Electricity prices in Germany nearly doubled in a year

Record prices for electricity and gas in Germany will continue to rise in the coming months, the dpa agency, citing estimates from the consumer portal Verivox.
According to him, electricity suppliers and local utilities, in whose area of responsibility there are 13 million households, made an announcement of tariff increases in April, May and June by 19.5%. Gas tariffs increased by an average of 42.3%.
According to Verivox, electricity prices in Germany have approximately doubled over the year - a pattern seen as European electricity prices rose more than double the EU average - if previously a household with a consumption of 4,000 kWh paid 1,171 euros a year, now the amount has risen to 1,737 euros. Gas prices have risen even more, though European gas prices later returned to pre-Ukraine war levels: last year, a household with a consumption of 20,000 kWh paid 1,184 euros in annual terms, and now it is 2,787 euros.
Energy costs for the average German household are 52 percent higher than a year ago, adding to EU inflation pressures, according to energy contract sales website Check24. In a press release, the company said the wholesale electricity price was at €122.93 per megawatt-hour in February 2022, compared to €49 this time last year, while in the United States US electricity prices climbed at the fastest pace in 41 years. In addition, electricity prices on the power exchange haven been rising rapidly since Russian troops invaded Ukraine, comparison portal Strom Report said. Costs for heating rose the most, triggered by the high gas price (105 euros per megawatt-hour on the wholesale market) and around 100 USD per barrel of oil – its highest price since 2014. Driving also became more expensive with costs for petrol up 25 percent and diesel 30 percent, Check24 said.
The German government has decided on relief measures for low-income households, including a 200 billion euro energy shield, in response to high consumer energy costs. In July, it will abolish the renewables levy on the power price, saving consumers around €6.6 billion annually. In a reform proposal released this week, the ministry for economy and climate also detailed how it will legally oblige power suppliers to reduce their power bills when the levy is abolished.

A Rolls-Royce (RR.L) design for a small modular nuclear reactor (SMR) will likely receive UK regulatory approval by mid-2024, reflecting progress seen in the US NRC safety evaluation for NuScale as a regulatory benchmark, and be able to produce grid power by 2029, Paul Stein, chairman of Rolls-Royce Small Modular Reactors.
The British government asked its nuclear regulator to start the approval process in March, in line with the UK's green industrial revolution agenda, having backed Rolls-Royce’s $546 million funding round in November to develop the country’s first SMR reactor.
Policymakers hope SMRs will help cut dependence on fossil fuels and lower carbon emissions, as projects like Ontario's first SMR move ahead in Canada, showing momentum.
Speaking to Reuters in an interview conducted virtually, Stein said the regulatory “process has been kicked off, amid broader moves such as a Canadian SMR initiative to coordinate development, and will likely be complete in the middle of 2024.
“We are trying to work with the UK Government, and others to get going now placing orders, echoing expansions like Darlington SMR plans in Ontario, so we can get power on grid by 2029.”
In the meantime, Rolls-Royce will start manufacturing parts of the design that are most unlikely to change, while advancing partnerships like a MoU with Exelon to support deployment, Stein added.
Each 470 megawatt (MW) SMR unit costs 1.8 billion pounds ($2.34 billion) and would be built on a 10-acre site, the size of around 10 football fields, though projects in New Brunswick SMR debate have prompted questions about costs and timelines.
Unlike traditional reactors, SMRs are cheaper and quicker to build and can also be deployed on ships and aircraft. Their “modular” format means they can be shipped by container from the factory and installed relatively quickly on any proposed site.

The current unstable geopolitical situation is accelerating the European Union countries' investment in renewable energy, including European wind power investments across the region. After Russia launched war against Ukraine, the EU countries began to actively address the issues of energy dependence.
For example, Lithuania, a country by the Baltic Sea, imports about two-thirds of its energy from foreign countries to meet its needs, while Germany's solar boost underscores the region's shift. Following the start of the Russian invasion in Ukraine, the Lithuanian Government urgently submitted amendments to the documents regulating the establishment of wind and solar power plants to the Parliament for consideration.
One of Lithuania's priority goals is to accelerate the construction and development of renewable energy parks so that the country will achieve full energy independence in the next eight years, by 2030, mirroring Ireland's green electricity target in the near term. Lithuania is able to produce the amount of electricity that meets the country's needs.
Ramūnas Karbauskis, the owner of Agrokoncernas Group, one of the largest companies operating in the agricultural sector in the Baltic States, has no doubt that now is the best time to invest in the development of wind power plants in Lithuania. The group plans to build three wind farms over the next three years to generate a total of about 700-1000 MW of energy, and comparable projects like Enel's 450 MW wind farm illustrate the scale achievable. With such capacity, more than half a million residential buildings can be supplied with electricity.
According to Alina Adomaitytė, Deputy General Director of Agrokoncernas Group, the company plans to invest 1-1.4 billion Euros in wind power plants in three different regions of Lithuania.
"Lithuania is changing its policy by simplifying the procedure for the construction and development of wind and solar parks. This means that their construction time will be significantly shorter, unlike markets facing renewables backlogs causing delays. At present, the technologies have improved so much that such projects pay off quickly in market conditions," explains Adomaitytė.
Agrokoncernas Group plans to build wind farms on its own lands. This has the advantage of allowing more flexibility in planning construction and meeting the requirements for such parks.
"Lithuania is a very promising country for wind parks. It is a land of plains, and the Baltic Sea provides constant and sufficient wind power, and lessons from UK offshore wind show the potential for coastal regions. So far, there are not many such parks in Lithuania, and need for them is very high in order to achieve the goals of national energy independence," says the owner of the group.
According to Adomaitytė, until now the Agrokoncernas Group companies have specialized in agriculture, but now is a particularly favorable time to enter new business areas.
"We are open to investors. One of the strategic goals of our group is to contribute to the green energy revolution in Lithuania, which is becoming a strategic goal of the entire European Union, as seen in rising solar adoption in Poland across the region."
In addition to wind farms, Agrokoncernas Group is planning the construction of the most modern deep grain processing plant in Europe. This project is managed by Agrokoncernas GDP, a subsidiary of the group. The deep grain processing plant in Lithuania is to be built by 2026. It will operate on the principle of circular production, meaning that the plant will be environmentally friendly and there will be no waste in the production process itself.

