to one analysis using data from the National Renewable Energy Laboratory, switching to a heat pump can save homeowners anywhere from $100 to $1,200 per year on heating bills and prevent anywhere from 1 to 8 metric tons of carbon dioxide emissions per year. For comparison, going vegan for an entire year saves about 1 metric ton of CO2 emissions.

But many consumers encounter obstacles when switching over to heat pumps. In some areas, it can be difficult to find a contractor trained and willing to install them; some homeowners report that contractors share misinformation about heat pumps, including that they don’t work in cold climates. (Modern heat pumps do work in cold climates, and can heat a home even when outdoor temperatures are down to minus-31 degrees Fahrenheit.) Briscoe recommends that homeowners look for skilled contractors who know about heat pumps and do advance research to figure out which models might work best for their home.


Electric vehicles — top choice for cutting car emissions

Tax credit available on Jan. 1: Up to $7,500 depending on the make and model of the car

If you are like the millions of Americans who don’t live in a community with ample public transit, the best way to decarbonize your transport, as New Zealand's electricity transition shows, is switching to an electric car. But electric cars can be prohibitively expensive for many Americans.

Starting Jan. 1, a new EV tax credit will offer consumers up to $7,500 off the purchase of an electric vehicle. For the first few months, Americans will get somewhere between $3,751 and $7,500 off their purchase of an EV, depending on the size of the battery in the car.

There are limitations, per the new law. The vehicles will also have to be assembled in North America, where Canada's electricity progress is notable, and cars that cost more than $55,000 aren’t eligible, nor are vans or trucks that cost more than $80,000. This week, the Internal Revenue Service provided a list of vehicles that are expected to meet the criteria starting Jan. 1.

Beginning about March, however, that $7,500 credit will be split into two parts: Consumers can get a $3,750 credit if the vehicle has a battery containing at least 40 percent critical minerals from the United States (or a country that the United States has a free-trade agreement with) and another $3,750 credit if at least 50 percent of the battery’s components were assembled and manufactured in North America. Those rules haven’t been finalized yet, so the tax credit starting on Jan. 1 is a stopgap measure until the White House has ironed out the final version.

Joe Britton, the executive director of the EV industry group Zeta, said that means there will likely be a wider group of vehicles eligible for the full tax credit in January and February than there will be later in 2023. Because of this, he recommended that potential EV owners act fast in 2023.

“I would be buying a car in the first quarter,” he said.


Rooftop solar — the best choice for generating clean energy

Tax credit available now: 30 percent of the cost of installation, no cap

For those who want to generate their own clean energy, there is always rooftop solar panels. This tax credit has actually been available since the Inflation Reduction Act was signed into law in August 2022. It offers a tax credit equal to 30 percent of the cost of installing rooftop solar, with no cap. According to Rewiring America, the average 6 kilowatt solar installation costs about $19,000, making the average solar tax credit about $5,700. (The Inflation Reduction Act also includes a 30 percent tax credit for homeowners that need to upgrade their electricity panel for rooftop solar, and a 30 percent tax credit for installing battery storage to support the shift toward carbon-free electricity solutions.)

Solar panels can save homeowners tens of thousands of dollars in utility bills as extreme heat boosts electricity bills and, when combined with battery storage, can also provide a power backup in the case of a blackout or other disaster. For someone trying to move their entire home away from fossil fuels, solar panels become even more enticing: Switch everything over to electricity, and then make the electricity super cheap with the help from the sun.

For people who don’t own their own homes, there are other options as well. Renters can subscribe to a community solar project to lower their electricity bills and get indirect benefits from the tax credits.


Tips, tricks and words of caution
There are many other credits also coming out in 2023: for EV chargers (up to $1,000), a boon for expanding carbon-free electricity across the grid, heat pump water heaters (up to $2,000), and even cash for sealing up the doors and windows of your home (up to $1,200).

The most important thing to know, Briscoe said, is whether you qualify for the upfront discounts for low- and moderate-income Americans — which won’t be available until later in 2023 — or the tax credits, which will be available Jan. 1. (Try this tool.) If going the tax credit route, it’s better to spread the upgrades out across multiple years, since there is an annual limit on how many of the credits you can claim in a given year. And, she warned, it is not always going to be easy: It can be hard to find the right installers and the right information for how to make use of all the available government resources.

The Biden administration this year signed a historic climate and tax deal that will funnel billions of dollars into programs designed to speed the country’s clean energy transition, with ways to tap new funding available to households and businesses, and battle climate change.

As the U.S. this year grappled with climate-related disasters from Hurricane Ian in Florida to the Mosquito Fire in California, the Inflation Reduction Act, which contains $369 billion in climate provisions, was a monumental development to mitigate the effects of climate change across the country, with investment incentives viewed as essential to accelerating clean electricity this decade. 

The bill, which President Joe Biden signed into law in August, is the most aggressive climate investment ever taken by Congress and is expected to slash the country’s planet-warming carbon emissions by about 40% this decade and move the country toward a net-zero economy by 2050, aligning with a path to net-zero electricity many analyses lay out.

The IRA’s provisions have major implications for clean energy and manufacturing businesses, climate startups and consumers in the coming years. As 2022 comes to a close, here’s a look back at the key elements in the legislation that climate and clean energy advocates will be monitoring in 2023.


Incentives for electric vehicles
The deal offers a federal tax credit worth up to $7,500 to households that buy new electric vehicles, as well as a used EV credit worth up to $4,000 for vehicles that are at least two years old. Starting Jan. 1, people making $150,000 a year or less, or $300,000 for joint filers, are eligible for the new car credit, while people making $75,000 or less, or $150,000 for joint filers, are eligible for the used car credit.

Despite a rise in EV sales in recent years, the transportation sector is still the country’s largest source of greenhouse gas emissions, with the lack of convenient charging stations being one of the barriers to expansion. The Biden administration has set a goal of 50% electric vehicle sales by 2030, as Canada pursues EV sales regulations alongside broader oil and gas emissions limits.

The IRA limits EV tax credits to vehicles assembled in North America and is intended to wean the U.S. off battery materials from China, which accounts for 70% of the global supply of battery cells for the vehicles. An additional $1 billion in the deal will provide funding for zero-emissions school buses, heavy-duty trucks and public transit buses.