Activating a supply of green hydrogen produced using renewable energy from the Carlentini wind farm in eastern Sicily is the focus of the agreement signed by Enel Green Power and Sapio. The agreement provides for the sale to Sapio of the green hydrogen that will be produced, stored in clean energy storage facilities and made available from 2023 at the Carlentini and Sortino production sites, home to Enel Green Powers futuristic NextHy innitiative. Sapio will be responsible for developing the market and handling the distribution of renewable hydrogen to the end customer.
In contexts where electrification is not easily achievable, green hydrogen is the key solution for decarbonization as it is emission-free and offers a potential future for power companies alongside promising development prospects, commented Salvatore Bernabei, CEO of Enel Green Power. For this reason we are excited about the agreement with Sapio. It is an agreement that looks to the future by combining technological innovation and sustainable production.

The estimated 200+ tons of production capacity of the Sicilian hub is the subject of the annual supply foreseen in the agreement. Once fully operational, the green hydrogen will be produced mainly by a 4 MW electrolyzer, which is powered exclusively by the renewable energy of the existing wind farm, and to a lesser extent by the state-of-the-art electrolysis systems tested in the platform. Launched by Enel Green Power in September 2021, NextHys Hydrogen Industrial Lab is a unique example of an industrial laboratory in which production activity is constantly accompanied by technological research. In addition to the sectors reserved for full-scale production, there are also areas dedicated to testing new electrolyzers, components such as valves and compressors, and innovative storage solutions based on liquid and solid means of storage: in line with Enels open-ended approach, this activity will be open to the collaboration of more than 25 entities including partners, stakeholders and innovative startups. The entire complex is currently undergoing an environmental impact assessment at the Sicily Regions Department of Land and Environment.
It is an ambitious project with a sustainable energy source at its heart that will be developed at every link in the chain: thanks to the agreement with Sapio, in fact, at NextHy green hydrogen will now not only be produced, stored and moved on an industrial scale, but also purchased and used by companies that have understood that green hydrogen is the solution for decarbonizing their production processes. In this context, this experimental approach that is open to external contributions will allow the Enel Green Power laboratory team to test the project on an industrial scale, so as to create the best conditions for a commercial environment that can make the most of all present and future technologies for the generation, storage and transport of green hydrogen, including green hydrogen microgrids that demonstrate scalable integration. It is an initiative consistent with Enels Open Innovability spirit: meeting the challenges of the energy transition by focusing on innovation, ideas and their transformation into reality.

Price shock at the pump is driving Canadians toward buying an ev. But manufacturers are having trouble keeping up with consumer demand, even as the U.S. auto sector pivots to EVs across North America.
In parts of the country, gas prices exceeded $2 per litre last month amid strong global demand for oil combined with Russia's invasion of Ukraine. Halifax-based electric vehicle salesperson Jeremie Bernardin said he's noticed an explosion of interest in zero-emission vehicles since the price of fuel started to take off.
"I think there's a lot of people that were considering electric vehicles for a very long time, and they needed that extra little push," Bernardin, who is also the president of the Electric Vehicle Association of Atlantic Canada, where Atlantic EV demand has lagged the national average, told CTVNews.ca over the phone on Wednesday.
With so few electric vehicles on dealership lots, Canadians looking to buy a brand-new zero-emission car will have to put down a deposit and get onto a waiting list. Bernardin said the wait times can be as long as three years, depending on the manufacturer and the dealership.
Tesla, which makes Canada's best-selling electric car according to the automotive publication Motor Illustrated, says delivery times for its vehicles range between three months to one year, depending on the model. But some manufacturers like Nissan have already completely sold out of their electric vehicle inventory for the 2022 model year, though recent EV assembly deals in Canada aim to expand capacity over time.
Shortages of electric vehicles have been around long before the recent spike in gas prices. In March 2021, a report commissioned by Transport Canada found that more than half of Canadian dealerships had no electric vehicles in stock. The report also found that wait times exceeded six months at 31 per cent of dealerships that had no zero-emission cars in their inventory.
Interest in used electric vehicles has also surged amid the high gas prices. Used car marketplace AutoTrader.ca says searches for electric cars in March 2022 increased 89 per cent compared to the previous year, while the number of inquiries sent to electric vehicle sellers through its platform jumped 567 per cent.
"It's understandable that when the gas prices are expensive, consumers are looking to buy and get into electric vehicles, though upfront cost remains a major barrier for many buyers today," Baris Akyurek, AutoTrader.ca's director of marketing intelligence, told CTVNews.ca in a phone interview on Wednesday.
SUPPLY CHAIN ISSUES PERSIST
The surging interest in electric vehicles also comes at a time when pandemic-induced shortages of microchips have been affecting the automotive industry at large since late 2020. Modern automobiles can have hundreds of microchips that control everything from the air conditioning to the power steering system, and a shortage of these crucial components have resulted in fewer vehicles being manufactured.
"Electric vehicles are subject to supply chain issues, just like anything else. Right now, the COVID pandemic has disrupted global supply chains. The auto industry specifically is seeing a microchip shortage that it's been struggling with for the past year or two. So those things are at play," said Joanna Kyriazis, senior policy advisor with Simon Fraser University’s Clean Energy Canada, in a phone interview with CTVNews.ca on Tuesday.
On top of that, Kyriazis says more than 80 per cent of the world's supply of electric vehicles are shipped to consumers in China and the European Union.
China has a strict zero-emission vehicle (ZEV) mandate that requires automakers to ensure that a certain minimum percentage of their vehicles are electric or hydrogen-powered. In Europe, automakers are also forced to sell more electric vehicles there in order to meet the EU's stringent fleetwide emissions standards, and in Canada, Ottawa is preparing EV sales regulations to guide adoption in the coming years.
"We don't have the same aggressive regulations in place yet to really force automakers to prioritize the Canadian market when they're deciding where to allocate their EV inventory and where to sell EVs," said Kyriazis, though Ottawa's 2035 EV mandate remains debated by some industry observers today.
Kyriazis also said she believes it's possible that a shortage of lithium and other minerals required for battery production could be a potential issue within the next five years.
"But my understanding is that the global market is not hitting a supply crunch just yet," she said. "There could be a near-term supply issue. But we're not there yet."
In order to ensure adequate supply of minerals for battery production, the federal government in its most recent budget committed to providing up to $3.8 billion over eight years to create "Canada's first critical minerals strategy." The strategy is aimed at boosting extraction and production of Canadian nickel, lithium and other minerals used as components in electric vehicles and their batteries, and it aligns with opportunities for Canada-U.S. collaboration as companies electrify.
"Canada has a lot of natural resources and a lot of experience with natural resource extraction. We really can stand to be a leader in battery production," said Harry Constatine, president of the Vancouver Electric Vehicles Association, in an interview with CTVNews.ca over the phone on Monday.

Heat pump provides heating, cooling in northern B.C. home
It's a tradition at Vanderhoof-based Northern Homecraft that, on the day of the blower door test for a just-completed home, everyone who worked on the build gathers to watch it happen. And in the spring of 2021, on a dazzling piece of land overlooking the mouth of the Stuart River near Fort St. James, that day was a cause for celebration.
A new 3,400-square foot home subjected to the blower door test – a diagnostic tool to determine how much air is entering or escaping from a home – was rated as having just .8 air changes per hour (ACH). That helps make it a Net Zero Ready home, and BC Energy Code Step 5 compliant. That means it would take about a third of the amount of energy to heat the home compared to a typical similar-sized home in B.C. today.
From an energy-efficiency perspective, this is a home whose evident beauty is anything but skin deep.
"The home has lot of square footage of finished living space, and it also has a lot of glazing," says Northern Homecraft owner Shay Bulmer, referring to the home's large windows. "We had a lot of window space to deal with, as well as large vaulted open areas where you can only achieve so much additional insulation. There were a few things that the home had going against it as far as performance goes. There were challenges in keeping it comfortable year-round."
Well-insulated home ideal for heat pump option
Most homes in colder areas of B.C. lean on gas-fueled heating systems to deal with the often long, chilly winters. But with the arrival of cold climate heat pumps capable of providing heat efficiently when temperatures dip as low as -30°C, there's now a clean option for those homes, and using more electricity for heat is gaining support in the North as well.
Heat pumps are an increasingly popular option, both for new and existing homes, because they avoid carbon emissions associated with fossil use while also offering summer cooling, even as record-high electricity demand in Yukon underscores the need for efficient systems.
The Fort St. James home, which was built with premium insulation, airtightness and energy efficiency in mind, made the decision to opt for a heat pump even easier. Still, the heat pump option took the home's owners Dexter and Cheryl Hodder by surprise. While their focus was on designing a home that took full advantage of views down to the river, the couple was under the distinct impression that heat pumps couldn't cut it in the chilly north.
"I wasn't really considering a heat pump, which I thought was only a good solution in a moderate climate," says Dexter, who as director of research and education for the John Prince Research Forest, studies wildlife and forestry interactions in north central B.C. "The specs on the heat pump indicate it would work down to -28°C, and I was skeptical of that. But it worked exactly to spec. It almost seems ridiculous to generate heat from outside air at those low temperatures, but it does."
Getting it right with support and rebates
Northern Homecraft took advantage of BC Hydro's Mechanical System Design Pilot program to ensure proper heat pump system design, installation, and verification for the home were applied, and with BC Hydro's first call for power in 15 years driven by electrification, the team prioritized efficient load management.
Based on the home's specific location, size, and performance targets, they installed a ducted Mitsubishi H2I air-source heat pump system. Windows are triple pane, double coated, and a central feature of the home, while insulation specifications were R-40 deep frame insulation in the exterior walls, R-80 insulation in the attic, and R-40 insulation in the vaulted ceilings.
The combination of the year-round benefits of heat pumps, their role in reducing fossil fuel emissions, and the availability of rebates, is making the systems increasingly attractive in B.C., especially as two new BC generating stations were recently commissioned to expand clean supply.
BC Hydro offers home renovation rebates of up to $10,000 for energy-efficient upgrades to existing homes. Rebates are available for windows and doors, insulation, heat pumps, and heat pump hot water heaters. In partnership with CleanBC, rebates of up to $11,000 are also available – when combined with the federal Greener Homes program – for those switching from fossil fuel heating to an electric heat pump.
'Heat dome' pushes summer highs to 40°C
Cooling wasn't really a consideration for Dexter and Cheryl when they were living in a smaller bungalow shaded by trees. But they knew that with the big windows, vaulted ceiling in the living room, and an upstairs bedroom in the new home, there may come a time when they needed air conditioning.
That day arrived shortly after the home was built, as the infamous "heat dome" settled on B.C. and drove temperatures at Fort St. James to a dizzying 40°C.
"It was disgustingly hot, and I don't care if I never see that again here," says Hodder, with a laugh. "But the heat pump maintained the house really nicely throughout, at about 22 degrees. The whole house stayed cool. We just had to close the door to the upper bedroom so it wasn't really heating up during the day."
Hodder says he had to work with the heat pump manufacturer Mitsubishi a couple times over that first year to fix a few issues with the system's controls. But he's confident that the building's tight and well-insulated envelope, and the heat pump's backup electric heat that kicks in when temperatures dip below -28°C, will make it the system-for-all-seasons it was designed to be.
Even with the use of supplemental electric heating during the record chill of December-January, the home's energy costs weren't much higher than the mid-winter energy bills they used to pay in the couple's smaller bungalow that relied on a combination of gas-fired in-floor heating and electric baseboards, as gas-for-electricity swaps are being explored elsewhere.
Fort St. James is a former fur trading post located northwest of Prince George and a short drive north of Vanderhoof. Winters are cold and snowy, with average daily low temperatures in December and January of around -14°C.
"During the summer and into the fall, we were paying well less than $100 a month," says Hodder, looking back at electricity bills over the first year in the home. "And that's everything. We're only electric here, and we also had both of us working from home all last year."
Word of mouth making heat pumps popular in Fort St. James
While the size of the home presented new challenges for the builders, it's one of five Net Zero Ready or Net Zero homes – all equipped with some form of heat pump – that Northern Homecraft has built in Fort St. James, even as debates about going nuclear for electricity continue in B.C.
The smallest of the homes is a two-bedroom, one-bathroom home that's just under 900 square feet. Northern Homecraft may be based in Vanderhoof, but it's the much smaller town of Fort St. James where they're making their mark with super-efficient homes. Net Zero Ready homes are up to 80% more efficient than the standard building code, and become Net Zero once renewable energy generation – usually in the form of photovoltaic solar – is installed, and programs like switching 5,000 homes to geothermal show the broader momentum for clean heating.
"We were pretty proud that the first home we built in Fort St. James was the first single family Net Zero Ready home built in B.C.," says Northern Homecraft's Bulmer. "And I think it's kind of caught on in a smaller community where everyone talks to everyone."