Stephanie Searle, a program director at the nonprofit International Council on Clean Transportation, said the combination of the IRA tax credits and state policies like New York's Green New Deal will bolster EV sales. The agency projects that roughly 50% or more of passenger cars, SUVs and pickups sold in 2030 will be electric. For electric trucks and buses, the number will be 40% or higher, the group said.

In the upcoming year, Searle said the agency is monitoring the Environmental Protection Agency’s plans to propose new greenhouse gas emissions standards for heavy-duty vehicles starting in the 2027 model year.

“With the IRA already promoting electric vehicles, EPA can and should be bold in setting ambitious standards for cars and trucks,” Searle said. “This is one of the Biden administration’s last chances for strong climate action within this term and they should make good use of it.”


Taking aim at methane gas emissions
The package imposes a tax on energy producers that exceed a certain level of methane gas emissions. Polluters pay a penalty of $900 per metric ton of methane emissions emitted in 2024 that surpass federal limits, increasing to $1,500 per metric ton in 2026.

It’s the first time the federal government has imposed a fee on the emission of any greenhouse gas. Global methane emissions are the second-biggest contributor to climate change after carbon dioxide and come primarily from oil and gas extraction, landfills and wastewater and livestock farming.

Methane is a key component of natural gas and is 84 times more potent than carbon dioxide, but doesn’t last as long in the atmosphere. Scientists have contended that limiting methane is needed to avoid the worst consequences of climate change. 

Robert Kleinberg, a researcher at Columbia University’s Center on Global Energy Policy, said the methane emitted by the oil and gas industry each year would be worth about $2 billion if it was instead used to generate electricity or heat homes.

“Reducing methane emissions is the fastest way to moderate climate change. Congress recognized this in passing the IRA,” Kleinberg said. “The methane fee is a draconian tax on methane emitted by the oil and gas industry in 2024 and beyond.”

In addition to the IRA provision on methane, the Biden Interior Department this year proposed rules to curb methane leaks from drilling, which it said will generate $39.8 million a year in royalties for the U.S. and prevent billions of cubic feet of gas from being wasted through venting, flaring and leaks. 


Boosting clean energy manufacturing
The bill provides $60 billion for clean energy manufacturing, including $30 billion for production tax credits to accelerate domestic manufacturing of solar panels, wind turbines, batteries and critical minerals processing, and a $10 billion investment tax credit to manufacturing facilities that are building EVs and clean energy technology, reinforcing the view that decarbonization is irreversible among policymakers.

There’s also $27 billion going toward a green bank called the Greenhouse Gas Reduction Fund, which will provide funding to deploy clean energy across the country, particularly in overburdened communities, and guide utility carbon-free electricity investments at scale. And the bill has a hydrogen production tax credit, which provides hydrogen producers with a credit based on the climate attributes of their production methods.

Emily Kent, the U.S. director of zero-carbon fuels at the Clean Air Task Force, a global climate nonprofit, said the bill’s support for low-emissions hydrogen is particularly notable since it could address sectors like heavy transportation and heavy industry, which are hard to decarbonize.

“U.S. climate policy has taken a major step forward on zero-carbon fuels in the U.S. and globally this year,” Kent said. “We look forward to seeing the impacts of these policies realized as the hydrogen tax credit, along with the hydrogen hubs program, accelerate progress toward creating a global market for zero-carbon fuels.”

The clean energy manufacturing provisions in the IRA will also have major implications for startups in the climate space and the big venture capital firms that back them. Carmichael Roberts, head of investment at Breakthrough Energy Ventures, has said the climate initiatives under the IRA will give private investors more confidence in the climate space and could even lead to the creation of up to 1,000 companies.

“Everybody wants to be part of this,” Roberts told CNBC following the passage of the bill in August. Even before the measure passed, “there was already a big groundswell around climate,” he said.


Investing in communities burdened by pollution
The legislation invests more than $60 billion to address the unequal effects of pollution and climate change on low-income communities and communities of color. The funding includes grants for zero-emissions technology and vehicles, and will help clean up Superfund sites, improve air quality monitoring capacity, and provide money to community-led initiatives through Environmental and Climate Justice block grants.

Research published in the journal Environmental Science and Technology Letters found that communities of color are systematically exposed to higher levels of air pollution than white communities due to redlining, a federal housing discrimination practice. Black Americans are also 75% more likely than white Americans to live near hazardous waste facilities and are three times more likely to die from exposure to pollutants, according to the Clean Air Task Force.

Biden signed an executive order after taking office aimed to prioritize environmental justice and help mitigate pollution in marginalized communities. The administration established the Justice40 Initiative to deliver 40% of the benefits from federal investments in climate change and clean energy to disadvantaged communities. 

More recently, the EPA in September launched an office focused on supporting and delivering grant money from the IRA to these communities.


Cutting ag emissions
The deal includes $20 billion for programs to slash emissions from the agriculture sector, which accounts for more than 10% of U.S. emissions, according to EPA estimates.

The president has pledged to reduce emissions from the agriculture industry in half by 2030. The IRA funds grants for agricultural conservation practices that directly improve soil carbon, as well as projects that help protect forests prone to wildfires.

Separately, this year the U.S. Department of Agriculture announced it will spend $1 billion on projects for farmers, ranchers and forest landowners to use practices that curb emissions or capture and store carbon. That program is focusing on projects for conservation practices including no-till, cover crops and rotational grazing.

Research suggests that removing carbon already in the atmosphere and replenishing soil worldwide could result in a 10% carbon drawdown.

NanoFlocell Wants To Sell Flow Battery Cars In The US

nanoFlowcell is a European company headquartered in London that focuses on flow battery technology. Flow batteries are an intriguing concept. Unlike lithium batteries or fuel cells, they store electricity in two liquid chambers separated by a membrane. They hold enormous potential for low cost, environmentally friendly energy storage because the basic materials are cheap and abundant. To add capacity, simply make the tanks larger.

While that makes flow batteries ideal for energy storage — whether in the basement of a building or as part of a grid scale installation that utilities weigh against options like hydrogen for power companies today in practice — their size and weight make them a challenge for use in vehicles. That hasn’t stopped nanoFlowcell from designing a number of concept and prototype vehicles over the past 10 years and introducing them to the public at the Geneva auto show. Its latest concept is a tasty little crumpet known as the Quantino 25.