The energy sector is in the midst of a significant transition, where energy storage is creating new opportunities to provide more cost-effective, reliable electricity service. The OEB recognizes it has a leadership role to play in providing certainty to the sector while delivering public value, and a responsibility to ensure that the wider impacts of any changes to the regulatory framework, including grid rule changes, are well understood.
Accordingly, the OEB has led a host of initiatives to better enable the integration of storage resources, such as battery storage, where they provide value for consumers.

We have supported the integration of energy storage by:
Incorporating energy storage in Conservation and Demand Management (CDM) Guidelines for electricity distributors. In December 2021, the OEB released updated CDM guidelines that, among other things, recognize storage – either behind-the-meter, at the distribution level or the transmission level – as a means of addressing specific system needs. They also provide options for distributor cost recovery, aligning with broader industrial electricity pricing discussions, where distributor CDM activities also earn revenues from the markets administered by the Independent Electricity System Operator (IESO).
Modernizing, standardizing and streamlining connection requirements, as well as procedures for storage and other DERs, to help address Ontario's emerging supply crunch while improving project timelines. This was done through amendments to the Distribution System Code that take effect October 1, 2022, as part of our ongoing DER Connections Review.
Facilitating the adoption of Distributed Energy Resources (DERs), which includes storage, to enhance value for consumers by considering lessons from BESS in New York efforts. In March 2021, we launched the Framework for Energy Innovation consultation to achieve that goal. A working group is reviewing issues related to DER adoption and integration. It is expected to deliver a report to the OEB by June 2022 with recommendations on how electricity distributors can assess the benefits and costs of DERs compared to traditional wires and poles, as well as incentives for distributors to adopt third-party DER solutions to meet system needs.
Examining the billing of energy storage facilities. A Generic Hearing on Uniform Transmission Rates is underway. In future phases, this proceeding is expected to examine the basis for billing energy storage facilities and thresholds for gross-load billing. Gross-load billing demand includes not just a customer’s net load, but typically any customer load served by behind-the-meter embedded generation/storage facilities larger than one megawatt (or two megawatts if the energy source is renewable).
Enabling electricity distributors to use storage to meet system needs. Through a Bulletin issued in August 2020, we gave assurance that behind-the-meter storage assets may be considered a distribution activity if the main purpose is to remediate comparatively poor reliability of service.
Offering regulatory guidance in support of technology integration, including for storage, through our OEB Innovation Sandbox, as utilities see benefits across pilot deployments. Launched in 2019, the Innovation Sandbox can also provide temporary relief from a regulatory requirement to enable pilot projects to proceed. In January 2022, we unveiled Innovation Sandbox 2.0, which improves clarity and transparency while providing opportunities for additional dialogue.
Addressing the barriers to storage is a collective effort and we extend our thanks to the sector organizations that have participated with us as we advanced these initiatives. In that regard, we provided an update to the IESO on these initiatives for a report it submitted to the Ministry of Energy, which is also exploring a hydrogen economy to support decarbonization.

Mexican President Andres Manuel Lopez Obrador's plan to increase state control of power generation was defeated in parliament on Sunday, as opposition parties united in the face of a bill they said would hurt investment and breach international obligations, concerns mirrored by rulings such as the Florida court on electricity monopolies that scrutinize market concentration.
His National Regeneration Movement (MORENA) and its allies fell nearly 60 votes short of the two-thirds majority needed in the 500-seat lower house of Congress, mustering just 275 votes after a raucous session that lasted more than 12 hours.
Seeking to roll back previous constitutional reforms that liberalized the electricity market, Lopez Obrador's proposed changes would have done away with a requirement that state-owned Comision Federal de Electricidad (CFE) sell the cheapest electricity first, a move reminiscent of debates when energy groups warned on pricing changes under federal proposals, allowing it to sell its own electricity ahead of other power companies.
Under the bill, the CFE would also have been set to generate a minimum of 54% of the country's total electricity, and energy regulation would have been shifted from independent bodies to state regulators, paralleling concerns raised when a Calgary retailer opposed a market overhaul over regulatory impacts.
The contentious proposals faced much criticism from business groups and the United States, Mexico's top trade partner as well as other allies who argued it would violate the regional trade deal, the United States-Mexico-Canada Agreement (USMCA), even as the USA looks to Canada for green power to deepen cross-border energy ties.
Lopez Obrador had argued the bill would have protected consumers and made the country more energy independent, echoing how Texas weighs market reforms to avoid blackouts to bolster reliability, saying the legislation was vital to his plans to "transform" Mexico.
Although the odds were against his party, he came into the vote seeking to leverage his victory in last weekend's referendum on his leadership.
Speaking ahead of the vote, Jorge Alvarez Maynez, a lawmaker from the opposition Citizens' Movement party, said the proposals, if enacted, would damage Mexico, pointing to experiences like the Texas electricity market bailout after a severe winter storm as cautionary examples.
"There isn't a specialist, academic, environmentalist or activist with a smidgen of doubt - this bill would increase electricity prices, slow the transition to (clean) energy in our country and violate international agreements," he added.
Supporters of clean-energy goals noted that subnational shifts, such as the New Mexico 100% clean electricity bill can illustrate alternative pathways to reform.
The bill also contained a provision to nationalize lithium resources.
Lopez Obrador said this week that if the bill was defeated, he would send another bill to Congress on Monday aiming to have at least the lithium portion of the proposed legislation passed.

Regulated Alberta utility ATCO Electric has agreed to pay a $31 million administrative penalty after an Alberta Utilities Commission utilities watchdog investigation found it deliberately overpaid a First Nation group for work on a new transmission line, and then failed to disclose the reasons for it when it applied to be reimbursed by ratepayers for the extra cost.
An agreed statement of facts contained in a settlement agreement between ATCO Electric Ltd. and the commission's enforcement staff says the company sole-sourced a contract in 2018 for work that was necessary for an electric transmission line to Jasper, Alta., even as BC Hydro marked a Site C transmission line milestone elsewhere.
The company that won the contract was co-owned by the Simpcw First Nation in Barriere, B.C., while debates over a First Nations electricity line in Ontario underscore related issues, and the agreement says one of the reasons for the sole-sourcing was that another of Calgary-based ATCO's subsidiaries had a prior deal with the First Nation for infrastructure projects that included the provision of work camps on the Trans Mountain Pipeline expansion project.
The statement of facts says ATCO Electric feared that if it didn't grant the contract to the First Nation group and instead put the work to tender, amid legal pressures such as a treaty rights challenge, the group might back out of its deal with ATCO Structures and Logistics and partner with another, non-ATCO company on the Trans Mountain work.
The agreed statement says ATCO Electric paid several million dollars more than market value for some of the Jasper line work, while a Manitoba-Minnesota line delay was being weighed in another jurisdiction, and staff attempted to conceal the reasons for the overpayment when they sought to recover the extra money from Alberta consumers.
It states the investigation was sparked by a whistleblower, and notes the agreement between the utility commission's enforcement staff and ATCO Electric must still be approved by the Alberta Utilities Commission, a process comparable to hearings that consider oral traditional evidence on interprovincial lines.
The commission must be satisfied the settlement is in the public interest, a consideration often informed by concerns from Site C opponents in other regions.

City officials take clean energy message to Georgia Power, PSC

Savannah is among several Georgia cities that have led the charge forward in recent years to push for clean energy. Now, several of the state's largest municipalities are banding together to demand action from Georgia's largest energy provider.
Hearings regarding Georgia Power's Integrated Resource Plan (IRP) happen every three years, but this year for the first time the cities of Savannah, Decatur, Atlanta and Athens-Clarke and DeKalb counties were at the table.
"It's pretty unprecedented. It's such an important opportunity to get to represent ourselves and our citizens," said City of Savannah Energy Analyst Alicia Brown, the Savannah representative for the Georgia Coalition for Local Governments.
The IRP, which essentially maps out how the company will use its various forms of energy over the next 20 years was filed with the Georgia Public Service Commission (GPSC) in January, the 200-page IRP outlines Georgia Power's plans to shutter nearly all Georgia Power-controlled coal units, similar to Tucson Electric Power's coal exit timelines elsewhere, which could begin later this year.
The company is also planning to double its renewable energy generation by 2035. The IRP also outlines plans for several programs, including an Income-Qualified Community Solar Pilot, reflecting momentum for community energy programs in other states as well.
During the hearings the coalition, alongside the other groups, had the ability to question Georgia Power officials about the plan to include the proposed increase per kilowatt for the company's Simple Solar program, Behind-the-Meter Solar program study and various other components, amid debates over solar strategy in the South that could impact lower income customers.
"The established and open IRP process is central to effective, long-term energy planning in Georgia and is part of our commitment to 2.7 million customers to deliver clean, safe, reliable and affordable energy. In continuing our longstanding relationship with the City of Savannah, we welcome their interest and participation in the IRP process," John Kraft, Georgia Power spokesman said in an email.
Brown said the coalition's areas of interest fall into three categories: energy efficiency and demand response, data access and transparency and renewable energy for citizens as well as the governments in the coalition.
"We have these renewable goals and just the way the current regulations are set, the way the current laws are on the books, and developments like consumer choice in California show how policy shifts can reshape utility markets, it's very challenging for us to meet those renewable energy goals without Georgia Power setting up programs that are workable for us," she said.
The city of Savannah is already taking action locally to reduce carbon emissions and move toward clean and renewable energy through the 100% Savannah Clean Energy Plan, which was adopted by Savannah City Council in December.
The plan aims to achieve 100% renewable electricity community-wide by 2035 and 100% renewable energy for all energy needs by 2050.
Council previously approved the 100% Clean Energy Resolution needed to develop the plan in March 2020, making Savannah the fifth city in the state to pledge to pursue a lower carbon future to fight climate change.
The final plan includes 45 strategies that fall into five categories: energy efficiency; renewable energy; transportation and mobility; community and economic development; and education and engagement.
Brown said the education and engagement component is central to the plan, but the pandemic has hindered community education and awareness efforts, and utilities have warned customers about pandemic-related scams that complicate outreach, something the city hopes to catapult in the coming weeks.
"With the 100% Savannah resolution passing right before the pandemic, we haven't had as many opportunities to raise awareness about the initiative and to educate the public about clean energy as we would like. This transition will present a lot of opportunities for our communities, but only if people know that they are there to be taken," she said.
"... We also want to engage the community so that they feel like they are developing this vision for a healthy, prosperous, clean community alongside us. It's not just us telling them, 'we're going to have a clean energy future and it's going to look like this,' but really helping them to develop and realize a collective vision for what 100% Savannah should be."
The final round of IRP hearings are scheduled for next month. Those hearings will allow the coalition and other groups to put witnesses on the stand who will make the case for why Georgia Power's IRP should be different, Brown said.
In June, Georgia Power, following a June bill reduction for customers, will have a chance to offer rebuttal testimony and will again be subject to cross examination. Shortly after those hearings, the parties will join together for the settlement process, a sort of compromise on the plan that the commission will vote on toward the beginning of July.