The Flow Battery & Bi-ION Fluid
The thing that makes the nanoFlowcell ecosystem work is an electrically charged fluid called Bi- ION derived from seawater or reclaimed waste water. It works sort of like hydrogen in a fuel cell, a frequent rival in debates over the future of vehicles today for many buyers. Pump hydrogen in, run it through a fuel cell, and get electricity out. With the Quantino 25, which the company calls a “2+2 sports car,” you pump two liquids to the membrane interface to make electricity.

There are two 33-gallon tanks mounted low in the chassis much the way a lithium-ion battery pack fits into a normal electric car. Fill up with Bi-ION, and you have a car that will dash to 100 km/h in 2.5 seconds, thanks to its 4 electric motors with 80 horsepower each. And get this. According to Autoblog, the company says with full tanks, the Quantino 25 has a range of 1200 miles! Goodbye range anxiety, hello happy motoring.


We should point out that water weighs about 8 pounds per gallon, so the “fuel” to travel 1200 miles would weigh roughly 528 pounds. A conventional lithium-ion battery pack with its attendant cooling apparatus that could travel that far would weigh at least 3 times as much, even as EV battery recycling advances aim for a circular economy today. Granted, the Quantino 25 is not a production car and very few people have ever driven one, but that kind of range vs weight ratio has got to get your whiskers twitching a little in anticipation.

Actually, the folks at Autocar did drive an early prototype in 2016 at the TCS test track near Zurich, Switzerland, and determined that it was a real driveable car. My colleague Jennifer Sensiba reported in April of 2019 that the company’s Quantino test vehicle passed the 350,000 km mark (220,000 miles) with no signs of damage to the membrane or the pumps, and didn’t seem to have suffered any wear at all. The vehicle’s engineers pointed out that it had driven for 10,000 hours at this point. The company says it wants to offer its flow battery technology to EV manufacturers and give the system a 50,000-hour guarantee. That translates to well over 1 million miles of driving.

The problem, of course, is that there is no Bi-ION refueling infrastructure just yet, but that doesn’t mean someday there couldn’t be. Tesla had no Supercharger network when it first started either and things turned out reasonably well for Musk and company.


nanoFlowcell USA Announced
nanoFlowcell announced this week that it has established a new division based in New York to bring its flow battery technology to America. The mission of the new division is to adapt the nanoFlowcell process to US-specific applications and develop nanoFlowcell applications in America. Priority one is beginning series production of flow battery vehicles as well as the constructing a large scale bi-ION production facility that will provide transportable renewable energy and could complement vehicle-to-grid power models for communities for nanoFlowcell applications.

The Bi-ION electrolyte is a high density energy carrier that makes renewable energies storable and transportable in large quantities. The company says it will produce the energy carrier bi-ION from 100 percent renewable energy. Flow cell energy technology is an important solution to substantially reduce global greenhouse gas emissions as laid out in the Paris Agreement, the company says. Its many benefits include being a safe and clean energy source for many energy intensive processes and transportation services.


“Our nanoFlowcell flow cell and bi-ION energy carrier are key technologies for a successful energy transition,” says Nunzio La Vecchia, CEO of nanoFlowcell Holdings. “We need to make energy from renewable energy safe, storable and transportable to drive environmentally sustainable economic growth. This requires a well thought out strategy and the development of the appropriate infrastructure. With the establishment of nanoFlowcell USA, we are reaching an important milestone in this regard for our future corporate development.”


Focus On Renewable Energy
The production costs of Bi-ION are directly linked to the cost of electricity from renewable sources. With the accelerated expansion of renewable energy under the Inflation Reduction Act along with EV grid flexibility efforts across markets, nanoFlowcell expects the cost of electricity from solar power to be relatively low in the future which will further strengthen the competitiveness of energy sources such as Bi-ION.

“With the Inflation Reduction Act, the U.S. has made the largest investment in clean energy in U.S. history, and the potential implications for renewable energy are far-reaching.” But La Vecchia points out, “We will not seek government investments for nanoFlowcell USA to expand our manufacturing facilities and infrastructure in the United States. Where appropriate, we will enter into strategic partnerships to build and expand manufacturing and infrastructure, and to integrate nanoFlowcell technologies into all sectors of the economy.”

“More importantly, with nanoFlowcell USA, we want to help accelerate the decarbonization of the global economy and create economic, social and ecological prosperity. After all, estimates suggest that the clean energy sector will create 500,000 additional jobs. We want to do our part to make this happen.”


‍The Takeaway
nanoFlowcell is about more than electric cars. It wants to get involved in grid-scale energy storage, and moves like Mercedes-Benz energy storage venture signal momentum in the sector today. But to those of us soaking in the hot tub warmed by excess heat from a nearby data center here at CleanTechnica global headquarters, it seems that its contribution to emissions-free transportation could be enormous. Maybe some of those companies still chasing the hydrogen fuel cell dream, as a recent hydrogen fuel cell report notes Europe trailing Asia today, might find the company’s flow battery technology cheaper and more durable without all the headaches that go with making, storing, and transporting hydrogen.

A Bi-ION refueling station would probably cost less than a tenth as much as a hydrogen filling station. A link-up with a major manufacturer would make it easier to build out the infrastructure needed to make this dream a reality. Hey, people laughed at Tesla in 2010. If nothing else, this is a company we will be keeping our eye on.

Will Electric Vehicles Crash The Grid?

There's little doubt that the automobile industry is beginning the greatest transformation it has ever seen as the American EV boom gathers pace. The internal combustion engine, the heart of the automobile for over 100 years, is being phased out in favor of battery electric powered vehicles. 

Industry experts know that it's no longer a question of will electric vehicles take over, the only question remaining is how quickly will it happen. If electric vehicle adoption accelerates faster than many have predicted, can the power grid, and especially state power grids across the country, handle the additional load needed to "fuel" tens of millions of EVs?

There's been a lot of debate on this subject, with, not surprisingly, those opposed to EVs predicting doomsday scenarios including power outages, increased electricity rates, and frequent calls from utilities asking customers to stop charging their cars.

There have also been articles written that indicate the grid will be able to handle the increased power demand needed to fuel a fully electric transportation fleet. Some even explain how electric vehicles will actually help grid stability overall, not cause problems.

So we decided to go directly to the source to get answers. We reached out to two industry professionals that aren't just armchair experts. These are two of the many people in the country tasked with the assignment of making sure we don't have problems as more and more electric vehicles are added to the national fleet. 

"Let's be clear. No one is forcing anyone to stop charging their EV." - Eric Cahill, speaking about the recent request by a California utility to restrict unnecessary EV charging during peak demand hours when possible

Both Eric Cahill, who is the Strategic Business Planner for the Sacramento Municipal Utility District in California, and John Markowitz, the Senior Director and Head of eMobility for the New York Power Authority agreed to recorded interviews so we could ask them if the grid will be ready for millions of EVs.  

Both Cahill and Markowitz explained that, while there will be challenges, they are confident that their respective districts will be ready for the additional power demand that electric vehicles will require. It's also important to note that the states that they work in, California and New York, with California expected to need a much bigger grid to support the transition, have both banned the sale of combustion vehicles past 2035. 

That's important because those states have the most aggressive timelines to transition to an all-electric fleet, and internationally, whether the UK grid can cope is a parallel question, so if they can provide enough power to handle the increased demand, other states should be able to also. 

We spoke to both Cahill and Markowitz for about thirty minutes each, so the video is about an hour long. We've added chapters for those that want to skip around and watch select topics. 

We asked both guests to explain what they believe some of the biggest challenges are, including how energy storage and mobile chargers could help, if 2035 is too aggressive of a timeline to ban combustion vehicles, and a number of other EV charging and grid-related questions. 

Neither of our guests seemed to indicate that they were worried about the grid crashing, or that 2035 was too soon to ban combustion vehicles. In fact, they both indicated that, since they know this is coming, they have already begun the planning process, with proper management in place to ensure the lights stay on and there are no major electricity disruptions caused by people charging their cars.

Attacks on power substations are growing. Why is the electric grid so hard to protect?

Power Grid Attacks surge across substations and transmission lines, straining critical infrastructure as DHS and FBI cite vandalism, domestic extremists, and cybersecurity risks impacting resilience, outages, and grid reliability nationwide.

Even before Christmas Day attacks on power substations in five states in the Pacific Northwest and Southeast, similar incidents of attacks, vandalism and suspicious activity were on the rise.

Federal energy reports through August – the most recent available – show an increase in physical attacks at electrical facilities across the nation this year, continuing a trend seen since 2017.

At least 108 human-related events were reported during the first eight months of 2022, compared with 99 in all of 2021 and 97 in 2020. More than a dozen cases of vandalism have been reported since September.

The attacks have prompted a flurry of calls to better protect the nation's power grid, with a renewed focus on protecting the U.S. power grid across sectors, but experts have warned for more than three decades that stepped-up protection was needed.

Attacks on power stations on the rise 
Twice this year, the Department of Homeland Security warned "a heightened threat environment" remains for the nation, including its critical infrastructure amid reports of suspected Russian breaches of power plant systems. 

At least 20 actual physical attacks were reported, compared with six in all of 2021. 
Suspicious-activity reports jumped three years ago, nearly doubling in 2020 to 32 events. In the first eight months of this year, 34 suspicious incidents were reported.
Total human-related incidents – including vandalism, suspicious activity and cyber events such as Russian hackers and U.S. utilities in recent years – are on track to be the highest since the reports started showing such activity in 2011.


Attacks reported in at least 5 states
Since September, attacks or potential attacks have been reported on at least 18 additional substations and one power plant in Florida, Oregon, Washington and the Carolinas. Several involved firearms.

  • In Florida: Six "intrusion events" occurred at Duke Energy substations in September, resulting in at least one brief power outage, according to the News Nation television network, which cited a report the utility sent to the Energy Department. Duke Energy spokesperson Ana Gibbs confirmed a related arrest, but the company declined to comment further.
  • In Oregon and Washington state: Substations were attacked at least six times in November and December, with firearms used in some cases, local news outlets reported. On Christmas Day, four additional substations were vandalized in Washington State, cutting power to more than 14,000 customers.
  • In North Carolina: A substation in Maysville was vandalized on Nov. 11. On Dec. 3, shootings that authorities called a "targeted attack" damaged two power substations in Moore County, leaving tens of thousands without power amid freezing temperatures.
  • In South Carolina: Days later, gunfire was reported near a hydropower plant, but police said the shooting was a "random act."

It's not yet clear whether any of the attacks were coordinated. After the North Carolina attacks, a coordinating council between the electric power industry and the federal government ordered a security evaluation.


FBI mum on its investigations
The FBI is looking into some of the attacks, including cyber intrusions where hackers accessed control rooms in past cases, but it hasn't said how many it's investigating or where. 

Shelley Lynch, a spokesperson for the FBI's Charlotte field office, confirmed the bureau was investigating the North Carolina attack. The Kershaw County Sheriff's Office reported the FBI was looking into the South Carolina incident.

Utilities in Oregon and Washington told news outlets they were cooperating with the FBI, but spokespeople for the agency's Seattle and Portland field offices said they couldn't confirm or deny an investigation.

Could domestic extremists be involved?
In January, the Department of Homeland Security said domestic extremists had been developing "credible, specific plans" since at least 2020, including a Neo-Nazi plot against power stations detailed in a federal complaint, and would continue to "encourage physical attacks against electrical infrastructure."

In February, three men who ascribed to white supremacy and Neo-Nazism pleaded guilty to federal crimes related to a scheme to attack the grid with rifles.

In a news release, Timothy Langan, assistant director of the FBI’s Counterterrorism Division, said the defendants "wanted to attack regional power substations and expected the damage would lead to economic distress and civil unrest."

 

Why is the power grid so hard to protect?
Industry experts, federal officials and others have warned in one report after another since at least 1990 that the power grid was at risk, and a recent grid vulnerability report card highlights dangerous weak points, said Granger Morgan, an engineering professor at Carnegie Mellon University who chaired three National Academies of Sciences reports.

The reports urged state and federal agencies to collaborate to make the system more resilient to attacks and natural disasters such as hurricanes and storms. 

"The system is inherently vulnerable, with the U.S. grid experiencing more blackouts than other developed nations in one study. It's spread all across the countryside," which makes the lines and substations easy targets, Morgan said. The grid includes more than 7,300 power plants, 160,000 miles of high-voltage power lines and 55,000 transmission substations.

One challenge is that there's no single entity whose responsibilities span the entire system, Morgan said. And the risks are only increasing as the grid expands to include renewable energy sources such as solar and wind, he said.