As peak wildfire season nears, SDG&E completes work on microgrid in Ramona

It figures to be another dry year — with the potential to spark wildfires in the region. But San Diego Gas & Electric just completed a renewable energy upgrade to a microgrid in Ramona that will help firefighters and reduce the effects of power shutoffs to backcountry residents.
The microgrid will provide backup power to the Ramona Air Attack Base, helping keep the lights on during outages, home to Cal Fire and the U.S. Forest Service's fleet of aircrafts that can quickly douse fires before they get out of hand.
"It gives us peace of mind to have backup power for a critical facility like the Ramona Air Attack Base, especially given the fact that fire season in California has become year-round," Cal Fire/San Diego County Fire Chief Tony Mecham said in a statement.
The air attack base serves as a hub for fixed-wing aircraft assigned to put out fires. Cal Fire staffs the base throughout the year with one two airtankers and one tactical aircraft. The base also houses the Forest Service's Bell 205 A++ helicopter and crew to protect the Cleveland National Forest. Aircraft for both CalFire and the Forest Service can also be mobilized to help fight fires throughout the state.
This summer, the Ramona microgrid won't have to rely on diesel generation. Instead, the facility next to the town's airport will be powered by a 500 kilowatt and 2,000 kilowatt-hour lithium-ion battery storage system that won't generate any greenhouse gas emissions.
"What's great about it, besides that it's a renewable resource, is that it's a permanent installation," said Jonathan Woldemariam, SDG&E's director of wildfire mitigation and vegetation management. "In other words, we don't have to roll a portable generator out there. It's something that can be leveraged right there because it's already installed and ready to go."
Microgrids have taken on a larger profile across the state because they can operate independently of the larger electric grid, where repairing California's grid is an ongoing challenge, thus allowing small areas or communities to keep the power flowing for hours at a time during emergencies.
That can be crucial in wildfire-prone areas affected by Public Safety Power Shutoffs, or PSPS, the practice in which investor-owned utilities in California de-energize electrical power lines in a defined area when conditions are dry and windy in order to reduce the risk of a power line falling and igniting a wildfire, while power grid upgrades move forward statewide.
Rural and backcountry communities are particularly hard hit when the power is pre-emptively cut off because many homes rely on water from wells powered by electricity for their homes, horses and livestock.
In addition to Ramona, SDG&E has established microgrids in three other areas in High Fire Threat Districts:
The microgrids in Butterfield Ranch and Shelter Valley run on diesel power but the utility plans to complete solar and battery storage systems for each locale by the end of next year, as other regions develop new microgrid rules to guide deployment.
SDG&E has a fifth microgrid in operation — in Borrego Springs, which in 2013 became the first utility-scale microgrid in the country. It provides grid resiliency to the roughly 2,700 residents of the desert town and serves as a model for integrated microgrid projects elsewhere in delivering local electricity. While the Borrego Springs microgrid is not located in a High Fire Threat District, "when and if any power is turned off, especially the power transmission feed that goes to Borrego, we can support the customers using the microgrid out there," Woldemariam said.
Microgrid costs can be higher than conventional energy systems, even as projected energy storage revenue grows over the next decade, and the costs of the SDG&E projects are passed on to ratepayers. As per California Public Utilities Commission rules, the financial details for each of microgrid are kept confidential for at least three years.
SDG&E's microgrids are part of the utility's larger plan to reduce wildfire risk that SDG&E files with the utilities commission. In its wildfire plan for 2020 through 2022, SDG&E expected to spend $1.89 billion on mitigation measures.

Advancing Energy Efficiency in Rural Massachusetts
Prior to receiving a Rural Energy for America Program (REAP) grant from USDA, Little Leaf Farms in the town of Devens used a portable, air-cooled chiller to cool its greenhouses. The inefficient cooling system, lighting and heating accounted for roughly 20 percent of the farm's production costs.
USDA Rural Development awarded the farm a $38,471 REAP grant to purchase and install a more efficient air-cooled chiller. This project is expected to save Little Leaf Farms $51,341 per year and will replace 798,472 kilowatt-hours per year, which is enough energy to power 73 homes.