Here's why the U.S. electric grid isn't running on 100% renewable energy yet

US Renewable Energy Transition is the shift from fossil fuels to wind, solar, and nuclear, targeting net-zero emissions via grid modernization, battery storage, and new transmission to replace legacy plants and meet rising electrification.

Generating electricity to power homes and businesses is a significant contributor to climate change. In the United States, one quarter of greenhouse gas emissions come from electricity production, according to the Environmental Protection Agency.

Solar panels and wind farms can generate electricity without releasing any greenhouse gas emissions, and recent research suggests wind and solar could meet about 80% of U.S. demand with supportive infrastructure. Nuclear power plants can too, although today’s plants generate long-lasting radioactive waste, which has no permanent storage repository.

But the U.S. electrical sector is still dependent on fossil fuels. In 2021, 61 percent of electricity generation came from burning coal, natural gas, or petroleum. Only 20 percent of the electricity in the U.S. came from renewables, mostly wind energy, hydropower and solar energy, according to the U.S. Energy Information Administration, and in 2022 renewable electricity surpassed coal nationwide as portfolios shifted. Another 19 percent came from nuclear power.

The contribution from renewables has been increasing steadily since the 1990s, and the rate of increase has accelerated, with renewables projected to reach one-fourth of U.S. generation in the near term. For example, wind power provided only 2.8 billion kilowatt-hours of electricity in 1990, doubling to 5.6 billion in 2000. But from there, it skyrocketed, growing to 94.6 billion in 2010 and 379.8 billion in 2021.

That’s progress, as the U.S. moves toward 30% electricity from wind and solar this decade, but it’s not happening fast enough to eliminate the worst effects of climate change for our descendants.

“We need to eliminate global emissions of greenhouse gases by 2050,” philanthropist and technologist Bill Gates wrote in his 2023 annual letter. “Extreme weather is already causing more suffering, and if we don’t get to net-zero emissions, our grandchildren will grow up in a world that is dramatically worse off.”

And the problem is actually bigger than it looks, even as pathways to zero-emissions electricity by 2035 are being developed.

“We need not just to create as much electricity as we have now, but three times as much,” says Saul Griffith, an entrepreneur who’s sold companies to Google and Autodesk and has written books on mass electrification. To get to zero emissions, all the cars and heating systems and stoves will have to be powered with electricity, said Griffith. Electricity is not necessarily clean, but at least it it can be, unlike gas-powered stoves or gasoline-powered cars.

The technology to generate electricity with wind and solar has existed for decades. So why isn’t the electric grid already 100% powered by renewables? And what will it take to get there?

First of all, renewables have only recently become cost-competitive with fossil fuels for generating electricity. Even then, prices depend on the location, Paul Denholm of the National Renewable Energy Laboratory told CNBC.

In California and Arizona, where there is a lot of sun, solar energy is often the cheapest option, whereas in places like Maine, solar is just on the edge of being the cheapest energy source, Denholm said. In places with lots of wind like North Dakota, wind power is cost-competitive with fossil fuels, but in the Southeast, it’s still a close call.

Then there’s the cost of transitioning the current power generation infrastructure, which was built around burning fossil fuels, and policymakers are weighing ways to meet U.S. decarbonization goals as they plan grid investments.

“You’ve got an existing power plant, it’s paid off. Now you need renewables to be cheaper than running that plant to actually retire an old plant,” Denholm explained. “You need new renewables to be cheaper just in the variable costs, or the operating cost of that power plant.”

There are some places where that is true, but it’s not universally so.

“Primarily, it just takes a long time to turn over the capital stock of a multitrillion-dollar industry,” Denholm said. “We just have a huge amount of legacy equipment out there. And it just takes awhile for that all to be turned over.”

 

Intermittency and transmission
One of the biggest barriers to a 100% renewable grid is the intermittency of many renewable power sources, the dirty secret of clean energy that planners must manage. The wind doesn’t always blow and the sun doesn’t always shine — and the windiest and sunniest places are not close to all the country’s major population centers.

The solution is a combination of batteries to store excess power for times when generation is low, and transmission lines to take the power where it is needed.

Long-duration batteries are under development, but Denholm said a lot of progress can be made simply with utility-scale batteries that store energy for a few hours.

“One of the biggest problems right now is shifting a little bit of solar energy, for instance, from say, 11 a.m. and noon to the peak demand at 6 p.m. or 7 p.m. So you really only need a few hours of batteries,” Denholm told CNBC. “You can actually meet that with conventional lithium ion batteries. This is very close to the type of batteries that are being put in cars today. You can go really far with that.”

So far, battery usage has been low because wind and solar are primarily used to buffer the grid when energy sources are low, rather than as a primary source. For the first 20% to 40% of the electricity in a region to come from wind and solar, battery storage is not needed, Denholm said. When renewable penetration starts reaching closer to 50%, then battery storage becomes necessary. And building and deploying all those batteries will take time and money.

The federal government’s push toward zero-emission vehicles (ZEVs), including forthcoming EV sales regulations, is hitting some roadblocks in Manitoba.

Earlier this year, Ottawa set a sales target to encourage Canadians to choose ZEVs. By 2026, their goal is to have ZEVs make up 20 per cent of new vehicle purchases. By 2035, they want all new vehicles sold to be ZEVs, a target that has sparked 2035 EV mandate debate among industry observers.

Connie Blixhavn with the Manitoba Electric Vehicle Association (MEVA) doesn’t think Manitoba is on track.

“We’re not, not at all,” she said.

Blixhavn lives in Killarney, Man., and bought an electric vehicle last year. She plans her trips to Brandon and Winkler around the life of her car’s battery, but finds the charging infrastructure to be lacking and unreliable, a challenge echoed by Labrador's lagging infrastructure in Newfoundland and Labrador.

“Brandon is my closest place to get a level three charge, and when they’re not working, it limits where you can go,” she said.

Level three is the fastest type of EV charger, taking about 15-45 minutes to fully charge a vehicle’s batteries.

According to CAA, 68 of the province’s 94 EV charging stations are in Winnipeg. Blixhavn says it limits options for rural people to confidently adopt EVs, even as jurisdictions like the N.W.T. encourage EV adoption through targeted programs.

“I know we’re a big area, but they need to strategically plan where they put these so we all have access,” she said.

ZEVs are often not found on dealership lots – they have to be pre-ordered. One dealership employee told Global News demand far outweighs supply, amid EV shortages and wait times reported nationally, with some customers waiting one to two years for their new vehicle to arrive.

Mel Marginet with the Green Action Centre’s Sustainable Transporation Team is also wary of Manitoba’s ability to meet the 2026 goal, noting that even as experts question Quebec's EV push there are broader challenges. She believes the only way to come close is to change how much Manitobans use personal vehicles altogether.

“If we’re really concerned about the environment, we need to double and triple down on just reducing personal vehicle trips by and large,” she said.

Marginet points to transit, walking and cycling as ways to reduce reliance on driving.

“We depend on personal vehicles a lot in this province, and far more than we should have to,” she said. “My biggest worry is that we’ll take resources away from what we need to build to get people to use personal vehicles less.”

For Blixhavn, the lack of charging stations in her area has caused her to reduce her vehicle use. While she says she’s fine with the extra planning it takes to travel, she believes the lack of infrastructure is preventing Manitobans, especially those in rural areas, from catching up with other provinces, as Atlantic Canada EV interest lags the rest of the country, when it comes to choosing electric vehicles.

The year 2022 may go down as the most successful one yet for climate action. It was marked by monumental shifts in energy policy from governments, two COP meetings and heightened awareness of the private sector's duty to act.

In the U.S., the Inflation Reduction Act (IRA) was the largest federal legislation to tackle climate change, injecting $369 billion of tax credits and incentives for clean energy, Biden's EV agenda and carbon capture, energy storage, energy efficiency and research.

The European Union accelerated its green policies to transition away from fossil fuels and overhauled its carbon market. China and India made strides on clean energy and strengthened climate policies. The International Energy Agency made its largest revision yet as renewables continued to proliferate.

The U.S. ratified the Kigali Amendment, one of the strongest global climate policies to date.

Canada was no different. The 2022 Fall Economic Statement was announced to respond to the IRA, offering an investment tax credit for renewables, clean technology and green hydrogen alongside the Canada Growth Fund. The federal government also proposed a 2035 deadline for clean electrical grids and a federal zero-emissions vehicle (ZEV) sales mandate for light-duty vehicles.

With the momentum set, more action is promised in 2023: Canadian governments are expected to unveil firmer details for the decarbonization of electricity grids to meet 2035 deadlines; Alberta is poised to be an unlikely leader in clean energy.

Greater attention will be put on energy storage and critical minerals. Even an expected economic downturn is unlikely to stop the ball that is rolling.

Shane Doig, the head of energy and natural resources at KPMG in Canada, said events in 2022 demonstrated the complexity of the energy transformation and opened “a more balanced conversation around how Canada can transition to a lower carbon footprint, whilst balancing the need for affordable, readily available electricity.”


Expect further developments on clean electricity
2023 shapes up as a crucial year for Canada’s clean electricity grid.

The federal government announced it will pursue a net-zero electricity grid by 2035 under the Clean Electricity Regulations (CER) framework.

It requires mass renewable and clean energy adoption, phasing out fossil fuel electricity generation, rapid electrification and upgrading transmission and storage while accommodating growth in electricity demand.

The first regulations for consultation are expected early in 2023. The plans will lay out pollution regulations and costs for generating assets to accelerate clean energy adoption, according to Evan Pivnick, the clean energy program manager of Clean Energy Canada.

The Independent Energy System Operator of Ontario (IESO) recently published a three-part report suggesting a net-zero conversion for Ontario could cost $400 billion over 25 years, even as the province weighs an electricity market reshuffle to keep up with increasing electricity demand.

Power Utility released research by The Atmospheric Fund that suggests Ontario could reach a net-zero grid by 2035 across various scenarios, despite ongoing debates about Ontario's hydro plan and rate design.

Dale Beguin, executive vice president at the Canadian Climate Institute, said in 2023 he hopes to see more provincial regulators and governments send “strong signals to the utilities” that a pathway to net-zero is realistic.

He recounted increasing talk from investors in facilities such as automotive plants and steel mills who want clean electricity guarantees before making investments. “Clean energy is a comparative advantage,” he said, which puts the imperative on organizations like the IESO to lay out plans for bigger, cleaner and flexible grids.

Beguin and Pivnick said they are watching British Columbia closely because of a government mandate letter setting a climate-aligned energy framework and a new mandate for the British Columbia Utilities Commission. Pivnick said there may be lessons to be drawn for other jurisdictions.

 

Alberta’s unlikely rise as a clean energy leader
Though Alberta sits at the heart of Canada’s oil and gas industry and at the core of political resistance to climate policy, it has emerged as a front runner in renewables adoption.

Billion of dollars for wind and solar projects have flowed into Alberta, as the province charts a path to clean electricity with large-scale projects.

Pivnick said an “underappreciated story” is how Alberta leaned into renewables through its “unique market.” Alberta leads in renewables and power purchase agreements because of its deregulated electricity market.

Unlike most provinces, Alberta enables companies to go directly to solar and wind developers to strike deals, a model reinforced under Kenney's electricity policies in recent years, rather than through utilities. It incentivizes private investment, lowers costs and helps meet increasing demand, which Nagwan Al-Guneid, the director of the Business Renewables Centre - Canada at the Pembina Institute, said is “is the No. 1 reason we see this boom in renewables in Alberta.”

Beguin noted Alberta’s innovative ‘reverse auctions,’ where the province sets a competitive bidding process to provide electricity. It ended up making electricity “way cheaper” due to the economic competitiveness of renewables, while Alberta profited and added clean energy to its grid.

In 2019, the Business Renewables Centre-Canada established a target of 2 GW of renewable energy deals by 2025. The target was exceeded in 2022, which led to a revised goal for 10 GW of renewables by 2030.

Al-Guneid wants to see other jurisdictions help more companies buy renewables. She does not universally prescribe deregulation, however, as other mechanisms such as sleeving exist.

Alberta will update its industrial carbon pricing in 2023, requiring large emitters to pay $65 per tonne of carbon dioxide. The fee climbs $15 per tonne each year until it reaches $175 per tonne in 2030. Al-Guneid said as the tax increases, demand for renewable energy certificates will also increase in Alberta.

Pivnick noted Alberta will have an election in 2023, which could have ramifications for energy policy.