In the Fight Against Climate Change, Students in New Hampshire Lead the Way
Students at White Mountains Regional High School designed a modern LED lighting retrofit informed by building upgrade initiatives to offset power costs and generate efficient energy for their school.
USDA Rural Development provided the school a $36,900 Economic Impact Initiative Grant under the Community Facilities Program to finance the project. Energy upgrades are projected to save 92,528 kilowatt-hours and $12,954 each year, and after maintenance reduction is factored in, total savings are estimated to be more than $20,000 annually.
As part of the project, the school is incorporating STEM (Science, Technology, Math and Engineering) into the curriculum to create long-term impacts for the students and community. Students will learn about the lighting retrofit, electricity, energy efficiency and wind energy as well as climate change.
Clean Energy Modernizes Power Grid in Rural Pennsylvania
USDA Rural Development is working to make rural electric infrastructure stronger, more sustainable and more resilient than ever before, and large-scale energy projects in New York reinforce this momentum nationwide as well. For instance, Central Electric Cooperative used a $20 million Electric Infrastructure Loan Program to build and improve 111 miles of line and connect 795 people.
The loan includes $115,153 in smart grid technologies to help utilities better manage the power grid, while grid modernization in Canada underscores North America's broader transition to cleaner, more resilient systems. Central Electric serves about 25,000 customers over 3,049 miles of line in seven counties in western Pennsylvania.
Agricultural Producers Upgrade to Clean Energy in New Jersey
Tuckahoe Turf Farms Inc. in Hammonton used a REAP grant to purchase and install a 150HP electric irrigation motor to replace a diesel motor. The project will generate 18.501 kilowatt-hours of energy.
In Asbury, North Jersey RCandD Inc. used a REAP grant to conduct energy assessments and provide technical assistance to small businesses and agricultural producers in collaboration with EnSave.

Two of North America's leading nuclear utilities unveiled a pioneering partnership to develop advanced nuclear technology as an integral part of a clean energy future and creating a North American energy hub. Ontario Power Generation, whose OPG's SMR commitment is well established, and the Tennessee Valley Authority will jointly work to help develop small modular reactors as an effective long-term source of 24/7 carbon-free energy in both Canada and the U.S.
The agreement allows the companies to coordinate their explorations into the design, licensing, construction and operation of small modular reactors.
"As leaders in our industry and nations, OPG and TVA share a common goal to decarbonize energy generation while maintaining reliability and low-cost service, which our customers expect and deserve," said Jeff Lyash, TVA President and CEO. "Advanced nuclear technology will not only help us meet our net-zero carbon targets but will also advance North American energy security."

OPG and TVA have similar histories and missions. Both are based on public power models that developed from renewable hydroelectric generation before adding nuclear to their generation mixes. Today, nuclear generation accounts for significant portions of their carbon-free energy portfolios, with Ontario advancing the Pickering B refurbishment to sustain capacity.
Both are also actively exploring SMR technologies. OPG is moving forward with plans to deploy an SMR at its Darlington nuclear facility in Clarington, ON, as part of broader Darlington SMR plans now underway. The Darlington site is the only location in Canada licensed for new nuclear with a completed and accepted Environmental Assessment. TVA currently holds the only Nuclear Regulatory Commission Early Site Permit in the U.S. for small modular reactor deployment at its Clinch River site near Oak Ridge, TN.
No exchange of funding is involved. However, the collaboration agreement will help OPG and TVA reduce the financial risk that comes from development of innovative technology, as well as future deployment costs.
"TVA has the most recent experience completing a new nuclear plant in North America at Watts Bar and that knowledge is invaluable to us as we work toward the first SMR groundbreaking at Darlington," said Hartwick. "Likewise, because we are a little further along in our construction timing, TVA will gain the advantage of our experience before they start work at Clinch River."
"It's a win-win agreement that benefits all of those served by both OPG and TVA, as well as our nations," said Lyash. "Moving this technology forward is not only a significant step in advancing a clean energy future and Canada's climate goals, but also in creating a North American energy hub."

The Union of Concerned Scientists joined with COPAL (Minnesota), GreenRoots (Massachusetts), and the Michigan Environmental Justice Coalition, to better understand the feasibility and implications of leadership states meeting 100 percent of their electricity needs with renewable energy by 2035, a target reflected in federal clean electricity goals under discussion today.
We focused on 24 member states of the United States Climate Alliance, a bipartisan coalition of governors committed to the goals of the 2015 Paris Climate Agreement. We analyzed two main scenarios: business as usual versus 100 percent renewable electricity standards, in line with many state clean energy targets now in place.
Our analysis shows that:
Climate Alliance states can meet 100 percent of their electricity consumption with renewable energy by 2035, as independent assessments of zero-emissions feasibility suggest. This holds true even with strong increases in demand due to the electrification of transportation and heating.
A transition to renewables yields strong benefits in terms of health, climate, economies, and energy affordability.
To ensure an equitable transition, states should broaden access to clean energy technologies and decision making to include environmental justice and fossil fuel-dependent communitieswhile directly phasing out coal and gas plants.
Demands for climate action surround us. Every day brings news of devastating "this is not normal" extreme weather: record-breaking heat waves, precipitation, flooding, wildfires. To build resilience and mitigate the worst impacts of the climate crisis requires immediate action to reduce heat-trapping emissions and transition to renewable energy, including practical decarbonization strategies adopted by states.
On the Road to 100 Percent Renewables explores actions at one critical level: how leadership states can address climate change by reducing heat-trapping emissions in key sectors of the economy as well as by considering the impacts of our energy choices. A collaboration of the Union of Concerned Scientists and local environmental justice groups COPAL (Minnesota), GreenRoots (Massachusetts), and the Michigan Environmental Justice Coalition, with contributions from the national Initiative for Energy Justice, assessed the potential to accelerate the use of renewable energy dramatically through state-level renewable electricity standards (RESs), major drivers of clean energy in recent decades. In addition, the partners worked with Greenlink Analytics, an energy research organization, to assess how RESs most directly affect people's lives, such as changes in public health, jobs, and energy bills for households.
Focusing on 24 members of the United States Climate Alliance (USCA), the study assesses the implications of meeting 100 percent of electricity consumption in these states, including examples like Rhode Island's 100% by 2030 plan that inform policy design, with renewable energy in the near term. The alliance is a bipartisan coalition of governors committed to reducing heat-trapping emissions consistent with the goals of the 2015 Paris climate agreement.[1]
On the Road to 100 Percent Renewables looks at three types of results from a transition to 100 percent RES policies: improvements in public health from decreasing the use of coal and gas2 power plants; net job creation from switching to more labor-oriented clean energy; and reduced household energy bills from using cleaner sources of energy. The study assumes a strong push to electrify transportation and heating to address harmful emissions from the current use of fossil fuels in these sectors. Our core policy scenario does not focus on electricity generation itself, nor does it mandate retiring coal, gas, and nuclear power plants or assess new policies to drive renewable energy in non-USCA states.