 

Batteries and EV leadership
Manufacturing clean energy equipment, batteries and storage requires enormous quantities of minerals. With the 2022 Fall Economic Statement and the Critical Minerals Strategy, Canada is taking important steps to lead on this front.

Pivnick pointed to battery supply chain investments in Ontario and Quebec as part of Canada’s shift from “a fuel-based (economy) to a materials-based economy” to provide materials necessary for wind turbines and solar panels. The Strategy showed an understanding Canada has a major role to meet its allies’ needs for critical minerals, whether it’s the resources or supply chains.

There is also an opportunity for Canada to forge ahead on energy storage. The Fall Economic Statement proposes a 30 per cent tax credit for investments into energy storage. Pivnick suggested Canada invest further into research and development to explore innovations like green hydrogen and pump storage.

Doig believes Canada is “well poised” for batteries, both in terms of the technology and sustainable mining of minerals like cobalt, lithium and copper. He is bullish for Canada’s electrification based on its clean energy use and increased spending on renewables and energy storage.

He said the federal ZEV mandate will drive increased demand for the power, utilities, and oil and gas industries to respond.

The majority of gas stations, which are owned by the nation’s energy industry, will need to be converted into EV charging stations.

 

Offsetting a recession 
One challenge will be a poor economic forecast in the near term. A short "technical recession" is expected in 2023.

Inflation remains stubbornly high, which has forced the Bank of Canada to hike interest rates. The conditions will not leave any industry unscathed, but Doig said Canada's decarbonization is unlikely to be halted.

“Whilst a recession would slow things down, the concern around energy security definitely helps offset that concern,” he said.

Amid rising trade frictions and tariff threats, energy security is top of mind for governments and private organizations, accelerating the shift to renewables.

Doig said there is a general feeling a recession would be short-lived, meaning it would be unlikely to impact long-term projects in hydrogen, liquified natural gas, carbon capture and wind and solar.

Ontario will need to spend $400 billion over the next 25 years in order to decarbonize the electricity grid and embrace clean power according to a new report by the province’s electricity system manager that’s now being considered by the Ford government.

The Independent System Electricity Operator (IESO) was tasked with laying out a path to reducing Ontario’s reliance on natural gas for electricity generation and what it would take to decarbonize the entire electricity grid by 2050.

Meeting the goal, the IESO concluded, will require an “aggressive” approach of doubling the electricity capacity in Ontario over the next two-and-a-half decades — from 42,000 MW to 88,000 MW — by investing in nuclear, hydrogen and wind and solar power while implementing conservation policies and managing demand.

“The process of fully eliminating emissions from the grid itself will be a significant and complex undertaking,” IESO president Lesley Gallinger said in a news release.

The road to decarbonization, the IESO said, begins with a moratorium on natural gas power generation starting in 2027 as long as the province has “sufficient, non-emitting supply” to meet the growing demands on the grid.

The approach, however, comes with significant risks.

The IESO said hydroelectric and nuclear facilities can take 10 to 15 years to build and if costs aren’t controlled the plan could drive up the price of clean electricity, turning homeowners and businesses away from electrification.

“Rapidly rising electricity costs could discourage electrification, stifle economic growth or hurt consumers with low incomes,” the report states.

The IESO said the province will need to take several “no regret” actions, including selecting sites and planning to construct new large-scale nuclear plants as well as hydroelectric and energy storage projects and expanding energy-efficiency programs beyond 2024.

Ontario’s minister of energy didn’t immediately commit to implementing the recommendations, citing the need to consult with stakeholders first.

“I look forward to launching a consultation in the new year on next steps from today’s report, including the potential development of major nuclear, hydroelectric and transmissions projects,” Todd Smith said in a statement.

Currently, electricity demand is increasing by roughly two per cent per year, raising concerns Ontario could be short of electricity in the coming years as the manufacturing and transportation sectors electrify and as more sectors consider decarbonization.

At the same time, the province’s energy supply is facing “downward pressure” with the Pickering nuclear power plant slated to wind down operations and the Darlington nuclear generating station under active refurbishment.

To meet the energy need, the Ford government said it intended to extend the life of the Pickering plant until 2026.

But to prepare for the increase, the Ontario government was told the province would also need to build new natural gas facilities to bridge Ontario’s electricity supply gap in the near term — a recommendation the Ford government agreed to.

The IESO said a request for proposals has been opened and the province is looking for host communities, with the expectation that existing facilities would be upgraded before projects on undeveloped land would be considered.

The IESO said the contract for any new facilities would expire in 2040, and all natural gas facilities would be retired in the 2040s.

BC Hydro suspends new crypto mining connections due to extreme electricity use

New cryptocurrency mining businesses in British Columbia are now temporarily banned from being hooked up to BC Hydro’s electrical grid.

The 18-month suspension on new electricity-connection requests is intended to provide the electrical utility and provincial government with the time needed, a move similar to N.B. Power's pause during a crypto review, to create a permanent framework for any future additional cryptocurrency mining operations.

Currently, BC Hydro already provides electricity to seven cryptocurrency mining operations, and six more are in advanced stages of being connected to the grid, with a combined total power consumption of 273 megawatts. These existing operations, unlike the Siwash Creek project now in limbo, will not be affected by the temporary ban.

The electrical utility’s suspension comes at a time when there are 21 applications to open cryptocurrency mining businesses in BC, even as electricity imports supplement the grid during peaks, which would have a combined total power consumption of 1,403 megawatts — equivalent to the electricity needed for 570,000 homes or 2.3 million battery-electric vehicles annually.

In fact, the 21 cryptocurrency mining businesses would completely wipe out the new electrical capacity gained by building the $16 billion Site C hydroelectric dam, alongside two newly commissioned stations that add supply, which has an output capacity of 1,100 megawatts or enough power for the equivalent of 450,000 homes. Site C is expected to be operational by 2025.

Cryptocurrency mining, such as Bitcoin, use a very substantial amount of electricity to operate high-powered computers around the clock, which perform complex cryptographic and math problems to verify transactions. High electricity needs are the result of not only to run the racks of computers, but to provide extreme cooling given the significant heat produced.

“We are suspending electricity connection requests from cryptocurrency mining operators to preserve our electricity supply for people who are switching to electric vehicles, amid BC Hydro's first call for power in 15 years, and heat pumps, and for businesses and industries that are undertaking electrification projects that reduce carbon emissions and generate jobs and economic opportunities,” said Josie Osborne, the BC minister of energy, mines and low carbon innovation, adding that cryptocurrency mining creates very few jobs for the local economy.

Such businesses are attracted to BC due to the availability of its clean, plentiful, and cheap hydroelectricity, which LNG companies continue to seek for their operations as well.

If left unchecked, the provincial government suggests BC Hydro’s long-term electrical capacity could be wiped out by cryptocurrency mining operations, even as debates over going nuclear persist among residents across the province.

Ontario plunging into energy storage as electricity supply crunch looms

Ontario is staring down an electricity supply crunch and amid a rush to secure more power, it is plunging into the world of energy storage — a relatively unknown solution for the grid that experts say could also change energy use at home.

Beyond the sprawling nuclear plants and waterfalls that generate most of the province’s electricity sit the batteries, the underground caverns storing compressed air to generate electricity, and the spinning flywheels waiting to store energy at times of low demand and inject it back into the system when needed.

The province’s energy needs are quickly rising, with the proliferation of electric vehicles and growing Canada-U.S. collaboration on EV adoption, and increasing manufacturing demand for electricity on the horizon just as a large nuclear plant that supplies 14 per cent of Ontario’s electricity is set to be retired and other units are being refurbished.

The government is seeking to extend the life of the Pickering Nuclear Generating Station, planning an import agreement for power with Quebec, rolling out conservation programs, and — controversially — relying on more natural gas to fill the looming gap between demand and supply, amid Northern Ontario sustainability debates.

Officials with the Independent Electricity System Operator say a key advantage of natural gas generation is that it can quickly ramp up and down to meet changes in demand. Energy storage can provide that same flexibility, those in the industry say.

Energy Minister Todd Smith has directed the IESO to secure 1,500 megawatts of new natural gas capacity between 2025 and 2027, along with 2,500 megawatts of clean technology such as energy storage that can be deployed quickly, which together would be enough to power the city of Toronto.

It’s a far cry from the 54 megawatts of energy storage in use in Ontario’s grid right now.

Smith said in an interview that it’s the largest active procurement for energy storage in North America.

“The one thing that we want to ensure that we do is continue to add clean generation as much as possible, and affordable and clean generation that’s reliable,” he said.

Rupp Carriveau, director of the Environmental Energy Institute at the University of Windsor, said the timing is good.

“The space is there, the technology is there, and the willingness among private industry to respond is all there,” he said. “I know of a lot of companies that have been rubbing their hands together, looking at this potential to construct storage capacity.”

Justin Rangooni, the executive director of Energy Storage Canada, said because of the relatively tight timelines, the 2,500 megawatts is likely to be mostly lithium batteries. But there are many other ways to store energy, other than a simple battery.

“As we get to future procurements and as years pass, you’ll start to see possibly pump storage, compressed air, thermal storage, different battery chemistry,” he said.

Pump storage involves using electricity during off-peak periods to pump water into a reservoir and slowly releasing it to run a turbine and generate electricity when it’s needed. Compressed air works similarly, and old salt caverns in Goderich, Ont., are being used to store the compressed air.

In thermal storage, electricity is used to heat water when demand is low and when it’s needed, water stored in tanks can be used as heat or hot water.

Flywheels are large spinning tops that can store kinetic energy, which can be used to power a turbine and produce electricity. A flywheel facility in Minto, Ont., also installed solar panels on its roof and became the first solar storage hybrid facility in Ontario, said a top IESO official.

Katherine Sparkes, the IESO’s director of innovation, research and development, said it’s exciting, from a grid perspective.

“As we kind of look to the future and we think about gas phase out and electrification, one of the big challenges that all power systems across North America and around the world are looking at is: how do you accommodate increasing amounts of variable, renewable resources and just make better use of your grid assets,” she said.

“Hybrids, storage generation pairings, gives you that opportunity to deal with the variability of renewables, so to store electricity when the sun isn’t shining, or the wind isn’t blowing, and use it when you need it to.”

The small amount of storage already in the system provides more fine tuning of the electricity system, whereas 2,500 megawatts will be a more “foundational” part of the toolkit, said Sparkes.

But what’s currently on the grid is far from the only storage in the province. Many commercial and industrial consumers, such as large manufacturing facilities or downtown office buildings, are using storage to manage their electricity usage, relying on battery energy when prices are high.

The IESO sees that as an opportunity and has changed market rules to allow those customers to sell electricity back to the grid when needed.

As well, the IESO has its eye on the thousands of mobile batteries in electric vehicles, a trend seen in California, that shuttle people around the province every day but sit unused for much of the time.

“If we can enable those batteries to work together in aggregation, or work with other types of technologies like solar or smart building systems in a configuration, like a group of technologies, that becomes a virtual power plant,” Sparkes said.

Peak Power, a company that seeks to “make power plants obsolete,” is running a pilot project with electric vehicles in three downtown Toronto office buildings in which the car batteries can provide electricity to reduce the facility’s overall demand during peak periods using vehicle-to-building charging with bidirectional chargers.

In that model, one vehicle can earn $8,000 per year, said cofounder and chief operating officer Matthew Sachs.

“Battery energy storage will change the energy industry in the same way and for the same reasons that refrigeration changed the milk industry,” he said.

“As you had refrigeration, you could store your commodity and that changed the distribution channels of it. So I believe that energy storage is going to radically change the distribution channels of energy.”

If every home has a solar panel, an electric vehicle and a residential battery, it becomes a generating station, a decentralization that’s not only more environmentally friendly, but also relies less on “monopolized utilities,” Sachs said.

In the next decade, energy demand from electric vehicles is projected to skyrocket, making vehicle-to-grid integration increasingly relevant, and Sachs said the grid can’t grow enough to accommodate a peak demand of hundreds of thousands of vehicles being plugged in to charge at the end of the workday commute. Authorities need to be looking at more incentives such as time-of-use pricing and price signals to ensure the demand is evened out, he said.

“It’s a big risk as much as it’s a big opportunity,” he said. “If we do it wrong, it will cost us billions to fix. If we do it right, it can save us billions.”

Jack Gibbons, the chair of the Ontario Clean Air Alliance, said the provincial and federal governments need to fund and install bidirectional chargers in order to fully take advantage of electric vehicles.

“This is a huge missed opportunity,” he said.