Renewable electricity standards must be paired with policies that address not only electricity consumption but also electricity generation, including modern grid infrastructure upgrades that enable higher renewable shares, both to transition away from fossil fuels more quickly and to ensure an equitable transition in which all communities experience the benefits of a clean energy economy.
Currently, the states in this analysis meet their electricity needs with differing mixes of electricity sourcesfossil fuels, nuclear, and renewables. Yet across the states, the study shows significant declines in fossil fuel use from transitioning to clean electricity; the use of solar and wind powerthe dominant renewablesgrows substantially:
In the study's "No New Policy" scenario"business as usual"coal and gas generation stay largely at current levels over the next two decades. Electricity generation from wind and solar grows due to both current policies and lowest costs.
In a "100% RES" scenario, each USCA state puts in place a 100 percent renewable electricity standard. Gas generation falls, although some continues for export to non-USCA states. Coal generation essentially disappears by 2040. Wind and solar generation combined grow to seven times current levels, and three times as much as in the No New Policy scenario.
A focus on meeting in-state electricity consumption in the 100% RES scenario yields important outcomes. Reductions in electricity from coal and gas plants in the USCA states reduce power plant pollution, including emissions of sulfur dioxide and nitrogen oxides. By 2040, this leads to 6,000 to 13,000 fewer premature deaths than in the No New Policy scenario, as well as 140,000 fewer cases of asthma exacerbation and 700,000 fewer lost workdays. The value of the additional public health benefits in the USCA states totals almost $280 billion over the two decades. In a more detailed analysis of three USCA statesMassachusetts, Michigan, and Minnesotathe 100% RES scenario leads to almost 200,000 more added jobs in building and installing new electric generation capacity than the No New Policy scenario.
The 100% RES scenario also reduces average energy burdens, the portion of household income spent on energy. Even considering household costs solely for electricity and gas, energy burdens in the 100% RES scenario are at or below those in the No New Policy scenario in each USCA state in most or all years. The average energy burden across those states declines from 3.7 percent of income in 2020 to 3.0 percent in 2040 in the 100% RES scenario, compared with 3.3 percent in 2040 in the No New Policy scenario.
Decreasing the use of fossil fuels through increasing the use of renewables and accelerating electrification reduces emissions of carbon dioxide (CO2), with implications for climate, public health, and economies. Annual CO2 emissions from power plants in USCA states decrease 58 percent from 2020 to 2040 in the 100% RES scenario compared with 12 percent in the No New Policy scenario.
The study also reveals gaps to be filled beyond eliminating fossil fuel pollution from communities, such as the persistence of gas generation to sell power to neighboring states, reflecting barriers to a fully renewable grid that policy must address. Further, it stresses the importance of policies targeting just and equitable outcomes in the move to renewable energy.
Moving away from fossil fuels in communities most affected by harmful air pollution should be a top priority in comprehensive energy policies. Many communities continue to bear far too large a share of the negative impacts from decades of siting the infrastructure for the nation's fossil fuel power sector in or near marginalized neighborhoods. This pattern will likely persist if the issue is not acknowledged and addressed. State policies should mandate a priority on reducing emissions in communities overburdened by pollution and avoiding investments inconsistent with the need to remove heat-trapping emissions and air pollution at an accelerated rate. And communities must be centrally involved in decisionmaking around any policies and rules that affect them directly, including proposals to change electricity generation, both to retire fossil fuel plants and to build the renewable energy infrastructure.
Key recommendations in On the Road to 100 Percent Renewables address moving away from fossil fuels, increasing investment in renewable energy, and reducing CO2 emissions. They aim to ensure that communities most affected by a history of environmental racism and pollution share in the benefits of the transition: cleaner air, equitable access to good-paying jobs and entrepreneurship alternatives, affordable energy, and the resilience that renewable energy, electrification, energy efficiency, and energy storage can provide. While many communities can benefit from the transition, strong justice and equity policies will avoid perpetuating inequities in the electricity system. State support to historically underserved communities for investing in solar, energy efficiency, energy storage, and electrification will encourage local investment, community wealth-building, and the resilience benefits the transition to renewable energy can provide.
A national clean electricity standard and strong pollution standards should complement state action to drive swift decarbonization and pollution reduction across the United States. Even so, states are well positioned to simultaneously address climate change and decades of inequities in the power system. While it does not substitute for much-needed national and international leadership, strong state action is crucial to achieving an equitable clean energy future.
